1 Introduction
RNE (Radio Network Engineering) would like to purpose to change radio parameters (cell level) for optimization activity.
2 Scope
Below is the list of Ericsson and Motorola parameters which RNE propose to change during new site and day to day optimization work to further improve network quality and turnaround time in making rapid changes. Changes are only being executed by RNE Senior engineer and will still have to issue an online change request via MSTT for tracking purposes and database engineer will still need to acknowledge. All BSC upload and adjustment will still be done by database engineer.

Below are the Motorola recommended parameters:-
Level Type Command Parameters
CELL
The max_tx_bts parameter specifies the maximum output power for a BTS within its power class. This can be used to establish a cell boundary. chg_element max_tx_bts
CELL
The band_preference_mode parameter specifies the method the system uses to program a Multiband MS with the preferred frequency band for a given cell in the BSS. chg_element band_ preference _mode
CELL
The cell_bar_access_switch parameter specifies whether or not subscribers are barredaccess to a cell in idle mode. chg_element cell_bar_access_switch
CELL
The bts_power_control_allowed parameter enables or disables the downlink RF power control for the BSS. When enabled, the BSS uses up to 15 power control levels. chg_element
bts_power_control_allowed
CELLThe interband_ho_allowed parameter specifies the handover frequencies for a cell. chg_element interband_ho_allowed
CELL
The ho_exist_congest parameter specifies how to handle existing calls on a TCH when an MS needs a TCH and none are available in that cell. chg_element ho_exist_congest
CELL
The mb_tch_congest_thres parameter specifies the level of overall TCH utilization by any MS in a given Cell, at which a MultiBand MS is redirected to the preferred band (as set by band_preference). The parameter is expressed as a percentage. chg_element mb_tch_congest_thres
CELL
The tch_congest_prevent_thres parameter specifies the level of overall TCH utilization by any MS in a given Cell, at which the Congestion Relief procedure is initiated. chg_element tch_congest_prevent_thres
CELLThe hopping_support parameter defines the frequency hopping in a cell. chg_element hopping_support
CELLThe gprs_enabled parameter specifies whether or not GPRS is unrestricted at a cell. chg_element gprs_enabled
CELLThe res_gprs_pdchs parameter specifies the number of PDCH timeslots reserved in a cell. chg_element res_gprs_pdchs

![Page 6: 2G RNE Parameter Changes Request v1.0](https://reader036.vdocuments.net/reader036/viewer/2022081122/55cf9b8b550346d033a67c75/html5/thumbnails/6.jpg)
CELL
The egsm_bcch_sd parameter specifies whether or not the cell is configured for both BCCH carriers and the placement of SDCCH channels for the Extended GSM (EGSM) cell. chg_element egsm_bcch_sd
RTFThe sd_load parameter specifies the maximum number of timeslots to be configured as SDCCHs on an RTF. modify_value sd_load
CELL
The radio_link_timeout parameter specifies the threshold (limit) for the radio downlink failure on the Slow Associated Control Channel (SACCH). The channel should only be held for as long as a user could reasonably be expected to hold while experiencing loss of audio. chg_element radio_link_timeout
CELLThe link_about_to_fail parameter specifies the number of undecoded SACCH frames before the BSS and MS are increased to full power. chg_element link_about_to_fail

CELLThe rr_t3109 timer is used during the channel release procedure in case of a radio link timeout. chg_element rr_t3109
CELL
The cell_reselect_offset parameter specifies a C2 offset value for the MS. C2 is the reselection priority assigned to a cell which can be broadcast on the BCCH of each cell. When more than one cell is available for reselection, the MS reselects the cell with the highest C2 value. chg_element cell_reselect_offset
CELL
The cell_reselect_parameter_ind parameter specifies whether the C2 parameters (cell_bar_qualify, cell_reselect_offset, temporary_offset, and penalty_time) are broadcast to the MS by the network in the system information messages. chg_element cell_reselect_param_ind
CELL
The temporary_offset parameter specifies a value used by the MS as part of its calculation of C2 for the cell reselection process described in TSGSM 5.08. It is used to apply a negative offset to C2 for the duration of the penalty_time timer parameter. chg_element temporary_offset
CELLThe penalty_time timer specifies how long the value specified by the field temporary_offset is valid. chg_element penalty_time
CELL
The ho_only_max_pwr parameter specifies whether the MS or the BTS must be at fullpower before an rxlev or rxqual handover can take place. chg_element ho_only_max_pwr
CELL
The poor_initial_assignment parameter enables or disables checking the timing advance on a Random Access Channel (RACH). If the RACH is too far away, this indicates that there has been a poor initial assignment, and therefore the RACH is discarded. chg_element poor_initial_assignment

CELLThe ms_max_range parameter specifies the MS maximum range for the handover algorithm. chg_element ms_max_range
CELL
The rxlev_access_min parameter specifies the minimum received signal level (dBm)required for an MS to access the system. chg_element rxlev_access_min
