2013-2020 Funding StrategyCapital vs. Operating Funding

Capital funding for bike-sharing programs in the US typically comes from two sources: public funding grants or private system presenting sponsors. Operating funds come from system usage (memberships & usage fees) and program sponsorships. Boulder B-cycle has purchased its current system of stations and bikes primarily through public funding. Funding from the private sector, to date, has primarily been in the form of sponsorships used to cover operating expenses.

Funding History:

In 2011, more than half of the $1.1 million in operating and capital funding needed to launch the system was secured through a grassroots fundraising campaign in the form of grants, individual donations, and contributions from businesses of all sizes. The remainder was secured through funding from the City of Boulder, an in-kind donation of city staff time, and federal grants received by the city on behalf of Boulder B-cycle.

In 2012, the capital expansion breakdown was as follows:• 3 stations: federal grants received by the city on BBC’s

behalf• 2 stations: Boulder County’s capital improvements fund• 1 station: grant funding through a CU student group• 1 station: private property owner

Costs:

The cost to site, prepare, purchase and install a B-station and the appropriate number of bikes needed per station is approximately $55,000. Boulder B-cycle anticipates this price range to stay somewhat consistent at least through 2015. It is unclear what technology and cost changes may occur during the 2016-2020 phase of this master plan. Forthisreason,BoulderB-cycleisusingcurrentfigurestoproject costs throughout the term of this plan.

Grants:

As bike sharing evolves in the US, more people are viewing systems as an integral part of city, county and state multi-modal transportation plans. Bike sharing can play a key role inmeeting the “first and finalmile” needs for commutersto access transit. As a result, bike-sharing systems such as Boulder B-cycle’s have been successful in applying for transit-related grants.

Other sources of successful grants have come from agencies that work to improve the physical & economic health of their citizens. Bike sharing allows commuters to reduce their SOV (Single Occupancy Vehicle) trips, thus reducing carbons produced by these trips while also providing a healthy, active alternative rather than a passive SOV trip. Combining bike sharing with transit is also a more

affordable option than driving and parking a SOV every day.

Even though Boulder B-cycle is a non-profit 501(c)(3)organization, it is not always a qualifying entity to apply for federal or state grants. These are often limited to only a state, county or city. Boulder B-cycle has partnered with the City of Boulder, as a qualifying and supportive entity, to helpfind,applyanddistributefundinggrants.

Public Funding:

From the outset, the City of Boulder and Boulder B-cycle entered into a Master Agreement to ensure the implementation and operation of a successful public bike-sharing system within the City of Boulder. The agreement states that the city will work in partnership with Boulder B-cycle to pursue grant funding for capital expansion of the system. Boulder B-cycle is responsible for securing any local match.

As of June 2013, the city had contributed $330,800 of city funds and sourced $332,733 of funding through state and federal grants for a total of $663,533 of capital investment in the program. This funding purchased 120 bikes and 18 of thefirst22stations.

While the majority of capital funding has come from, or through the city, other public entities have funded stations. Boulder County has funded two stations and the University of Colorado has funded one station.

Private Funding:

Capital funding from the private sector is a challenge. The capacity of the local business community to fund the capital costs of B-stations is tested in a market the size of Boulder. Boulder B-cycle has reasonable success seeking corporate sponsorship contributions in the $1,000 - $10,000 range. These amounts can often be obtained at the local decision- making level. Contributions in the $15,000 - $50,000 range typically need regional or national decision-making authority. Currently, pitches over $50,000 have not been successful.

With the cost of just one B-cycle station at $55,000, sponsorship funds are best directed towards operating costs. Bike-sharing systems, like all transit systems, do not generate enough revenue from the users of the system buying membership passes and incurring usage fees, so sponsorships are vital to bridge the operating funds gap. The Boulder system currently generates approximately 35% of its annual operating costs from the usage of the system. The other 65% needs to come from sponsorships. In return for sponsorship contributions, organizations receive visibility and branding on bikes and stations. The number ofbikesandstations,betterknownasthe“systemassets”will dictate the amount a system can reasonably expect to

generate from asset-based sponsorship programs. Other non-asset based programs such as subsidized “free ride days”cangeneraterevenuewithoututilizingsystemassets.Sponsorship packages have also included corporate membership programs, which allow local businesses to purchase Boulder B-cycle annual memberships in bulk at a discounted rate. These programs allow local businesses to offer discounted or free Boulder B-cycle memberships as anemployeebenefit.

The ultimate scenario would be to sell a system-wide “presenting/namingrightssponsorship”toanorganizationthat would cover the capital and operating budget for a multi-year period. The best example of that to date in the US is the 5 year / $40 million deal that the New York “Citi Bike”bike-sharingprogramstruckwithCitibank.Similarbutless visible is New Balance’s sponsorship of the Hubway system in Boston.

To illustrate the challenges of gaining capital funding from corporate contributions, just one of the 32 stations installed by the end of 2013 will have been paid for entirely by the private sector. Twenty Ninth Street Mall funded one station in December 2012.

Short term strategy: 2013

In the fall of 2013, an additional 10 stations will be funded by a Federal Highway Administration (FHWA) Transportation and Community and System Preservation Projects (TCSP) grant administered through the Colorado Department of Transportation (CDOT) to the City of Boulder. The $440,000 (not including a required 20% local match) value of this grant will bring the total capital funding from the city, and from state and federal grants through the city, to $1,103,533. Boulder B-cycle, per its master agreement with the city, is responsible for providing 100% of the local match in the amount of $110,000. Boulder B-cycle’s strategy is to raise the majority of these funds from private property owners adjacent to proposed stations. As of September 1, 2013, $32,500 of this match has been secured. Efforts continue to raise the remaining $77,500 through private contributions. Any additional shortfall will be covered by operating funds.

Mid term strategy: 2014 – 2015:

• Conservativegrowthplanof4additionalstations(2peryear):Minimumof$220,000fundingrequired.This scenario assumes that limited or no public funding becomes available and the focus will be on the private andnonprofitsectors.BBChasidentifiedthefollowingorganizations that have expressed interest in full or partial funding one or more B-cycle stations:

• University of Colorado• Boulder Community Hospital• Naropa University • Boulder Junction Transit Oriented

Development (Pederson Development)• 31st & Bluff development (Element Properties)

• Aspirational growth plan of 10 additional stations (5per year): Minimum of $550,000 funding required. This scenario assumes that at least 60% of the funding required is sourced through public funding in the form of grants. Additional funding from the private sector will be sought, both as a local match to any grants, or as full funding for stations if needed.

Long term strategy: 2016 – 2020:

• Conservative growth plan of 10 additional stations (2peryear):Minimumof$550,000fundingrequired. This scenario assumes that limited or no public funding becomes available and the focus will be on the private andnonprofitsectorfunding.

• Aspirational growth plan of 25 additional stations (5per year): Minimum of $1,375,000 funding required.This scenario assumes that at least 60% of the funding required is sourced through public funding. Additional funding from the private sector will be sought.

With both the mid-term and long-term strategies, a continued focus will be placed on cultivating relationships early in the process with developers working on Transit Oriented Developments (TOD).

Additionally, the University of Colorado is a key property owner that Boulder B-cycle will continue to develop a close relationship with. If 15% of the stations installed between 2014-2020 can be placed on or near University property then Boulder B-cycle will be well-positioned to serve the largest employer and highest residential density locations in the city, resulting in a highly utilized and financiallysustainable program.

Table Mesa Shopping Center1. The proposed location has the advantage of being right across Harvard Ln, which leads to both Martin Park and Broadway bike lanes. Short distance carrying groceries. It would be great to add a station at the South Boulder Rec Center.2. I know this is close to eGo, but I feel like a station at the transit stop on the E side of Broadway, N of Table Mesa would serve more users than tucked away.3. I agree with this. Would be much more visible and useful on Broadway, and not requiring a ride through a parking lot to reach.

Table Mesa Park & Ride1. I think more stations along Baseline and in southeast boulder would need to have a station.

Scott Carpenter Park1. I’d go swimming! This spot makes biking along the creek path much more accessible and flexible. Would be great to pair this with Eben G. and eventually with the East campus of CU, now under development.

Eben G. Fine Park1. Eben G. is a natural for visitors and residents riding B-cycles for recreational. Scenario #1 You bus in from Denver, pick up a B-bike at RTD, ride west on the Creek Path. Turn around in the canyon, bike east to Eben G, return bike to station. Eat lunch, play Frisbee, watch clouds, float sticks down the creek. Check out a new bike, ride into town, return it at 11th & Pearl. Enjoy coffee, music, the pop fountain, and shaved ice con the mall before heading back to Denver. Scenario #2 At noon, downtown employee buys lunch at Alfalfa’s, picks up a B-bike at the main library, bikes to Eben G and clicks bike into the station. Eats lunch while reading a

B-Cycle could serve the full length of North Broadway with stations starting at the existing Broadway/Iris Avenue location, then at Quince (Lucky’s Market), Yarmouth (Amante Coffee), and Lee Hill Drive (Boulder Housing Partners and Holiday Inn Express). This allow B-Cycles to be used to make connections with the RTD route #204 and route # 208, and of course the SKIP and Y routes.

Broadway & Quince1. I live in north, north Boulder and as much as I like my neighborhood, I don’t see that much worth in installing a B-cycle station at Quince and Broadway. Even if a second one were built at Broadway and Yarmouth, there wouldn’t be any larger network to connect them too. The hill going up Broadway from Iris is daunting even on a good street bike -- on a B-cycle, I think it would be a deal breaker for 75% of riders. I’d wait a few years until either the Armory or the land east of 28th and north of Jay is developed.

Boulder Community Hospital1. I don’t think this idea needs improvement, but I love the idea of adding stations throughout the rest of the city. If this station is selected, my husband and I would both join since it’s near our house and gives us easy entry into the rest of the bcycle system.2. A station at the Foothills BCH location could be the beginning of an Eastward push for B-Cycle along Arapahoe Avenue. B-Cycle stations might follow the RTD JUMP bus route terminating at the Education Center of the Boulder Valley School District at which about 500 employees and 200 students are based. Large entities along this Eastward extension from BCH to BVSD (Arapahoe/65th St.) include Ball Aerospace and Narapa’s Nalanda Campus. I can imagine employees using B-Cycle for lunch time trips and JUMP riders using it for short excursions into the neigherhoods north and south of Arapahoe Avenue.

30th & Glenwood1. Are there any students from Naropa that might use this station?

29th & Pearl1. It would be better right next to Whole Foods rather across the parking lot. This would not affect Target/Macy’s since they are already served by the station on 29th.2. I think this location is especially good with the arrival of Trader Joe’s later this year.

28th & Iris1. I’ve heard several people say they like a stop here so that

can disembark from the BOLT and bike to work in East Boulder. This spot is good because it is within reasonable distance to the Boulder Beer station and the one on Pearl, near Google. It would be even better if there were another station near 28th and Valmont (or even Glacier Ice Cream!) to link too. I know when I approach a station that is filled, I’m much rather back track 6 or 8 blocks than 20.2. I agree with having a station at 28th and Valmont, this also fits the plan by having the stations closer to each other. In a addition there’s a large residential community in north central Boulder that’s still not served by B-Cycles. A station here would get them in the mix.

20th & Pearl1. Yup, I agree it fixes a hole and serves a bustling spot on Pearl Street. Could also be useful to Naropa students.
