    Brian Everett, Chief Executive Officer, OPC

    Since 1986, Brian Everett has been involved in virtually every aspect of real estate consulting pertaining to right of way and real property acquisition, relocation assistance, and property management services. Brian started his right of way career with the County of Los Angeles Department of Public Works. His positions with the County of LA progressed from Agent to Principal Real Property Agent. In the 11 years he spent with the agency, he provided oversight for acquisition, excess property disposition, and property management projects. For the Department of Public Works, Brian was responsible for the oversight of projects that included Flood, Waterworks, Airport, and Road facilities, most including

    property acquisitions. In addition, Brian acted as a Supervisor of 15 property agent staff members. This experience included planning work programs, developing policies and procedures, and making appearances before the Board of Supervisors to provide recommendations concerning property issues. Mr. Everett’s years with the County of LA acted as a solid base for a successful future in right of way. In 2001, Brian joined Cutler & Associates, which later merged in 2003 with two other right of way firms (Overland Resources, Pacific Relocation Consultants, and Cutler & Associates) to form Overland, Pacific & Cutler (OPC). Now, over 17 years later, Brian is the CEO of OPC. His background in program and project management has paved the way for this pinnacle position in his career. As CEO, Mr. Everett sets company goals and objectives, and is helping to guide the firm in positive directions. When Brian assumed the role of CEO, he quickly realized how a strong foundation ultimately determines the success or failure of a business. He is providing strength to OPC with that solid foundation by cultivating new Vision, Mission, and Core Values for the firm. OPC is fundamentally a different company than it was just 10 years ago, and a lot of that growth can be attributed to Brian’s direction. What started as an acquisition and relocation company, has evolved into a preeminent Right of Way Program Management Firm that provides a broad service portfolio to the Right of Way industry. By implementing creative planning, he anticipates the needs of the Firm to better serve OPC’s clients. He also focuses on selecting and retaining the most highly-qualified staff in the industry, fostering an atmosphere of success and company growth. He is responsible for driving change within the organization, as well as presiding over the organization's day-to-day operations. Mr. Everett has published works including course materials for conferences for the IRWA, “Timing Counts: The Right of Way Acquisition Process”, the “Appraisers Role in Public Acquisition” (for an Appraisal Institute local chapter), and numerous others. He has several speaking engagements under his belt, including many for the IRWA in Right of Way training, and Acquisition, Relocation & Valuation Conferences throughout the past several years.

    Keynote Speaker Waterfront Development with the Port of Los Angeles

    Michael Galvin, Dir. of Waterfront and Commercial Real Estate, City of LA Harbor Department

    Michael Galvin is the Director of Waterfront and Commercial Real Estate at the Port of Los Angeles, the nation’s leading container port. The Port of Los Angeles is a landlord seaport, covering 7500 acres of land and water, with more than 300 leaseholders including the Port’s visitor serving LA Waterfront which comprises over 400 acres and 8 miles of waterfront spanning the communities of San Pedro and Wilmington. The Port of Los Angeles is committed to creating and improving public access to the water’s edge through continual investment in world class infrastructure that will activate the LA Waterfront and attract private investment on port property and in the adjacent communities of San Pedro and Wilmington. In this role, Mr. Galvin is responsible for development and management of the Port’s LA Waterfront including commercial development opportunities, cruise passengers,

    hotels, restaurants, recreational marinas and commercial fueling. Mr. Galvin oversees a team of Real Estate and Planning professionals that manage the LA Waterfront properties, plan for future public access investment, market new development opportunities and engage with stakeholders to ensure maximum linkage with local communities and regional visitor serving interests. Mr. Galvin also oversees the Port’s $200 million redevelopment program for marine oil terminals under the State of California Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS). The MOTEMS redevelopment program will provide support to regional refinery operations, LAX aviation fuel logistics and the San Pedro Bay shipping fuel market. Mr. Galvin first joined the Port in 2004 and promoted to Director of Real Estate in 2007. He began his City career in 2000 in real estate for the Bureau of Engineering. Mr. Galvin holds a Bachelor of Arts in U.S. History from the University of California, San Diego and a Juris Doctorate degree from Western State College of Law. Mr. Galvin is a licensed attorney and real estate broker in the State of California.

    Moderator: Mark La Bonte, SR/WA, Sr. Vice President, OPC

    Mark La Bonte has been involved in the real estate and right of way field since 1988. Working with public agencies, developers, and non-profit organizations, his work has included appraisal, acquisition, relocation, and management for publicly funded projects. Beginning his career with the California Department of Transportation as a practitioner in the appraisal, acquisition, and relocation fields, along with continued casework and overall program management, he has a broad understanding of the process and issues involving the public acquisition process. Mark has a thorough understanding of federal and state laws which govern the acquisition process, working with the various regulations which

    must be followed depending on the funding agency, i.e., FHWA, HUD, FAA, and FTA. He is responsible for the oversight of projects, assuring quality control procedures are followed along with training and mentoring of staff.

    Panel 2 – Tackling the Housing Challenge in Time for 2028

    Moderator: Michele Folk, SR/WA, R/W-RAC, R/W-URAC, R/W-NAC, Sr. VP, OPC

    Michele L. Folk, SR/WA, R/W-RAC, R/W-URAC, R/W-NAC, is a Senior Vice President for the Public Sector and Housing & Development division of Overland, Pacific & Cutler, LLC (OPC). Since 1999, Mrs. Folk has been managing and providing land acquisition and relocation services for public agencies. She has relocated and managed the relocation of thousands of residential and non-residential displacees on both federally and non-federally funded projects. Her specialties include the preparation of relocation plans and cost estimates, large-scale relocation projects, including both permanent and temporary relocations,

    complex non-residential relocations, and compliance auditing. Ms. Folk has developed and taught numerous internal relocation courses for OPC staff as well as relocation classes for local public agency staff in California. Ms. Folk is Relocation Assistance Certified and Uniform Relocation Act Certified by the International Right of Way Association (IRWA) and is a member of the International Relocation Assistance Community of Practice. She is a certified Relocation Course Instructor for the IRWA and has been teaching both residential and non-residential relocation under the Uniform Relocation Act across the country since 2009.

    Rochelle Mills, President/CEO, Innovative Housing Opportunities

    As President and CEO, Rochelle Mills is responsible for corporate oversight as well as IHO’s housing development and program initiatives, and oversees legislative, advocacy and policy interests. In her 30-year career, Ms. Mills has had a diverse and successful background in architecture, construction administration, community planning, writing, and cultural tourism. A former South Los Angeles Area Planning Commissioner and past President of SCANPH, she currently serves on the boards of The Kennedy Commission, California Association of Local Housing Finance Agencies, and the Lanterman Housing Alliance.

    Alan Greenlee, Executive Director, So. Cal. Association of Non-Profit Housing

    Alan Greenlee is the Executive Director of the Southern California Association of Non Profit Housing (SCANPH). He has served in this capacity since October, 2012. Over Alan’s 25 year professional career, he has demonstrated a commitment to helping low-income families join the economic mainstream by supporting beneficial public policy at the local, regional, state and federal levels. Alan has designed, implemented and managed programs operating from coast to coast, impacting hundreds of thousands of low-income and underserved families. As an entrepreneur, Alan developed market making products and services for the solar industry.     Alex Visotzky, Legislative Affairs Manager, LA Homeless Services Authority

    Alex Visotzky is the Legislative Affairs Manager at the Los Angeles Homeless Services Authority, the lead administrative entity for the Los Angeles Continuum of Care (LA CoC). There, he directs a team that responds to and advances federal, state, and local policies that will reduce homelessness and advance housing affordability in the LA CoC. Prior to joining LAHSA, Alex worked for Neighborhood Housing Services of Los Angeles County, where he advocated for local and state policies to advance equitable land use, affordable housing, and affordable homeownership throughout Los Angeles County. He has a BA from Oberlin College and an MPP from the Price School of Public Policy at the University Southern

    California, where he worked as a research assistant to Raphael Bostic, former Secretary for Policy Development and Research at HUD under President Obama.

    Panel 3 – LA Metro Purple Line Extension Project Update

    Moderator: Holly Rockwell, SR/WA, R/W-RAC, CPA, Sr. Exec. Officer, LA Metro

    Holly Rockwell is a Senior Executive Officer in the planning department of Los Angeles County Metropolitan Transportation Authority. She oversees real estate acquisition and management (including Los Angeles Union Station), transit-oriented community programs, first/last mile solutions and transportation demand management (TDM). For the 18 years prior to joining LA Metro, she co-founded, owned and was president of a real estate and right of way firm that provided consulting services to public agencies throughout the west coast. Holly has been named Professional of the Year by the International Right of Way Association (IRWA), Los Angeles chapter and Woman of

    the Year by the Women in Transportation Seminar (WTS), Inland Empire chapter. Holly graduated from Wharton School of Business, University of Pennsylvania. She loves spending time with her husband, Bryon, their two sons (ages 12 and 10), daughter (age 7) and their yellow lab (the last two of which run the family). She has run four marathons and has two more planned.

    Velma Marshall, Deputy Executive Officer-Real Estate, LA Metro

    Velma received a B.A. Degree in Business Education from Clark College in Atlanta, Georgia (now Clark-Atlanta University) and her Juris Doctor degree from Atlanta Law School. After graduation from Clark, Velma remained in Atlanta where she started her professional career with the Atlanta Model Cities Program. Her career in transit started in the Real Estate Department of the Metropolitan Atlanta Rapid Transit Authority (MARTA) as a Relocation Officer and Condemnation Coordinator. During her career at MARTA she attended law school at night and was admitted to the State Bar of Georgia. She joined the staff of the former Southern California Rapid Transit District (SCRTD) in 1983 as the Assistant Director of Real

    Estate. When SCRTD merged with the Los Angeles County Transportation Commission (LACTC) in 1995, Velma became the first Director of Real Estate for the new Los Angeles County Metropolitan Transportation Authority (LACMTA). In her current position as Deputy Executive Officer – Real Estate, Velma is responsible for the management of LACMTA’s public real estate acquisition program including appraisal and property acquisition/relocation. Under Velma’s leadership, the Real Estate department has acquired the majority of the real estate needed for heavy and light rail transit systems that currently operate in Los Angeles County. Over the past 36 years, Velma has been responsible for the acquisition of over 3,000 properties and played an integral role in the development of LACMTA’s Headquarters’ Building at Union Station. In addition to Velma’s thirty-six years of diversified experience in public sector transportation projects, she also devotes time to community service. Velma is a lifetime member of Alpha Kappa Alpha Sorority, Inc. and is active in the Culver City Chapter where she serves as President of the Ivy Centennial Foundation. She is also a member of the Inglewood Pacific Chapter of Links, Incorporated and serves as Treasurer of the White Rose Foundation and Chair of the National Trends & Services Facet. Velma also serves as Treasurer of the Los Angeles African American Women’s Political Action Committee (LAAAWPAC).

    Michael Daniels, MAI, Project Manager-Appraisals, LA Metro

    Michael Daniels is a real estate appraiser with 37 years of experience. Michael is a Certified General Real Estate Appraiser and holds the MAI designation from the Appraisal Institute. Michael has been involved in the preparation and review of appraisal reports for all real property types and interests. The bulk of his appraisal experience has been in the field of eminent domain. Michael started his appraisal career with the real estate appraisal firm R. H. Flavell & Associates which later became Flavell, Tennenbaum & Edwards (FT&E). In 1992, Michael left FT&E and spent the next two years working as a subcontractor before starting his own firm in 1994. Michael returned to FT&E in

    2003 where he ultimately became a partner. In 2007, Michael left FT&E to begin his career with the Los Angeles County Metropolitan Transportation Authority (Metro). As a project manager for Metro’s Real Estate Department, Michael has supervised the appraisal staff and numerous outside consultants on a variety of transportation and right-of-way infrastructure projects including Phase II of the Expo Light Rail Line, the Regional Connector Light Rail Project, the Crenshaw/LAX Light Rail Line, and Sections 1, 2 and 3 of the Purple Line Subway Extension Project.

    Panel 4 – LAWA Automated People Mover Project Update

    Presenter: Kyle Pool, PE, LAMP Third Party Coordinator, Los Angeles World Airports (LAWA)

    Kyle is a Third-Party Coordinator and stakeholder manager for the LAX Landside Access Modernization Program (LAMP), overseeing coordination and permitting with various agencies for the $5.5 billion project. In this role, Kyle works with consultants and contractors for the various projects to coordinate design and construction plan review and approvals by authorities having jurisdiction. Kyle also works closely with LAWA Commercial Development Group for program real estate coordination to process tract maps and identify property timing and turnover needs. Prior to joining LAX, Kyle worked in Civil Engineering in private Land Development and Public Works. He earned his Bachelor’s Degree in Civil engineering from San Diego State University.

    Presenter: Stephanie Sampson, Director of Communications, LAX Landside Access Modernization Program (LAMP)

    Stephanie Sampson is the Director of Communications for the LAX Landside Access Modernization Program (LAMP), overseeing all aspects of external communications and community outreach for the $5.5 billion project. In this role, Stephanie manages the communication efforts for consultants and contractors for the various projects, as well as works closely with the LAX External Affairs Division to ensure stakeholders and community members receive updates on developments and impacts for the LAMP project. Prior to joining LAX, Stephanie worked in sports communications. She earned her Master’s Degree in Sport Management and her Bachelor’s Degree in Communications from Cal State Long Beach.

    Panel 5 – DWP-Project Management: Success Factors of Barren Ridge Project

    Ray Mehler is the owner of Right of Way Management Consulting, providing acquisition project management, real estate consulting and property management services. He has led California acquisition projects for NextEra Energy and Los Angeles Department of Water and Power. Ray manages and acquires properties for Los Angeles County Sanitation Districts and for private client referrals. Ray previously worked as Los Angeles Regional Manager for Epic Land Solutions where he worked on utility, transportation, water and education projects throughout Southern California.

    Keith McCullough helps his clients solve problems. As the Chair of AlvaradoSmith’s Infrastructure, Environmental, and Natural Resources practice group, he has broad experience helping clients resolve the issues that arise in the vast majority of development projects: environmental review and regulatory compliance, property rights assessments and acquisition, eminent domain and inverse condemnation, soil and ground water assessments and clean-ups, project construction claims and more. Keith’s experience encompasses a wide range of projects including surface and subsurface water facilities, electric power transmission, renewable energy

    generation, private developments, and transportation projects throughout California. Keith’s extensive litigation experience encompasses bench and jury trials, binding and non-binding arbitrations, mediations and appellate work, with negotiated resolutions at every step of the way. He regularly appears in State and Federal courts, and has been retained as a litigation expert, mediator and referee for eminent domain issues.

    Guy Lammers, Property Manager-Real Estate, LADWP

    Guy Lammers is a Manager in for the LADWP Real Estate Group, and Guy is currently managing the Power System Real Estate Group and Real Estate Appraisal Group. As part of the Management of the Appraisal Group, Guy is a California Licensed Certified General Real Estate Appraiser with in excess of 30 years of Real Estate Appraisal experience. Guy previously worked for the Los Angeles World Airports, multiple private sector organization as an appraisal consultant, and the Los Angeles County Assessor’s Office. Guy has appraised a wide variety of property types, which include office industrial, retail, land, hospitality, harbors, mixed use, special

    purpose and other property types for litigation, acquisition disposition, estates, portfolio management and other purposes.

    Tim Chung, Deputy City Attorney, Los Angeles City Attorney’s Office

    Tim Chung is the Supervising Deputy City Attorney of the Contracts and Real Estate Group for the Los Angeles Department of Water and Power (LADWP). He advises the LADWP on property acquisitions, dispositions and management of its portfolio which includes facilities and rights-of-way within the City of Los Angeles and throughout California and the Western states. Tim previously served as the Assistant General Counsel for the Los Angeles Community Redevelopment Agency where he worked on complex real estate development and financing transactions.

    Janella Cordova is a Senior Project Manager with Overland Pacific & Cutler responsible for real estate and right of way acquisition, strategic planning and management of projects primarily for the Energy & Utility industry. She has been working in the right of way industry since 2009 and in the real estate industry since 2004. Ms. Cordova has a background working on high-profile multi-million dollar projects, comprehensive understanding of risk mitigation and due diligence required for land acquisition. Her educational background is in Finance. Janella was most recently the Chair of the International Electric & Utility Committee

    for International Right of Way Association.

    Uriel Jimenez, Chief Real Estate Officer, City of LA, Bureau of Engineering

    Uriel (‘Uri’) Jimenez is currently a Chief Real Estate Officer for the City of Los Angeles, Department of Public Works, Bureau of Engineering, Real Estate Division. He has been serving in that capacity and head of the division for approximately 10 years. As division head, Uri leads, manages, and develops his staff who acquires real properties and/or rights needed for City of Los Angeles infrastructure projects. His office also provide s support to the City Attorney’s Office in matters relating to the condemnation of real properties and other acquisition-related work. Uri works regularly with the public and public agencies in advancing the goals and aspirations of making Los Angeles the most livable City in the world! Prior to working

    with the City, Uri was a Certified General Appraiser and appraised various types of properties for various purposes since 1986.

    David Nevarez, PE, Civil Engineering Associate, LADWP

    David Nevarez is currently a Civil Engineering Associate with the Los Angeles Department of Water and Power (LADWP) – Power Planning, Development, and Engineering Division. He is a Professional Civil Engineer licensed by the California Board for Professional Engineers, Land Surveyors, and Geologists with 29 years of City experience and 11 years of Civil and Right of Way Engineering experience in the public sector. At LADWP, David is responsible for protecting the property rights of 3,500 miles of high voltage overhead transmission lines spanning five Western States and 160 substations. He also negotiates with outside agencies and developers to establish joint use land exchanges in direct collaboration with the City Attorney’s Office, LADWP Real Estate Services, Risk Management Office, City Council Offices,

    Mayor’s Office, and the Board of Water and Power Commissioners, including Upper Management, while ensuring Power System’s safe operation, maintenance, and reliability of City’s Power Grid.

    Carlos Rios, PE, Principal-Transportation Engineering, LADOT

    Mr. Rios is the Bureau Head for the Office of Capital Projects for the City of Los Angeles Department of Transportation (LADOT). He oversees the development and implementation of the Department’s Active Transportation, Safety, and Complete Street Capital Projects, inclusive of projects that are funded with federal, state and local transportation funding sources. The current capital project portfolio includes over 75 active projects totaling over $210 Million. Mr. Rios graduated with a Bachelor of Science degree in Electrical Engineering from Loyola Marymount University in 1991, and has been working with LADOT since 1994. He has been a licensed Traffic

    Engineer with the State of California since 1999.
