The 2019/20 season marked the 25th anniversary of the formation of Dragon Boats NSW Inc. (DBNSW). We are very proud that our founding clubs: ACCA; BZW (now Sydney Tsunami), Chinese Youth League,Dragon Sports Association, BT Mavericks (now Mavericks), Pacific Dragons and Port Hacking still play anactive part in the DBNSW community and we would like to thank those past and present for theircontribution to get the sport to where it is today.   Although Dragon Boating has a centuries old history in China, in NSW it has only been around since1983. This season in NSW, we were 63 Member Clubs and schools strong with over 3,100 IndividualMembers spread across the State: from Ballina in the North to Jindabyne in the South and across toCowra in the West, we still boast to be the biggest member State in the Australian Dragon BoatingFederation (AusDBF).  We are a diverse and inclusive sport for all. With ability to participate at a social and non-competitivelevel to being able to pursue competition at a national and international performance level, we haveappeal to everyone.   The DBNSW Strategic Plan for 2018-2020 states that our purpose is to:

Our Strategic Plan Report Card speaks more to this, but hopefully this purpose resonates with you andyou can see that our actions and achievements this year are in line with our purpose and overallstrategy. Dragon Boating brings immense benefits to participants, such as improved health, fun, teamwork, asense of community and an opportunity to participate and/or compete locally, nationally andinternationally. Drought , bushf i res , f loods , fo l lowed by the g loba lpandemic COVID-19 has had an impact on us a l l . Desp i te th is , we have had w ins to ce lebrate th is season w i th growth o f 16% in our jun iormembersh ip and a smal l increase o f ma les par t i c ipat ing in the sport overa l l . Our Community

Our Members and C lubs cont inua l l y demonstrate that they are the l i fe b lood of th isorgan isat ion . Th is season we have rea l l y expanded on our consu l ta t i ve member focusedapproach . Wi th regu lar c lub updates through var ious mediums , member sat i s fac t ionsurveys and the estab l i shment o f a new member adv isory work ing group , we are ensur ingthat what we are not on ly meet ing our current member expectat ions , but are a t t ract i ve toprospect i ve members too . We rep laced the ‘DBNSW Road Show ’ w i th the d ig i ta l c lubforums and have seen greater engagement w i th a l l our c lubs through that .    We have been and w i l l cont inue to deve lop more and more resources to support c lubs ,such as : the recru i tment campaign ‘Padd le Adventure Awa i ts ’ ; S t ra teg ic P lann ingTemplates ; R isk Management Templates ; and sys tems for c lubs to moni tor and t rack the i rin terna l operat ions through hea l th checks . In add i t ion , we have NSW representat i vess i t t ing on a l l AusDBF sub-commit tees ensur ing the vo ice o f our members i s represented atthe nat iona l leve l too .

Our Business

Th is rac ing season , DBNSW ran 5 regat tas as we l l as support 7 reg iona l events throughoutNSW. Th is was a reduct ion on the prev ious season due to the env i ronmenta l fac torsment ioned above , where we e i ther had to cance l or cut short our rac ing days . Desp i te thecha l lenges we faced , par t i c ipat ion a t races increased w i th record numbers ach ieved atsome events . Our new modi f ied sport product ‘ T r ibe ’ underwent a number o f p i lo ts andhas been very we l l rece ived . The o f f i c ia l l aunch o f th is has been pushed back to the2020/21 season.

I t was NSW’s turn to host the 2020 AusChamps , the premier event o f every season w i th aconvergence o f c lubs f rom around Austra l ia to bat t le i t out on the racecourse . A b ig ThankYou and ca l l out to our AusChamps Work ing Group. They had a l l but completed the i rpreparat ions for the event , wh ich unfor tunate ly had to be cance l led , and were unab le toshowcase a l l the i r hard work .  A b ig tes t w i l l come in the coming season when we are ab le to resume as ( the new) normal .I t w i l l be a l l hands on deck to ensure our events are run fo l lowing the Cov idSafe SportNSW and Sport Austra l ia recommendat ions and f ramework .

We launched the s ta te w ide asset p lan to ass is t c lubs and reg ions ident i f y new areas foropportun i ty and we cont inue to co l laborate w i th In f ras t ructure NSW on the master p lanand deve lopment for the Bays Prec inct where the Bank St s i te i s located .

Our GovernanceAl l Board D i rectors and s ta f f have completed the 'Governance Foundat ions for Not ForProf i t D i rectors Course ' wh ich has been a success fu l venture . D ivers i t y , sk i l l s andsuccess ion on the Board cont inues to be rev iewed and enhanced w i th the add i t ion o f ourAppointed D i rectors . Our Commit tee reports can be found la ter in th is document anda long w i th the Work ing Groups , have been work ing hard th is year , w i th the i r remi t andro les to be rev iewed.     Our R isk Management and Safety Management sys tems have improved w i th regu lar aud i tsand engagement f rom members through our d ig i ta l app l i ca t ions . We cont inue to seek andapply for Government grants and we were success fu l w i th the 'Sport Recovery Grant ' wh ichprov ided funds for both DBNSW and our C lubs . STRATEGIC PLANSTRATEGIC PLANREPORT CARDREPORT CARDThe Strategic Plan for 2018-2020 is now approaching completion in its current iteration. Under the threestrategic focus areas are the seven key pillars of the plan and where our roadmap of initiatives sit. Thepillars include:

Our Community: Our Members and Clubs; Our Paddling Community Our Business: Our Events; Our Infrastructure; Our CommunicationsOur Governance: Financial and Commercial Performance; Our People and Systems The Strategic Plan Roadmap is a dynamic document where the initiatives can be adapted and re-prioritisedas needed, based on changes in circumstances or to experience gains by taking action. The Board and Management, in collaboration with our DBNSW Advisory Working Group, have been workingover the last few months on the 2020-2024 Strategic Plan, which will be launched at the 2020 AGM. Ourstrategic focus areas and key pillars remain the same, however our vision for the sport’s future and theinitiatives supporting these shift towards these ambitions. We look forward to sharing the new StrategicPlan and Roadmap with you.

Year 2 Roadmap ReportThe year 2 Roadmap results for 2018-2020 Strategic Plan are included in the table below. All initiatives havebeen highlighted: completed (green), in progress with work continuing (yellow); or attempted withoutsuccess (red). Despite 2019-20 being an incredibly disruptive season, DBNSW has continued to work towards our plan. Asa result of some of the challenges this year, some of the planned activities were not achieved despite ourbest attempts. However, the Board and Management believe that these plans and the future plans we areputting in place are the right ones to steer us through these uncertain times.

Junior Male and Female saw positive growth as did Senior C males. All other divisions decreased.

Male membership saw a 1.5% growth, taking it to 32% of the overall membership.

Overall, there was a 4% decrease in membership however:

Our two school affilates both saw respective increases.

Of the 63 clubs, 24 saw an increase in membership , 33 saw decrease decrease with 4 unchanged.

Greater Sydney is the largest region, followed by Bank Street and Northern.

Sweep Coordinator Group

The 2019/20 season was a period of change for the Sweep Coordinator Group (SCG). The groupexpanded by welcoming a number of new coordinators including Kathy Cummings, Carolyn Lean andScott Stelzer with Rodney Moore, Emily Dugar, Timothy Williams, Pam Jackson and Warren Edwards asassistant coordinators.

DBNSW and the SCG are pleased to announce that NSW has two new Level 5 sweeps with Phil Lambert(Colour City) and Shirleen Ho (Dragon Sports Association) being awarded the highest possible level ofsweep recognition in the state.

The group is cognisant of the challenges faced by current and potential sweeps both last season due to bushfires and into the 20/21 season with the COVID-19 pandemic. The SCG will be working hard toassist NSW sweeps in obtaining their accreditation and enhancing their skills in the challenging yearahead.

As always Dragon Boats NSW thanks the SCG for their fantastic on-going work.

Competition & Technical Committee The C&T Committee had an interesting season in 19/20 with the following serving the second year oftheir terms; Maureen O’Neill, Dana Freeman, Elissa Mackenzie, Sylvia Wong, Paul Rodgers, Brian Smith(Chair) and Ramsay Cobb (non-voting).

The group only met formally once during the previous season but addressed a number of areasincluding;

DBNSW passes on their thanks to all members of the C&T Committee for taking time to advise theorganisation on these important officiating and regatta topics.

REGIONREGIONREPORTS -REPORTS -NORTHERNNORTHERNWhat an unusual season!  We started well but were seriously disrupted by the catastrophic firestowards the end of 2019, and then the season ended in lock down with paddles down for many of ourNorthern region clubs. We started the season strong with the Kempsey Regatta “Spirit of the Macleay” on the weekend of 27-28thJuly 2019, the regatta was a fun mix of 10’s and 20’s racing … challenging but rewarding!  The next regatta ofthe season for us regionally saw plenty of teams competing at the Manning River Dragon Boat Challenge on3-4th August, followed by the Rainbow Region Regatta, Coffs Coast and then Grafton.

Our Aurora’s were then off to Thailand in August and we were so excited that the team included a couple ofsuccessful paddlers from the North Coast region!  We are always proud of our representative paddlers! Northern crews and the Waratah's competed in the Race 1 of the DBNSW Race Series at Penrith on Sunday8th September, followed by some Northern region paddlers travelling to the Australian Masters in Adelaideon the 11-13th September, which was quickly followed by Race 2 of the DBNSW Race Series on Sunday 13thSeptember. We were all heading towards the GLPD regatta in November when it all changed and our lives were turnedupside down with the traumatic bushfires. Their regatta was cancelled for safety reasons and then Race 3 ofthe DBNSW Race Series on the 15th December was affected badly and the Northern region paddlers in theWaratahs team were sent home early. DBNSW State Championships were held in January and once againthe keen Northern region paddlers joined together to form the Northern Waratahs and competed proudlyat Penrith.

Sadly, as the season continued, the remainder of our local regattas were cancelled due to COVID-19. Still,the Northern Region prevails! Clubs managed to keep their members well engaged, fit and active throughtheir time off the water. Most Northern Region clubs have prepared their return to sport and COVID safeplans and have been approved by DBNSW to return to paddling, which they have done eagerly!

Clubs that weren't back in the big boats are using their OC1s and kayaks and organising ways to stay fit andin touch. Social evenings (with COVID limits), fitness classes, bike sessions are only some of the ways ourpaddlers are staying fit and healthy. Each club has taken great care deciding what are the best options fortheir members, and are having the discussions on what is needed to get them back on the water as soon aspossible. It looks like there will be a long road ahead before our sport can return to normal, but exciting things are inthe pipelines! We can’t wait for the next season ahead! In the meantime our Clubs are concentrating onbase fitness, and technique, as well as building membership. We will all be in top shape when that race dayfinally arrives! Tough times, but we just keep getting stronger together!

Well what a year! The paddlers, sweeps and drummers have successfully competed in a range of

regional regattas including often travelling to Canberra. The smaller clubs often combined as

Waratahs to compete and continued to build friendships, support each other with paddling tips

and hints regarding technique, and increased bonds between clubs.

Our congratulations to those selected for the NSW State Team (Western Division) squad who

were coached by Louise Linke (Bathurst Pandragons) and Robbie Beet (Colour City). This was

Robbie’s first season as Assistant Coach and it was disappointing that the AusChamps needed to

be cancelled due to COVID-19. Hopefully we will see a significant number of paddlers trial for

positions in the boat next season.

The region continues to build capacity as paddlers successfully engage in coaching, sweeping and

official credentialing. In doing so, the region’s ability to be competitive at State level has been

enhanced. Congratulations to Phil Lambert (Colour City) who was successful in being promoted to

a Level 5 sweep: a first for Western Region. Well done Phil.

During COVID, the Western clubs have been successful in acquiring a substantial amount of grant

funding to purchase new shade shelters, equipment trailers, a tens boat, sets of paddles, and

other safety equipment. Many clubs have contributed to community events during COVID times

assisting to raise funds for or work with those in need of food and shelter.

Boats have been sanded, polished and buffed ready to hit the water in the new season and many

of the western clubs are back at training, in a COVID safe manner. The Western Region has

maintained their club numbers and have even grown with a few paddlers during these difficult

times.

So, we all look forward to a collegial, fun, and energy driven 2020/2021 season.

It goes without saying that this has been a very challenging year for our dragon boating community. Inaddition to the impact of COVID-19 our communities have faced devastating bushfires and more recentlyflooding.

The season still produced significant highlights and clubs continue to work together, cooperating andhelping each other out. The region welcomed a new club, Mako Paddle Club, which immediately made apositive impression in regattas in Sydney and Canberra.

The coaching ranks have been boosted through DBNSW holding a successful 2 day Level 1 coaching coursein the region and 2 members of Sudu achieving Level 3 status.

Several clubs have successfully applied for grants that will significantly improve their facilities. Sudu hasreceived Council permission for a permanent location and a $35,000 towards a home base. Nature Coasthas received $5000 which will enable it to purchase a new 20’s boat. Merimbula showed great initiative inraising funds by having a ‘gondola’ experience as a prize.

The region is very proud of the 7 paddlers from Merimbula, Nature Coast, Nowra and Sudu who were partof the Auroras team that competed in the World Championships in Thailand. Four Southern Regionpaddlers were in a mixed 10’s team that gained Silver in the 1000m Senior C event.

Regional clubs started the season well competing strongly at Dobroyd, Regatta 1 Penrith, Canberra, theState Championships and also Lunar New Year. Nowra and Sudu were well represented in State teamsselected for the Australian Championships and the Southern Region team took part in a highly successful 2day training camp in Merimbula.  Seven clubs were represented which was most pleasing.  These paddlerswere training hard on and off water when the Australian Championships had to be cancelled. Paddlers fromIllawarra, Merimbula and Nature Coast enjoyed competing at the Australian Masters in Adelaide. TheSouthern Waratahs were again very active competing at Canberra regattas with representatives from anumber of clubs.

Illawarra hosted a very successful regatta - 10 community teams, 8 sports mixed teams and 2 school teams.The spirit of cooperation between clubs was again a highlight with Nowra, Sudu, Tsunami and Easts alllending support. Until the impact of Covid-19 Sudu and Illawarra ran dragon boat programs with localschools. While clubs in the region have a very solid base and are returning to training underlying issues doexist. The lack of male paddlers generally restricts participation in events at regattas and also tends to beself   perpetuating because it affects the image of dragon boating within the community. The same imageissue exists with those clubs where most members are Senior C's. This makes it very difficult to attractyounger members. For some clubs trying to balance the needs of competitive and non competitivemembers is also an issue. With the large number of Senior C’s there is also the lack of opportunities to race.

There remains a great deal of goodwill in the region and an enthusiasm for the sport as indicated by theattendance of clubs at regattas and the distances paddlers were prepared to travel to attend state andregional training. Perhaps the introduction of Tribe   could lead to more local competition between clubsand attract more interest in dragon boating in local communities.  John Holgate - Southern Region Coordinator
