PROGRAM OVERVIEW

Dallas/Fort Worth International Airport Construction Manager at-Risk (CMAR) #3 is a multi-billion dollar capital program consisting of the construction of various infrastructure projects, including the Southgate Development Infrastructure, Consolidated Headquarters Water Tower, Terminal D Club 1 and 5 and Terminal E Curbside Carousel Roadway buyouts.

DFW has partnered with the joint venture team comprised of Turner Construction, Omega Contracting and R. D. Howard LLC., also known as the TOH JV, who has been selected to manage these projects over the next several years. We are also charged with achieving a 35 percent Minority Business Enterprise (MBE) participation goal set for this capital program. The TOH JV is committed to growing the capacity of MBE firms on the CMAR #3 Capital Program through the issuing of contracts and the implementing of a capacity building program, including the execution of two mentor-protégé agreements with local MWBE firms.

As a result, the TOH JV has partnered with K Strategies to develop and execute a comprehensive and effective MBE program for the CMAR #3 Program. The MBE program includes the following components: communications and marketing, public outreach, procurement, capacity building and contract compliance.

MBE Participation Summary

The primary measure of success for the MBE program is the achieving of the 35 percent MBE participation goal. The following table summarizes the MBE participation for the second quarter of 2014:

COMMUNICATIONS & MARKETING

To communicate bid opportunities to the MBE community, the TOH JV has implemented various approaches for sharing information, including the following:

• TOH JV website (www.tohjv.com)• DFW solicitation schedules (www.dfwairport.com)• TOH JV Meet & Greet program• Pre-bid and CSP Conferences• Quarterly newsletters• Communication of opportunities via email correspondence• Communication of opportunities via local chambers, associations and trade organizations• Participation in networking and outreach events

The project team has created marketing collateral, including fliers, advertisements and informational documents, to communicate project information and bid opportunities, all of which are distributed electronically.

TOH JV Website

The TOH JV has launched a project website that acts as a clearing house for all information related to the CMAR #3 Program. Most notably, the website provides project information, bid opportunities information and details on how to do business with the TOH JV. Below is an image of the website’s home page:

TOH JV Newsletter

The project team has developed a TOH JV newsletter to be used for promoting and communicating MBE program milestones and successes. The quarterly newsletter also features spotlight stories about MBE firmsperforming work on the project. As with other communications and marketing collateral, the newsletter is distributed electronically to the MBE community and featured on the TOH JV website, www.tohjv.com. PUBLIC OUTREACH

The TOH JV is committed to reaching out to the MBE community through the coordination and participation of networkers, luncheons, informational meetings, pre-bid conferences, procurement roundtables and one-on-one meetings. Each of these outreach methods provides the project team with a forum for communicating the project bid opportunities. These efforts also allow the TOH JV to develop strategic relationships with MBE firms that can lead to meaningful opportunities on the CMAR #3 Program.

Meet & Greet Program

In an effort to meet capable and qualified MBE firms to pursue opportunities on the CMAR #3 Program, a one-on-one Meet & Greet program has been implemented to allow the project team to meet MBE firms and to discuss opportunities. More specifically, these one-on-one meetings provide opportunities to learn more about the services, experience, and level of interest of MBE firms have in pursuing CMAR #3 Program opportunities.

SUBMITTAL OF PROPOSALS

1. Provide All information requested in the Solicitation

2. Preliminary Schedule of subcontractors (PSS) Form: Complete the PSS form in its entirety which includes any proposed

subcontractors, if any, to be used by listing the correct company name, certification status, description of material or service being provided or performed, and the dollar amount and percentage of work to be contracted

(Ensure all calculations are correct and the document is signed)

3. If claiming MBE participation and credit, a current (un-expired) MBE certification from an approved certification agency must be submitted with bid. The following are the approved certification agencies: North Central Texas Regional Certification Agency (NCTRCA) D/FW Minority Supplier Diversity Council (DFWMSDC)

4. Proposal submittal must be SEALED and clearly marked with the Firms

Name, Solicitation Number, Proposal, Bid Package and addressed to the attention of Turner | Omega | Howard. Fax bids are NOT acceptable.

5. Ensure proposal is signed by all interested parties in the solicitation

6. Late Bids/Proposals. Please note the time, date and delivery location (or

mailing address if submitted by U.S. Postal Service). Late bids or proposals will not be accepted

CAPACITY BUILDING

The TOH JV has established a capacity building program to provide contractors with resources, technical assistance and field-side training to build their capability and provide the appropriate levels of services needed for CMAR #3 projects. The capacity building efforts include a formal capacity building program and the execution of a mentor-protégé program.

Turner School of Construction

In an effort to promote MBE firms and expand the opportunities available for these firms on the CMAR #3 program, the TOH JV has implemented a construction management training program offered to MBE firms interested in opportunities on CMAR #3 projects. The program launches on Sept. 12, 2014 at the DFW Minority Supplier Development Council. Turner Construction staff taught participants best practices for construction management, while creating a forum for networking and establishing relationships.

PROGRAM BACKGROUND The Turner School of Construction Management for Small, Disadvantaged, Minority-Owned, Women-Owned and Veteran-Owned Businesses is the oldest community outreach program in Turner’s history. The program has been offered across the country for more thirty years, oftentimes in connection with a major project in a particular city. This year we are excited to partner with DFW Airport for this series as Turner|Omega|Howard serves as the Airport’s Construction Manager at Risk.

Beginning September 12th and continuing for ten weeks, the classes will be held every

Mentor-Protégé Agreement

In addition to growing the capacity of MBE firms through the awarding of contracts, the project team is also committed to providing technical and field training for selected MBE firms on the CMAR #3 Program through the execution of amentor-protégéprogram.TheTOH JV teamhas committed to executing agreementswith two firms:NewWorldIndustries, Inc. and Bradley Douglas Construction Services, LLC.

NewWorld IndustriesandBradleyDouglasConstructionaremid-sizedgeneralcontractorsseekingopportunitiestohelp them build their firm’s capacity and competitiveness in the market. The TOH JV has developed agreements that provide the most effective technical assistance and field training possible to benefit both firms. These agreements are scheduled to be implemented in Fall 2014.

CONTRACT COMPLIANCE

The TOH JV has developed a contract compliance program that includes the process of monitoring all MBE contracts on the CMAR #3 Program. This process includes ensuring that MBE documentation is correct and submitted to DFW International Airport, and that MBE certifications are updated and current throughout the course of the contract. Any issues that may arise between the MBE firm and the prime contractor are managed, and also ensures timely payments are being made to the MBE firms. All of these steps are in place to ensure that the TOH JV is successful in achieving the 35 percent goal for all of its projects.

The chart below demonstrates the 30 MBE contractors who have been awarded 54 contracts total on the CMAR #3 Program to date.
