250mm-diameter water pipe near to the B Exit malfunctioned and water spilled from the leakage, damaging the fire-proof roof above the exit and leaking into the station. Once knowing the incident, Lam Kai Fai went to the station and enquired the South Horizons Management Office and the MTR Corp, and later supervised the emergency repair work and the traffic arrangement (free shuttle bus between South Horizons and Lee Tung Estate) by the MTR Corp, while replying to residents who phoned and asked about the incident. On the next day at around 00:25, the station was back to normal.

港鐵公司已在涉事水管加裝支撐架作穩固,減低接駁位鬆脫的風險,又臨時修補海怡半島站 B 出入口天花破損的位置,並將會在涉事位置加設鋼板,分隔車站結構及其他地底公共管線,避免同類事故再次發生。

為進行海怡站 B 出口內天花的保固工程,港鐵公司決定於 3 月 27 日起局部圍封有關範圍,及於繁忙時段實施人潮管制,改善工程為期不多於 6 個星期即可完成。

The MTR Corp has already installed reinforcement structure around the concerned water pipe in order to prevent it from loosening in the future. They also repaired the damaged roof and reinforced this area with steel boards to separate the station’s structure from other irrelevant underground pipes.

To complete the repair, the Corp has closed down the area in concern and set up a traffic control during peak hours. It is expected that the work would be completed in 6 weeks.

林啟暉與陳家珮、林玉珍議員再次就港鐵海怡站 B出口水浸事故於海怡舉行聯席會議,是次會議特別邀請立法會鐵路事宜小組主席田北辰議員主持、應邀出席會議的包括運輸及房屋局助理秘書長殷展程、路政署 2 位代表、港鐵公司車務營運總監李聖基率領多位主管及海怡半島管理公司高級經理帶領多位主管等。在這次高層聯席會議上,除了由港鐵交代海怡站水管爆裂漏水成因和提交改善和處理方案作亡羊補牢,避免再發生同類事件外,還釐定地易權下港鐵與海怡業主的權責,最後更促成港鐵公司承諾盡速跟進多項有關復修、維護、保養等工程。這次會議取得多項成果。

港鐵地下車站的設計,一般而言是以混凝土結構建造,埋藏在泥土或石層內,設有防水層,防止有水流入車站內。但海怡半島站 B 出入口鄰近車站大堂的部分,由於受原有地下空間的結構所保護,加上受該處空間所限制,因此 B 出入口須採用較獨特的設計,其頂部乃由防火板建造。根據港鐵公司解釋,B 出入口鄰近車站大堂的部分,位於海怡路路面下一個被混凝土結構所圍封、用作放置地底公共管線的空間內 ( 附錄圖示海怡半島站 B 出入口與涉事食水管的位置 )。該混凝土結構 ( 綠色標示部分 ) 屬海怡半島所擁有。由於該空間 ( 粉紅色標示部分 ) 與外界完全分隔,不會直接受地下水或雨水影響,因此 B 出入口的頂部 ( 黃色標示部分 ) 可以用上較薄的防火板建造。 這次事件中部分頂部的防火板被水管噴射出來的食水所損毀,食水再從損毀的部分流入車站大堂內,導致大堂和月台水浸,水深一度達四、五吋,甚至深至腳踝。海怡半島站因嚴重水浸而關閉了四小時。

Most MTR stations’ design employs a structure built by concrete, in which a water-proof layer is usually sandwiched. However, the roof of South Horizons Exit B is of fire-proof material due to the limit of space. According to the MTR Corp, the concrete structure (indicated in green) below South Horizons Drive (photo shows the respective location of the exit and the origin of the flood) belongs to South Horizons. This area (indicated in pink) is totally separated from the outside and is undisturbed by rain or underground water; thus, only fire-proof material is needed for the roof (indicated in yellow). In this particular incident though, the fire-proof roof was damaged by the strong water that cut through it, the latter of which then flowed into the inside of the station and flooded the concourse and the platform. The depth of wate r reached 4 to 5 inches high and caused the station to shut down for 4 hours.

Improvement Measures

23.March.2017Lam Kai Fai, Judy Chan, Lam Yuk Chun re-convened the

meeting with the presence of Tien Puk Sun, who leads the railway sector in the Legislative Council. This time, with much more preparation, the representatives from the different departments finally came up with some sound preventive solutions for future accidents of the same nature. The MTR Corp also promised to follow up on various maintenance, repair, and preservation works. That was a fruitful meeting.

維護海怡居民利益取得多項進展Progress that Secured the Benefits of South Horizons Residents

The flooding incident was caused by an area outside the MTR station – is it the responsibility of the South Horizons Owner’s Committee to compensate?

Fortunately, this water pipe had been required to move due to MTR’s construction; hence, the Owner’s Committee will not need assume any responsibility.

Lam Kai Fai thinks this incident reminds us of a very important issue: we have to clarify the respective responsibilities of the South Horizons Owner’s Committee and the MTR Corp. Otherwise, the former may be required to compensate in the events of unseen emergencies or accidents in the future – especially when there are quite many structures belonging to the Committee that are near to the station, such as the buildings, the pipes, etc.. What if they cause problems to the station? Will the committee be responsible? Moreover, if the MTR had adjusted these structures due to the station’s construction, who will be responsible if these adjustments cause problems?

In 10 Nov and 14 Nov 2016, the Lands Department and the Highways Department stated in the constitution that the MTR Corp shall be responsible for any areas that are under the coverage of the “Surface Rights / Other Permanent Rights”. However, when the South Horizons Management Office wrote to the Land Department, the reply we received on 16 Jan 2017 expressed that the concerned area was not an MTR structure and thus the MTR is not responsible for any repair, compensation, nor preservation. On 23 March 2017, Lam Kai Fai and the office co-requested an explanation for the discrepancy that arisen in the replies from the government replies. Assistant Secretary of the Transport and the House Department apologized but maintained that the previous letter reply was final – the MTR Corp is not responsible for anything in this incident.

Lam Kai Fai and the Management Office condemn the MTR Corp for not having reported the adjustments they had required us to make during their construction, and for not having properly completed any post-construction briefing with the Management Office – let alone to, with these inappropriate omissions, sign the repair and maintenance agreement. In the end, under the moderation of Tien Puk Sun, the MTR Corp agrees to:

Submit a list of adjusted structures that belong to South Horizons during the MTR construction and to complete the post-construction briefing by the end of April

Discuss an arrangement for the repair and maintenance of those adjusted structures that still are not covered under the original agreement.

Lam Kai Fai thinks that if it were not for this incident, these follow-up tasks would have to wait even longer before completion. The MTR Corp should follow their working timeline.

• 這次水浸事故是在海怡車站範圍外一條食水管的接駁位鬆脫,食水噴出,損毀了 B 出入口部分用防火板建造的頂部,水從損毀的頂部流入車站,造成水浸,地鐵 B 出入口受損。由車站外的一條屬海怡業主擁有的食水管鬆脫而導致地鐵車站水浸受損,是否需由海怡業主賠償 ? 慶幸這條海怡的食水管是港鐵因建造 B 出入口而作移位,維修和保養屬港鐵責任,海怡業主無需負責和賠償。

• 林啟暉認為水浸事故帶出一個極重要的問題必須解決,就是要清楚釐清海怡業主與港鐵在刋憲範圍內之管理權責,否則日後海怡業主可能要面對不可預見的事故和索償。因為現時港鐵海怡站出入口座落的位置附近設有不少海怡屋宇装備,包括喉管,若日後屋苑的設施出現問題波及車站,海怡業主需向港鐵負上賠償責任 ? 有些屬海怡產業的私人喉管因配合地鐵工程而改動,倘發生事故出現索償其責任屬誰 ?

• 地政總署代表和路政署代表先後在 2016 年 11 月 10日和 11 月 14 日在不同的會議上表示刋憲中列為“設定地役權 / 其他永久權利”範圍內的地方及所有設施應由港鐵公司負責管理、維修及保養。但當管理處去函地政署求證時,路政署於 2017 年 1 月 16 日的覆函卻表示有關刋憲範圍內的非鐵路設施,港鐵沒有責任管理、維修及保養。林啟暉和海怡管業處在 2017年 3 月 23 日聯席會議上要求政府部門就前後不一的回覆作出解釋和澄清。運輸及房屋局助理秘書長對部門就有關問題作出不同的表述表示抱歉,有關刋憲範圍内的責任應以覆函為準,即刋憲範圍內的非鐵路設施,港鐵沒有責任管理、維修及保養。

• 林啟暉和海怡管業處批評政府部門監察不力,港鐵從施工到海怡站完工通車至今,從沒交代他們改動了多少海怡產業的私人喉管,也沒有與管理公司做交接程序,更遑論與管理公司洽商及簽訂維修及保養協議。最後在立法會鐵路事宜小組主席田北辰議員的協調下,港鐵同意:1. 於 4 月份內一併提交一份有關因配合地鐵工程而

改動屬海怡產業的私人喉管清單和相關已經獲政府審批的圖則,然後盡快與管理公司完成交接程序。

2. 就尚未簽訂維修及保養協議之改動喉管,港鐵公司會與管理公司繼續磋商有關保固期安排。

林啟暉表示假如不是發生水浸事件,上述的工作不知要拖多久才能完成。林啟暉要求港鐵必須按承諾的時間內完成有關工作。

釐清刊憲範圍海怡業主與地鐵站的管理、維修及保養權責Clarifying the responsibility and coverage between the South Horizons Owner’s Committee and the MTR Corp

港鐵公司承諾在 B 出口加裝消防閘MTR Corp promises to install a gate in front of exit B

港鐵通車後在海怡站 B 出口出現新問題,不少海怡居民、特別是外區的市民習慣性一出地鐵,在沒有留意馬路車輛的情況下就橫過馬路,險象橫生(圖 a)。在港鐵遲遲未能加設防範設施下,海怡管理處迅速放置“雪糕筒”隔擋行人在近出口處過馬路,(圖 b)。為解決此交通黑點,林啟暉邀約港鐵、運輸署、警務署和管理處在現場商討解決辦法,提出包括和對面行人路加建欄桿,在路邊劃黄格等方案。(圖 c)。與此同時也尊重業委的意見,最後建議由港鐵把第 19 座對出的消防閘外移至 B 出口。(圖 d)。起初港鐵以各種理由反對方案。後在聯席會議上經林啟暉和管理處再次爭取,終於港鐵公司承諾會繼續與政府相關部門跟進 B 出口 ( 第19 座對出 ) 加裝消防閘的安排。

The fact that exit B directly faces a main road raises much concern about the safety. If one carelessly, after leaving the exit, crossed the road without knowing (figure a), the consequence may be severe. When the MTR Corp was still discussing over this issue, the South Horizons Management Office has already put some road obstacles at the concerned area (figure b). To permanently solve this, Lam Kai Fai invited the MTR Corp, the Transport Department, the Police, and the Management Office to physically investigate the concerned area. Suggestions include: to install pedestrian banister and the paint yellow boxes on the ground (figure c). Meanwhile, respecting the opinion from the Owner’s Committee, the MTR Corp also agreed to move the fire gate in front of block 19 to exit B (figure d). With much effort, Lam Kai Fai and the Management Office eventually succeeded in convincing the MTR Corp to follow up on the addition of fire gate in front of block 19.

儘管港鐵南港島線在 2016 年 12 月 28 日通車至今已超過 3 個月,但港鐵在機房大樓及石壁的綠化工程、御庭院的中央分隔欄的埋尾工程、行人過路線的燈位工程、在海怡站周遭的補種植物工程以及幾十處的復修工程均進度極慢,海怡站 C 出口的經常有强烈的渠臭味等,林啟暉表示絕對不可接受,在聯席會議上向港鐵高層作出投訴並要求迅速跟進。最後港鐵公司承諾將於兩星期內提交涉及海怡私人地方內的所有復修工程及補種植物之安排及時間表。

It has been 3 months since the South Horizons station was put into use, but the works at the engine building, the greening on the rock wall, and the road division at the Oasis are still incomplete, nor are those works regarding the pedestrian crossing and the tree planting nearby progressing smoothly. Worse, the C exit often smells nastily due to the sewage drainage. Lam Kai Fai expressed on behalf of the residents of their discomfort and made an complaint to the MTR Corp in the cross-departmental meeting. The MTR Corp promised to submit a report in 2 weeks regarding all of the above issues, with a proper working timeline.

Changes after the completion of the South Island Line

The South Island Line was put into service on 28 Dec 2016 and there has been a great change to how residents commute. According to the data from the Corp, there are 110,000 people travelling on the MTR Island Line daily. Meanwhile, there has been a drop in the number of passengers using bus routes that overlap with the MTR route.

南港島線通車巴士服務重組Bus route rationalization after MTR’s completion

爭取一個較有利於海怡居民的巴士服務重組方案

• 運輸署和巴士公司參考南港島線通車後乘客需求情況及該署現行“改善及減少巴士服務指引”---- 如個別巴士路線在繁忙時段最繁忙半小時內的平均載客率少於 85%;或在非繁忙時段的平均載客率少於30%,運輸署會考慮巴士公司調減班次的申請。

• 林啟暉要求在平衡整體乘客利益、善用資源和改善空氣質素等因素下,運輸署的建議調減巴士班次和重組巴士路線必須對海怡居民的影響減至最低。經過多次與運輸署巴士公司拉鋸式討論、爭取,現把初步的實施方案報告如下:

To strive for a bus route rationalization that benefits South Horizons residents

• To accommodate the changes after the completion of the MTR, the Transport Department and the bus companies now practices the “Bus Services Improvement Scheme”. For instance, if a bus line serves less than 85% of its capacity during half an hour in the peak hours; or if it carries less than 30% of its capacity during no-peak hours, then the Department will consider a change in the bus schedule by the bus company.

• Lam Kai Fai requested that the rationalization should take considerations of the benefits of passengers, the use of resources, and environmental impact. Eventually, with some rigorous discussions with the Transport Department and the bus companies, a tentative plan has been devised:

• 在 2 月初林啟暉和陳家珮議員辦事處收到海怡居民及康傑幼稚園學生家長的求助請求,他們反映接到學校通知,指該校的海怡分校租約將於 2017 年 7 月31 日期滿,但他們從 2016 年 5 月向和記地產有限公司提出續約至今未獲回覆。因此他們擔心子女有可能沒書讀而希望區議員協助。

• 林啟暉和陳家珮議員向家長發起聯署,並去信和記地

產集團有限公司,強烈要求該公司要回應康傑幼稚園續租問題,因為拖延續租約,影響到上百個家庭,特別是累及大多數的海怡子女。2 月 8 日晚地產公司宣佈:“和記地產代理有限公司理解康傑中英文幼稚園學生家長、海怡半島居民及管業處對有關幼稚園續租事宜之關注,本公司會考慮延遲對該單位之其他計劃並與幼稚園協商續租方案”。

• 林啟暉一方面表示歡迎發展商積極回應家長和居民的訴求,另一方面也擔心即使啟動續約談判,發展商如果提出續約年期太短或大幅加租,康傑幼稚園在學生流失的情況下也不一定會續約。果然在 3 月 16 日康傑幼稚園海怡分校向外公佈稱該校從 8 月 1 日停辦。

• 儘管知道要扭轉這個遺憾的結果很難,但林啟暉在 3月 17 日仍聯同陳家珮議員直接前往和記地產集團有限公司與該司代表會晤,了解續約談判是否沒希望。和記代表稱,她們透過報章才得知康傑宣佈停辦消息,和記地產仍未中止續約的談判。林啟暉表示海怡居民普遍不希望與海怡一起成長 25 年的康傑幼稚園就此停辦,希望和記地產在續租年期和租金方面盡可能與康傑取得共識,讓康傑能够辦下去,以免影響200 個學生的讀書。和記地產集團代表向林啟暉和陳家珮議員表示會向公司轉達議員的訴求。

• 林啟暉就康傑校方正式宣佈 8 月 1 日停辦以及知道校方已向相熟的區內幼稚園轉介他們的學生的事實判斷到康傑撤出海怡已成定局。可是在 3 月 22日卻有報章宣稱,他們“獲悉業主與校方初步就續租達成共識,校方向家長承諾最少續辦一個學年”,結果康傑幼稚園在當晚即發家長信批評“有關傳媒不實報導”,再次重申海怡分校 8 月 1 日停辦並無更改。

• 當家長知道學校決定停辦後都感到很失望和無奈,特別是一些 K2 的學生家長感到十分困擾,因為他們的子女假如未能在康傑完成 K3,而要轉到其他學校就讀,在他們還未適應過來時,又要升讀小學再去適應新的環境,可以肯定這種一再變遷環境會對小孩造成情緒不安和影響學習,因而家長們都希望學校能繼續辦學以減低對小孩的影響。林啟暉知悉要促成康傑與和記續約不易,但林啟暉仍盡最後的努力,包括繼續游說和記地產爭取與康傑幼稚園續約,為的是讓 K2 學童可以完成康傑幼稚園階段。除此以外,林啟暉和陳家珮議員約晤教育局楊潤雄副局長,向局方反映家長的訴求,希望教育局能對康傑與和記的續約上採取積極的態度玉成其事,目的只有一個,關心和幫助家長和學童。

康傑幼稚園續約跟進報告

• 後來我們得到消息,最終和記與康傑均從照顧 K2 學生出發,雙方在續約上達成一致。在 3 月 28 日康傑校方通知家長,延遲一年停辦。雖然經過我們的努力無法改變康傑停辦的結局,但至少可以讓 K2 學生能在康傑完成 K3 課程,令這些希望繼續留校就讀的學生家長如釋重負,盡了我們最大的努力。林啟暉和陳家珮仍在繼續為有需要協助的家長轉介他們的子女到區內其他幼稚園讀書。

Follow-up Report on Good Health Anglo-Chinese Kindergarten’s Lease Renewal

• In the beginning of February, Lam Kai Fai and Judy Chan recently received numerous complaints from South Horizons residents, who expressed their worries over the unattended lease renewal of the Good Health Anglo-Chinese Kindergarten (ending on 31 July 2017) and thus doubted if they could secure a place for their children.

• Good tidings came on 8th February, when Hutchison Whampoa

Property Limited announced that they “understand the worries among South Horizons parents, residents, and estate management department over the lease renewal of the Good Health Anglo-Chinese Kindergarten,” and that they would “consider postponing other plans on the site and extending the current lease contract.”

• While encouraging the developer to reply to parents’ complaints, he also worried that they came up with some unsuitable plans that the kindergarten would not be willing to accept. Eventually but unfortunately, this really happened and on 16 March, the Kindergarten announced to close down from 1 August.

• Although it is difficult to change their decision, Lam Kai Fai and Judy Chan still personally went to Hutchison Whampoa Property Limited to learn whether there was no other alternatives. However, the company also just knew about the kindergarten’s decision on news and said they still have not finalized their negotiation. Lam Kai Fai expressed that the majority of people preferred to have the kindergarten continue running as it has been 25 years ago. He hoped that an agreement could be reached between the two parties nevertheless, so that it could provide places to 200 students.

• Judging from the kindergarten’s decision and their referring existing students to other kindergartens, it is clear that they have made a final decision. But some news reported that the kindergarten would at least continue to run for another semester. This was proven to be a false report as the kindergarten later clarified.

• Many parents and students are disappointed about their closure, especially students from K2 as they were originally to complete their K3. To transfer to a new kindergarten in their final year and to start their new stage at P1, this must cause much discomfort to this cohort of students. It is difficult to re-negotiate, but Lam Kai Fai would persevere to strive for a possibility for the kindergarten to agree to finish teaching the K2 cohort. Meanwhile, Lam Kai Fai and Judy Chan also met the Vice Chair of Education Bureau for this matter.

• Later, fortunately, the two parties agree to extend the lease for one year in consideration of the above rationale, and that was announced on 28 March. Although closure is inevitable, but we have made our greatest effort to at least let K2 students to finish their K3 study at the kindergarten. This news surely reassured many parents and students. Still, Lam Kai and Judy Chan are helping other parents to search for suitable kindergartens for their children.

爭取在海怡四期加建升降機以適應海怡居民的需要

• 在幾十年前發展商設計和興建海怡屋苑,完全沒預見海怡的人口老化和無障礙通道的現實需要,因而到了今天,當我們看到很多老人家吃力地爬上四期那幾十級樓梯,而坐輪椅和拿著行李的更多居民,更要兜一個 大 彎 往 29 座 那邊入口,我們就知道争取在海怡四期加建升降機日益有現實的需要。

• 早 在 10 年 前, 我已探討和爭取在四期樓梯旁興建扶手電梯的可行性,但一涉及費用不菲的興建費和持續維修保 養 和 零 件 更 換費,由全屋苑來承擔費用要通過業委會實屬不易,但假如是由四期住户合力承擔,在實際上知易行難。問題擱置下來。

• 及至港鐵在四期樓梯前興建 C 出入口,早在港鐵設計階段,因應 C 出口面積較大,具備條件加設無障礙通道,林啟暉强烈要求在站頭興建升降機,同時建議把升降機升高至四期並連接平台以方便長者和輪椅人士使用。但港鐵最終只採納了在站頭興建升降機的要求,而以港鐵不會承擔涉及私人屋苑利益的工程為由拒絕了後者的要求。

• 最近出現一個契機,政府在 2016 年施政報告中宣佈,將在 2012 年已推行的“人人暢道通行”計劃 —在公共行人通道加建無障礙通道設施,(包括加建升降機設施)的基礎上優化,以期在謹慎運用公帑的原則及回應市民訴求中取得平衡。當然申請“人人暢道通行”計劃,加建升降機設施須符合幾個條件,包括:行人通道橫跨由路政署負責維修及保養的公共道路;市民可以在任何時間從公共道路進入這條行人通過;以及該等行人通道須不屬私人擁有等。在符合條件下還需獲區議會通過並按優次推行。

• 林啟暉和陳家珮議員已正式申請“人人暢道通行”計劃並向南區區議會提出在海怡巴士站旁加建升降機的建議,希望盡最大的努力實現多年冀望為海怡居民特別是第四期和第三期居民加建無障礙通道設施的目標。林啟暉希望能得到海怡居民的認同和支持。

• Designed over 10 years ago, South Horizons did not pay attention to the aging potential of its population. Nowadays, unfortunately as a result, we see many old people climbing stairs tiringly, especially the staircase leading up to the Phase 4 platform, let alone those who are disabled or those who carry luggage – as a solution, they have to make a detour all the way to the other side of the platform, which similarly waste a lot of time. A lift is needed at the staircase.

• 10 years ago, I have already explored the possibility to install a lift at this concerned staircase, but knowing the cost of maintenance and hardware replacement, the Owner’s Committee refused the idea.

• When the MTR Corp was constructing the exit C, Lam Kai Fai took the opportunity to request them to install a lift at the exit that levels up to the phase 4 platform. But the Corp eventually just installed one that levels up to the ground level, and refused to build one that went to the platform because it was of the interest of South Horizons only.

• Recently, another opportunity arose, the 2016 Policy Address announced an update on the 2012 “stair-free access policy” which includes lift installation. The policy strikes a balance between financial budget and the need of citizens, and states that lift installation and maintenance will be taken care of by the Highways Department, its use be available 24-hour, and not be owned privately. If fulfilling these prerequisites, an application may be made, and will be passed in the Council.

• Lam Kai Fai and Judy Chan has applied for this scheme. What follows will depend on the decision of the Council. We hope the lift installation, if successfully passed on the Council, will improve the lives of the residents.

清洗御庭園行人道鳥糞林啟暉接到居民投訴,在海怡四期御庭園巴士站附

近及路口有很多鳥糞,除了影響海怡衛生環境外,還會帶來 H5N6 病毒傳媒的潛在風險,林啟暉迅速責成食環署派出清潔隊清洗行人路的鳥糞和污漬,並通知管理公司修茸雀鳥棲息的樹木以減低雀鳥的聚居和排糞。

Cleaning bird feces in Oasis

Lam Kai Fai received complaints concerning the abundance of bird feces at the entrance of the Oasis, near to the bus stop. This not only affects residents’ living environment, but may also spread H5N6 disease. A team of cleaners has been requested to tend to the issue and the Management Office has instructed a company to clean up the excessive woods above the area in order to reduce the amount of bird feces.

持續監察香港仔避風塘海面清潔1 月 24 日早上林啟暉到香港仔西避風塘實地視察,

乘搭船只到避風塘了解海事處清潔避風塘工作,包括海上清理垃圾和向漁民派發宣傳品工作。經過林啟暉和眾議員監察海事處、食環處、渠務處、民政處等跨部門合作,採取對帶入避風塘的廢物產生的源頭—漁類統營處發泡膠、污水渠排污、岸上垃圾處理等進行定期清理,增撥資源僱用多些垃圾收集船加密清潔避風塘以及加强宣傳和檢控工作,事實上香港仔避風塘的海面垃圾清理已有改善。當然在冬季的海水清潔改善也有冬季風向的因素,而外來漂浮過來的垃圾不多有關,最終還是要看夏季的風向、雨季、颱風等影響下避風塘是否能維持今天的清潔,這才是真正的考驗。故此𣎴容鬆懈。

Aberdeen Typhoon Shelter Cleaning Scheme Follow-up

In the morning of 24 January, Lam Kai Fai observed the Aberdeen Typhoon Shelter on a boat. And delivered leaflets to fishermen to inform them about the cleaning scheme. Through cross-departmental collaboration, the scheme focuses on tackling the origin of rubbish: the fish market’s foam beads, sewage drainage, and shore rubbish. Rubbish collection boats are also deployed to clean up the water surface and promote the cleaning scheme. Currently, the shelter’s cleanliness has been improved, but this might only be due to the helpful Winter monsoons’ direction. We have to wait and see whether or not it could maintain clean in summer when the wind changes direction.
