1 Introduction

RNE (Radio Network Engineering) would like to purpose to change radio parameters (cell level) for optimization activity.

2 Scope

Below is the list of Ericsson and Motorola parameters which RNE propose to change during new site and day to day optimization work to further improve network quality and turnaround time in making rapid changes. Changes are only being executed by RNE Senior engineer and will still have to issue an online change request via MSTT for tracking purposes and database engineer will still need to acknowledge. All BSC upload and adjustment will still be done by database engineer.

The max_tx_bts parameter specifies the maximum output power for a BTS within its power class. This can be used to establish a cell boundary. chg_element max_tx_bts

The band_preference_mode parameter specifies the method the system uses to program a Multiband MS with the preferred frequency band for a given cell in the BSS. chg_element band_ preference _mode

The cell_bar_access_switch parameter specifies whether or not subscribers are barredaccess to a cell in idle mode. chg_element cell_bar_access_switch

The bts_power_control_allowed parameter enables or disables the downlink RF power control for the BSS. When enabled, the BSS uses up to 15 power control levels. chg_element

The radio_link_timeout parameter specifies the threshold (limit) for the radio downlink failure on the Slow Associated Control Channel (SACCH). The channel should only be held for as long as a user could reasonably be expected to hold while experiencing loss of audio. chg_element radio_link_timeout

CELLThe link_about_to_fail parameter specifies the number of undecoded SACCH frames before the BSS and MS are increased to full power. chg_element link_about_to_fail

The cell_reselect_offset parameter specifies a C2 offset value for the MS. C2 is the reselection priority assigned to a cell which can be broadcast on the BCCH of each cell. When more than one cell is available for reselection, the MS reselects the cell with the highest C2 value. chg_element cell_reselect_offset

The cell_reselect_parameter_ind parameter specifies whether the C2 parameters (cell_bar_qualify, cell_reselect_offset, temporary_offset, and penalty_time) are broadcast to the MS by the network in the system information messages. chg_element cell_reselect_param_ind

The temporary_offset parameter specifies a value used by the MS as part of its calculation of C2 for the cell reselection process described in TSGSM 5.08. It is used to apply a negative offset to C2 for the duration of the penalty_time timer parameter. chg_element temporary_offset
