Attendance registers and room plans The supervisor or invigilator must complete an attendance register and room plan during the relevant paper.

The room plan must indicate the position of each candidate by candidate number, the direction in which candidates arefacing, and the distance between the rows of candidates and between the candidates in each row. The room plan mustalso indicate the number and base position of invigilators. For Listening tests, the room plans must also indicate theposition of playback equipment and speakers, and of any pillars or other features which might affect acoustics.

If a candidate is not shown on the attendance register, add his or her name to it. Special Arrangements candidatesshould be identified as such on the attendance register.

Attendance registers can be printed from ESOLCOMMS in advance of a test, or Centre Exams Managers can create theirown. Centre Exams Managers should pay particular attention to the spelling of candidates’ names on all documentationto ensure that no mistakes are made. In the event that an error is found after the relevant documentation has beendespatched to Cambridge ESOL, the Centre Exams Manager should contact the YLE Administrator as soon as the error hasbeen discovered. Cambridge ESOL will correct the name and, where relevant, will despatch an amended Award.

Authorised and unauthorised materials You must ensure that candidates do not have on their desks any materials or books that may help them during the exam.These items and other items, such as bags, coats, etc. must be placed in a designated area away from their desks.

Leaving the room • A candidate may temporarily leave and return to the examination room at any time (except during the final

10 minutes) under appropriate supervision (e.g. accompanied by a member of staff and including before-and-aftersearch of toilets).

• Tell the candidate to turn their question paper and answer sheet face down on his or her desk.

• Ensure that the papers remain untouched until the candidate returns and resumes work.

• Remind the candidate that examination conditions remain in force during the time he or she is out of the examinationroom.

Malpractice • You must report anything unusual, such as suspicious behaviour of any candidates during the examination, to the

supervisor or Centre Exams Manager. The candidate can be allowed to continue (at the supervisor’s discretion) but aMalpractice form must be completed and signed by the Centre Exams Manager.

• Advise candidates that anyone who does not comply with the regulations may be disqualified. If any candidate doesnot comply, a Malpractice form must be completed and submitted to Cambridge ESOL using the contact details on theform. If appropriate, this should be accompanied by a Special Consideration form.

Late arrivals • Late arrivals for Listening cannot be admitted once the test has started.

• Late arrivals may be admitted at the supervisor’s discretion if no other candidate has permanently left the room. Theymust be given the same instructions as other candidates and be allowed the full time for completion of the paper.

• On the candidate’s question paper and answer sheet(s), indicate the point reached at the time when the paperwas due to finish, with particular care being taken if questions have not been answered in sequence.

• If a candidate is late for a good reason (e.g. sudden illness or transport difficulties) and Cambridge ESOL issatisfied that there has been no breach of examination security, all the work completed by the candidate will beaccepted.

• If a candidate is late because of negligence or oversight (e.g. oversleeping or misreading the timetable) andCambridge ESOL is satisfied that there has been no breach of examination security, the work completed withinthe scheduled examination times will be accepted.

• A Late Arrival form should be completed and signed by the Centre Exams Manager.

Special Circumstances• Temporary disability or difficulties which affect performance must be reported on a Special Consideration form,

signed by the Centre Exams Manager and submitted no later than two weeks after the day of the exam.

• You must take into consideration whether adverse circumstances affect all the candidates in the room, a range ofcandidates in an area, or a single candidate.

Emergencies If there is an emergency, such as a fire alarm or bomb alert, follow the instructions below:

• Evacuate the examination room following the instructions given by the appropriate authority.

• Ensure that all the question papers are left in the examination room.

• Ensure that candidates are supervised as closely as possible whilst they are out of the examination room to preventcollusion.

• After candidates have returned to the examination room and before the paper is resumed, indicate on eachcandidate’s work where the interruption occurred. Be alert to the possibility of disturbance having been caused in theroom during the candidates’ absence.

• Note the time and length of the interruption.

• Allow candidates the full working time for the paper.

• If there is only a small number of candidates, consider taking the candidates, together with question papers andanswer material, to another place to complete the examination.

• A report must be sent immediately to Cambridge ESOL, using the Special Consideration form.

Safeguarding the welfare of children and young people Supervisors and invigilators are responsible for safeguarding the welfare of children and young people they come intocontact with during the examination.

INSTRUCTIONS FOR RUNNING YLE STARTERS, MOVERS AND FLYERS EXAMS

■ Ensure there are enough invigilators to administer the examinations. In the case of a sole invigilator, you must ensurethey have a means of summoning assistance.

■ Ensure that candidates can easily find the exams room, by using direction signs or a suitable alternative.

■ Display the current version of the A2 YLE Notice to candidates inside the examination room on the day of the test.

■ Ensure there is a clock in working order in each examination room, visible to all candidates (alternatively watches canbe synchronised or other provision made to ensure all candidates have access to the same time).

■ Ensure there is a board or flipchart visible to all candidates showing the following information: centre number, thename of the examination, and the component about to be taken. For the Reading and Writing test, the start time andfinish time will then be entered as candidates start the examination.

■ Remove from the examination room, or cover completely, all helpful material, such as posters or notices in English.

■ You must ensure that candidates are seated 1.25m apart.

■ Candidate numbers must be clearly and securely displayed on each desk for the duration of the exam.

■ Ensure candidates are aware that an examination is in progress from the time they enter the room until they leave theroom.

■ Bags, luggage, coats, large pencil cases, etc., must be placed in the designated area and not near or undercandidates’ desks.

■ Remind candidates that, under examination regulations, only essential conversation is permitted. Remind candidatesthat anyone who does not comply with the instructions given may be disqualified.

YLE STARTERS, MOVERS AND FLYERS: LISTENING TEST The test is divided into sections, and is complete in itself with all necessary pauses and instructions to candidatesrecorded on the CD. Once the Listening test has started, it cannot be interrupted except in an emergency. All answers arewritten on the question papers (there are no separate answer sheets).

Starters – approximately 20 minutes

Movers – approximately 25 minutes

Flyers – approximately 25 minutes

Preparation before the test

■ Provide a suitably quiet room with good acoustics for candidates.

■ Check that the reference number on the question paper matches the reference number on the test CDs.

Starting the testJust before the Listening test begins, take the candidates through the following points (the candidates’ first or othercommon language may be used as appropriate).

■ Tell candidates to disable any alarms and to switch off mobile phones and other electronic devices. These must behanded to the supervisor to be kept in the designated place. Any candidates wearing a watch with an audible alarmmust be instructed to turn the volume off before the examination starts.

■ Ensure that phones or other electronic devices are not left in ‘vibrate’ mode. This could interfere with the playbackequipment.

■ Tell them which paper they are taking, how long it will take, and how many questions there are. Tell them that they willhear each part twice.

■ Check that they have the necessary pens or pencils.

■ Give out the tests and help them to fill in the information on the front of the paper. Tell them not to turn the page andstart until told to do so.

■ Tell them that talking is not allowed and that they must not look at what anyone else is doing, but concentrate on theirown work.

■ Ask them if they have any questions, and tell them that once the test begins, you cannot help them with test contentin any way, including answering any further questions about the rubric.

During the Listening test be attentive and remain in the position from which you have the best view of all candidates. Donot move around the room unless it is absolutely essential, as this can be distracting to candidates and may affect theirability to hear the recording.

Concluding the testAt the end of the Listening test you will hear on the CD: ‘That is the end of the Starters/Movers/Flyers Listening test.’

These words are followed by some music.

■ While the music is playing, tell candidates to put down their pens or pencils immediately.

■ Tell candidates to check they have written their name, centre and candidate number on the question paper.

■ Collect all question papers before candidates leave the room. Candidates must remain seated while you collect thepapers.

■ Collate them in candidate number order, ensuring that they correspond to the relevant attendance register.

■ Sort materials to be returned to Cambridge ESOL and materials to be destroyed securely (see materials packingchecklist for details of what to return).

■ You must then seal the script return envelope immediately so it is ready to be delivered to the person responsible forkeeping it in a safe place and despatching it. Affix the bar code label.

■ If your Centre Exams Manager wishes to double check that materials are packed correctly, seal the materials in aseparate envelope of suitable size in the presence of a witness. You must then provide two signatures across theseal and return the envelope to the Centre Exams Manager.

Starting the testAt the beginning of the Reading and Writing test, repeat the warnings about unauthorised materials, mobile phonesand electronic devices. Invigilating the test

■ During the Reading and Writing test be vigilant at all times, regularly patrol the room and be alert to the possible useof any camera.

■ Candidates who finish more than 10 minutes before the end of the time allotted for the Reading and Writing test mayleave the room at the supervisor’s discretion.

■ You must collect question papers before early finishers leave the room. This must not cause disturbance to candidatesstill working.

■ The candidate’s departure must not cause disturbance to candidates still working, and they must not be re-admitted.

■ The supervisor must ensure candidates do not take any question papers, or other information relating to theexamination, from the examination room.

Concluding the test

■ Five minutes before the end of the paper, tell candidates that there are 5 minutes remaining.

■ At the end of the test, tell candidates to put their pencils down immediately.

■ Tell candidates to check they have written their name, centre and candidate number on the question paper.

■ Collect all question papers before candidates leave the room. Candidates must remain seated while you collect thepapers.

YLE STARTERS, MOVERS AND FLYERS: SPEAKING TEST The YLE Speaking test consists of a face-to-face interaction between one Oral Examiner and one candidate. The OralExaminer must both conduct the YLE Speaking test and assess the candidate’s performance.

Suggested duration for the Speaking test

Average time per test Maximum number of candidates per session

Starters 4 + 1 minute turnaround = 5 22

Movers 6 + 1 minute turnaround = 7 15

Flyers 8 + 1 minute turnaround = 9 12

Please note that these are only recommended times, and that examiners should conduct the YLE Speaking tests at thechild’s pace. The recommended duration above may therefore need adjustment to suit circumstances. A turnaround timeof 1 minute has been allowed between candidates, and the examiner should use this time to complete the mark sheet.

We recommend that Speaking test sessions are timetabled to last a maximum of 2 hours with at least a 30-minute breakbetween sessions. In addition, centres are advised to ensure that waiting areas are quiet, of an appropriate size andadequately marshalled. We recommend that children waiting to take their Speaking test have something to occupy themduring this time. A video or other suitable activity could be arranged so that they do not become restless. Sessionsshould start on time.

Venue requirements

■ Ensure the examination room is equipped with a suitably sized table and chairs (see diagram).

■ It is not recommended that hotel bedrooms be used to hold Young Learners Speaking tests.

■ Wherever possible, YLE tests should be held in rooms with interior glass windows or doors, taking care that the testmaterial is not visible to any waiting candidate.

■ Remember that tests must not be held simultaneously in a shared room.

■ There should be a visible clock within each exam room.

Supervisors must:

■ Check the Speaking test arrangements in consultation with the Centre Exams Manager.

■ Check details such as candidate name and number are correctly filled in on the Speaking test mark sheets.

■ Ensure that the Speaking test mark sheets are given to the Oral Examiners as candidates are brought into theexamination room (or as a set at the beginning of a session). Supervisors may wish to give these mark sheets toushers to pass to the Oral Examiner.

■ Instruct candidates to disable any alarms and to switch off their mobile phones and other electronic devices.

■ Tell candidates to leave their belongings in the designated area.

■ Maintain an orderly and quiet atmosphere throughout the session in the waiting area and near the test room.

■ Ensure that ushers carry out their duties as outlined below.

Oral Examiners must:

■ Be punctual and observe the Speaking test times set out.

■ Ensure their mobile phones are switched off.

■ Let the supervisor or Centre Exams Manager know if any of the candidates on the list is known to them in any capacityand ensure that arrangements are made for the candidate to be examined by another Oral Examiner.

■ Look after mark sheets once handed to them by ushers or supervisors.

■ Ensure that Speaking test packs, which are confidential, are handled securely. Use all sets in the Speaking test packas evenly as possible. Return Speaking test packs to the Centre Exams Manager after each test.

■ Fill in their UCLES ID, the set of materials used and the candidate’s score on the mark sheets.

■ Enter the marks in the correct section of the mark sheet, e.g. in the Movers section for a Movers Speaking test, andnot in the Flyers section.

■ Hand over mark sheets to the Centre Exams Manager/supervisor for collation at the end of each 2-hour examiningsession.

Ushers must:

■ Ensure that each child knows what to expect in the test room, and is not anxious about taking the test.

■ Tell each child the name of the Oral Examiner and assure them that he or she is very nice and friendly.

■ Take Speaking test mark sheets to the Oral Examiner if instructed to do so by the supervisor.

■ Escort each child to a chair outside the test room, accompany them into the test room at the appropriate time andintroduce them to the examiner, in English, before leaving.

■ Ensure that those candidates who have been examined are kept separate from those awaiting examination(segregation should be attempted for as long as candidates are on examination premises).

■ Ensure that candidates who have taken the test must not be allowed to re-enter the waiting room.

Handling of mark sheets

The Oral Examiners are responsible for handing over the mark sheets to the supervisor or the Centre Exams Manager andwill follow the steps below:

• arrange the mark sheets in candidate number order including any for absent candidates

• seal the mark sheets in the envelope provided, also enclosing the attendance register

• sign across the seal.

Where there is more than one session of the same level at a centre, the mark sheets must be collated and sealed inseparate A4 envelopes after every session and stored securely. After the final session the Centre Exams Manager willneed to input speaking marks into YLE ESOLCOMMS.

Materials packing checklist

What to pack after the examination

Listening test Include used question paper booklets, room plan, attendance register, entry form and marksheets for each level in the script return envelope.

Return unused question papers to Cambridge ESOL in a separate envelope within the sameconsignment.

Either return CDs to Cambridge ESOL in a separate envelope within the same consignmentor give them to the Centre Exams Manager for secure destruction.

Reading and Writing test Include used and unused question paper booklets, room plan and attendance register inthe script return envelope. Include entry forms and mark sheets.

Speaking test Include mark sheets and attendance register in the script return envelope. Can be includedeither with the Listening test papers or the Reading and Writing test papers.

Packs of Speaking test materials and Instructions to Oral Examiners should be retained by the Centre Exams Manager, notthe Oral Examiner. The Centre Exams Manager must arrange the delivery of the Speaking test packs to Oral Examinersprior to any test session.

After the tests have taken place, the Centre Exams Manager must collect the Speaking test packs and store themsecurely.

If Centre Exams Managers wish to double check that materials are packed correctly, seal the materials in a separateenvelope of suitable size in the presence of a witness. You must then provide two signatures across the seal and returnthe envelope to the Centre Exams Manager.

Special Consideration, Malpractice and Late Arrival forms must not be enclosed with candidates’ answer materials, butsent separately to the Scheduled Processing Unit (Special Circumstances).

Materials for candidates who arrive late The question paper and answer sheet(s) must be included in the return envelope in sequence with the other candidates’work. The Centre Exams Manager must send the completed Late Arrival form to Cambridge ESOL as directed on the form,accompanied by a Special Consideration form if appropriate.

Materials for candidates with Special Arrangements If a candidate has had administrative Special Arrangements only, there is no change to standard procedure.

If a candidate has had modified materials, follow the procedure below:

• put the candidate’s answers for each paper in a separate marked envelope

• insert the envelope in candidate number order in the correct script packet

• mark the outside of each script packet ‘Candidate with Special Arrangements’

• despatch the script packets (and any other materials, such as Instructions to Supervisors booklets and CDs) toCambridge ESOL in the usual way.
