Will the Minister for Interior be pleased to state:

(a) whether it is a fact that Registrar Office being a regulator, hastaken notice that Bahria Enclave, a Housing Project of BahriaTown in Islamabad, has failed to give physical possession ofplots to their legitimate allottees, who have deposited fullpayment of their plots, despite the lapse of several years; if so,the details thereof;

(b) did the Registrar Office make the administration of BahriaEnclave accountable in this regard; if so, the details thereof;

(c) the corrective measure being taken by the Registrar Office tocompel the administration of Bahria Enclave to give physicalpossession of the plots to allottees at an earliest; and

(d) time by which, physical possession of the allotment of the abovewill be made to allottees?

Minister for Interior (Sheikh Rashid Ahmed): (a), (b), (c) and (d)Bahria Town does not come in the ambit of Registrar Office ICT, Islamabadand therefore Registrar office is not regulator of this Housing project. As suchthe Registrar office is not in a position to take any measure against theAdministration of the Bahria Town.

(a) whether the Assistant Commissioner (City) has been appointedas Inquiry Officer by the Deputy Commissioner, Islamabad toprobe fraud committed in Jammu and Kashmir Housing SocietyZone-II, Islamabad;

(b) if so, the detail of cases for which responsibility has been givento him alongwith the number of meetings held with respectivedates so far in this regard;

(c) the names of officers participated therein alongwith other detailsthereof; and

(d) the detail of amount misappropriated in these cases alongwiththe time by which inquiry will be finalized and the time by whichpossession of G-15/4, Islamabad main roads, pockets would begot cleared?

(a) whether it is a fact that all Provincial District JudicialOfficers particularly in BS-22 who are also Civil servants, aredeprived from entitlement of official Passports;

(b) whether it is a fact that some of Judges of Provincial District-Judiciary have been granted special permission to acquireofficial Passport; if so, details of those who have obtained officialPassports at present;

(c) what corrective measures are being taken by the Governmentto give entitlement of acquiring official passports to judges of

provincial district judiciary who hold posts in BS-21 and 22 atpresent; and

(d) time by which, the such entitlement will be granted to aforesaidgrades Judicial Officers in District Judiciary?

Minister for Interior (Sheikh Rashid Ahmed): (a) The officers ofJudiciary are not covered within the definition of civil servants as conveyed byMinistry of Law, Justice and Human Rights vide u.o. No. 784/13LawIdated 26122013 (Annex-I). As per para9 of passport and visa manual2006 Judicial Officers are not entitled for issuance of official passports.

(b) Previously, as per request of Shariah Academy, InternationalIslamic University of Islamabad, Judges of Provincial district judiciary whowere the participants of Shariah Law Course had been issued official passportsof restricted validity of one year as per detail at Annex-II. However, therequest of Shariah Academy for grant of special permission for issuance ofofficial passport was regretted by Ministry of Interior for not being coveredunder the Para 9 of Passport & Visa Manual, 2006 on dated 22022021(Annex-III).

(c) A proposal regarding entitlement for issuance of official passportsto judges while proceeding abroad on official business/training, study tours orto attend seminars has been made in draft passport rules 2020.

(d) Position already explained at paraa above.

91. *Ms. Zahra Wadood Fatemi: (Deferred during 29th Session)


(a) whether it is a fact that the Metro Bus Service connectingRawalpindi and Islamabad is now in an extremely un-satisfactorystate;

(b) if so, what steps are being taken by the Government in thisregard?

Minister for Interior (Sheikh Rashid Ahmed): (a) Briefly, thecurrent state of services of PMBS are as under:

A. RIDERSHIP

i. Since inception approximately 202 Million passengers have beenmoved till 04th March, 2021.

ii. Average daily ridership was 112,367 passengers per day (ppd)before implementation of fare increment on 23rd August, 2019.After fare increment the average daily ridership was reduced to93,908 ppd. This average was further reduced to 65,611 ppdafter onset of Covid19 (23rd March 2019 28th Feb 2021).

iii. The average daily ridership is recovering due to uplifting ofCovid19 restrictions which is now 98,134 ppd.

B. OPERATIONS

i. Operations services which include Janitorial & House Keeping,Fans, Water Coolers, Ticketing System, Surveillance, BusOperation, Security & Safety and Stations & Corridor Lightsare in completely satisfactory state.

ii. Passenger’s satisfaction is evident from their positive feedbackat PMDU complaint portal. It is now standing at 43% and was38% last year based on which in February 2020, PMDU hadcategorized PMBS in the top category of “Excellent” withremarkable 78.81% satisfaction level (Annexure-A).

iii. The negative feedback is only due to nonfunctional Escalatorsand Elevators at stations. The current operational status ofEscalators is 41 out of 83 and that of Elevators is 53 out of 83 ason 04th March, 2021. Repair works of malfunctioned Escalatorsand Elevators are in progress and will be completed in 60 daysafter import of spare parts.

C. MAINTENANCE

i. Maintenance of Infrastructure is a routine process which PMA iscarrying out on regular basis.

ii. Maintenance at all twentyfour (24) stations is satisfactory.

iii. Currently, tile works at underpasses is in progress.

iv. Maintenance works of corridor is completed at all stations.

v. Repair works of Tuff Pavers is in progress at 06 number of stationsin Islamabad.

96. *Mr. Muhammad Afzal Khokhar: (Deferred during 29th Session)

Will the Minister for Overseas Pakistanis and Human ResourceDevelopment be pleased to state:

(a) whether Ministry itself or any other institution on behalf ofGovernment has compiled a data of workers who were laid offfrom their respective jobs in foreign countries and returned toPakistan since March, 2020 due to outbreak of Covid-19; if so,the details thereof;

(b) whether it is a fact that Government was planning to set up aportal for taking care of such workers;

(c) if so, whether such portal was set up; if yes, total number ofpersons who registered themselves on such portal, and how isGovernment extending its support to them; and

(d) what steps are being taken in particular after the outbreak ofCoved-19 to explore new markets of workforce for Pakistaniworkers?

Minister for Overseas Pakistanis and Human ResourceDevelopment: (a) Overseas Employment Corporation (OEC), an autonomousorganization working under the administrative control of Ministry of OverseasPakistanis & HRD launched an online portal on 9th June, 2020 for theregistration of returnee migrants to Pakistan owing to COVID19 pandemic.

(b) After the launching of portal w.e.f. 9th June, 2020, the data ofthese returned migrants is shared with all the stakeholders including NationalVocational and Technical Training Commission (NAVTTC), Benazir IncomeSupport Program (BISP), EHSAAS Program, Small and Medium EnterprisesDevelopment Authority (SMEDA) and Overseas Pakistanis Foundation (OPF)for the integration of migrant workers in local and international labour markets.

(c) Yes, this portal was launched by Overseas EmploymentCorporation (OEC) being a Government Body, for registration of returningPakistani workers from abroad. Since then, 93,081 Pakistani returnee workershave registered themselves on online portal till 31st March, 2021.

A comprehensive reintegration strategy / plan has been developed forreturned migrant workers to reintegrate them by:

Collection and compilation of data for impact assessment andaddressing challenges to labour migration and sharing the same withall stakeholders.

Facilitating returnees to obtain jobs in national and international jobmarkets through upskilling and certification.

A Memorandum of Understanding (MoU) has been signed betweenDeutsche Gesellschaft Fur International Zusammenarbeit GmbH(GIZ) and Ministry of Overseas Pakistanis & Human ResourceDevelopment on “Technical Assistance to the Facilitation andReintegration Centers for Pakistani Workers”. The objective of thisMoU is to facilitate the returning overseas Pakistanis throughcounseling and introduction to employment or entrepreneurshipmeasures for the purpose of their reintegration in Pakistan.

Facilitating the interested returnees to set up their own businessesthrough Small and Medium Enterprises Development Authority(SMEDA), National Youth Development Framework (NYDF) etc.

(d) Bureau of Emigration and Overseas Employment (BE&OE), anAttached Department of Ministry of Overseas Pakistanis and Human ResourceDevelopment is taking various steps to explore new markets for workforceof Pakistani workers. BE&OE has developed a diversification strategy forpromoting/enhancing the export of manpower to potentially nontraditionalcountries such as Japan, Germany, Canada, Romania, Belgium and Portugal.The Department is at an advance level of talks with these countries for signingof MoUs to boost the Pakistani manpower export.

(d) whether any action has been taken against them; if so, the detailsthereof; if not, the reasons thereof;

Will the Minister for Interior be pleased to refer to the Question No.29replied on 16-10-2020 and to state:

(a) the detail of action taken so far, by the present management ofJammu and Kashmir Cooperative Housing Society in connectionwith the fraud of illegal allotment of the Farm House;

(b) the time by which illegal allotments will be cancelled and theallotments will be made to those who have deposited amountearlier;

(c) what role will be the district management in this context;

(d) if no, action is taken by the administration of society inconnection with the fraud made by the society?

Minister for Interior (Sheikh Rashid Ahmed): (a) The cases/reference have been filed by the present Management at different relevantforums/departments i.e. ICT, NAB & FIA against suspects / former officebearers / members of the exManagement.

(b) The present management has filed 42 different inquiries beforethe Registrar Cooperative Societies Department, ICT, Islamabad whonominated different Assistant Commissioners for holding inquiries against theformer officer bearers of the societies. Out of which 10 Nos. inquiries havebeen finalized. However, the result of these inquiries have been challenged by theaggrieved parties before Islamabad High Court vide petitions No. 3467/2020,3643/2020, 3663/2020, 3849/2020, 3865/2020, 3928/2020, 3929/2020,3930/2020, 3931/2020, 3948/2020, 3980/2020, 3981/2020, and 3982 areAnnexed.

(c) The Deputy Commissioner / Registrar Cooperative SocietiesDepartment, ICT, Islamabad entrusted 38 inquires to the different AssistantCommissioners agianst the previous Managing Committee of Jammu & KashmirCooperative Housing Society, Islamabad. On receipt of inquiry reports furtheraction will be taken by the Registrar accordingly.

(c) Number of people who cross border with Visa has already beenreflected above. However, detail of people who cross the border without visa is;

Afghan nationals travelling to Afghanistan on Tazkira and PORcards:. 300 to 800 average per day.

Pakistani locals travelling to Afghanistan (Shinwari tribe living within 15KM of border area on Pak side). 600 to 1000 average per day.

111. *Mr. Iqbal Muhammad Ali Khan: (Deferred during 29th Session)


(a) whether it is a fact that an agreement for purchase of land forJammu Kashmir Cooperative Housing Society, Zone-II,Islamabad took place between the society administration andMr. Bashir Ahmed S/O Muhammad Rafiq, in January, 2016;

(b) the token money paid to Mr. Bashir Ahmed alongwith the costof purchase of the said land and all other details in respect ofsuch agreement;

(c) whether any inquiry is under way regarding the said agreementin view of the overall investigations of fraud committed in thesociety; if so, the details thereof; and

(d) the time by which the inquiry of fraud in the allotment of plotswould be completed?

1. *Mr. Muhammad Aslam Khan:


(a) whether authorities concerned have taken notice of rampantincrease of plying rickshaws and other un-authorized vehicles

both for purpose of passengers and freight in administrativeterritorial jurisdiction of ICT, in general, and particularly inSector I-9, I-10 and Express Highway and IJP Road, Islamabad;

(b) if so, the reasons thereof; and

(c) what measures are being taken by the Government to stop theabove?

Minister for Interior (Sheikh Rashid Ahmed): (a) Secretary,Islamabad Transport Authority exercises regulatory and supervisory oversighton Public Transport in ICT. It is submitted that there is already a ban on plyingof rickshaws in Islamabad Capital Territory and no such permission at anytime is granted by ICT Administration to Rickshaws/other unauthorizedvehicles to ply within the territorial limits of ICT.

(b) Secretary, ITA carried out regular inspections from time to timeand takes action against violators by imposing fines and impounding therickshaws and other unauthorized vehicles etc.

(c) Despite the short/limited field staff of this office regular inspection/checking is carried out from time to time and action is taken against the drivers/violators within the territorial limits of Islamabad Capital Territory. In thisregard, during last six months, the inspection/checking was conducted at anumber of points in Islamabad and around 33 Rickshaws were impounded inpolice stations and violators were imposed fine as per law.

2. *Begum Tahira Bukhari:


(a) whether there is any correspondence has been made between theconcerned department and Islamabad High Court for startingoperation to eliminate the stray/pie dogs in Islamabadin compliance of Writ Petition No.1155/2019; if so, the detailsthereof;

(b) if not, whether there is any proposal under consideration of theGovernment to make the compliance of part (a) of above; and

(c) the time by which it will be implemented?

Minister for Interior (Sheikh Rashid Ahmed): (a) It is submitted

that the Honorable Islamabad High Court Directed to Islamabad Wild Life

Management Board, Ministry of climate Change in Writ Petition No. 1155/2019 that.

“The Board is the competent authority to prescribe a policy and

mechanism regarding stray dogs. It is expected that the Board while

formulating the policy will have regard to the best practices observed

internationally and the injections of Islam which teaches treating animalsin humane manner.”

The decision was conveyed by the chairman Islamabad Wild Life

Management Board vide letter No. L 2012 WMD dated 1062020 and

accordingly incompliance Sanitation Directorate stopped Dog Shooting with

immediate effect. It is therefore Islamabad Wild Life Management Board,Ministry of Climate Change to correspond with Islamabad High Court.

(b) Decision by the Wild Life Management is still awaited. Previously

Sanitation Directorate was taking action against stay / pie dogs. To avoid/

control spread of rabies in Islamabad, ICT, as per clause # 89, chapter (X) of

ICT Municipal bye laws, 1969. Same is reproduced.

“No person shall keep a dog without a license issued on payment

of prescribed fee Rs. 5/- per dog by the Director (Municipal

Administration). The dogs must be chained failing which they are liable

to be treated as stray dogs and killed (by Sanitation Directorate) at

the risk of the owner.”

(c) As & when decision received from Islamabad Wild Life

Management Board & this office will implement the same.

3. *Mr. Ali Gohar Khan:

Will the Minister for Interior be pleased to state the steps taken orbeing taken by the present Government to eliminate bribery and the

details of amount recovered so far?

STEPS TAKEN

FIA has successfully complied and resolved 73469 complaintsforwarded to the agency through PMDU Portal since launching ofthe initiative.

A complaint Management Unit (CMU) has been established in FIAwhich is Working 24/7. CMU has processed 31823 complaintsduring period.

For efficient managerial control, FIA Zonal offices have beensegregated into two regions i.e. North and South. Each region isheaded by an officer of BS21. For better public service delivery,two Zones of FIA (i.e. Punjab and Sind) have been split intoZoneI and ZoneII respectively.

STEPS BEING TAKEN

In order to eradicate corruption, revamping plans of FIA has beenapproved by the Honorable P.M of Pakistan. Resultantly recruitmenttest for 486 seats, was held in 2019 in PhaseI.

Amendments have been proposed in AntiMoney launderingAct, 2010 and FIA Act, 1974 to enhance Punishments and toempower FIA for the collection of Bank record, to ensure timelycompletion of the investigations in corruption cases.

Bribery trap raids cases are encouraged.

CASES REGISTERED

Since July 2018, 1908 cases have been registered by FIA.

AMOUNT RECOVERED

Since July 2018, a recovery of Rs. 695.936M has been affected by FIA.

(a) whether the available number of police personnels is lesser thanthe required strength in Islamabad; and

Minister for Overseas Pakistanis and Human ResourceDevelopment: (a) The detail of emigrants proceeded abroad through Bureau ofEmigration and Overseas Employment, an Attached Department of Ministry ofOverseas Pakistanis and Human Resource Development from KhyberPakhtunkhwa (KP) during the last six year is at Annex-A.

(b) Bureau of Emigration and Overseas Employment (BE&OE) hasimplemented a project titled, “Registration of Intending Emigrants via Biometric

Verification System linked with NADRA” in all of its nine Protectorate of Emigrantsoffices w.e.f. October, 2018 to ensure the highest level of efficiency andimprovement in service delivery. Launching of the project has also enabled BE&OEto maintain data of Emigrants in all required formats. Prior to the project, the dataof Emigrants was being maintained manually in registers, therefore, it is difficult tofurnish the countries and categorywise data of Emigrants registered from KhyberPakhtunkhwa prior to October, 2018. The data of workers of KP for theperiod 2016 to October, 2018 compiled from manual register is at Annex-B.Biometrically verified data from October 2018 to 12th April, 2021 is atAnnex-C. Moreover, country and categorywise data of emigrants registered foremployment from KP for the period October 2018 to 12th April, 2021(Biometric period) is at Annex-D & Annex-E respectively.

(c) The matter being Provincial is related to Technical Education andVocational Training Authority (TEVTA) of Khyber Pakhtunkhwa. However,National Vocational and Technical Training Commission (NAVTTC) under theadministrative control of Ministry of Federal Education and Professional Traininghas been requested to kindly provide the requisite information, the same will befurnished on its receipt from the quartet concerned (Annex-F).

(b) FIA’s performance against human traffickers, human smugglers,agents during the last three years has been as follows:—

• Cases registered 14595.• 8125 accused persons. convicted from trial courts.• 5831 human traffickers, human smugglers, agents have, been arrested

and punished by the trial courts.

(c) The following steps are being taken by FIA to curb illegalsmuggling:

i. National Action Plan was adopted in 2005 to take action againstHuman Trafficking and Illegal Migration

ii. FIA is an active member of an InterAgency. Task Force (IATF)established to coordinate the efforts of different federal andprovincial agencies to curb the menace of illegal Immigrationthrough porous western border.

iii. FIA has established Case Management System (CMS) forImmigration offices.

iv. 24/7 FIA helpline for complaints and support.

v. FIA has digitalized all International Arrivals to and departureImmigration check posts entry/ exit points to digitize allinternational arrivals to and departures from Pakistan at theirImmigration check post.

xvii. FIA, with the collaboration of UNODC has delivered policesensitization trainings and awareness sessions to sensitize Policeon issues related to human trafficking and migrant smuggling(HTMS) amongst the civil society.

xviii. FIA is vigilant about human smuggling and human trafficking ofwomen and children and strict action is taken whenever such acase is noticed.

xix. Two new acts, i.e. Prevention of Trafficking in Persons Act, 2018,and Prevention of Smuggling of Migrants Act, 2018 with enhancedpunishments are being enacted. Being comprehensive, these actsare proving very helpful to tackle the problem of human smuggling/trafficking. FIA and Police are the law enforcement agencies totake cognizance of crimes punishable under above said acts.

xx. In January 2021, the federal cabinet approved thePrevention of Trafficking in Persons Rules, 2020, andPrevention of Smuggling of Migrants Rules, 2020, whichare currently under printing process at the PCPP.

12. *Ms. Uzma Riaz:

Will the Minister for Narcotics Control be pleased to state:

(a) the details of measures being taken by the Government in orderto enhance the capacity of Anti Narcotics Force (ANF) forcombating drug trafficking;

Minister for Narcotics Control (Syed Ijaz Ahmad Shah): (a) Atpresent, AntiNarcotics Force is working with the strength of 2805x (all ranks)out of 3653x authorized strength. A case for enhancement of ANF manpowerupto 10000x all ranks in phases was initiated out of which 505x posts havebeen approved/ created by Finance Division (Phase IA). However,recruitment on 416x posts of appointment quota (existing vacant + new created)is under process.

1 National Response Center for cyber Crimes (NR3c). Phase III wascommissioned on 2018 with the original cost of PKR 1,128.61 Millionand subsequently revised in January 2020 with the revised cost ofPKR 1,275.53 Million.

PKR 400 Million has been utilized in the project NR3c Phaseiii byJune 30,2020.

Current year allocation is PKR 250 Million and additional fundsamounting to PKR 71.50 Million have been also been released inApril 2021 and PKR 163.48 Million has been utilized till March 2021.

Capital expenditure amounting to PKR 258.24 Million hasbeen incurred to bring latest forensics & Investigations toolsHardware, software to enhance the capacity of Cyber Crime WingFIA under the project NR3c PhaseIII.

2 Revamping of Cyber Crime Wing-FIA

A PC1 with total cost of PKR 1,967 million has approved in April2020, to reform and restructure CCWFIA in order to ensure quickrelief to general public in cybercrime cases.

450 Million have been released so far, the procurement process forpurchasing of IT and other technical equipment from the releasedamount, is near completion.

(b) NADRA is making every possible effort to cover remainingpopulation; however, same cannot be achieved without cooperation of thecitizens.

As per law citizens are required to visit NADRA registration facilityand provide his/her particulars/biodata for registration.

As the internal legal team is constantly engaged in dealing with inhouse matters, the PCB engaged the services of the following law firms havingexpertise in the relevant area of law as well as a fullfledged team of lawyersassisting them, with the internal team continuing to provide them additional supportin relation to the international/arbitration proceedings:

1. For the Appeals before the Court of Arbitration for Sports:

M/S Rizvi and Rizvi, with Mr. Taffazul Rizvi acting as lead counsel inthe matter. Mr. Rizvi has remained on PCB’s panel of lawyers for over a

decade; is a litigation expert and an Advocate for the Honourable SupremeCourt of Pakistan; and has vast prior experience in dealing with proceedingsunder the Code. In this regard, Mr. Rizvi has played an important role inPCB’s fight against Corruption in Cricket. The PCB’s costs in this case weremore than covered by virtue of CAS’s order requiring the cricketer to payPKR. 4.25 million to PCB as fine.

2. For the Arbitrations before the London Court of InternationalArbitration (LCIA):

M/s FGE Ebrahim Hosain (previously LMA Ebrahim Hosain) withBarristers Ahmad Hosain and Zaki Rahman acting as lead counsels, who havealso been on PCB’s Panel of Advocates for more than a decade, providelegal services in relation to the Pakistan Super League and International MediaRights. They have been engaged to represent the PCB before LCIA in theBlitz Advertising and Techfront International proceedings keeping in view theirgood past record in the provision of quality professional legal services for thePSL and their familiarity with the issues under contention.

Similarly, M/s Raza Khalil Abbasi Suhrawardy (“RKA Law”), withMr. Muhammad Ali Raza (Advocate Supreme Court) acting as lead counsel,had been engaged to provide legal services in relation to the PCB v IMGReliance proceedings due to their extensive experience with not only the LCIAbut the International Court of Arbitration at the ICC, Court of Arbitration forSports in Switzerland (CAS), UNCITRAL, Singapore International ArbitrationCenter (SIAC) and Dubai International Finance Center (DFIC) as well.

(a) whether it is a fact that IJP Road, one of the busiest roads, is indilapidated condition and needs repair and maintenance onpriority basis to ensure flow of traffic;

(b) if so, the steps taken or being taken by the Government to makethe said road smooth for the flow of traffic;

(c) whether it is also a fact that the road was originally built forlight traffic but ever since, heavy vehicles including fully loadedtrailers and trucks have been plied on the same road; and

(d) whether there is any proposal under consideration of theGovernment to widen the said road; if yes, the time by whichthe road will be widened for all type of traffic; if not, the reasonsthereof?

Minister for Interior (Sheikh Rashid Ahmed): (a) Yes. IJP Road is

the busiest road and due to heavy traffic almost 4050% of the road is indilapidated condition.

(b) The routine repair / maintenance such a necessary patch worketc. is being carried out for smooth flow traffic. However, keeping in the roadnow needs a complete rehabilitation including widening. The PCI amountingto Rs.6739.000 M has been approved. The consultants have been appointedand detailed design alongwith estimates for the work are under approval.

(c) Yes, the road was originally constructed 200406 with designaxel load of flexible pavement as 8.2 tons. However, after the Marriot BombBlast in 2007 heavy traffic were diverted to IJP Road from Srinagar Highwayand the heavy traffic using the road is mostly carrying 25 tons axel load.

(d) Yes, the proposed rehabilitation of the road includes addition oftwo rigid pavement lane alongwith Rehabilitation of existing two lane on bothsides of the roads. The time completion of work is two years from award ofwork. The work is scheduled to started by next financial year 202122.

Administration in collaboration with ICT Police in order to control the law &order situation as well as to avert any untoward eventuality.

(b) It is submitted that the ICT Police in order to enhance the capacityof the Islamabad Police so that the reliance on Pakistan Rangers could beended have taken following steps:

i. Counter Terrorism department has been established within IslamabadPolice with the strength of approximately 450 numbers of officials/officers. The CTD strength is being utilized in patrolling as well as tocounter the subversive activities and criminals.

ii. Anti Riot Unit has been established to control the law & order situationwithin Islamabad with the strength of approximately 562 numbers ofofficials/ officers.

iii. Both the above Units i.e. CTD and AKU have been provided withModern equipments, weapons and logistic support to cope thedemand of the day.

Minister for Inter-Provincial Coordination (Dr. Fehmida Mirza):

The present Government is committed to provide every facility topromote sports in the country without any discrimination of caste &creed and male/female.

PSB has affiliated 41 National Sports Federation which areresponsible for promotion of their respective sports in the country.Most of these Federations have their women wings, however, in therevised Sports Policy, special emphasis is being given forestablishment of Women Wings of all National Sports Federationfor carrying out proper promotion of Women sports activities therebyensuring Women empowerment.

Provincial Sports Ministers have been requested to allocate

considerable funds in PSDP/ADP for the infrastructure developmentof the Women Sports facilities.

Cash awards are being provided to the outstanding sports womenby the Government for incentivizing /encouragement.

i. 13th South Asian Games, 2019 were held in Nepal from01122019 to 10122019 in which 85 female playersparticipated in 14 various disciplines. The female players wonfollowing medals and in recognition to their above performance,cash awards were granted in April, May, 2020:—

ii. The Pakistan Cricket Board Awards 2020 were given duringthe last year wherein following female cricketers were winnersof two categories:

Training camps are being established for the facilitation/effectiveparticipation of the sportswomen in different National/ Internationalevents. On 27th January, 2021, the Chitral Women Sports Clubdelegation consisting of more than 40 Women met with Hon. FederalMinister for IPC and was extended grounds facilities for trainingpurposes in Pakistan Sports Complex.

PSB always encourage National Federations for promotion of sportsincluding women. One female athlete Ms. Najma Parveen has beenallotted gender equality quota and is participating in 32nd TokyoOlympics. Ms. Amina Tayoda, Judo player is playing qualifying roundduly sponsored by Government/ Pakistan Sports Board and expectedto qualify. Miss. Misba Khan, Swimmer has also been allotted wildcard through FINA for participation in the Tokyo Olympics asinformed by Pakistan Swimming Federation.

Pakistan Sports Board has established a Women Cell who looksafter the affairs of Women sports and encourages their sportingactivities in the country.

Special focus is being given for Gender Equality in Sports thus,promoting women participation & involvement in sports.

Minister for Interior (Sheikh Rashid Ahmed): (a) During currentyear under section 13, 14, 17 of PECA2016 CCWFIA has received totalof 4547 complaints regarding these unsolicited/fraudulent calls where commonpeople were financially deceived.

(b) Out of 4547 complaints, 1815 converted into regular enquiryand 145 cases are also registered in this regard. In year 2019 1798 enquiries,158 cases and year 2020 3706 enquiry, 154 cases were registered by FIACybercrime Wing respectively in each year,

(c) It is fact that Cybercrime FIA assists PTA in tracking and trackingthe owner of such SIMs and interrogate them. During interrogation it revealedthat all such SIMs were activated fraudulently by using different fraudulenttechniques like silicon thumb impression etc.

(d) Yes it is possible that after biometric verification such SIMs usedfor unsolicited calls, under section 17 of PECA2016 “unauthorized issuanceof SIMs cards” is mandate of Pakistan Telecommunication Authority (PTA)to check and monitor the illegally SIMs biometric verification. During currentyear CCWFIA registered 05 FIRs u/s 16, 17 and 15 accused were arrestedand recovered 75 BVS devices, 14533 SIMs and 1408 silicon thumbimpression and 3000 sheets. In the years 2019, 2020 Cybercrime FIAregistered 90 FIRs and 300 enquiries, 107 accused were arrested andrecovered 17 BVS devices, 25192 SIMs and 6446 silicon thumbs impressionsalongwith voter list. Loss averted calculated during year 2019 and 2020 wasRs.71.99 Million and estimated cost of confiscated items was Rs.91.76 million.

(e) Cybercrime FIA establish special team in every Cybercrimereporting center who dealt complaints against such unsolicited callers whodefrauded common people, and also jointly crack downed with PTA againstsuch franchises which activated SIMs fraudulently. PTA is the authority tomonitor activation of such SIMs.

NFSA has also future plan for DNA Profilingand Data Bank of criminals in order to control the crimes.
