2021 Impact Central Illinois Grants Overview• On June 15th, 2021 Impact Central Illinois will award the following:• IMPACT Grant ‐ valued at approximately $100,000• INSPIRE Grant ‐ valued at approximately $50,000• Final grant award amount will be communicated via email to all grant applicants on January 11, 2021

• These Impact Central Illinois Grants will be awarded in these focus areas:• Education• Health & Well Being• Family & Social Services


Gilmore Foundation gifts $25,000 to Impact Central Illinois

• The Gilmore Foundation has given Impact Central Illinois $25,000 for the 2021 Grants

• Potential for 2 INSPIRE Grants ‐ if Impact Central Illinois reaches 175 members by December 31

Eligibility Guidelines for IMPACT Grant• An eligible organization must:

• Be a public charity – not a private foundation• Have tax‐exempt status under Section 501(c)3 of the Internal Revenue Service Code

• Have tax‐exempt status since at least January 1, 2017 in order to provide three full years of audited financial statements

• Prove 2019 gross receipts equal to or greater than $250,000


INSPIRE Grant Key Dates


Eligibility Guidelines for INSPIRE Grant• An eligible organization must:

• Be a public charity – not a private foundation• Have tax‐exempt status under Section 501(c)3 of the Internal Revenue Service Code

• Have tax‐exempt status since at least January 1, 2017• Prove 2019 gross receipts equal to or greater than $75,000 and less than $250,000


Eligibility Guidelines for Both Grants• An eligible proposal must:

• Target a specific population• Last for a specific duration• Aim to achieve specific, measurable goals• Provide services in Peoria, Woodford or Tazewell Counties• Use the full amount of Impact Central Illinois’ grant within 24 months


Eligibility Guidelines for Both Grants• Impact Central Illinois will NOT fund:

• Debt Reduction• Endowments/Memorials• Bridge funding or interim financing• Operational deficits• Partisan, political lobbying or legislative activities• Fundraising activities or events• Advertising• Sports teams or any sports related activity or compensation


Eligibility Guidelines for Both Grants• Impact Central Illinois will NOT fund:

• General capital campaigns or general construction or renovation unrelated to a specific proposed program

• Fraternal, sectarian and religious organizations where the grant is intended for the principal benefit of the organizations own members or adherents, or where the grant is intended for inherently religious activities

• Legal expenses incurred in any action by or against the organization


Eligibility Guidelines for Both Grants• Other Restrictions:

• An organization may submit only ONE proposal each year.• No more than 50% of Impact Central Illinois grant funds can be used toward Personnel or Other expenses.

• An organization that has received a grant from Impact Central Illinois may not reapply in the following two years.

• Collaborations must identify one lead organization to submit the application. The leading non‐profit organization must demonstrate a significant role in execution of the program.


Grant Focus Areas• Education

• Programs that further the ability to educate and/or improve education

• Health & Well Being• Programs that positively impact the mental of physical health and wellness of people

• Family & Social Services• Programs that strengthen or enhance the lives of families and children


How will Grant Applications be Reviewed?• A Financial Review Committee (FRC) will assess the financial strength of each organization that submits an LOI or Grant Application. Members of the FRC complete training on financial review guidelines.

• A Grant Review Committee (GRC) will execute the Impact Central Illinois grant process by choosing grant finalists. Members complete training on guidelines and key criteria used to evaluate grant applications. Input from the FRC will be utilized in this process.


Key Criteria Used to Evaluate Grants• Integrity – Nonprofit organization with a demonstrated record of stewarding funds wisely. Operates with honesty and transparency.

• Capable – Nonprofit organization can turn ideas into reality. Has competent and qualified staff as well as structure and tools to achieve goals. Has a strong board of directors.

• Necessary – The program addresses a significant and important need or issue for Central Illinois. The work is not redundant with existing programs in the community.


Key Criteria Used to Evaluate Grants• Achievable – The program can be done. The timeline is realistic, resources are or can be put in place and required partnerships are established.

• Sustainable – The program is scalable, both up and down. There is a clear plan for how to continue the program after Impact Central Illinois funds have been spent.

Letter of Inquiry (LOI)• The LOI is the initial application submitted by a Nonprofit organization – for the IMPACT Grant ONLY• Applicant provides an overview of their proposed program.

• Financial Review Committees and Grant Review Committees evaluate the LOIs using Impact Central Illinois Key Criteria.

• 3‐6 LOI applicants will be selected in each focus area and asked to proceed to the next phase of the IMPACT Grant process – full grant application submission.

Timeline:IMPACT Grant: October 30 – December 4


Letter of Inquiry (LOI)• Some of the LOI questions include:

• What will the program do?• Why is it needed?• Who are targeted populations to benefit?• How will success be measured?

• Submit financial information• 3 most recently filed IRS Form 990s• 3 most recent audit reports

Grant Application• The Grant Application provides full detail about a Nonprofit Organization’s program• Financial Review Committees and Grant Review Committees evaluate the full Grant Applications using Impact Central Illinois Key Criteria.

• IMPACT Grant: 2‐3 applicants will be selected in each focus area and asked to proceed to the next phase –Site Visits.

• INSPIRE Grant: 4‐6 applicants will be selected and asked to proceed to the next phase – Site Visits.

• Summary• Organization details, program snapshot, contact information

• Narrative• Response to specific questions about the organization, proposed program, goals and metrics, financing

Site Visit• Applicants will host members of the Financial Review Committee and Grant Review Committee at their facility or location of their choice.

Annual Meeting Presentation & Vote

• Finalist Material Preparation• Complete Overview Template (one page) that summarizes the organization and its program. • Distributed as pre‐read material to all Impact Central Illinois membership in advance of the Annual Meeting.

• A 7 minute presentation to be given by the Nonprofit organization during the Annual Meeting

• Selected Nonprofit organizations will participate in the Impact Central Illinois Annual Meeting as follows:• Informal Meet & Greet• Present material developed to ICI membership

• Membership and Winning Organizations will be notified that evening.

• Press Release will be issued the following day.

Common Problems to Watch For…

• Program Dates• Start Date: Impact Central Illinois funds will be available on July 1, 2021. If

program starts before this date please explain how the program will be funded prior to ICI funds receipt.

• Completion Date: Impact Central Illinois funds must be used within 24 months. If a program starts later than July 1, 2021 then ICI funding must be used within 24 months of program start date. For example, if a program is tied to the school year and begins in September 2021 ICI funds must be utilized by September 2022.


Common Problems to Watch For…• Application Questions. Please ensure that you are answering the specific

questions asked in the LOI and Grant Application forms. • Focus Area. Please ensure that you select ONE Focus Area for your application.

Applications with no, or with multiple, Focus Area selection(s) will be discarded.


Common Problems to Watch For…• Program Budget

• Program Budget must be greater than or equal to the Impact Central Illinois grant amount. If the budget is greater than the grant amount, please account for other funding sources.

• Remember, no more than 50% of Impact Central Illinois grant funds can be used toward Personnel or Other expenses as indicated on our Budget Forms.

• The Program Budget should only include the program being partially or wholly funded by ICI. Do not include the entire organizational budget.


Common Problems to Watch For…• Financial Statements: Financial statements must balance.

• Budgets/Statements of Activities: Revenue minus Expenses should equal zero.

• Statement of Financial Position: Assets should equal Total Liabilities plus Net Assets

• Commitment Letters: If a program has funding from a collaborator there must be a commitment letter from the collaborator attached to the grant application. For example, if another Foundation is helping to fund or staff the program, there must be a commitment letter from the Foundation.
