A state responsibility: state need to provide fund/money to establish schoolin many places=>children can go to school easily.

A local function: establish curricula & textbook, education should meet thelocal needs.

• Basic levels: free of charge

3 basic levels: elementary, middle and high school -> are considered as rights &

obligation

• Parochial school: established by religious groups, most of schools are Catholic.

• Secular school: education & gov do not have any relationship.

Purpose & Objectives:

American need to learn -> to get professional skill for future job, to get democracy.

Gov:

• Length of the school year & day

• Only the teachers with PhD are allowed to teach in colleges -> student & teacher qualifications.

• General curriculum requirements.

Local school district: free to decide all other details.

Nursery & Kindergartens school: not free of charge

College: ĐH ->được đào tạo thạc sỹ, tiến sỹ

Junior/ Community college: CĐ -> chỉ đào tạo cử nhân

GOVERNMENT

Federal government has more power than State government (because it only insidethe state), Federal has more power over other state, Federal would be given limited

 power.

It include legislative branch, executive branch and judicial branch

•  No branch can have power over than other branches

• If the president don’t agree, the bill return to the Congress, the bill becomethe law without president’s agreement

• President cannot control any branch

• Legislative branch can make the law, remove the president

• Executive branch can carry out the law

• Jusdicial branch can interpret the law

LEGISLATIVE BRANCH

-legislative submit the bill with the Congress

-create a check-balances system with each branch dependent on the others

-3 main principles:

• Government of , for and by the people

• People can vote for their president

• People can ask for new laws or changes-Basic rights: freedom of speech

- The US Constitution gives each branch of the Federal government separate

and distinct powers and responsibilities.

- It also gives each branch ways to limit the power of the other two

- Federal system to keep the National government from becoming powerful

• To protect and deserve the union

• It is called federal government because the nation is a federation or association of states

-federal government also has the 3 same branches

-“Bicameral”- because it has 2 houses: upper house and lower house

• Upper house= the senate includes 100 members, term 6 years, at least 30yrs old, at least 9 yrs- citizen

• Lower house( house of representative) includes 435 members, term 2years, at least 25 yrs old and 7 years-citizen

EXECUTIVE BRANCH

- Includes president and vice president

- -give ideas for laws and treaties

- Is chef of army and navy

- 14 department, president can pardon, advises Congress

- Vice president đồng thời là chủ tịch của upper house

- Election of the president: at least 35 yrs old,14 yrs-citizen

- Electoral College: the people of the US vote for the electors who then votefor the president
