HIGHLIGHTSPrivate hospitals can be classified into secondary and tertiary care, low and high technology,

rural and urban hospitals. Based on profit motives, private providers can be classified as non-for-profit and for-profit. In some countries, the existence of non-profit hospitals has been diminishing such as in Vietnam, Thailand, or in Malaysia. In other countries such as Indonesia, Pakistan, and India the number of non-profit hospitals is still high. In Indonesia, almost 80% hospitals are non-profit although in practice there is little different with for-profit.

The private hospital is expanding. Many private hospitals aim to serve the middle and upper class in the society, especially the for-profit ones. During the last 10 years the growth of for-profit is doubled in Indonesia, while the non profit is stagnant. In other countries, the government encourages for-profit hospitals to grow with tax incentives and other protection policies. Is this development good or bad in terms of equity? How the role of non-state hospital in universal coverage and reducing geographical inequity?

The Fifth Forum Post Graduate Forum on Health System and Policy aims to discuss this question through a Seminar in May 2011.

- Global Issue on Non-state Hospital: Universal Coverage and Geographical Inequity, and the role of Private Hospital.

- The Current Development of Private Hospitals in Australia, Indonesia, Thailand, Malaysia, and Vietnam.

DAY 1: CURRENT DEVELOPMENT OF PRIVATE HOSPITAL, UNIVERSAL COVERAGE AND EQUITY

DAY 2: REGULATING AND SUPPORTING PRIVATE HOSPITALS

- Private Hospitals and Equity: Who use private hospital? Whether private hospitals increase the problems of state hospital staff? Whether private hospitals do not care on equity?

- Government Intervention and Private Hospitals: From subsidy, tax incentives, to contracting services.

DAY 3: WORKSHOP TOPIC: METHOD FOR HEALTH POLICY RESEARCH

This is the fifth Postgraduate Forum on Health Systems and Policy held alternatively among three universities in Asia. Naresuan University is hosting this forum after the first in 2007. Gadjah Mada University, Indonesia hosted in 2008, University Kebangsaan Malaysia, hosted in 2009, and return back to Narasuan in 2010.

Organized by :Center for Health Service Management and Graduate Program in Health Policy and Management, Gadjah Mada University, IndonesiaIn Collaboration with:Naresuan University Medical School, Thailand. UKM Medical Centre, National University of Malaysia, United Nation University – Institute for Health Research and Development Indonesian MoH, - International Institute for Global Health, Nossal Institute, University of Melbourne.

The main objective of the Forum is to provide a platform for postgraduate students (Masters and PhDs) to communicate their knowledge and experience gained during postgraduate works and to share with those who are newly enrolled in the programme. Recent updates on research methods and new research findings will be made available through keynote address and plenary sessions by international speakers.

The Forum is open to all postgraduate students in health system and policy studies across the world. But this forum is also intended to bring policy makers and managers, senior researchers, and academics in one venue. Researchers who have research on health systems and policy, health economics and health financing are invited to actively participate in this Forum. Students who are in the final stage of their thesis writing and those graduated recently are invited to present their research outputs in this Forum.

Areas of Focus: Health Systems and Policy, Health Finance and Economics, Health Management, and Health Sector Reform.

Papers are invited in the areas of health systems and policy and others within the scope of forum. We strongly encourage the submission of abstract electronically as soon as possible. Abstract of no more than 300 words should clearly state the introduction, objectives, methods, results, discussion and conclusions. For poster presentations, the posters must be 80 centimeter by 1 meter in size.Abstract Submission: All oral and poster presentations should be submitted through email to secretariat: Ms Sary: [email protected]. The detailed program will be posted in: www.public-private-health.net

Closing date of abstract submission is 18th of February 2011. The notification of abstracts accepted for presentation is 14th of March 2011. Early bird registration and payment date is 18 th of February 2011. Payment before 18th of February 2011 is encouraged Seminar: Early Bird is US$70. Payment made from 18th of February 2011 onward is US$100.Workshop (limited participants): Early Bird is US$ 100. Payment made from 18th of February 2011 onward is US$125.
