    The General Election is less than six months away enough time tobecome informed on some of the issues facing theeducation sector.Quality Public Education (QPE)Quali ty Publ ic Education advocates use a right toeducation framework adopted by the New ZealandHuman Rights Commission from the United NationsEconomic and Social Counci l (1999) to assess thereali sation of the right to education. The frameworkcomprises four princip les:

    Availability free education should be avail able forall children and respect should be shown for parentalchoice. A quali ty publ ic education system must bebased around a planned national network so thatevery child has access to a high quality, local, publicly-owned school or early chi ldhood centre. The Ministryof Education must plan to ensure there are suitablepublicly-owned and managed services nationwide, not

    just in areas of high growth or where new school s arebeing established, or in low income areas.

    Accessibility elimination of discrimination ofaccess. A quali ty publ ic education system must befunded to a level that ensures services are accessibl eto al l. In the early childhood sector the 20- hours freepol icy must be acknow ledged as a major step in thisdirection.

    Schools and services must receive expertise andsupport from the state as required. Special educationwould be an integral part of this system, supported

    through district resource centres, as recommended byWyli e (2000).

    Acceptability quality education and a safe andnurturing environment for all children in accordancewith their human rights is to be a major goal. Thepubl ic education system should be based ondemocratic ideals wi th access to all , all ow ing for localaspi rations and initiatives.

    greetings to friends and family of NelsonCentral School.

    MatarikiThis year has been disappointing in that it wasdifficult to view the constellation because of the cloudcover we experienced during June. However, thatdidnt stop everyone in the school from celebratingthe Maori New Year. Our celebrations culminated in astick game exhibition at assembly along with adisplay of kites made by Totara students. The latterwi ll be put on display in the l ib rary early next week.

    Science FairWhile we have been celebrating Matarik i childrenhave also been working on Science Fair exhibits.Famili es wil l have a chance to view these onThursday 7th July see other noti ces elsewhere i nthis newsletter.

    Dental ClinicThe new dental clinic w il l be officially opened onTuesday 2nd August. We are stil l wai ting forinformation that we can pass on to you and wil l do soas soon as we receive it.

    Before School SupervisionAs winter starts to bite parents/caregivers will beinterested to know the Before School SupervisionProgramme operates in the library between 7:30 and8:30 am. The cost for this service is $1 per day andcan be paid when children arrive. This is a muchbetter option that having chi ldren p laying on thestreet while they wait until 8:30 am when they canenter the grounds.

    A question of standards?

    Perry Rush, Principal of Island Bay School, Wellingtonand spokesperson for Boards Taking Action Coali tion(BTAC) will discuss issues arising from therequirement for school s to implement NationalStandards. This will take place at the VictoryCommunity Centre, 7:30 pm Thursday 7th July everyone welcome.

    Holiday ActivityLook ing for somewhere to take the chil dren in thehol idays? Nelson Miniatures Clubs display ofminiatures and dol ls houses to be held at the Stoke

    School and early childhood services in a communitymust have a professional and col legial relationship w ithother services and with local schools, to ensure smoothtransitions and to benefit from shared best practice.School and early chi ldhood services must be able toretain their own diverse character, and be responsive totheir communities needs, while working in harmonywithin the school system.

    School and early childhood services should continue to

    develop in accordance with a national strategic p lan andcurriculum.

    A quality publ ic education system should be part of aunified public education service with the followingfeatures:

    Teachers, support staff and property to becentrally funded and administered in a mannerconsistent w ith the school sector

    One national employment agreement forteachers across the publ ic education sector

    High teacher-to-child ratios

    Support staff who are wel l remunerated andsupported

    A continued emphasis on professional learningopportunities

    All teachers quali fied, eventually to a minimum ofa bachelor degree level, wi th higherqualifi cations encouraged.

    and Holiday Programmes in your are a. These

    programmes are very popular with the children and

    their parents. We provide a limited pickup service in

    our YMCA van.

    The Aer-School programme is open weekdays 3pm -6pm and our holiday programmes run daily from 8am -

    6pm.

    What: We are offering a holiday programme for students between theages of 7 to 13 years old during the fi rst week of the school hol idays. Allthree hour sessions includes a focus on developing reading, writing,spell ing and/ or maths depending on your chil ds needs and preference.A range of fun activities wi l l also be offered to students to choose from,including inside and outside games, computers and arts and crafts.

    When: From the 18th 22nd of July. Morning sessions wi ll run from9.00 am unti l 12 noon, and afternoon sessions wil l run from 1.00 amuntil 4.00 am, all sessions cost $30 each.

    Invitation to Parents / Caregivers

    Science Fair Project s Walk Through in the

    afternoon school session on the 7th July,

    beginning at 1.30pm. A walk through for the

    whole school begins at 1.30 starting in room 1

    through to room 2, then room3 3, out, down

    the corridor to the Arts Centre for the

    junior displays, out the steps to room 9 (Te

    Pouahi displays) and finally out the door next

    to room 10. This is a one way system, there

    will be parents to direct any lost kids (orparents !). Any people who want to have a

    second look will need to go through the

    rooms again 1,2,3, Art Centre, room 9.All classes work will be available to view

    after school on that day and projects with

    awards will be on display in the library after

    the awards have been announced at assembly

    on Monday next week.

    TALENT SHOW

    Remember its on Friday 8th July at12:45 in Trinity Hall. The Prizes are:1st prize: A Gift basket wi th spri te,chocolate, lo ll ies, muffins and a gift

    voucher.

    2nd prize: A gi ft voucher for youand a friend to go to vertical limitsand climb for as long as you want.

    On Friday 24th we were lucky enough to be visitedby a group of year 12 students from Nelson GirlsCollege. Some of the students were Central old girls.We were well entertained with a variety of tunes

    from Lady Gaga to classical music.Thanks to the girls and teacher and to our childrenfor being such a good polite audience.

    N elson Primary Schools Cross Country Championships

    A team of 25 runners were selected to represent the school in the annual Nelson Primary Schools Cross CountryChampionships at Saxton Field last week. There were 355 runners from 24 primary schools from all over Nelson,Motueka area and Murchison.

    They competed over a 2 km course which proved challenging after the considerable rain over the previous weeks. The

    course was extremely muddy with great pools of water to t he delight of many. Managing to stay upright was a challengeand there was not a clean runner in sight. All our runners gave their best and showed great sportsmanship.Congratulations team.

    Special mention must go to Sam Mead who was placed 3rd in the year 6 boys race and was selected to represent

    Nelson in the I nter-Regional Cross Country Championships to be held in Blenheim in September. Congratulations also tothe year 6 boys team (Sam Mead, Thomas Zohrab, Albie Murray, Leo Dickson) who were placed 3 rd overall in the year 6

    boys teams race. Well done boys.

    Many thanks to all the parents/caregivers who transported the team to and from the event and supported the teamduring the event. We appreciate your assistance.

    Game reportAnother fantastic game played by the Celtics tonight with a convincingwin over Stoke Tumeke 34-10. Yaaa Celtics. Everyone played really

    well and I'm sure the spectators can see what abig improvement you have all made with yourskill levels. Player of the day went to Jacob T-S

    (even though he listened too well to the Coach).

    He shone with his passing, goal shooting,rebounding and lay-ups. Well done Jacob.

    Congratulations to the whole the team. Youdeserve a big pat on the back. I don't knowabout the kids, but I can't wait until next weeks
