About GEF
GEF – the largest source of multilateral technical assistance for climate change mitigation (energy efficiency, renewable energy, sustainable transport)
GEF-6 is coming (2014-2018), cca 1 bln US$ on the table through individual country allocations plus regional/global set-aside “for innovation”
GEF role – to prototype solutions which can be scaled up through Green Climate Fund (100 bln US$), which is in the making

Strategic Objective 1: Promote Innovation, Technology Transfer, and Supportive Policies and Strategies
Strategic Objective 2: Demonstrate Systemic Impacts of Mitigation Options
Strategic Objective 3: Foster Enabling Conditions to Mainstream Mitigation Concerns
Program 1: Promote timely development, demonstration and financing of low-carbon technologies and mitigation options
Program 2: Develop and demonstration innovative policy packages and market initiatives to foster new range of mitigation actions
Program 3:Promote integrated low-carbon urban systems
Program 4: Promote conservation and enhancement of carbon stocks in forest, and other land-use, and support climate smart agriculture
Program 5:Integrate findings of convention obligations enabling activities into national planning processes and mitigation targets

Innovation not only about what, but how:
• Performance-based financing or “grants for results” scheme:• Tendering subsidy provision (first of its kind
projects): Serbia Biomass• Financing RE tariffs: Off-grid RES projects
(Tajikistan, Africa)• Incentives to go beyond EE standards:
Kazakhstan EE buildings• Any other ideas for South East Europe?

Innovation not only about what, but how:
• Role of private sector:• Before: sub-contractor, rarely beneficiary• Now: solution provider and partner
• Examples:• Azerbaijan: SOCAR Green Building Program –
as a prototype of national Green Building Program
• Armenia: LED Lighting with Philips• What else?

Innovation not only about what, but how:
• Integrated approach:• Before: main focus on reduction of GHG
emissions • Now: GHG emissions PLUS other socio-
economic and environmental benefits• Examples:
• Turkmenistan: Water and Energy Efficiency Project (Save energy – save water)
• Montenegro: Carbon Neutral Tourism Project (Reduce emissions – promote tourism)
