2020 Emergency Action Plan –First Steps

The Trussville Lacrosse Association has designed this EAP in a Flip-Book style. There is an At-a-Glance page followed by pages for each field location. Within the Field Location sections, there is a summary page and detailed pages for each type of emergency. BEFORE EACH GAME, please follow these important FIRST STEPS:

Step

1 All Board Members present at Game should gather and determine Rank of Command (ROC) Responsibilities St

ep 2 Highest ROC should write

names, phone numbers, and responsibility on EAP Game Day Form and provide to all responsible parties – including officials, trainer, and visiting head coach. For practices – Head Coach of practicing team is responsible for all facets of EAP and should have location-pertinent copy.

3 Highest ROC should ensure there is a location-pertinent copy of the EAP available on the statistician table and, if at the Youth Football Field – a copy should be kept in the Press Box and a copy in the Concessions area.

4 ROC in charge of INJURY portion of EAP should check for AED and ensure it is ready to operate.

2020 EAP Game DayLIST OF DUTIES

• Prepares form, assigning duties and ensuring all duties have a responsible contact• Who will be Point of Contact? (ensures accident/event is handled smoothly and everyone involved is being

communicated with and to)• Who will contact EMS? (Ensures details of accident/event is described, stays on phone with EMS personnel

and relays and EMS instructions to those attending to injured)• Who will hold “EMS HERE” sign? (Ensure EMS is directed through appropriate entrance)• Who will communicate to crowd any necessary instructions (Ensuring they move to appropriate shelter or

parking lot or other location depending on circumstance)• Who will locate parent(s)/guardian(s)? (If not on site, will obtain any instructions for medical personnel and

Unconscious/C-Spine/Concussion

•If unconscious Call 911 and follow the instructions of emergency personnel while waiting for their arrival•Suspected Spinal Injury – Call 911•DO NOT MOVE ATHLETE•DO NOT REMOVE EQUIPMENT•Comfort Athlete

•Suspected Concussion – follow concussion check protocol•Can’t recall events prior to or after a hit or fall.•Appears dazed or stunned.•Forgets an instruction, is confused about an assignment or position, or is unsure of the game, score, or opponent.•Moves clumsily.•Answers questions slowly.•Loses consciousness (even briefly).•Shows mood, behavior, or personality changes.

Exceptional Heat Illness

• Remove athlete from play and relocate to a shaded area

Prepare to leave and find shelter (identify appropriate shelter). No place outside is safe if lightning is in the vicinity. Partially enclosed vending areas and picnic shelters are not safe. If a substantial building is not available, fully-enclosed motor vehicles provide good shelter as long as occupants do not touch the metal framework during the thunderstorm. If no protection from lightning is available, direct patrons to stay away from the tallest objects (light poles, flag poles), metal objects (fences or bleachers), standing pools of water, and open areas.

All Clear: The Official will continue to monitor the proximity of thunderstorms and utilize local observations to make an informed decision, determining the appropriate time to recommend reopening outdoor facilities. Management may then allow for normal activities to resume after 30 minutes of no detected lightning strikes within a 10 mile radius of the site. Notify the public that outdoor activities can resume.

Lightning Injury Response• Ensure scene safety (victims do not carry an electrical

charge and can be touched)• If necessary, safe, and appropriate, move the victim to a safe

place away from the threat of another lightning strike.• Summon an ambulance as needed according to local

protocols• CPR and/or AED may be necessary• Heart irregularities, shock, or sudden loss of consciousness

are possible. Keep the conscious victim calm and monitor closely

nature of fire, if anyone has injuries and directions to facility

• Get everyone to move to the parking lot• Coaches of each team are responsible for

moving their players to parking lot and keeping account of them until given the all clear

• All ROCs on site should assist the other attendees to the parking lot

2020 Emergency Action Plan –Last Steps

AFTER EACH INCIDENT, PLEASE FOLLOW THESE STEPS:

Step

1 Work With all available ROCs, and EMS personnel to write report of incident. File with TLA President and provide copies to P&R, Insurance, and EMS personnel if requested.

Step

2 Follow-up with guardians of injured player(s) to check status of injury, answer any questions about how the injury occurred, and ensure they have US Lacrosse insurance filing instructions.

3 If AED was used, ensure it is reset, returned to designated location and ready to use.

Step

4 Ensure copies of EAPs are returned to their designated site location or replaced if damaged or missing.
