Travel To Malta Requirements

These are the current travel requirements, which are continuously reviewed and updated. Travel to Malta is regulated through Legal Notices 92, 244, 255 280, 290, 388 and 472 of 2020; and 196, 254, 255 and 271 of 2021. NOTICE: AS FROM 14th JULY 2021 AT 00:01hrs, ALL COUNTRIES/ZONES PREVIOUSLY LISTED AS AMBER WILL BE CLASSIFIED AS RED, THUS ONLY PERSONS IN POSSESSION OF A VALID RECOGNISED VACCINE CERTIFICATE WILL BE PERMITTED TO TRAVEL TO MALTA Travel requirements vary by country and may change at short notice. Travel from the United Kingdom (UK) As from 30th June 2021, all arrivals from the UK need to present proof of full vaccination with14 days after the second dose. As from the 1st July 2021 the Superintendent of Public Health is recognising and accepting the following vaccination certificate : -“NHS COVID Pass “– NHS Coronavirus (COVID-19) vaccination record – full course of vaccination with 14 days after last dose -“EU Digital COVID Certifcate (Vaccination Certificate)“- for all EU Member States and Switzerland from 9th July 2021 - full course of vaccination with 14 days after last dose Children aged 5-11 can travel if they are accompanying their vaccinated parents/legal guardian and must show evidence of a negative pharyngeal Polymerase Chain Reaction (PCR) test, dated within 72 hours before arrival. Children under 5 do not need a test. Children aged 12-18 will only be able to travel if they have proof of full vaccination. If you have a recognised certificate of vaccination you are exempt from pre-travel testing and self-isolation. Maltese residents or citizens not in possession of a vaccine certificate must obtain prior authorisation from [email protected]. You will be required to provide evidence of a negative pharyngeal Polymerase Chain Reaction (PCR) test dated within 72 hours before arrival and quarantine for 14 days on arrival. Everyone must complete a Public Health Travel Declaration and Passenger Locator Form (PLF) or the Digital Passenger Locator Form accessed from https://app.euplf.eu .You must show this form to airline officials on departure and health officials on arrival in Malta. The forms should be completed prior to departure. You should not use the NHS testing service to get a test in order to travel to Malta. You should arrange to take a private test.




For further information to travel to Malta from the UK refer to : https://www.gov.uk/foreign-travel-advice/malta/entry-requirements#entry-rules-in-response-to-coronavirus-covid-19 CURRENT TRAVEL REQUIREMENTS APPLICABLE TO ALL PASSENGERS (AGED 5 AND OVER) FOR COUNTRIES/REGIONS FROM WHICH TRAVEL IS PERMITTED OR HAVE BEEN GRANTED AUTHORISATION Documents required: 1) All passengers are required to present a completed Public Health Travel Declaration and Passenger Locator Form (PLF) or the Digital Passenger Locator Form accessed from https://app.euplf.eu . Systems are in place to verify the origins of passengers arriving in Malta a false declaration will be considered a criminal offence. 2) In case of passengers arriving from countries/regions in Malta's Amber list, who have resided in an Amber country/region for a minimum of 14 days: - A valid official Maltese vaccination certificate or - “NHS COVID Pass“– NHS Coronavirus (COVID-19) vaccination record – full course of vaccination with 14 days after last dose or “EU Digital COVID Certifcate (Vaccination Certifcate)“- for all EU Member States and Switzerland from 9th July 2021 - full course of vaccination with 14 days after last dose or (Until 13 July 2021) - A negative 72 hour nasopharyngeal RT-PCR test result (age 5 and over) As from 14th July 2021 only persons in possession of a valid recognised vaccination certificate will be permitted to travel to Malta. 3) In case of passengers arriving from any of the Red countries/zones: - A valid official Maltese vaccination certificate (age 12 and over) or - “NHS COVID Pass “– NHS Coronavirus (COVID-19) vaccination record – full course of vaccination with 14 days after last dose or - “EU Digital COVID Certifcate (Vaccination Certifcate)“- for all EU Member States and Switzerland from 9th July 2021 - full course of vaccination with 14 days after last dose




Children aged 5-11 can travel if they are accompanying their vaccinated parents/legal guardian and must show evidence of a negative Polymerase Chain Reaction (PCR) test, dated within 72 hours before arrival. Children under 5 do not need a test. Children aged 12-18 will only be able to travel if they have proof of full vaccination (with 14 days after last dose). 4) Any persons authorised to travel and arriving from Red/Dark Red countries/zones must present the Vetting authorisation (email: [email protected]) together with a negative nasopharyngeal PCR test result of test taken no longer than 72 hours prior to arrival in Malta; such persons will require to follow the medical protocol including 14 days quarantine and repeat testing at day 11-12 of quarantine. Testing on arrival may be carried out when travelling from zones considered to be of higher risk. The relevant documents must be presented to the carrier (by air or by sea) offering travel to Malta. Failure to this shall result in denied boarding. The documents are to be handed by the passenger to the health staff on arrival at Malta International Airport or at the Sea Port terminals. 5) If upon arrival in Malta from an Amber country, any passenger (aged 5 and older) is not in possession of a negative nasopharyngeal RT-PCR result or a recognised vaccination certificate, the passenger will be subject to a mandatory nasopharyngeal RT-PCR test and/or mandatory quarantine against a fee until a negative test result is issued, as per Legal Notice 229 of 2021. Mandatory quarantine for a longer period may be required, such as in the case of a positive RT-PCR result, or for arrivals from countries/regions in Malta's Red and Dark Red lists who do not have the required authorisation or a valid vaccination certificate (in the case of countries/regions for which travel using a valid vaccination certificate is allowed). Maltese nationals and those holding a Maltese residence permit can request to quarantine at their permanent address in Malta or an appointed quarantine address but other travellers are required to quarantine at a designated quarantine hotel against a nightly fee, as specified in the Government Gazette notice that can be accessed here. Travellers are advised to ensure that all other documents that may be required, such as visas, are in order and that any required authorisations are obtained prior to making any travel arrangements.




Important Information A vaccination certificate will only be accepted as valid if included in the list of approved vaccine certificates as listed here: Government Notices published in Govt. Gazette No. 20,635 of 1st June 2021 and Govt. Gazette No.20,653 of 28th June 2021. and Govt.Gazette No. 20 655 of 1st July 2021 issued pursuant to Article 2 of Legal Notice 229 of 2021. The current list of COVID-19 vaccination certificates recognised by the Superintendent of Public Health are:

Vaccination appointment cards are not valid certificates for travel.

• The Maltese Vaccination Certificate and the EU digital covid certificate can be generated from https://certifikatvaccin.gov.mt.

The following documents are NOT VALID for entry into Malta: • EU Digital COVID Recovery Certificate • EU Digital COVID Vaccination Certificate showing one dose,(except for the Johnson vaccine) irrelevant of whether after recovery or not. • Negative Rapid Antigen Test or any other test, apart from PCR – either on EU Digital COVID Certificate or otherwise. • Handwritten vaccination certificates or vaccination cards REQUIREMENTS FOR TRAVELLERS ARRIVING IN MALTA FROM COUNTRIES ON THE AMBER LIST Travel to Malta is permitted by persons who have resided in countries/regions within Malta’s Amber list if they have spent the previous 14 days in one or more of the countries on the list below, on presentation of: 1) a completed Public Health Travel Declaration and Passenger Locator Form (PLF); or the Digital Passenger Locator Form accessed from https://app.euplf.eu that must be completed prior to boarding for every passenger.




2) A) a negative nasopharyngeal RT-PCR test result obtained within 72 hours before arrival in Malta or B) The COVID-19 vaccination certificate recognised by the Superintendent of Public Health: i- The official Maltese vaccination certificate (age 12 and over) or ii -“NHS COVID Pass “– NHS Coronavirus (COVID-19) vaccination record – full course of vaccination with 14 days after last dose or iii -“EU Digital COVID Certifcate (Vaccination Certifcate)“- for all EU Member States and Switzerland from 9th July 2021 - full course of vaccination with 14 days after last dose No specific authorisation is required for travellers from the following Countries/Territories. Persons travelling to, coming to Malta from the above countries must not pass through transit airports outside these zones. REQUIREMENTS FOR TRAVELLERS ARRIVING IN MALTA FROM COUNTRIES/TERRITORIES ON THE RED LIST The following are required for travel to Malta from a Red listed country by persons aged 12 and over: 1) a completed Public Health Travel Declaration and Passenger Locator Form (PLF); or the Digital Passenger Locator Form accessed from https://app.euplf.eu that must be completed prior to boarding for every passenger. 2) A COVID-19 vaccination certificate recognised by the Superintendent of Public Health: - a valid Maltese vaccination certificate or - “NHS COVID Pass “– NHS Coronavirus (COVID-19) vaccination record – full course of vaccination with 14 days after last dose or - “EU Digital COVID Certifcate (Vaccination Certifcate)“- for all EU Member States and Switzerland from 9th July 2021 - full course of vaccination with 14 days after last dose Children below the age of 12 will be permitted to accompany their parents who are vaccinated as outlined below: - Children aged 5-11 require a negative nasopharyngeal COVID-19 RT-PCR test taken no longer than 72 hr prior to arrival in Malta - Children below the age of 5 do not need to be tested. If not in possession of an approved COVID-19 vaccination certificate recognised by the Superintendent of Public Health, specific authorisation from the Maltese Public Health Authorities for every person travelling to Malta is required. Specific authorisation is required for persons not in possession of a valid vaccination certificate to travel to Malta from the above-mentioned red list countries. COUNTRIES/TERRITORIES ON DARK RED LIST Travel from the following countries is only permitted in certain limited circumstances, only with prior authorisation. Specific authorisation is required for travellers from the following countries subject to an effective travel ban in accordance with the legal notice Travel Ban (Extension to all Countries) Order (S.L. 465. 26); send a separate email to [email protected] with ‘’CONSIDER [Name of Country/State]’’ in the subject line. Exceptional approval for essential travel may be granted after due consideration and on presentation of all the relevant documents by the Superintendent of Public Health to: (i) Returning Maltese citizens or residents (not for vacation) (ii) Other travel considered to be essential by the Superintendent of Public Health in exceptional circumstances only (such considerations may include essential work; death/near-death, adoption, reunification of spouse/partner/ minor child with parents) To enter Malta from a DARK RED listed country/territory, the following are required: 1) Authorisation obtained from the Maltese Public Health Authorities for every person travelling to Malta. See below for procedure to obtain authorisation. Please allow sufficient time for your authorisation requests sent to [email protected] to be processed before making any travel arrangements. 2) A negative result for a nasopharyngeal RT-PCR COVID-19 test taken no longer than 72 hr prior to arrival in Malta. Children below the age of 5 years will be permitted to accompany their parent/s without the need for a negative nasopharyngeal COVID-19 RT-PCR test. 3) A completed Public Health Travel Declaration and Passenger Locator Form (PLF); or the Digital Passenger Locator Form accessed from https://app.euplf.eu that must be completed prior to boarding for every passenger. 4) Observe 14 days of mandatory quarantine on arrival, and repeat PCR tests must be taken on day 11-12 of quarantine. Additional testing may be requested as required by the public health authorities. The quarantine address and the test results are to be forwarded to [email protected].

Further Information 1) It is important to note that any person travelling to Malta from an amber or red country must have been resident in that or any other country/state (including Malta) in these lists, for the 14 days prior to travel. Persons travelling to coming to Malta from these countries must not pass-through transit airports outside these zones. 2) Persons vaccinated in Malta may download their Maltese and EU digital vaccination certificates from https://certificatvaccin.gov.mt 3) Systems are in place to verify the origins of passengers arriving in Malta. The Superintendence of Public Health requires that all persons travelling to Malta complete the Passenger Locator Form and Travel Declaration Form or the digital Passenger Locator Form (dPLF) is now live and can be accessed from https://app.euplf.eu . This form can be used for all passengers entering Malta. For the coming few weeks the paper PLF form will still be accepted.. 4) The completed form and a copy of your negative COVID-19 RT-PCR test result is to be presented at boarding and then handed over to the Public Health staff on arrival to Malta (at airport or seaport). Boarding will be denied on failure to present these documents. A false declaration on arrival will be considered a criminal offence. 5) Failure to present a copy of the negative RT-PCR test result or valid recognised vaccination certificate on arrival (as indicated above) will result in mandatory RT-PCR nasopharyngeal testing and mandatory quarantine in a stipulated quarantine location or approved address in the case of Maltese residents only, against a fee, until a negative test is received.

• OTHER TRAVEL PROVISIONS 1. Maltese citizens and persons with a valid Maltese residence permit coming from Red/Dark Red countries returning home (not on vacation) Maltese citizens and persons with a valid Maltese residence permit who need to return to Malta (repatriations) from a country from which outbound travel is not yet permitted and if the pertinent authorities of the country require it, may request a Public Health clearance from the Maltese Health authorities. Scanned copies of your documents should be sent by email together with the request to the Superintendent of Public Health for authorisation to travel.




Travellers are advised to ensure that all other documents that may be required, such as visas, are in order and that any required authorisations are obtained prior to making any travel arrangements. Such persons will also be required to follow the medical protocol for testing and quarantine hereunder: • Nasopharyngeal PCR Swab Test done no longer than 72 hours prior to arrival in Malta, which must be Negative. The result, from a licensed or accredited lab, must be available by the time of travel, and testing on arrival in Malta. • PCR Swab Tests done on day 11-12 of quarantine. For an appointment for a free test please contact 111 or +356 2132 4086 if calling from a non-Maltese number or register at https://covidtest.gov.mt. • You must also observe quarantine, in isolation from all other persons for 14 full days from arrival in Malta. You must not come in contact with other household members if you must share a household. Other household members also need to observe quarantine. The quarantine period needs to be observed in full regardless of any negative swab results. This is as per LN 63 of 2020, the Period of Quarantine (Amendment) Order, 2020, further amended by LN’s 79, 252, 279 and 289 of 2020 and 197 of 2021. • Swab test results and the address where quarantine is to be observed must be sent by email to [email protected] 2. A non-Maltese citizen/resident coming from a Red/Dark Red Country for essential reasons. In exceptional circumstances only, the Superintendent of Public Health may, in her absolute discretion, issue an exemption where in the opinion of the said Superintendent of Public Health, the travel of certain persons or goods is deemed to be essential. Essential reasons for consideration by the Superintendent of Public Health on a case by case basis in exceptional circumstances only may include humanitarian reasons, medical reasons, re-unification of partner, spouse or minor children of a Maltese citizen, essential workers. Approval following consideration may only be given after verification of the situation with all relevant testimonials and/or documentation to be sent by email to [email protected], authorised travellers will be subject to the applicable medical protocol for testing and full 14-day quarantine. 3. Third-country national travelling from Red/Dark Red country to join/meet a spouse/ partner/ minor child who is a Maltese citizen/ resident in Malta If your spouse/partner/minor child is a Maltese citizen/valid residence permit holder currently residing in Malta, then you may be given permission to return to Malta, subject to following the relevant medical protocol for testing and full 14 day quarantine. Please provide copies of all relevant documentation pertaining to yourself and your partner including passports, IDs, any residency permits etc for verification purposes by email to [email protected]. You will also need to provide a declaration attesting to your relationship and its duration or a birth certificate in case of minor children. If your request to travel to Malta is approved by the Superintendent of Public Health, you will be required to follow the relevant medical protocol for testing and observe a full 14 day mandatory quarantine.
