Talk to the team about changes to your recycling services Members of the Waste & Recycling team will be in the Broadway shopping centre, outside Costa Coffee and Boots, from 8am – 6pm on Thursday 25 April, Friday 26 April and Saturday 27 April, to answer any questions that residents have on changes to recycling services.

During Summer 2019 the three boxes that Bexley residents use for recycling will be replaced with two new wheelie bins. They will be collected every two weeks.

Residents will automatically receive a 180litre blue lidded bin for paper and cardboard and a 240lite white lidded bin for plastic, cans, glass, cartons. If they want a different size wheelie bin they need to request this before 31 May at by completing the bin selection form at www.bexley.gov.uk/request-your-bin-size For more on this story and other roadshow dates see page 7

> Information Digest Funeral of former Leader of the Council, former Councillor Michael Slaughter The funeral of former Leader of the Council, former Councillor Michael Slaughter will take place at the Kemnal Park Crematorium, A20 Sidcup By-Pass, Chislehurst BR7 6RR, on Monday 29 April 2019 at 11am. The family would be pleased to welcome officers and friends, that knew Michael, to join them. There will be family flowers only. The family has requested that, in lieu of flowers, donations to the Chartwell Cancer Trust can be made at the service, or sent to W Uden & Sons, 64 High Street, Sidcup DA14 6D. The collection will be sent to the Chartwell Cancer Trust. This benefits Cancer and Haematology patients at the Chartwell Unit, at the Princess Royal University Hospital Farnborough. The family were deeply grateful for the excellent care Michael received at the Chartwell Unit as an outpatient for a number of years and latterly as an inpatient.

10 April 2019 - Spraying Oak Processionary Moths found in Bexley

Spraying will start later this month to combat Oak Processionary Moths, which were first found on trees in several of Bexley’s highways, parks and open spaces in 2018.

The Forestry Commission is paying ‘Bartletts Tree Experts’ to carry out a two-phased spraying of trees in the borough that are infested by the caterpillars at locations identified by the Forestry Commission. The first treatment will start at the end of April and is expected to take 2–4 weeks, while the second phase will start 2 weeks after the completion of the first. The spraying teams will work Monday to Saturday in single 12-hour shifts: 07:00–19:00. They will put signs up around the areas where they are working. Throughout April the Council’s Tree Officers will be inspecting oak trees across the Borough. If the insect is discovered during the treatment period, any new locations will be added to the programme. The Council will be employing specialists to remove any nests that are found after the spray has taken place. The Moth is a non-native insect, originally discovered in London 12 years ago. It has spread outwards and has been found in the neighbouring boroughs of Bromley and Greenwich for several years. Its caterpillars primarily live and feed on Oak leaves, but they can also be found on the ground around infected trees. While the adult moths are harmless, the hairs of their caterpillars contain a strong irritant. Contact with these hairs can cause severe irritation, with skin rashes and, less commonly, sore throats, breathing difficulties and eye problems. Both people and animals can be affected by touching the caterpillars, their nests, or if windblown hairs make contact with the skin. The greatest risk period is between May and July, but the hairs from the caterpillar can be present on old nests, and could be blown or touched at any time of year. Please consult your pharmacist, GP, NHS Direct or Vet respectively if you or your animal are exposed and suffer an allergic reaction to the hairs of this caterpillar. This year events will run over two weeks - from Earth Day 22 April to 5 May. The weeks are about raising awareness and encouraging the uptake of reusable cloth nappies as an alternative to single-use nappies. Modern reusable nappy designs make using, washing and drying easy. There are a variety of different types available that are fast drying and just as easy to put on as a disposable nappy. The use of natural fabrics also means no superabsorbent chemicals against baby’s skin. There are many ways parents and carers can get started with reusable nappies via incentive schemes such as the Real Nappies for London voucher scheme. Reusable nappies can also be bought new from a list of manufacturers and retailers via our website. The London Borough of Bexley will run Real Nappy demos throughout the year with the next one taking place tomorrow at Danson Children’s Centre, Bexleyheath. The team will have a stand at the baby boot fair from 9.30-12.30.

LICENCE APPLICATIONS On 31 October 2016 the London Borough of Bexley joined the Licensing Partnership to process and issue licensing applications for Bexley. The Licensing Partnership is a partnership of local authorities comprising London Borough of Bexley, Maidstone Borough Council, Sevenoaks District Council and Tunbridge Wells Borough Council. Central administration for the Licensing Partnership is based at Sevenoaks, with Licensing Officers located at each local authority. The team at Sevenoaks will input applications, process payments, deal with administrative queries and issue licences. The Licensing Officers will liaise with customers regarding compliance, set policies, engage with partner responsible authorities, carry out licensing hearings etc. Any person is welcome to inspect the full details of any of the applications made under the following legislation:

• Licensing Act 2003 - Applications for the grant or provisional grant of a Premises Licences or Club Premises Certificates; together with applications seeking a full variation or the review an existing Licence or Certificate. • Scrap Metal Dealers Act 2013 - Applications for the grant of a Site Licence. • Gambling Act 2005 - Applications for the grant or provisional grant of a Premises Licence; together with applications seeking a full variation or the review an existing Licence. Representations may be made to any of the applications. Representations may be for or against an application. To be considered representations must be ‘relevant’ which means that they must relate to a licensing objective or a ground for refusing an application. The Licensing Partnership administration team can provide guidance on how to make representations to each of the different licence types.

The Role of Ward Councillors

Ward Councillors can make representations in writing and at a hearing on behalf of a local resident or business if specifically requested to do so. Furthermore, if asked, they can represent any party who has made relevant representations at a hearing. Also, as an elected member of the Council they can make representations in their own right if they have relevant concerns about any application, regardless of whether the premises is in their ward. There may also be occasions where a ‘Responsible Authority‘ such as the police may wish to ask a Ward Councillor to act as a witness at a hearing.
