Dog lover ‘devastated’BY CATHY ASPLIN

CFPHAPPIER TIMES: SPCA Honorary Life Member Dianne Graywith her certificate and constant companion ‘Izzey’ outsidethe Te Awamutu shelter.

Dianne Gray was awardedan SPCA Honorary Life Mem-bership and long servicemedal in September last year.

It recognised her 18 yearsinvolvement with the organ-isation, the work she put intobuilding one of the country’slargest shelters and her love ofanimals.

Less than a year later shehas been stood down from theTe Awamutu SPCA commit-tee, relieved of her duties asshelter manager and is beingthreatened with possible pros-ecution.

Mrs Gray says she is strug-gling to understand where ithas all gone wrong.

‘‘I’m devastated at what’shappening - its wrecked mylife and hurt my family.

‘‘I’m deemed to have doneone bad thing - what about allthe good things I have done?

‘‘It’s a real mess ... all forthe sake of a few dogs.’’

The Te Awamutu SPCAhad a policy of noteuthanasing animals, but thenumber of dogs being housedat the Bruce Berquist Driveshelter resulted in a number ofissues.

Waipa District Councilinspectors had ongoing con-cerns over the cleanliness ofthe shelter, the number ofdogs housed there and thetemperament of some of thedogs.

This eventually led to thenational body (RNZSPCA)taking control of the shelterand 10 dogs being removed, eight were euthanased.

Initially the Te AwamutuSPCA had a permit to house 34dogs, but this was reduced to20, which meant the shelterhad to rehome them or move

dogs to another shelter. While some media reported

that there were up to 70 dogshoused there, Mrs Gray saysthis was laughable.

‘‘We have never had any-thing like that number of dogs.

‘‘When the report in Marchwas done there were 37, butwhen we had the last inspec-tion there were 24 dogs on site.A mother and three puppiesput us over the limit.

‘‘Unfortunately other shel-ters don’t have the same policyas Te Awamutu. I haven’tturned any dogs away in thepast - I would rather workharder to find a home forthem.

‘‘People have come fromaround the Waikato and Bayof Plenty to adopt a pet and Ihave sent dogs as far as Palm-erston North and New Ply-mouth to be rehomed.’’

Mrs Gray says she is sad tothink there is no future for herin the Te Awamutu SPCA.

‘‘I just feel like I’m beingsteamrolled and I can’t doanything about it.’’

She adds she may not evenhave a future in Te Awamutu.

‘‘The Waipa District Coun-cil has a strict policy on thenumber of dogs on a ruralproperty.

‘‘I have 10 dogs, all regis-tered, but am having difficultygetting a permit to keep themon our property.

‘‘We may have to look else-where to live, to a district thatallows us to have that numberof dogs on one property.’’

INVESTIGATIONSTILL UNDERWAY

RNZSPCA chief executiveRobyn Kippenberger says theinvestigation into problems atthe Te Awamutu SPCA is still

underway.‘‘We are progressing with

this with all due speed toresolve issues as soon as pos-sible so that Te AwamutuSPCA’s management can befully returned to their commit-tee.

‘‘The centre now has areasonable, if not perfect, levelof cleanliness - there is stillwork to be done - and peopleare visiting with a view toadopting animals.

‘‘We are very grateful to thevolunteers who have been sohelpful in both the clean-upand the on-going care andattention of the animals, including the committee mem-bers who are helping to get thecentre back on track.

‘‘The centre is still openfour hours, seven days a week, which is encouraging peopleto visit and providing enrich-ment and stimulation for theanimals.’’

YOUR LETTERS

Infrastructure or pipe dreams? In relation to the new museum

and theatre complex, at $14.2Million we’re not living within ourmeans.

Infrastructure is what we need.We have a perfectly adequate

museum and library in Te Awa-mutu capable of serving our localcommunity, schools, local andoverseas visitors for years to come.A little TLC would suffice.

The new bus runs linking TeAwamutu, Cambridge and Hamil-ton will greatly change the dynam-ics of Te Awamutu from Decemberthis year.

If we were real smart we wouldmaximise the use of existing facili-ties within the region, includingthe new Claudelands EventsCentre, which will be in directcompetition with us to attractpromoters to feature their eventsthere.

Hamilton population base willbe strongly in their favour, do weseriously believe we can compete?

One could support a moreaffordable upgrade of theWoolshed Theatre, providing ratesdon’t have to be increased orborrowing undertaken to supportit.

As to a centre to develop localand Maori culture, then the idealplace for it would be at thewananga, for many reasons.

If the total funds are to befundraised/donated and be inplace before commencing, then itcould be time to reconsider. Butnot at the expense of other, moreessential services and needy pro-jects.

It wasn’t too long ago that it wassuggested that there was no moneyfor new footpaths.

Where in the district 10 yearplan is the real commitment tohold and reduce rates?

The supporting of Hazel Barnes’quest for upgrading of essentialservices and image within theward, of which Kihikihi upgrading

is one project, is of much greaterneed.

Can the Courier please tell uswho’s paying and how, what is thecost to upgrade the old library andhas this project been requested bythe majority of ratepayers?

How much extra land needs tobe purchased?

Our immediate goal surelyneeds to be to maintain and extendour essential services, put a halt torate increases, take care of ourpensioners and better manage ourfunds and reduce borrowing.

To all fellow ratepayers, youneed to stand up and be counted, ifyou support the new complex andare happy to pay for extra rates tobuild, then maintain, then pay fortopping up when shows fail tobreak even.

If you disagree with the need forthe complex, then you need to beheard. Nothing will stop ithappening if you just sit and moan.

PAT BISHOP

Time to cut museumplans to match cloth

Councillor Cox really clari-fied the theatre/museum com-plex thinking from his perspec-tive, but from mine he left a lotunanswered.

Since my last letter I havebeen contacted by olderidentities thanking me forwriting what they were thinkingand telling me things about thebuilding of the current museumand library.

Perhaps Mr Cox could con-firm some of these things:• 1.When the current buildingswere planned they had extrareinforced foundations so, at alater time they could be added to.• 2.The reason for the flat roofwas so the building could beextended upwards.

One caller even thought thevacant area between the museumand the road was to be the site for

the future town hall.Regardless of which project

Mr Cox writes of, the commonline of his reasoning is that onethird will be paid by Council(ratepayers) one third paid bydonations (ratepayers) and nowone third paid by the government(taxpayers).

Perhaps if ratepayers stoppedpaying to clean up Lake Taupo, stopped paying forMaungatautari Ecological Islandand stopped all the rest of thenonsense we are forced to pay forthen maybe, just maybe moneywould become available for otherprojects.

In the meantime may Isuggest Council look atextending or renovating existingbuildings and cut our coat to thecloth available.

PETER J. BURRELL

Every dog should have a homeDogs at the Te Awamutu SPCA

are not rapists, murderers or childmolesters.

The only crime they have com-mitted is to be homeless.

Do we euthanase our homeless? No, of course we don’t, we

provide food and shelter for them. The Te Awamutu SPCA’s job is

to do the same for our four leggedfriends who are not in the shelterfor doing wrong.

We do not handle dangerous oraggressive dogs that are the job ofWDC animal control.

Why would we endanger ourown lives and those of others.

Eight out of 10 dogs have beenremoved and destroyed, one wenthome and one is still in the poundawaiting its fate.

I believe all had been healthchecked, desexed, vaccinated andmicro chipped.

They had no problem in the vetclinic, so why now are theyaggressive and have badtemperaments?

I believe there is a home for alldogs and responsible owners avail-

able. There are lots of jobs dogs doin our community — the list isendless. So why are our fourlegged friends treated like secondclass citizens. They have to belocked away, having to be leashedand muzzled in public and nottolerated in public places.

Under these guidelines, howcan we then socialise our dogs.

To quote Ghandi: ‘‘The great-ness of a nation and its moralprogress can be judged by the wayanimals are treated’’.

ROXY BASHER

Grandiose plans for newmuseum too expensive

Referring to the letter pub-lished on July 14 by JohnKnowles.

I would agree with him whole-heartedly. When I saw theproposed architecture on the newmuseum/theatre complex, myfirst thought was that belongs to acity, not a town the size of TeAwamutu.

Who are the councillors tryingto impress? It is certainly not themajority of ratepayers or us poor

pensioners who are already strug-gling to make ends meet and willstruggle more when GST, rateincreases, money for globalwarming kicks in.

And if the Mayor and council-lors have forgotten, there is still arecession on.

I guess those 27 people on thesteering committee have plenty ofmoney and do not have to worryabout the extras. Give us a break!

ANN HAYES

Needless, costly projectWaipa District Council has unveiled

another needless project, which willwaste $15 Million of money yet to besqueezed out of ratepayers.

It has to be a hoax to annoy peopleinto voting.

I hope voters mark their paper with ablack cross indicating ‘No confidence’.

My advice to Council is thus — amuseum is a regional responsibility. Therefore all exhibits and artifactshoused in Te Awamutu should be trans-ferred to Waikato Museum.

This will dispense with a tinpot local

museum. Secondly, are councillorsaware that a theatre complex has justbeen completed at Karapiro.

It will be grossly underutilised afterthe rowing showcase.

So why would we need to duplicatewith another monstrosity which wedon’t need?

Lastly, the site for this proposedmuseum and theatre should becovenanted ‘green zero’ whereby theratepayers of this district were savedfrom a $15 Million blunder. Hush.

She stood by our best mateWe are absolutely dis-

gusted in the treatment ofDianne Gray who has dedi-cated 18 years of voluntaryservice to the SPCA.

The only crime this ladyhas committed is having toobig a heart.

We regularly visited theSPCA where Dianne and hervoluntary staff were con-stantly cleaning, feeding andcaring for these animals.

The cages and kennelswere always clean when we

visited.It is outrageous that dogs

have had their lives takenwhen all they needed was aloving home — that is what anSPCA is for isn’t?

Dianne is an outstandingmember of our communityand she needs our support socome on all you animallovers.

Playground planning well underway

DESIGN impression of mounds and a flying fox that will be a feature of the new playground.

A small, but dedi-cated committee, isabout one-third of theway towards its fund-raising goal for a newplayground for Te Awa-mutu.

The need for a chal-lenging, adventure typeplayground was ident-ified as part of the Heartof Te Awamutu Project, stemming from aninitial approach byschoolchildren to the TeAwamutu CommunityBoard.

The Board commit-ted $10,000 to the projectand its recommendedsite adjacent to the TeAwamutu EventsCentre (right) wassubsequently approvedby Council.

The committee ischaired by BobbieFladgate and includesfellow Te AwamutuReserves and Land-scape Committee mem-ber Betsy Bryant, Com-munity Boardchairman Dean Taylorand Waipa Districtasset manager parksand reserves, MaxWard.

Research and plan-ning resulted in adesign that has beenapproved by the Board

and Council costing$245,000. To date thecommittee has raised$85,000.

A number ofapplications are stillpending, and the com-mittee has approached

local service groups toseek their assistance.

The committee hasthe support of WaipaMayor Alan Livingstonand fundraising isthrough the WaipaCommunity Trust.

It’s 35 years since LloydMcKain flew a plane over hisRukuhia farm.

But he’s back behind ajoystick again to help him mowhis lawns, thanks to the team atthe Lawnmower and ChainsawCentre in Te Awamutu.

Mr McKain suffered a strokein February which resulted inhim losing the use of his lefthand.

He had been keeping the lawnsin shape with a ride-on mower, on

the half hectare block which heand his wife Ngaire took off theoriginal Rukuhia farm to buildtheir new house two years ago.

But without his left hand hecould not operate the steeringwheel.

‘‘I went into the Lawnmowerand Chainsaw Centre with anidea. They were so helpful,’’ hesays. ‘‘Josh (Edkins) said theyhad exactly what I needed.’’

Tony Pinny and Josh Edkinsfitted Mr McKain out with aCountry Clipper ride-on that util-ises a joystick for steering and

foot pedal height adjuster. They built onto it a front end

step for climbing onto the mower, along with galvanised steel piperails on either side to help withclimbing on and off.

The stroke came as a hugeshock to Mr McKain, who hasbeen very active all his life.

‘‘Rather than think about thethings I can’t do, I try to focus onthe things I can do,’’ he says.

Being able to mow his lawnsagain may seem like a smallthing, but it means plenty to MrMcKain.

Cannabis concealmentcomes out in the wash

A team effort at Waikeria Prisonled to a significant drug find lastThursday.

Around 31 grams of high qualitycompressed cannabis was foundconcealed in clothing in a unitlaundry.

Officer Ted, the prison drug doglocated the package after staffreceived intelligence that drugsmight be being concealed in the unit.

“The find was a fantastic exampleof the prison team workingtogether,’’ says Waikeria NorthPrison Manager Paul O’Byrne.

‘‘We gained the intelligence andstaff worked together to narrowdown our search area, we then putthe drug dog handler, Maurice

O’Connor and the drug dog on thecase,’’ Mr O’Byrne says.

“Drug use in our prisons will notbe tolerated and I am extremelyproud of my staff who work hard toachieve this.

‘‘We routinely conduct cellsearches, undertake random drugtesting on prisoners and also act onintelligence, like in this case to findcontraband in the Prison.

“We also have a number ofinitiatives in place to prevent drugsand other contraband from enteringthe prison including visitorsearches, vehicle checkpoints, andthe use of drug detector dogs.’’

The evidence will be handed overto Police for disposal.

Waipa District propertyfiles enter digital age

Waipa’s 25,000-plus paper-basedproperty files are being scanned in atwo-year project that will seeCouncil’s property file managementsystem completely digitised.

When it is complete, peoplerequesting property files will receivethem faster because Council staff willbe able to retrieve them electronically, instead of manually.

Information services managerMark Hogan says digitising the fileswill make them easier for customersto access and also protect them fromdamage. It will also improve Council’scompliance with public records man-agement standards.

“We live in an electronic world andwe’re using commonly-used techno-logy like scanning and email toimprove record management and cus-tomer service.”

All property files will be moved offCouncil’s premises to be gradually

scanned over a two-year period. The aim is to have half scanned and

available electronically by the middleof 2011.

Wellington-based companyDesktop Imaging is working withCouncil to complete the project.

Property files remain availablewhile they are being scanned butbecause they are offsite, will takethree days to turn-around, instead ofthe current 24 hour timeframe.

Lawyers, real estate agents andothers with a particular interest inproperty files have already beenadvised of the extended timeframe. The Land Information Memorandum(LIM) process is not affected by theproject.

The digitisation project is phaseone of a larger project to develop anonline portal to provide access toproperty information through theCouncil’s website.

Little Theatre stageoriginal productionREVIEWED BY DEAN TAYLOR

What a huge effort by the team atTe Awamutu Little Theatre for theirlatest production Emma.

The play has been adapted fromJane Austen’s novel specifically forour theatre by two young membersEmma Vlaanderen and LouiseDobbs.

Not only did they write Emma, but the pair starred as EmmaWoodhouse and Harriet Smithrespectively and were the producersand helped with costumes.

It was directed by Gwen Hart.Keeping true to the original

essence and style of the novel, asthey explain in their programmenotes, much attention to detail isevident in the set and costumes forthis production.

And it has to be said the writing isvery good, and the acting excellent, but I found the play as a wholebecame just too long — three hoursin fact.

I understand behaviour in theRegency period would have beenvery proper and polite — so in manyrespects the style of acting suited theplay, but coupled with the number offade out — fade in scenes it lacked

any pace.In fact I believe it was only the

sameness of the scene changes thatmade it lose its flow.

In all there were 29 scenes, butthey were mostly unnecessary as theset was very cleverly designed toprovide all but one of the scenesrequired.

Although the programmedescribes each scene as also showingthe passing of time, in terms of thestory it wasn’t important.

On a positive note the cast wasvery good.

The leading ladies were and lead-ing man Carl Watkins (MrKnightley) were superb, and weremore than ably assisted by a goodsized supporting cast.

Not only was the set excellent, butthe costumes and props were alsospot on and gave the play that visualedge.

Typically of a small company, several members multi-tasked tomake sure the ‘show goes on’.

Emma continues its 10 showseason from tomorrow until Satur-day evenings at 7.30pm andconcludes with a 2pm matineeSunday. Door sales are available orphone 872 8022.

Consumer NZ chief executive SueChetwin says it will also include

customer service ratings. Some $75,000 for the project has

come via the Commerce Commission,as part of a settlement the commissionreached with Telecom NZ over amisleading broadband promotion thecompany ran in 2008.

Chetwin said the new site wouldprovide independent information toconsumers about alltelecommunications products in away that would make decisions easyon plans and prices.

BY GRANT JOHNSTON

Ngutunui Schoolstudents, staff and sup-porters were joined by com-munity members on Fridayfor a ceremony to celebrateupgraded and extendedbuildings and to unveil anew sign.

The timber sign, whichproudly informs visitorsthey are at Ngutunui EnviroSchool, was designed byprincipal, Michelle Thurlowand carved by Mac and PatBell on Japanese cedar sup-plied by Yeates sawmilling.

Board of Trusteeschairperson Keith Ormsbytold the gathering at theunveiling that he believedthe sign was as good as youwould find anywhere.

The gathering includedpast teachers and studentsfrom the school, one ofwhom, Pani Davis, wasinvited to cut the ribbon toopen the building upgrade(new administration office, new toilets and old officerenovated and turned intostaffroom).

Pani Davis went toNgutunui in ‘‘standard five’’(Year 8) in 1949.

She lived at Hiona Maraeon Robertson Road and hadbeen catching the bus toPirongia School before beinginvited to enrol at Ngutunui, with PTA member RalphStock giving local children aride to school.

At Friday’s ceremony shecommented on the bigchanges at the school sincethen, not only in terms ofbuildings but also a mainplaying field which in her

day had been an areacovered in fern.

She rememberedenjoying her time atNgutunui School and stilllives on Robertson Road.

As a result of changedfarming practices and ruralde-population, the school rollwas down below doublefigures not many years ago.

But through the efforts ofsupporters like Mr Ormsbyand his wife Margaret andRowena Whale and staff, theroll is currently sitting at 32.A bench of 10 computers andvibrant work on the class-room walls tells of a schoolfacing the future with optim-ism.

The hall which was builton site in the 1990s is now thecommunity hall (with theNgutunui District Hall soldseveral years ago).

Waikato Plate allWaipa rugby final

TC270710CA03FINGER TIP control by TA Sports’ lock WadeDicken.

TC270710CA04FIJIAN FLYER Inoke Tuibua heads for the tryline for TA Sports.

Te Awamutu Sportsused one of their ‘get outof jail’ cards to escapewith a 20-19 win overMelville in the semi-final of WaikatoDraught Plate.

The irony wasJordan Davies kickedEcolab Te AwamutuSports home to victorywith two late, longrange, pressure cookerpenalties from 45 and 48metres at Albert Parkon Saturday.

The previous weekDavies narrowly misseda last minute penaltyagainst Otorohanga thatwould have sent histeam into the semi-finalof the Waikato premierrugby championship.

It showed the char-acter of this outstandingyoung rugby prospectfrom the UK that hecould put the disap-pointment of seven daysago behind him andsend those kicks sailingover the dot.

The win over Mel-ville earns Te AwamutuSports the home advan-tage for the final of theWaikato Draught Plate.

Their opponents willbe Hautapu, whoaccounted for Otoro-hanga 24-10 in the othersemi-final.

Peter Bain reportsthat neither Te Awa-mutu Sports or Melvillemanaged to gain anysignificant dominancein a game played inbalmy weather

conditions in front ofthe smallest crowd seenat the park all season.

The further the gamewent the more it devel-oped into an armwrestle between thelarge Melville forwardpack and Te AwamutuSports skilful and paceybacks.

The visitors openedthe scoring, with a fineforwards try under theposts to Marcus Shep-herd, converted by TKMoeke.

Sports upped thepace and their backsfound plenty of holes inthe Melville defence.

Flanker Jono Arm-strong celebrated hislate addition to the Wai-kato NPC team by scor-ing the first of Sports’two tries after latchingon to an uncontrolledlineout throw.

Davies converted fora 7-7 scoreline.

Melville’s forwardpack again provedunstoppable close to theline, resulting in a try toJohn Tuungufasi, converted by Moeke.

Right on halftimeLuke Parsons sparkedSports’ second try witha break, from the base ofthe scrum, down theblindside. He drew andpassed to put wingerInoke Tuibua over inthe corner.

Davies converted tolevel the scores at 14-14at the break.

Having repulsed an

early Sports onslaughtin the second half, Mel-ville worked their wayinto opposition terri-tory, setting a platformfor their forwards to putformer local player NoelGalloway over to givehis team a 19-14 lead.

With 15 minutes toplay, Sports went all outon attack. They reducedthe deficit to two pointswith the first of Davies’long range penaltiesbefore escaping fromthe jaws of defeat withanother pearler, match-winning Davies penalty.

Coach MartynSteffert was pleasedwith the way manyplayers from the B teamhad performed, fillingin for a number of regu-lars unavailablethrough injury or repcommitments.

Coach put his body on the lineWirihana plays surprise role in Sports U85kg win

TC270710SP17FITTING CLIMAX: Wayne Wirihana (left) ended his senior rugby coaching careerwith Te Awamutu Sports U85kg team by making a surprise appearance on the wingfor the final 15 minutes against University.

BY COLIN THORSEN

Te Awamutu Sports under-85kg rugbyteam gave their coach Wayne Wirihana theperfect send off present beating University25-14.

It was their popular coach’s final‘senior’ game in charge but before hehangs up his boots for good, he is coachingTe Awamutu’s 2010 Bowers Cup (U45kg)representative team.

Three weeks ago Sports U85kg teambecame aware of the fact that they wouldmiss out on semi-finals berth in theWaikato competition by one point even ifthey won both their last games.

But rather than simply play out theremainder of the season, they set them-selves the incentive of beating both Mel-ville and University as a fitting climax tothe outstanding career of their coach, whowas pulling the plug at the end of theseason.

It was a case of mission accomplished. They won a torrid encounter againstMelville at Albert Park a fortnight ago andoutplayed University in Hamilton, with afour try bonus point to boot.

Tries were scored by Andrew Bailey,Hayden Moorhead, Brent Palmer and JonoWright, with Mark Thorsen adding aconversion and penalty.

It was a big turnaround from whenUniversity beat Sports 19-15 at Albert Parkin the first round.

A feature of the game was a cameoappearance by coach Wirihana, on thewing, for the last 15 minutes.

Wirihana coached Waitete to the Wai-kato championship in the inaugural year(2003) of U85kg rugby competition. He alsohelped Robin Ray coach Te AwamutuSports to win the U85kg title in 2004 andcoached Te Awamutu Sports to WaikatoU19 glory in 2006.

Three TA Sports’ players have beenselected in the country team to play townin a trial to select the Waikato under-85kgteam at Te Rapa on Monday night, August2 — first five Andrew Bailey, halfbackMark Thorsen and centre Jono Wright.

Sinclair making most of US opportunityRapid 1500m time sees regional seeding rocket from 69th to 19th

TC270710SP18LAURA SINCLAIR (centre) on her way to a third place finish on debut in the 2010 senior women’s North IslandCrosscountry Championships at Taupo. The girl to Laura’s right is Rachel Kingsford of Matamata, who won the race.Rachel also spent a year in the States at University under the same coach as Laura has.

BYCOLIN THORSEN

Laura Sinclair putsevere home sicknessbehind her to excel both asan athlete and student inher first year at GeorgeMason University in Vir-ginia, US.

The 19-year-old is backhome in Te Awamutu on hersummer break — she hasanother three years remain-ing on her scholarship toGMU.

Among her manyhighlights were achievingA’s in all her classes, experi-encing a white Christmasand having her coach for thepast five years in New Zea-land, Te Awamutu business-man Murray Green, visither in the States.

‘‘Getting to share myexperiences and show Mur-ray around what I’ve seen atGMU was pretty cool,’’ saysSinclair.

The delightfully modestTe Awamutu athlete hascome along in leaps andbounds competing as amember of her Universityteam.

On four occasions shebettered her personal best(New Zealand) time for the1500m of 4.31.86, set in 2008at the Porritt Classic meetin Hamilton.

Her most eye-catchingperformance was running4.26.69 in the Conferencefinal to qualify for theNCAA East Preliminaryregional meet, involving allstates in the Eastern half ofthe United States.

Sinclair had been 69th onthe list and only the top 48 ineach event go to the meet.

She ended up qualifying43rd but made a mockery of

that seeding by producinganother PB of 4.25.49 in theheats to make the top 24 forthe finals.

Although she finishedlast in her finals heat, 19thoverall was a remarkableachievement for the ‘rookie’first year US athlete upagainst the best 48 first tofourth year Universityrunners.

The top 12 placegettersgo forward to the nationalNCAA final and coachGreen is ‘very confident’that his protege can slashanother five seconds off hertime to all but ensure quali-fying for the nationals nextyear.

Another highlight wasrunning an unofficial 2.11.0in a leg of the 4x800m relayat the Conference meet, bettering her previous besttime of 2.12.62, set at theNew Zealand secondaryschools’ championships in2008.

Sinclair says life in theStates is full on doing bothstudy and athletics.

‘‘I enjoy being busy but,at times, it did get too much.

‘‘It frustrated me when Imet people in my classes butcouldn’t catch up with themout side of school because oftraining.

‘‘It was difficult to fit thesocial aspect of life in.’’

Planning ahead for lifeafter athletics, Sinclair hasdecided to pursue a degreein Global and CommunityHealth, having her heart seton becoming a dietician.

She says food in theStates is the same as backhome but it just took her awhile to find the productsshe liked — like a goodbreakfast cereal because

she says ‘‘a lot of them arehigh on sugar, and theirdairy products are not asgood as in New Zealand.

‘‘I did miss milo, Wattiesspaghetti and Aratakihoney.’’

The dining hall on cam-pus impressed her. Shewent there every night forthe huge variety, includingsalad and pasta bars, andvegetarian and sandwichstations.

‘‘The dining life was

good, but I couldn’t wait toget back home to ‘TA’ for ahome cooked meal.’’

She experienced morelows than highs in the firstsemester — a lot of tears —but did enjoy the secondsemester a lot more.

‘‘Towards the end of thesecond semester I wasn’thome sick at all really, although I did want to gohome.

‘‘It will be hard to goback after being home for a

while.’’She returns to the States

on August 17.Her goal is to, one day,

make it to the US nationalathletics finals.

‘‘Seeing all the fantasticathletes at the regional meetwas just insane, so fast.

‘‘To make the top 12 andfeature at the nationalswould be awesome.’’

On her return to theStates, Sinclair will be head-ing into the crosscountry

season.In 2009, the New Zea-

lander produced two out-standing 6,000m times of21.39.94 and 21.58 in theStates, blitzing her previousbest New Zealand time of24.06. She also ran a 5,000mPB of 17.45.6.

Sinclair says she is keento see her GMU teamimprove on the thirdplacing at last year’s Confer-ence crosscountry cham-pionships.

SUMMARY – STATEMENT OF PROPOSALChanges to Council’s Gambling Venue Policy

Gambling Act 2003Council, in consultation with the community, has to review its Class 4 Gambling Venue Policy controlling where gambling machine venues may and may not be located, and the maximum number of gambling machines (pokies) allowed at such venues within the district.Racing Act 2003Council’s policy on where stand-alone Board (T.A.B.) Venues may be located in the district must also be reviewed.Proposed Gambling Venue Policy 2010: SummaryThe policy is generally only able by law to affect gambling machine increases, and venues established since October 2001. Following an initial report from staff that has been approved by Council, a revised policy covering the above Acts is proposed. Council is now seeking further feedback on the proposed policy. The proposed policy seeks to control the location of venues operating gambling machines, byallowing for those existing venues that are located within the Otorohanga and Kawhia central business district areas (CBD). The policy proposes a ‘sinking lid’ policy whereby machines operated by an existing venue cannot be allocated to any new or existing venue should that venue close. The proposed policy seeks to stop any increase in the number of gambling venues, while stillmaking allowances for clubs to rebuild, or relocate to other premises or for the merger of two clubs. The policy proposes to set a maximum of four Class 4 gambling venues in the district, andone Board (TAB) venue in the Otorohanga CBD.The proposed policy provides only limited opportunities for the establishment of a new(merged club) venue. This policy allows for such an application to be publicly notifi ed and submissions called for. Hearings would be conducted and decisions made by the Otorohanga District Council. For Further InformationCopies of the proposed policy, background report, and submission forms are available from: • Otorohanga District Council, 17 Maniapoto Street, Otorohanga • Otorohanga Library and the Kawhia Library • On the internet at: www.otodc.govt.nz • By phoning reception on (07) 873-4000 or (0800) 743-000If you wish to discuss any aspect of the bylaw and/or policy you can contact staff fromCouncil’s Policy and Planning Teams on (07) 873 4000.FeedbackSubmissions are invited from 27 July to 27 August 2010.Submissions can be: Posted to Gambling Policy Review Otorohanga District Council PO Box 11 Otorohanga 3940 or Delivered to Otorohanga District Council 17 Maniapoto Street Otorohanga or Emailed to [email protected] you do not use the standard submission form, please ensure you include your contactdetails (name, phone, email, postal address) and whether or not you wish to speak to Council at a hearing on the policy. The hearing is likely to be held in September 2010 (date to beconfi rmed). All submissions should be delivered to Council before 5.00pm on Friday, August 27.
