Subject: 2016-17 Dues Information
Attached is information regarding the WEA and NEA dues rates and structures for 2016-17.
This message contains important administrative and legal requirements. I urge you to read it carefullyand to share it with those who may be impacted and/or those who are in a position to help facilitateaccurate dues collection.
Updated information, along with UniServ dues structures and the WEA Membership Enrollment Guide, will be sent to you in early August.
We are providing updated electronic forms to gather important information this year in addition to thetraditional paper forms. We will be happy to accept your updates in whatever format is convenient foryou. Please send a message to [email protected].
Local Dues Notification – ACTION NEEDED – (All Locals)
ALL Local Associations must convey their 2016-17 Local Dues amounts to WEA, employers and Premeraas soon as possible but no later than August 1.
Please use the attached paper form or the electronic form athttp://pforms.washingtonea.org/Forms/local_dues_rate_update
Local Associations are responsible for ensuring that employee deductions of dues/fees are accurate, andthat deductions are made for all employees required to remit them.
Even those locals that have not traditionally had dues deducted through the Premera APA system mustreport their dues amounts to WEA and to employers. All local dues should be collected through the APAsystem unless your local has made special written arrangement with both WEA and your employer toremit them separately.
If you do not inform all relevant parties of your 2016-17 dues rates in a timely manner, local dues will bededucted/invoiced at the 2015-16 rates. Association obligations regarding agency fee make mid-yearlocal dues rate changes impossible in any bargaining unit enforcing such a provision.

Retiring Educators – ACTION NEEDED – (All Locals)
Please provide the names of any public education employees who are retiring at the end of the 2015-16school year using the attached paper form or the electronic form athttp://pforms.washingtonea.org/Forms/retiring_educators .
Association Officer Updates – ACTION NEEDED – (All Locals)
WEA and UniServ councils rely on local officer information to convey important legal and administrativeinformation to affiliates. We are particularly interested in home email addresses, and complete rosters ofBuilding Reps. Please revise and return the attached roster or report changes athttp://pforms.washingtonea.org/Forms/local_association_leader_update .
WEA-PAC Payroll Deduction – REMINDER – (All Locals)
Payroll deduction for WEA-PAC membership is currently available in all PK-12 locals. WEA-PAC Payrolldeduction for Higher Education members is under development. The only WEA-PAC payroll deductionamount is $2.25 per month ($27.00 per year if paid for all 12 months). The payroll deduction amount isnever retroactive or pro-rated; Members pay $2.25 per month no matter what time of year they sign up. Contributions to WEA-PAC are voluntary and only WEA Members are eligible. Employers must possessa signed authorization before any PAC deductions can take place.
Special Assessment – REMINDER – (All Locals)
At the 2012 WEA Representative Assembly, WEA Members approved a new Special Assessmentdedicated to the Association’s ongoing efforts to ensure the State lives up to is paramount constitutionalduty to amply fund public education. All PK-12 Certificated or Higher Education instructional members, regardless of FTE pay $1.00 per month. Educational Support Professionals (Classified Employees), regardless of FTE or income pay $0.50 per month. Please see additional information attached. ThisAssessment is in addition to the longstanding Community Outreach fund.
Membership Forms Flow – REMINDER – (All Locals)
Please remember to send the WEA copy of the Enrollment Form and other instruments directly to theAssociation Membership Contact assigned to each local. This listing appears in the Enrollment Guideeach year. This person’s work location is usually your UniServ office, not WEA HQ.
Fee Payer Administration – REMINDER – (All Locals)
It is absolutely essential that local associations join with employers, WEA and UniServ staff in ensuringthat all employees are paying appropriate monthly amounts based on their membership, FTE andearnings status, and that new employees are enrolled in the association rapidly.
Timely recruitment of members and forwarding of relevant paperwork to employers and WEA staff is thesingle most important thing local associations can do to ensure the financial stability of the Associationand help mitigate problems related to agency fee.
I am grateful for your ongoing assistance. Please contact me via email at [email protected] ifyou have any questions.

Topic: Retirements
It is sometimes difficult for WEA staff to accurately ascertain why individuals stoppaying dues from one year to the next. Being able to appropriately code thoseemployees who are retiring helps reduce the number of corrections onmembership and billing rosters.
Please take a few moments to report the names of WEA members – eithercertificated or classified – who are retiring this school year. Please returnthis list to the address above or, if it is more convenient, please feel free to senda printout, separate form or e-mail to [email protected].
We encourage us of the electronic version available athttp://pforms.washingtonea.org/Forms/retiring_educators
Thank you very much for your assistance in helping us record this careermilestone, and for providing us with the opportunity to better respond to thechanging needs of educational employees.
