    During the last 50 years, the referees have been the first coaches & players professional partners.

    The history of the Football Game is:

    * The History of the World Cups, a New World Order and classifications of the Football Associations;

    * The History of the Laws of the Game (& of the Referees Personality, Strategies and Roll in football);

    * The New Playing Systems, changed usually duringthe World Cups World Famous Football Fiesta

    The modern Football Game has developed very much in the last 3 World Cups: 1994, 1998 & 2002 and the Coaches & Players,

    the Medical Staff & Managers, the Referees & Media all become more and more - professional.

    Of course, The 2002-World Cup, demonstrated that the professionalization of the Referees job and Referees activity is a

    mandatory request for future World Cups.

    In our last 30 years studies we concluded that the Referee and the Laws of the Game, are a particularly strategic part of winning

    in performance football.

    This study is dedicated to the Referees and in the same time to the Coaches & Players, the Golden Football performance

    triangle, common effort to develop the game & the Professional Football Staff..

    Our study is concentration on:

    1. Contribution of the Referees to the 21st Magic Performance Formula:

    1.4. WORLD CUP 1998 FRANCE WAS CREATING TO THE GAME

    AND THE REFEREES THE FOLLOWING CHARACTERISTICS:

    1.7. HOW TO USE THE LAWS OF THE GAME FOR THE COACHES,

    PLAYERS, TEAMS, IN THE OFFICIAL GAMES.

    We need to teach and coach the following aspects of the game:----------------------------------------------------------------------------------------------------------------------------- ------------------------------------------------------------------------

    1. FREE KICK:In attack:

    1. You can play right away (stop the ball and play).

    2. The distance will create advantage.10 yards.

    In defense: 1. If one meter the wall its in front, the shooter cant score goal!

    2. CORNER:

    In attack: 3 lines (2 are direct attacking) and the 3+1swpper & GK=back

    3. THROW-IN:

    In attack: Relay, with one of the players for heading back, or direct shoot In defense: Stay between the opponents and own goal and play direct the ball.

    COACH, PLAYERS:

    1.8.1. Written & Unwritten common sense rules:* Move before in the right place (to call in the right time the infractions):

    * See properly angle, distance, and position to the goals.

    * Recognize the game anomaly!

    1.8.2. The rules of 2002 (to get with time to have the best solution):

    * Judge the infraction, by calling the knowledge from sub-conscience* Select the best variant.

    1.8.3. The rules of three steps (winning time to decide & show the decision):* Blow the whistle.

    * By body language: show the decision and the go on the new direction.

    (Dont talk, dont discuss, dont make the players more nervous.)

    1.8.4. Feinting & Diving in simulation or normal actions:* .For the various game situation we need to protect the players integrity by feinting, diving and avoiding the body-

    violent-contact!

    * .In this regard, we need to apply the ACTOBATIC PROGRAM PREPARATION, teaching and coaching players to

    use these skills.

    1.9. - HOW TO CONCENTRATION FOR 9O

    MINUTES OF THE GAME:

    The referee as the coach and the players has the same three important zones of concentration and relaxation:--------------------------------------------------------------------------------------------------------------------------------------------------------------------

    .ACTIVE ZONE: Zone of the ball, 100% concentration zone.

    .INTERMEDIAR ZONE: Zone of the 10-25m around the ball.

    .FAR AWY ZONE OF THE PLAY: Over 25m.

    ADVICES TO THE REFEREES (FINAL PART):

    3rd Football Countries Level of Performance

    -------------------------------------------------------------1. Referees Committee part of FA Technical Department:* The National Football Association to have a special Technical Department for Referees, leaded by the National

    Technical Director and composed by the best former Referees Technical Committee.

    ---------------------------------------------------------------------------------------------------------------------------------------------

    2. Referees Committee are direct under the FIFA, AFC & FA Control:* The actual FIFA & AFC rules & regulations regarding the Referees to be implemented into practice withoutchanging, adding or simplifying by the FAs referees Committees.

    3. Referees are important part of the National FA Technical Teamwork:* The Referees, Coaches, Managers and Medical Assistants are part of the modern TEAMWORK, of every

    as at the confederations level - the courses, seminars, symposiums, congresses together with the other specialists

    2.1.Laws of the Game & the Referees Contribution to

    the Development of the 2002 World Cup:

    1. Introduction* The history of the World Cup is the history of the laws of the game.

    * The history of the Football Systems of the game, is the history of the laws of the game and their transformation in time.

    * The 2002, was demonstrated the same aspect we presented in the other World Cup 1990, 1994 and 1998 World Cup:

    The World Cup 2002:* FIFA needs to accept that the all factors involved in the World Cup are professionals, except the Referee who is amateur.

    * Again 2-3 teams were eliminated from the World Cup, just because of referees decision.

    2. Permanent conflict between the development of the game and the Laws of the gameWhat is the situation?

    2.1. The players, coaches, managers, medical staff, football business companies, are developing their professional aspects using the modern

    principles, methods and programs, like in any other science.

    * Are not yet professionals (are human being, unprepared for this job at the highest level of professional responsibility, is hard to judge

    * The best referees were appointed for the semi-finals and finals, but what about the teams which were eliminated by the referee whichwas not ready to judge the games at this level of performance, or/and some of them without responsibility changing the results.

    * The games are so fast and difficult than we need to help them (and the game) to take the right decisions, as followings:

    a. Adding another referee in the field, in 2 referees system

    b. Adding another 2 assistance for the goals and remained with 1 or two referees)

    c. Replaying the game situation and the control-tower with a group of 3 referees to communicate the result by radio.

    d. Or just replaying the game situation in the stadium TV Screen and the referee to take the decision accordingly.

    e. A team composed by 2-3 referees to support the referees in the field, through RADIO, the decisions (the teamwork is

    convinced (particularly, after seeing the re-play, on their support TV screen).

    9. PHYSICAL FITNESS:

    *Yes, this is my power quality. It is to myself commitment to practice (the physical fitness could be the easy way to compensate many of my

    individual profile qualities. Yes! Yes! Yes! I want and I can, and I am doing from now on!

    Examples:

    9.1. PROGRAMS FOR REFEREES TRAINING ENDURANCE:* Run 30 minutes X 3 times/week, non stop:

    * 3x30=90/minutes/WEEK

    * 90 X 4/weeks = 360 minutes running/ month

    * 360/month X 12/months = 4.320 minutes/year.

    * Plus 1 official games/week=another 72 hours/running = 144 hours/year

    * Most of the referees are doing 2-3-4 games/week and then, it will be very good to have a perfect physical fitness for elite referees.

    9.2. REFEREE'S BODY'S POWER AND STRENGTH DEVELOPMENT:

    * Use the following CIRCUIT TRAINING, composed by 5 exercises:1. Push-ups : 10 times

    2. Set-Ups : 10 times

    3. Extension : 10 times

    4. V-ups : 10 times

    5. Jumps with both knees up : 10 times

    * Repeat this circuit complete of 50 exercises by 3 times/day = 150 exercises;

    * Repeat this program every day: 6 times/week: 150 X 6 = 600 exercises/week;

    * If you are doing this program all year around = 600/month X 12/month = 7200/year...and you can go for any of the referees

    9.3. REFEREES SPEED DEVELOPMENT TRAINING PROGRAMS:* In only 3 days of practice/week:

    Sprint Program No. 1:* 10 meters X 10 repetitions = 100 m. sprint/ day X 3/times/week = 300/week X 4/weeks = 1200 m/month X 12 months 14.400m of sprint/year... (And

    you will be the best referee).

    Sprint Program No. 2:* 30 meters X 10 Repetitions = 300m. sprint/day X 3 days/week = 900 meters X 4/weeks = 3600 meters /month X 12 month = 43.200m sprint/year.

    Sprint program No. 3:* 60 meters X 10 repetitions = 600m sprint/day X 3 days/week = 1800 meters X 4 weeks = 7.200m sprint X 12/month = 86.400

    a. Applying the "1001 rules" By counting "One thousand one". I am watching the ball and I

    5. HOW TO DEVELOP THE MANAGEMENT OF

    THE FOOTBALL GAME AND THE SHOW?

    Yes, I have to take care about the management of the show, to help the spectators, players, technical staff

    to enjoy the show.

    Exercises:

    * I need to go to the locker room with the linesman to say hello to the teams and to wish them good luck,

    telling them: to play the ball-only, to avoid violent attack from behind, to watch the offside only at the

    ball, to control themselves and the game will be won by the best team.

    * This will create a "warm-up" for the players and the coaches. In this way, they will know that you arefair, you are remembering and some times you are the first to tell them about the most important rules in

    our internal Soccer activity.

    * Championship (advantage, violet fault from behind and with 2 legs diving from front, offside active and

    passive, kicking the ball after you call an infraction, responding to the referees and addressing injuries,

    bad language, etc. you are doing the best you can for the development of the football show.

    * We don't need the police to escort me, if I am arranging everything like for an international game.

    * Before the game, during the games, at half time, at the end, I am calling the coaches and payers gently,

    and asking them to cool down and to let the game to develop accordingly to the laws of the game.* I know that only one of my word can spoil the game. I have to do the best, to control myself, and to take

    care about the entire management of the game.

    * Yes, I will come before the game to inspect everything, to shack the hands with the coaches and

    managers, and the captains, I am smiling, I am given confidence to the teams, I am the fair judge and

    technical director and the manager of the game, of the soccer show!

    4. LAWS OF THE GAME:

    * I need to know the LAWS OF THE GAME, but the most important aspect is to interpret hem according

    to the game' situations;* Every game has particularity difficulties, created by:

    a. Situation of the classification of each team;

    b. The really teams value and their differences...

    c. The composition of the team, the stars play value...

    d. Injuries during the game, and the reserves...

    e. Development of the score during 90 minutes.

    * In our cooperation we are refereeing particularly to the "offside, Advantage, and violent fault."

    * If I am not sure which team is playing the ball from out-side (throw-in), let them decide and I am sure that I am not

    losing the game's control.

    * I need to establish between myself and the linesman, a "cod of communication".

    * Linesman, please, show-me-by-hand the right direction before to rise the flag-up, (if we are not sure who is playing

    the ball). In this way we are avoiding different decisions!

    * Linesman, please, show me the time after 45 and 90 minutes of play.

    * Something wrong, you can pass over or show me that you want to talk with me (the center), etc.

    * I know that only one element wrong decision just in middle of the field can put the spectators on my head.

    * Don't lose the control of the game. The rest is an enjoyment for all of us.

    5.5.1. Positive:

    The Football development as ART, SCIENCE AND BUSINESS is a big interest for all outside football people, which didnt getchance to play, to become a coach or managers

    5.5.2. Negative:

    Without any talent for sport, without properly education, without a social status and responsibility for the fairness of the results, most

    of the referees are coming into the game, just for material profit and interest.

    5.5.3. Positive:

    The new FIFA, AFC & FA Rules, Regulations and Requirements are helping the FA to establish the new directions for performance,

    as we presented: starting the recruiting, preparation and perfecting for a early age (kids, juniors, youth and seniors-referees)

    5.5.4. Negative:

    Still the Oppositionnegative forces to the fair football performances-progress, are opposing to the new concept, trying to brook the

    referees and coaches unity, to make the players-the referees enemy, to influence the football media to support the NON-VALUE -

    REFEREES and keep them at the national football level.

    The Referee is the most important partner of the Football Performance Teamwork.

    All negative tendency are notpositive accomplishments.

    So, we are proposing to the FA to develop the National Technical Center / Department where to incorporate the Referees, as all the

    other technical specialists. Creating special Referees Committee, outside the FA, Technical Department, are making the Referees

    State-in-State, operating as an Outside Football, a Union of Referees without any cooperation in developing the national

    performances!

    The ACTUAL-FUTURE WINNING FORMULA IS SIMPLE: TO RESPECT THE FIFA, CONTINENTAL AND FA
