1. INTRODUCTION1.1. BACKGROUND
Pilot outreach and awareness raising activities on the Youth Guarantee have been developed by the European Commission in Finland, Latvia, Portugal and Romania, in close cooperation with national authorities. The goal is to inform young people and those working with them of existing schemes and encourage young people to register with their local Youth Guarantee providers.
The concept, products and visuals from this pilot have been put at disposal of authorities in EU Member States who wish to use it further as an electronic toolkit, where information and source files can be found.
The toolkit contains the following elements: > Posters: A1 posters of the three visuals from the pilot project.> Leaflets: A5, four-page long leaflets containing information on the Youth Guarantee, where and how young
people can register. > Roll-ups: Roll-ups (100x206mm) of the three visuals. > Event stand design: A 3-step stand drawing attention and informing people visiting it. This stand can
be used in various ways at events such as job fairs.> Social media app’s codes: The codes of the ‘Workinator’ application annotated with comments in English.
The app’s objective is to catch young people’s attention on social media and invite them to register. It is based on a simple ‘job generator machine’, conceived as a game which proposes an imaginary job by transforming one’s surname and first name.
> Social media banners: Facebook’s cover picture and profile picture as well as Twitter’s cover picture and profile using the pilot project’s visuals.
> HTML email template: Mailing template in HTML featuring one of the three graphics chosen for the pilot project. Texts and visuals can be easily adapted.
> Radio spot text: English script of a radio spot developed and broadcasted on radio channels. The radio spot directs the traffic to the national Youth Guarantee website.
> Business cards: Business cards following the visuals. They allow the YG information to be seen in digestible and practical format and can be used, for instance, by youth workers or PES advisors.
These guidelines present the basic elements of the main visual materials and should serve as a chart for public authorities making use of the toolkit.

1.2. HOW TO USE THE TOOLKIT
The toolkit can be used by national, regional and local public authorities in charge of delivering the Youth Guarantee.
All authorities intending to make use of the visuals are requested to identify themselves with a logo on each product. Several logos can be used in case of joint projects.
A link (URL) to an official website and/or social media account(s) where young people can find practical information about the Youth Guarantee and/or relevant contact details (e.g. email, phone number) need to be featured on all products.
The contact information should be primarily managed by the authorities identified by the logo. Should it not be the case, explicit authorisation should be requested and the national Youth Guarantee Coordinator consulted (1) (e.g. reference to the main national Youth Guarantee website and/or social media account).
The visuals must always be reproduced from the master artwork. They must never be altered in any way, with exception of texts, which can be translated and adapted to national or local realities, after consultation of the Youth Guarantee Coordinator. As a general rule, the text used should be the one provided in the toolkit, available in all EU languages.

As the pilot was a joint project with the European Commission, the font EC Square has been used. However, the European Commission has the role right to use this font. The difference between both fonts is very slight.

3. KEY VISUALThe Key Visual is an important element of all communication activities.It allows the concept to be visualised in one image.This visual can be used on all the formats.

3.1. PICTOGRAMThis image symbolises the 3 steps and suggests the path to a quality offer. It represents a springboard, a set of actions, which helps achieve a specific purpose.
3.3. LOCAL CONTACT DETAILSThe contact details should be added to the left of the EU flag. The contact details comprise the local website pertaining to the Youth Guarantee, a phone number and an email address. Along with the EU flag, the sentence ‘Youth Guarantee: supported by the European Union’ in the local language must be added in italic. 5. ILLUSTRATIONSThey show young people of all ages moving.These characters are used to humanise the visual and show a movement of walking up. Refined graphics are used to give a feeling of peace, ease and accessibility.

6.2. COLOURSThe colour of the circle in the pictogram is the same as that of the visual background. Except for the second poster, where the colour of the circle is magenta for readability.

6.3. PARTICULAR FEATURES 6.3.1. READING DIRECTION OF STEPSSome countries have chosen to replace the slogan ‘YOUTH GUARANTEE – 3 STEPS TO FINDING A JOB’ with the 3 lines of text from the Key Visual. In this case, it seemed that the reading direction was different and had to be reversed. The first step must accommodate the first stage. This reading direction is not compulsory in the first version (p.16-19).
Therefore, point 1 always begins at the bottom, the first step, followed by point 2 on the second step and finally point 3 on the last step at the top.
Never do the opposite because it creates inconsistency. The third step cannot feature stage 1, because it is the first stage you undertake when you are at the bottom of the staircase.
An asterisk is added on step 3 and a reference line is placed under the visual.
The Key Visual is adapted without the 3 points.
