Introduction Overview The Otter Tail County 2040 Long Range Transportation Plan translates identified issues into specific, actionable initiatives and strategies. The Plan elements were coordinated with other County efforts and those of other key study partners, cities, townships, and the Minnesota Department of Transportation (MnDOT). The initial Plan document was adopted on July 21, 2015.
In an effort to document the most up to date information, Otter Tail County initiated an update in 2018 to their 2040 Long Range Transportation Plan. The goal of the update was to understand future project and funding needs in the County. The following sections were included in this update:
• Existing Conditions • Future Multimodal System Analysis • Financial & Performance Analysis
Stakeholder Involvement Process Public participation and agency coordination were important in seeking input on proposed system improvements and building support for the overall Transportation Plan update.
Project Management Team
A Project Management Team (PMT) was established to actively guide the development of the Plan. The team was composed of three County Highway staff. Several PMT meetings were held at strategic intervals throughout the planning process to review technical analyses and provide input on the Plan contents.
Open Houses
Four public open house meetings were held during the planning process. These meetings were conducted to provide stakeholders information on the Transportation Plan update and to seek input on planning or programming concepts. Display boards, presentations, and comment forms were used to engage the public at these meetings. Importantly, the open house format offered an informal venue for citizens, agency staff, and community leaders to ask questions and give their thoughts on the Plan findings and recommendations.

Existing Conditions Functional Classification The functional classification system defines both the function and role of a roadway within the hierarchy of an overall roadway system. This system is used to create a roadway network that collects and distributes traffic from neighborhoods and ultimately to the state or interstate highway system. Functional classification planning works to manage mobility, access, and alignment of routes.
Since 2015, there have been minor adjustments to the functional classification of roads in the County. Going forward, the County will adjust the classification of roadways in the county as opportunities arise. Figure 1 displays the existing functional classification system for the County’s roadways.
Jurisdictional Classification The objective of appropriate road jurisdiction planning is to ensure that the management of each roadway is closely aligned with its function and the jurisdiction best suited to maintain it. The jurisdiction of roadways is an important component of the Transportation Plan because it defines the regulatory, maintenance, construction, and financial obligations of each governmental unit.
Since 2015, there have been updates to the jurisdictional classification in Otter Tail County. The City of Fergus Falls and the County agreed to swap municipal streets and County roads in the City to properly align management of the roadways with their intended function. This transfer consisted of 4 miles of city roads being transferred for four miles of county roads. CSAH 1 and CSAH 25 were swapped for MSAS 105, MSAS 104, and MSAS 137.
Figure 2 displays the current jurisdictional classification for the County’s roadways.

Pavement Age Almost 60 percent of Otter Tail County’s asphalt roadways are more than 20 years old. According to industry standards, a highway should typically receive an overlay at approximately 15 to 20 years. In Otter Tail County, due to funding constraints, overlay work is spread out to an approximately 30-year average. Figure 3 shows the breakdown of asphalt pavements by age.

Pavement Condition Index MnDOT State Aid data collection services were used to gather condition data on paved County State Aid Highways (CSAH) and County Highways (CH). This data is collected every two years and entered into the county pavement management data system. The most recently collected data for the County is from 2017.
Data collected and provided by MnDOT to the County includes a Ride Quality Index (RQI), Surface Rating (SR), and a Pavement Quality Index (PQI). The PQI is a composite score that combines the ride quality and surface rating and ranges between 0 and 4.5. The higher the number, the better the condition of the roadway. Otter Tail County uses a modified version of the PQI ratings that converts the range of 0 to 4.5 to a 0 to 100 scale. Using this numerical rating, 0 represents a failed roadway and 100 represents a newly surface roadway with no distress. Figure 4 shows the percent of the paved roadways that fell into each category in 2017. Figure 5 presents the 2017 PQI data by roadway segment across the County.
Beginning in 2017, MnDOT changed the way they perform pavement condition surveys. In previous survey years, a sampling procedure was followed in which approximately 10 percent of the pavement surface was reviewed manually. Distresses collected within that 10 percent were then extrapolated to the entire segment area. The new process includes a review of 100 percent of the pavement surface using an automated software program that detects surface distress. This change in procedure had an impact on the PQI data for Otter Tail County and the rest of the state. The data collected in 2017 showed an improvement in the PQI for many of the County’s roadways, despite maintenance work not being performed.

Moving forward, as MnDOT continues to follow the new rating procedure, the data will be used to determine if adjustments should be made to the County’s PQI goals, preservation strategies and future project list.

10 Ton Routes and Shoulder Widths Otter Tail County considers the weight capacity and roadway/shoulder width as an important metric when evaluation the condition and quality of their system. Both of these metrics greatly affect freight travel and safety throughout the County.
The roadway weight limits for the entire County system are shown in Figure 6. Since 2015, the County has upgraded portions of the following eleven county roadways to 10 Ton Routes:
• CSAH 1 • CSAH 4 • CSAH 8 • CSAH 9 (One Section is now a 9 Ton Route) • CSAH 10 • CSAH 12 • CSAH 16 • CSAH 24 • CSAH 27 • CSAH 35 • CSAH 67

Traffic Volumes An evaluation of existing corridor operations was completed to gain a greater understanding of the key travel patterns and congested travel conditions within the County. In an effort to evaluate traffic operations within Otter Tail County, it is critical to understand existing traffic volumes on major roadways.
Figure 8 displays the existing average daily traffic (ADT) volumes on the County’s roadways and Figure 9 shows the ADT volumes in Perham and Fergus Falls, using the most recent data published by MnDOT (2015).
Roadway Capacity Analysis and Congestion Typical planning-level capacity thresholds, as shown in Table 2, were used to evaluate current roadway capacities for all facility types. An analysis of roadway segments with congestion or operational problems is critical in the identification of system needs and/or future roadway improvements.
The volume ranges and capacity thresholds are based on guidance from the Highway Capacity Manual and professional engineering judgment. ADT ranges are used to estimate the maximum capacity of roadway designs; however, it is important to note that a capacity threshold is a theoretical measure that can be affected by functional classification, peak traffic flows, access spacing, speed, and other roadway characteristics.
Congestion and operational problems were evaluated by determining the ratio of current traffic volume to roadway capacity (v/c ratio). Capacity is defined by the following:
• Approaching Capacity – Observed daily volumes exceed 85 percent of the daily capacity (v/c > 0.85)
• At or Exceeding Capacity – Observed daily volumes exceed 100 percent of the daily capacity (v/c > 1.0)
Based on current traffic volumes, there are a few roadways with in the City of Fergus Falls with capacity issues as shown in Figure 10

Safety and Crash Analysis Roadway safety is an important issue for County officials and a high priority for MnDOT, local agencies, and the public. In addition to the data provided in this update, Otter Tail County has a County Road Safety Plan that documents at-risk locations and identifies cost-effective safety improvement strategies that Otter Tail County can complete once funding becomes available.
Updated crash frequency and severity maps (see Figure 11 and 12) and tables (see Table 3 and 4) were completed using data provided by MnDOT for the most recently five-year period (2014-2019). The following are the key takeaways from this analysis:
• There were a total of 3,382 crashes recorded for all roadways within the County (not including animal crashes), 1,005 of these crashes resulted in an injury or fatality.
• There were 674 crashes located on a County Road (20 percent), 36 of these crashes resulted in an injury or fatality.
• There were a total of 24 crashes that resulted in a fatality within the County, six of these crashes were on a County Road.

Future Multimodal System Analysis Future Functional Classification The future functional classification analysis was developed to address Otter Tail County’s future system needs, especially as they pertain to system preservation issues. It was completed by evaluating the current functional classification system, assessing anticipated changes in land use and development patterns, addressing inconsistencies and misaligned routes related to established guidelines, and providing appropriate connections to adjacent counties.
The recommendations of the plan created in 2015 are being carried forward in this update as recommended updates to the functional classification. These changes will help to create a system that meets the goals of the community and provides for an optimal transportation system. Figure 13 shows the recommended 2040 functional classification of roadways throughout the County.
Future Jurisdictional Classification The goal of the Otter Tail County jurisdiction realignment analysis was to match the management of roadways with their intended future function and with the jurisdiction best suited to maintain them. The result is an efficient and economical use of citizen tax dollars and an appropriately aligned county highway system. Jurisdictional realignment (reducing county system size) was one of the specific system preservation strategies identified by the County Board that the Plan should investigate.
Jurisdictional transfers have been completed in Fergus Falls, but there are additional transfers suggested across the county. Additional transfers beyond these can help to right size the roadways throughout the County and allow the County to better manage and fund improvements. These suggested jurisdictional transfers are shown in Figure 14, Figure 15, and Table 5.

Financial & Performance Analysis The main objective of this analysis was to determine how the County’s maintenance practices and current level of funding would affect the condition of the system over time.
System Management Pavement management is the process of timing roadway maintenance to prolong pavement life and optimize funding. Current pavement conditions were evaluated to gain a better understanding of current pavement conditions to aid in the identification of potential needs.
Since the completion of the Transportation Plan in 2015, Otter Tail County implemented a tiered preservation system to optimize how funding is allocated for their paved roadways. The system priorities include: preventing “fair” condition roads from falling into “poor condition” by avoiding a worst-first approach and to prioritize preservation strategies over reconstruction fixes. The tiered preservation system has helped optimize funding for highly used roads throughout the County, however there are roads in the system that are below their pavement quality goals.
Transportation Funding Since the completion of the Transportation Plan in 2015, Otter Tail County has implemented a wheelage tax and a local option sales tax. Funds from both sources are used for pavement preservation and management.
Additionally, Otter Tail County is seeking new funding opportunities and continues to review future projects on an annual basis.
Current Investment Scenario The County currently spends approximately $14.4 million (average over the next 10 years) per year for the reconstruction and maintenance of the pavement network. At this level of funding, the overall average Pavement Quality Index (PQI) is expected to decay from an average of 73 to an average of 61 in 10 years.
Figure 16 provides a graphical depiction of the County’s current annual funding, plus funding generated by the wheelage and sales tax options. In 2020, the county is projected to have $28.3 million in funding for all pavement preservation and reconstruction projects. This drops to $13.3 million in 2021 because funding from bonds are no longer contributing to the program and there is less state aid money available.

Current Pavement Condition by Tier
As mentioned previously, the County funds its preservation projects based on its Tiered Preservation System. The County has set PQI goals for each tier within the Tiered Preservation System. The projected 2020 PQI for each tier is shown in Figure 17 along with the goal established for each tier. Overall, the system is projected to be very close to its goals for each tier in 2020.

The 2028 average PQI by tier as compared to the goal set for each is presented in Figure 18. As shown, only the platinum roadways will meet their set PQI goal under the current investment scenario. In order to meet the PQI goals for all roadway tiers, additional funding is necessary or an adjustment to the tiered preservation strategy is needed.

Financial Gap
As shown above, the PQI goals established by the County will not be met under the current investment scenario. In order to meet these goals, it was estimated that an additional $7 million is needed each year, on average, for the next 10 years. This is displayed in Figure 19.
It should also be noted that the 2017 PQI data for the County showed an overall improvement in the system due to the new rating process being used by MnDOT. Following MnDOT’s two-year survey cycle, the County will be receiving 2019 PQI data from MnDOT sometime in 2020. That data set will provide a second condition data point that follows the new rating process. This will provide a better understanding of the current rating process and pavement condition trends within the County. Depending on that data, the funding gap may or may not be larger than currently shown. However, it should be noted that the gap will continue to increase each year as pavement conditions deteriorate and the cost of preservation projects increases.

Project Identification During the creation of the Transportation Plan in 2015, a number of future system improvements were identified for Otter Tail County. Many of these projects were completed and the remaining projects identified in the plan are recommended for completion in this update. The current County Improvement Plan (CIP) goes through 2025 and a summary of this plan is in Table 6. Projects were categorized as either a bridge, reconstruction, resurfacing, or seal coat project.
Multimodal Transportation
Multimodal transportation projects, including bicycling, walking and others, are identified and planned in the 2017 County-Wide Trail Master Plan. The Plan will recommend and prioritize trail projects for future programming decisions, either as independent projects, or in concert with scheduled and appropriate highway projects.
Future Program of Projects
Using the tiered preservation system, established performance targets, the County’s pavement management system, the previously identified list of project needs and updated revenue forecasts, County staff prioritized various pavement, bridge, safety, etc. projects. This program of projects is expected to be implemented over the next seven years.
It is understood that the County staff and County Board will annually review the program’s progress, evaluate the current funding situation, and prepare both an annual and an updated long-term CIP. The prioritization process, the draft CIP and project maps will be presented to the public for comment and revisions prior to each programming year. The current Transportation Program project list is illustrated on Figure 20 and shown in Table 7.
