Industrialisation Chief Ad- ministrative Secretary(CAS) Lawrence Karanja said, once the Kenya Bureau of Standards completes the verification exercise, the innovations will be rec- ommended to the Medical Board that will determine if they can be put to use. Speaking at Jomo Keny- atta University of Agricul- ture and Technology(JKUAT) when he interacted with in- novators and researchers who have developed vari- ous equipment to curb the coronavirus scourge, the CAS said the effectiveness of some equipment, especially ventilators, needs to meet all the compliance standards and be certified effective be- fore they can be put to use. The Government is now verifying all the inno-vations devised to fight

Covid-19 to establish their compliance to standards and effectiveness before they can be put into use.

Industrialisation Chief Ad-ministrative Secretary(CAS) Lawrence Karanja said, once the Kenya Bureau of Standards completes the verification exercise, the innovations will be rec-ommended to the Medical Board that will determine if they can be put to use.

Speaking at Jomo Keny-atta University of Agricul-ture and Technology(JKUAT) when he interacted with in-

novators and researchers who have developed vari-ous equipment to curb the coronavirus scourge, the CAS said the effectiveness of some equipment, especially ventilators, needs to meet all the compliance standards and be certified effective be-fore they can be put to use.

Karanja revealed that already six organizations including Toyota Kenya, Kenyatta University, Jomo

Kenyatta University of Ag-riculture and Technology, Kenya Association of Man-ufacturers and Dedan Ki-manthi University have all devised medical ventilators.

He said they will also rec-ommend the innovations to Small and Medium En-terprises (SMEs) and other government agencies for use even in post Covid-19 pe-riod.

“Once we establish that

the ventilators are effective, we shall recommend their usage to health centres and dispensaries post Covid 19. This will provide the Level 4 and 3 hospitals with the op-portunity to install ICU units to ease pressure on the Level Five and Referral Hospitals,” said Karanja.

The CAS at the same time announced that, they were in the process of formulat-ing a post Covid-19 policy to

source and protect local in-novations.

He said the move is to en-sure innovations made to combat Covid-19 pandemic do not go to waste even after the virus is eradicated.

“The idea is to put to use all the innovations and products manufactured during this period and apply them in other fields during the post-Covid period. It is a wake-up call, though a shame that it took Covid-19 for us to realise our potential as a country. Our innovators have proved that the coun-try does not have to rely on products from other coun-tries,” said the CAS.

Karanja was accompanied by the Principal Secretary Dr Francis Owino and JKUAT Vice-Chancellor Prof Victo-ria Ngumi.

1. What are some of the measures put across by KRA against Covid-19 at the Border Operations?The Kenya Revenue Authority (KRA) has instituted immediate measures to support the ongoing Corona Virus management and containment plans at all ports of entry.

As part of its institutional mandate, KRA is facilitating cargo movement at all the ports of entry on a round the clock basis to alleviate supply chain challenges while ensuring compliance with the national COVID-19 regulations and protocols.

KRA is one of the lead agencies at the national borders ensuring safety and trade facilitation, in line with the national and regional (EAC) guidelines to combat the global pandemic covid-19, KRA has put in place quite a number of measures.

KRA also chairs the Multi-Agency Taskforce on cross border Trade Facilitation during the Covid 19 pandemic. This Task Force comprises stakeholders from the Ministry of Health, EAC, Trade, Foreign Affairs, Interior, National Police Service, and Immigration. KRA is tasked with the responsibility of ensuring that the supply chain especially of essential goods is not interrupted.

2. There are guidelines released by EAC against Covid-19 pandemic, has KRA adhered to them?So far, KRA has adhered to all the guidelines by EAC against Covid-19 as follows:

• The movement of people across the borders is suspended as per the government guideline provided by the East African Community Secretariat.

• All trucks across the land border points have a maximum of two-cargo crew, consisting of the driver and the loader.

• There are designated government recommended hotels/lodges coordinated by the multi-agency team, for the cargo crew. The hotels/lodges are fumigated.

• Sanitizers, disinfectants and clean running water is available 24 hours, to enhance hygiene and mitigate risks.

• Screening of cargo crew at the border points by Port Health Officials is mandatory. • All border points operate for 24 hours to enhance efficiency. • There is enhanced communication to cargo crew and staff on covid-19 at the border

points.

3. Are there staff security measures instituted by KRA to avert Covid-19?• KRA has further ensured that staff at the border points are scaled down to ensure

decongestion and in compliance with the Ministry of Health guidelines on maintaining, a safe social distance estimated at 1.5 meters. As protective measures against Covid-19, vulnerable staff are at home, as per the President’s Directive on Covid-19.

• Staff on duty are well trained on hygiene protocols and Personal Protective Equipment (PPE) incentives such as gloves, facemasks, running water surface disinfectants and soap are available for their usage.

• KRA officers at the border points are working in shifts to ensure the 24-hour movement of goods as per the EAC directive on Covid-19. Cargo stocks across the border points have recorded a 50% decrease following the outbreak of the Covid-19 pandemic.

4. How does KRA support taxpayers during this time at the border points? KRA uses technology and border security in taxpayer support as follows:

• With effect from 27th March 2020, all clients were encouraged to lodge documents through Single Window platforms. The documents are to be scanned and emailed to relevant KRA officers.

• Pre-arrival clearance is encouraged for cargo coming through our borders to eliminate delays. In addition, KRA has instituted direct release of cargo for the following groups: Authorized Economic Operator (AEO), Kenya Private Sector Alliance (KEPSA), Kenya Association of Manufacturers KAM, relief supplies and medical supplies under direct release.

• Physical verification is restricted to only high-risk cargo targeted by the KRA scanners. • Efforts by KRA to embrace technology have paid off during the outbreak of the Covid-19

pandemic. KRA continues to use Regional Electronic Cargo Tracking System (RECTS) to monitor cargo real time along the Northern Corridor and the Integrated Customs Management System (iCMS), which significantly reduces the time taken to clear goods.

• All goods cleared under Single Customs Territory (CST) framework should be put on RECTS to be verified at destination.

• KRA has also enhanced the usage of K9s at every entry point to ensure prohibited goods do not access the country.

• Applications for approval of waivers, Customs warehouse rent, extension of transit period, and Certificate of Conformity (CoC), will be processed through email.

• KRA has issued directives to all staff to fast track the clearance of imported material and equipment used during the COVID-19 pandemic; these include protective personal equipment, sanitizers, test kits and other equipment for combating COVID-19. A list of all these items, jointly developed by the World Customs Organization (WCO) and World Health Organization (WHO) was circulated to all staff.

5. What is your parting shot to taxpayers on the business continuity measures?Despite the Covid-19 pandemic, KRA continues to ensure the global supply chain does not suffer. KRA further continues to support staff and taxpayers and to ensure compliance with the Ministry of Health and World Health Organization guidelines in mitigating the Covid-19 pandemic.

Following the promulgation of the Civil Aviation (Unmanned Aircraft Systems) Regulations 2020, Kenya Civil Aviation Authority is in the process of ensuring implementation of the regulations. To this end and in compliance with the provision of the Civil Aviation Act, draft charges for Unmanned Aircraft Systems (UAS) have been developed and published on KCAA website for stakeholder consultation and comments. Noting the adverse effects of COVID-19 and in particular the impossibility of gatherings for purposes of conducting stakehold-er consultation and reception of comments, KCAA will be accepting comments on the draft charges electronically (via email).

REGISTRATION OF ENGINEERS AND PROVISION OF PROFESSIONAL ENGINEERING SERVICES IN KENYA

The Engineers Board of Kenya is established under Section 3 of the Engineers Act No. 43 of 2011. The Board has the overall mandate of developing and regulating engineering practice in Kenya. The Act has further been elaborated by the Engineers Rules 2019 (the Rules) which were gazetted on 5th April, 2019.

The development and regulation of engineering practice is considered a key enabler to the achievement of the Country’s Vision 2030 development blueprint and the Big 4 Agenda of the Government of Kenya. The regulation of engineering professional services is meant to provide assurance to the public that the provider of the engineering service has been adequately trained, is knowledgeable in the subject matter, and has been assessed to have capacity and maturity to take full personal responsibility for their acts of commission or omission.

The Engineers Act 2011 requires persons seeking to provide engineering professional services to be duly registered and licensed by the Engineers Board of Kenya. The Act further states that it is an offence to engage persons or entities (firms) to offer engineering profes-sional services if not registered by the Board. This applies to both local and foreign persons and entities.

This notice serves to inform the public of the requirements for registration of engineers and engineering consulting firms, and advice Clients that they should seek or clarify registration status of individuals and Firms from EBK before engagement. EBK is inviting eligible Engineers to seek registration in appropriate categories as part of the implementation of the Rules.

REGISTRATION CATEGORIES

1. Graduate Engineers

A person seeking to be registered as a Graduate Engineer should be a citizen or permanent resident of Kenya holding a degree from a University recognized by the Board. Graduate Engineers offer their services under the guidance of Professional or Consulting Engineers. The mentorship helps nurture the Graduate Engineer and provides an opportunity for the acquisi-tion of relevant skills and development of professional competencies. Typically, the Graduate Engineer will get guidance in engineering design, general management, contract management, supervision of works, operations and maintenance and leadership skills for a proficient and ethical practice.

The Board is encouraging eligible graduates to seek registration as soon as they complete their undergraduate studies. The registration as Graduate Engineers will enable the Board plan appropriately for structured trainings and engagements and will form the basis for acceptable training as provided for under the Rules.

To register as a Graduate Engineer, applicant should create an online account on EBK’s Engineer Portal, update their profile and submit their applications by visiting our website (www.ebk.or.ke)

2. Professional Engineers

Professional Engineers are licensed to provide Professional Engineering services and therefore have the legal capacity to submit engineering plans, drawings, schemes, proposals, reports, designs and studies to relevant Authorities in Kenya.

The Professional Engineers are registered upon acquiring at least three (3) years’ experience as Graduate Engineers and successfully passing a professional examination conducted by the Board. Professional Engineers are also expected to be Corporate members of the Institution of Engineers of Kenya. (IEK).

The Professional Engineer in Kenya is guided by the Code of Ethics as provided for under Sixth Schedule of the Rules as well as engineering practicing manuals issued by the Board.

The Board is encouraging Graduate Engineers to submit their applications for registration as professional engineers with the following considerations;

• Graduate Engineers who have at least three (3) years’ experience are eligible to sit for the examinations. For clarity, those who may have been registered prior to the Gazettement of the Rules in July 2019 and have at least three years’ experience (not necessarily as graduate engineers) are allowed to apply to sit for the professional examina-tion;

• Submission of applications and professional interview documents may be done online. Applicants should create an online account on EBK’s Engineer Portal, update their profile and submit their applications by visiting our website (www.ebk.or.ke)

• Applicants who are already Corporate members of the Institution of Engineers of Kenya will sit for the professional interview but will be exempted from the written examinations. They are therefore required to submit their applica-tions and their professional interview documents with the Board through their Portals.

3. Consulting Engineers

Consulting Engineers are registered upon attainment of not less than five (5) years as professional engineers and achieving acceptable standards of competence to practice in an area of particular specialization.

Consulting Engineers have the legal capacity to establish Engineering Consulting Firms as sole proprietors or with other engineers and/ or persons as provided under the Rules.

4. Engineering Consulting Firms

The Board is also mandated to register and regulate Engineering Consulting Firms. For a firm to be registered it should be incorporated in Kenya and at least one shareholder should be a Consulting Engineer. This applies to both Local and Foreign Firms. Further details and requirements are as per Section 5 of the Rules and can be obtained from our website. Engineers are reminded that it is illegal to operate Engineering Consulting Firms which are not registered by the Board and may cause their removal from the Register under Section 29 of the Act. Only firms registered by the Board may provide engineering professional services in the Country.

5. Temporary (Foreign) Engineers

Foreign persons seeking to offer specific engineering professional services in Kenya are required to be registered by the Board. Foreign persons are eligible for registration on the following grounds:

• The clients engaging them must demonstrate that the services of the foreign engineer are critical to the specific project and that local citizen engineers are not available to offer the services;

• They must be duly registered as Professional Engineers and validly licensed to offer services in their Country of origin;

• They are only registered for specific works and for defined durations.

Clients intending to engage foreign persons to provide professional engineering services in Kenya are advised to ensure that the proposed foreigners are registered by the Board before coming to Kenya.

6. Accredited Checkers

This category of engineers are peer reviewers and have the capacity to review the works of other professional and consulting engineers with respect to adequacy and safety considerations of the works. The eligible persons must be consulting engi-neers with at least fifteen (15) years relevant and proven experience in design and construction management specific to the work to be checked.

With the enactment of the Rules the Board is now receiving applications from qualified engineers for registration as Accred-ited Checkers and is inviting suitably qualified persons to submit their applications.

ANNUAL PRACTICING LICENCE

The Board issues annual Practicing Licence to Professional and Consulting Engineers who are in good standing. A person shall not engage in the practice of engineering unless that person has been issued with a licence and has complied with all the requirements. Engineers are reminded that it is an offence to operate without the Practicing licence.

CALL FOR ENGINEERS TO SUBMIT DETAILS FOR THE ENGINEERS IDENTIFICATION CARD

To facilitate ease of identification of Professional and Consulting Engineers to the Public, the Board will commence issuance of the Engineers Identification Cards as prescribed under the Rules.

The Board requests the engineers who have not submitted the requested information, including their passport size photos, to do so by 31st May 2020. This will enable the Board issue the cards to all licensed engineers from the month of June 2020. Submission should be done by visiting our website (www.ebk.or.ke).

It has come to the attention of The National Construction Authority (NCA) that persons masquerading as duly licensed service providers in the construction industry have been obtaining money by false pretenses from members of the public under the guise of offering services/works for which they are not authorized to do.

The Authority would like to remind all members of the public of the following: 1. All contractors are registered and licensed to offer service to the public by the NCA. To verify whether a contractor is in good standing, log onto www.nca.go.ke and under the “Contractors” tab, click on “Search Registered Contractor”. 2. All payments for the services offered by the NCA are done through the E-Citizen portal and members of the public are cautioned against paying any money to a third party under the guise of facilitation of services by the Authority. 3. Accreditation of construction workers and site supervisors is currently free until the 30 th of June 2020. The Authority does not accept any cash payments under any circumstances. 4. Brokerage of Authority offices is NOT necessary. We have offices country wide, as well as desks at every Huduma Centre. Our officers are always ready to assist swith any queries with regards to our services and processes.

Please note that no cash payments are made at the NCA offices. Please note that the law requires that only registered professionals be allowed to offer design and related implementation services on construction projects, and engaging non-registered persons is not only in contravention of the law, but is dangerous as it will produce poor quality construction work that can lead to loss of lives and property.

The members of public are advised to always verify the standing of any service provider by visiting the website of the respective registration Board i.e. the EBK for Engineers, BORAQS for Architects and Quantity Surveyors and NCA for Contractors, and report any persons “practicing“ and who may not appear in the respective registers to the nearest Police Station for appropriate action.

Kenya Revenue Authority (KRA) would like to guide the members of the public on the implementation of the changes on Turnover Tax following the assent of The Tax Laws (Amendment) Act, 2020 as below: 1. Any resident person whose turnover from business is more than one million and equal or less than fifty

million shillings in a year of income, shall be liable to pay turnover tax. A taxpayer:• Shall initiate and complete registration for tot on their itax profile.• Who had losses brought forward as at 1st april, 2020, shall forfeit the losses as long as they register

for tot.• Who is in the annual income tax regime and registers for tot from 1st april, 2020 is required to close his

annual tax regime by preparing financial statements up to 31st march, 2020 and filing a corresponding income tax return.

• Who earns any tax credits from 1st april 2020 shall offset them through the tot return.• Whose turnover is within the above threshold, but chooses not to be taxable under tot, shall be deemed

to have informed the commissioner of this choice by not registering for tot.

2. Turnover tax shall not apply to — • Rental income; • Management or professional or training fees; or• Any income which is subject to a final withholding tax.

3. In computing Turnover Tax, taxpayers who are registered for VAT shall exclude output VAT as demonstrated below:

Taita-Taveta department of health has placed under forced quarantine over 30 Kenyan traders and local villagers ar-rested in Taveta sub-county for illegally crossing the Kenya-Tanzania border.

The thirty will be held at Mahoo Girls quarantine facility for 14-days at their own cost even as medics check their health progress over fears that illegal border crossing height-ens the threat of importing coronavirus from Tanzania.

Speaking in Taveta dur-ing an inspection tour on the Taveta sub-county’s prepar-edness to combat Covid-19, Governor GrantonSamboja said, it was worrying that a section of local residents were still crossing the border to Tanzania at a time all border

movements were halted.He noted that those illegal

border crossings were hap-pening through many routes in the hinterland of the border villages.

The governor further called upon members of community policing and NyumbaKumi elders to bolster security ef-forts by reporting any visitor or strangers in their villages. He noted that the wellbeing of the community was at risk when some criminal elements violate laws for their selfish interest.

The governor further noted that while the One-Stop-Border-Post (OSBP) in Taveta would start testing of truck drivers to eliminate inter-country spread of Covid-19, there was need to increase surveillance along the porous border which was a weak link

30 people in forced quarantine after illegally crossing into Tanzania

in the war against Coronavirus.Last week, there was a scare

after a local resident who had escaped a quarantine facility in Tanzania was admitted at Taveta hospital with a broken limb following an accident days after he had sneaked back into Kenya.

The unsuspecting medics had handled him like a normal patient before his quarantine history was disclosed.

Though he later tested nega-tive, the incident highlighted the risks posed by the Kenya-Tanzania porous border.

Dr. Omar Mwakitsanga, the Medical Superintendent at Taveta sub-county hospital said, the facility has already set aside a special isolation ward for Covid-19 patients at Taveta hospital. The region has so far received 67 special beds and 17 oxygen concentrators.

BY EMMANUEL MASHA(KNA) Coconut growing in Kilifi

County has received a major boost after the county govern-ment started distributing free coconut seedlings to farmers.

Launching the programme in his office, Governor Ama-son Kingi said his administra-tion was also piloting a new coconut variety imported from India believed to be more pro-ductive. The farmers are set to benefit from the initial 30,000 indigenous coconut seedlings raised by the county govern-ment’s Department of Agricul-ture and 3,000 hybrid coconut seedlings imported from India. Governor Kingi said, the new variety was still being piloted

and would be availed to farm-ers after his government is sure of its adaptability to the Ken-yan climate.

An initial 150 farmers are targeted to receive the new variety, which is being piloted by the Kenya Agriculture and Livestock Research Organiza-tion (KALRO).

According to the governor, the Indian variety is shorter than the indigenous ones, takes a shorter time to mature and produces more coconut fruits per year.

“This new variety will re-duce accidents normally asso-ciated with coconut harvesters falling from trees because it is very short,” he said.

its development arm Caritas, has launched an Emergency Appeal and Contingency Plan to support those affected by floods and the Covid-19 pan-demic.

The church’s Diocese of Em-buin conjunction with local and international sponsors will join hands to supply foodstuff and other items to those in dire need.

Bishop Paul Kariuki presided over the launch at CARITAS offices in Kangaru during the first consignment of items in-cluding hand washing tanks,

sanitisers and facemasks to support the vulnerable were dispatched.

“Christians should take care of one another. We urge Chris-tians and other well-wishers to join us in providing food and protective equipment against Covid-19 to the poor and to those affected by floods,” noted Bishop Kariuki.

Bishop Kariuki said there were people in the county who are in need of food, adding that there are also vulnerable chil-dren currently out of school in need of support.

He expressed concern that some ignorant people are call-

ing Covid-19 is a scam, amidst all the evidence globally show-ing that the disease is real, contagious and is claiming many lives.

“Let us all support what the government is doing and this will help combat the disease faster as is the case in Uganda, which has not recorded fatality while infections are falling,” added Bishop Kariuki.

Embu Public Health Direc-tor Rosaline Kaugi who graced the launch said Embu County so far has no case of Covid-19 but added that they are leaving no chances to keep the disease at bay.

The taskforce is in the process of reviewing and evaluating in compre-hensive terms, the weaknesses and shortcomings of the entire Standards and Quality Infrastructure framework in the context of executing the broad mandate of defining and recommending an effective, robust, internally coherent and agile institutional architecture in accordance with international best practices in progressive jurisdictions.

The organizations that fall within the Standards and Quality Infrastructure framework are: The National Standards Body (Kenya Bureau of Standards (KEBS)), The National Metrology Institute (Kenya Bureau of Standards (KEBS)), The National Legal Metrology organization (The Department of Weights and Measures – Ministry of Industrialization, Trade and Enterprise Development), The National Accreditation Body (Kenya Accreditation Service (KENAS)), Con-formity Assessment Bodies (Public or Private, regulated or non-regulated) and regulatory agencies across all sectors carrying out surveillance on matters that impact quality, safety, health and environmental soundness of goods, services and processes. The Standards and Quality Infrastructure is required for effective operation of domestic market, access of foreign markets through international recognition and aims to promote and sustain economic development as well as environmental and social well- being.

Following the Presidential pronouncement on COVID-19 as a pandemic in Kenya on the 22-Mar-2020 and pursuant to the above, the Task Force recognizes that face to face presentation of your submissions may not be feasible at this time and hence invites you to prepare and provide written submissions (not more than 5 pages) in regards to the following:

To use this service, consumers are required to follow the following steps:

1. Dial *#06# on the mobile phone to display the International Mobile Equipment Identifier (IMEI) number(s) of the mobile phone.

2. Note down the displayed IMEI number.

3. Send the IMEI Number, as an SMS text message, to Short Code 1555. Please note that the SMS will not attract any charge.

4. You will receive an SMS response from the Authority displaying details of the mobile phone, including the make and model.

5. If the details displayed in the SMS message are the same as those of the mobile phone used to send the text message and/or the one intended to be purchased, then it is genuine.

6. If the displayed details do not match, then the mobile phone used to send the SMS or intended to be purchased is not be genuine.

Members of the public are advised that counterfeit mobile phone devices provide poor quality of service and experience, and pose a major threat to personal health and national security.

A trade unionist has appealed to the government

to go slow on the idea of re-opening educa-tion institutions in the country.

Speaking to the press in Machakos, Kenya Union of Post Primary Education (Kuppet) Executive Secretary,Musembi Katuku said, it was too early to mull the pos-sibility of reopening schools at a time the number of Covid-19 cases are on the rise in the country.

The official warned that any talk of stu-dents going back to school soon is not tena-ble at this time and the best the government can do is to ensure the deadly virus which has claimed the lives of 40 Kenyans is contained first.

“Let us first em-brace the pandemic and also learn to stay with it just like Malaria.

Once we are there, we then can start think-ing about education and the opening of our schools after the dis-ease has been brought under control,” said Musembi who is also a member of the Macha-kos County Education Board.

Drawing exam-ples from Spain, Italy and France that have borne the brunt of the pandemic after los-ing thousands of their citizens to Covid-19, the unionist said the most ideal thing for Kenya to do for now, is ease restriction on other sectors like the hospitality industry to help keep the economy afloat, before thinking of allowing pupils and teachers to go back to class.

He said as a union, they are opposed to any idea of asking teachers to go back to school soon owing to the risk of being infected with the disease.

“We are not ready

to allow teachers to go back to school when this thing (disease) is on. The teachers can also get it from students who are travelling from counties which have confirmed cases such as Mombasa, Wajir, Mandera and Nairobi. This is not the time to give ultimatums but to work together to end the pandemic,” he added.

He says the Ministry of Education should however first con-

sider allowing Class Eight and Form Four students back to class owing to the fact that they are set to sit for their national exams towards the end of the year. Education CS Professor George Ma-goha recently issued a strong indication to the effect that schools may remain closed for much longer than expected saying, the safety of pupils was of para-mount importance.

County allows only one hotel to re-open in Makueni

The County Govern-ment of Makueni has allowed only one

hotel in the county to re-open after meeting all the government regulations. Makueni County Govern-ment Executive Member (CEC) for Health Dr. Andrew Mulwa said that the other hotels that have not met the government regula-tions, will continue to offer take away services until they comply with the expected criteria geared towards combating the coronavi-rus spread in the county. Among the guidelines, ho-tels and restaurants are sup-posed to meet include test all their staff, have thermer scan-ners to test temperature, hand washing facilities, people going to eat must wear masks besides other requirements. He reminded the hotel own-ers that they can take their staff for testing at sh 1,000 for each after the government reduced it from sh 4000 say-ing now the samples can be tested at Machakos Level 5. However, he cautioned the hotel owners against going

to the hospital to be tested and instead asked them to pass through the department of health that will take the samples there to avoid con-gesting the health facility. “Out of 34 applications, only Savannah Hotel in Makindu has met all government regu-lations. It is important for you to know there is a laboratory at Machakos Level 5 and each sample from your staff will be tested there. This will be done after every two weeks,” said Dr. Mulwa while address-ing the media at the Makueni Referral Hospital on behalf of the County Emergency Re-sponse Committee (CERC). While thanking all the well-wishers for their con-tinued support, he revealed that another well-wisher has donated automatic spray sterilizers for Mak-ueni and Makindu hospitals. Dr. Mulwa said that cash donations can be forwarded to the Makueni County Covid-19 Solidarity Account Number 1273040236 Kenya Commercial Bank Wote. “We appreciate the con-tinued support from the national and county gov-ernments and well-wishers

through donation of masks and alcohol based hand sani-tizers and food,” he said. In another development, Dr. Mulwa warned that in-dividuals who will sneak out from counties with move-ment restrictions, will be put on quarantine at a public in-stitution at their own cost. “We have seen an increased number of people travelling from counties with move-ment restrictions, it is illegal and persons found flouting the movement restrictions will be put in compulsory quaran-tine at their cost,” he warned. While saying the CERC was working closely with neigh-bouring counties to enhance cross-border surveillance to minimize covid-19 pan-demic, he said the county has no designation for testing or stopping of truck drivers. He revealed that through the continuous screening at Kibwezi and Mtito Andei road blocks by a multi-agency team, over 67,690 travel-lers have been screened. At the moment, the coro-navirus pandemic cases have continued to increase in the country whereby we have 737 positive, 281 recoveries and 40 deaths todate.

The Lake Victoria Basin Commission (LVBC) has developed a new water

release and obstraction policy to manage water levels in Lake Victoria.

The initiative which awaits a strategic environmental impact assessment to be un-dertaken is set to address the rising water levels in the world’s second largest fresh water lake.

LVBC Executive Secretary (ES) Dr. Ali-Said Matano said at the moment the water lev-els in the lake are determined by the Agreed Curve principle which focuses mainly on the release and not so much on storage.

He said this was to blame for the current floods situation in Nyando and Budalangi areas which has displaced thou-sands of households.

Dr. Matano said the new release and abstraction policy once in place shall ensure the catchment which is the main source of water causing river flooding and backflow from the lake is properly managed.

“Most of the waters ema-nating from the catchment areas are in form of runoffs which is the cause of flooding that we are seeing in Nyando, Bundalangi and other areas,” he said.

With a well-managed catchment, he said runoffs will be minimized hence re-duced floods while infiltration will be increased ensuring that rivers within the catchment have a regulated water flow.

The current water levels in some key parts of the Lake in-dicate a rise that was last wit-nessed in 1965 (1134.27 meters above mean sea level).

According to LVBC, an in-

stitution of EAC mandated to coordinate sustainable man-agement and development of the Lake Victoria Basin, the current levels in Jinja (Uganda) is at 1135.8 metres above mean sea level while in Mwanza (Tanzania) it’s at 1134.28 and in Kisumu (Kenya) it’s at 1131.31 meters above mean sea level.

In a statement to the media on Tuesday, Dr. Matano ob-served that the rainfall within the Lake Victoria Basin (Bu-rundi, Rwanda, Uganda, Kenya and Tanzania) is ex-pected to continue which means more increase in in-flows into Lake Victoria.

This was expected to push the water levels even higher, hence the need for those liv-ing in lower zones to vacate to avoid further disasters, he added.

Kenya Broadcasting Corporation (KBC) has launched a public in-

formation and school educa-tion broadcast programme targeting 15 million learners in all the 47 counties.

The out of classroom edu-cation programme is a part-nership between the state broadcaster and the Kenya Institute of Curriculum De-velopment (KICD). It aims to ensure continuity of learn-ing in primary and secondary schools which was disrupted by the outbreak of the Coro-navirus mid-March this year.

Last week, the Corpora-tion’s Managing Director, Dr Naim Bilal,(pictured) made elaborate presentations to the National Assembly and Sen-ate committees on ICT on the success of the educational

school broadcasts which were up-scaled in March.

Dr Bilal told the Senate ICT Committee chaired by Ba-ringo Senator Gideon Moi, at a meeting conducted via Zoom, that the corporation had enhanced its radio and TV airtime allocation to school broadcasts from four to 10 hours per day, making a total of over 200 hours per month.

The state broadcaster has been running school educa-tion broadcasts through the “Broadcast to Schools” Pro-gramme since the 1960s. It has up-scaled the offering by increasing the transmission hours from 4.5 to 7 on English Service, one hour on Radio Taifa and two hours on Chan-nel 1 TV.

The decision to upscale the broadcast hours, Dr Bilal said, was informed by the need to ensure millions of learners

who are now at home, con-tinued with their education.

“The school broadcasts are a responsibility that resonates with our public service broad-casting mandate,” said the MD. “We have also introduced seven hour school broadcasts through IFTIIN FM radio sta-tion to serve Garissa and the northern region. Additionally, learners with access to the in-ternet can enjoy Radio and Television lessons streamed on www.kbc.co.ke and KBC

Online App downloaded from the Google Play Store.”

He told the Committee that the corporation was under-taking the school education programme and a broad based public information campaign on COVID 19 with great dif-ficulties, as it was not com-pensated for the airtime and production costs estimated at Sh300 million per month.

Dr Bilal appealed for finan-cial support to KBC through the Universal Service Fund. Such support, he noted, would enable the corporation to sustain the school broad-casts, besides capacity build-ing KBC to expand its FM network coverage to unserved and under-served rural popu-lations. He said support from the Fund was necessary, in view of national priorities re-lated to COVID 19 interven-tions.

Farmers in Nakuru can now sell their produce directly to consumers

across Africa without involv-ing third parties following the launch of a new app by the County Government to pro-vide market access and infor-mation.

The app created by Mkulima Young, a social enterprise group, is available on Google Play Store and can be down-loaded into smartphones. The product enables farmers to create personal accounts and post their contacts, commodi-ties and their prices.

Governor Lee Kinyanjui said most farmers were exploited by brokers because they were not selling directly to consum-ers, adding that the digital platform had been designed to provide them with better mar-keting opportunities.

“Most large scale farmers are doing well but small scale ones are struggling. While the

big players are operating using data, the small holder farmers are operating blindly because they have no access to key in-formation on better markets and prices for their commodi-

ties.By gaining experience in

digital marketing and selling, farmers will enhance their knowledge of market demands and also improve their under-standing of what buyers want as opposed to brokers who are willing to pay for certain farm commodities while exploiting farmers,” said the governor.

The governor stated that the

application dubbed ‘Mkulima Young Market Place’ is set to usher in a new revolution that will help increase profitability for small holder farmers, lower prices for consumers, contrib-ute to smart agriculture and motivate farmers to increase their production.

“With the app, farmers will have a wide variety of custom-ers to sell their products hence spurring competition and en-able them produce quality produce. The digital platform is attractive to youthful farmers and provides an opportunity to enhance market accessibil-ity by our farmers.

We have started encourag-ing small scale farmers in the county to embrace a hybrid marketing mindset in which they use both traditional and virtual platforms to sell,” he said.

Mr Kinyanjui assured that Mkulima Young Market Place will not charge farmers who use the platform.

Kenya Pipeline Company (KPC) has partnered with the National Youth Coun-cil (NYC) to distribute free hand sanitizers to vulnerable members of the community in a bid to combat Covid-19. The state agency hopes to tap into the nationwide youth network enjoyed by NYC to distribute the hand sanitizers at no cost as well as sensitize vulnerable members of the community on the novel coronavirus.Addressing hundreds of bodaboda riders in Nairobi’s Uhuru Park this week while distributing the free govern-ment sanitisers donated by KPC, NYC Chief Executive Officer Roy Telewa thanked KPC for choosing to partner with NYC to fight Covid-19.“According to the 2019 pop-ulation census figures, 75 percent of Kenya’s popula-tion is aged below 35 years with unemployment stand-ing at 9 percent. So, when Coronavirus hits the coun-

try, it is young people who are affected most. I thank KPC for seeing the potential of our young people in fight-ing this disease,” Telewa said while distributing over 1,200 litres of government sanitis-ers to hundreds of boda-boda riders in Nairobi.“We have a wide network of young people across all the 47 counties willing and ready to offer their services for free to help fight this dis-ease. When our economy regains after we defeat this pandemic, it is our young people who will enjoy the new opportunities that will come forth,” he said.NYC is a government agency charged with the responsi-bility of coordinating activi-ties undertaken by youth. KPC Foundation Manager Bernice Lemedeket hailed NYC for offering their wide network in curbing the spread of coronavirus.

Kisumu County Govern-ment in collaboration with Maseno University has launched a 24- hour call center to give impetus to the fight against Coronavirus in the area.The center is the second of its kind in the country after the national one in Nairobi. It will be manned by final year medical students from Maseno University.The students working as vol-unteers have been trained by the county health team using Ministry of Health Covid-19 guidelines.The trainee medics shall re-ceive calls from across the county at the center domi-ciled at Maseno University’s Kisumu City Campus and ensure the affected are as-sisted.Speaking to KNA, Governor Anyang Nyong’o said, the

facility will act as the nerve center for contact tracing and mobilization of rescue missions whenever a case is reported.Nyong’o said members of the public shall make the calls on toll free number 800720575 from where all response and coordination shall be done. “Through the call center, we shall monitor pandemic trends, perceptions at the same time offer psycho-social support to distressed callers,” he said.Even though Kisumu has not recorded any Covid-19 case, Nyong’o said the call center is among the many interven-tions mooted by the County emergency response team to keep the Coronavirus at bay.By Chris Mahandara
