CAT I Secondary electrical circuits connected to an ACelectrical outlet through a transformer or similardevice.

Measurement categories(Overvoltage categories)

This product complies with CAT III safetyrequirements.To ensure safe operation of measurementproduct, IEC 61010 establishes safetystandards for various electrical environments,categorized as CAT I to CAT IV, and calledmeasurement categories. These are defined asfollows.

Higher-numbered categories correspond toelectrical environments with greater momentaryenergy. So a measurement device designed forCAT III environments can endure greatermomentary energy than a device designed forCAT II.Using a measurement product in anenvironment designated with a higher-numberedcategory than that for which the product is ratedcould result in a severe accident, and must becarefully avoided.Never use a CAT I measuring product in CATII, III, or IV environments.The measurement categories comply with theOvervoltage Categories of the IEC60664Standards.

DANGERDo not use clamp testers on bare conductors.When the clamp sensor jaw is open, there is arisk of short-circuits and accidents that couldresult in injury or death.Use clamp testers only on power lines up to AC300 V rms, to avoid short-circuits and accidentsthat could result in injury or death.This product should only be connected to thesecondary side of a breaker, so the breaker canprevent an accident if a short circuit occurs.Connections should never be made to theprimary side of a breaker, because unrestrictedcurrent flow could cause a serious accident if ashort circuit occurs.Use only the specified Model 9445-02 (SA10-0910N, SINO-AMERICAN) or 9445-03 (for EU)(SA10-0910G, SINO-AMERICAN). AC adapterinput voltage range is 100 to 240 V AC (with10% stability) at 50/60 Hz. To avoid electricalhazards and damage to the product, do notapply voltage outside of this range.

WARNINGTo avoid electric shock, do not allow theproduct to get wet, and do not use it when yourhands are wet.To avoid electric shock when measuring livelines, wear appropriate protective gear, such asinsulated rubber gloves, boots and a safetyhelmet.To avoid electric shock when measuring theground conductor on a transformer Class 2connection site, be careful not to approach highvoltage devices or conductors. Also, if close tohigh voltage charging devices or ifmeasurement is otherwise difficult, first changethe route of the grounding wire.To avoid electric shock when replacing thebatteries, first disconnect the clamp portionfrom the object to be measured. Also, beforeusing the product after replacing the batteries,replace the cover and screw.When replacing the batteries, be sure to insertthem with the correct polarity. Otherwise, poorperformance or damage from battery leakagecould result.To avoid the possibility of explosion, do notshort circuit, disassemble or incineratebatteries.Handle and dispose of batteries in accordancewith local regulations.

This is a precision instrument: do not clamp anyforeign objects in the end of the clamp sensor, orinsert anything in the clamp sensor gap.To avoid damage to the product, protect it fromvibration or shock during transport and handling,and be especially careful to avoid dropping. Do notexert excessive pressure on the clamp sensor orattempt to wedge the sensor into a tight spot formeasurement.To avoid damage to the product, do not exceed themaximum input current rating, which depends onthe frequency of the current being measured (seefollowing Figure).

CAUTION

Do not use the unit if the battery is exhausted(when the mark lights in the display area). Besure to replace the exhausted battery with a newone.When replacing the battery, make sure that themetal battery snap fitting is firmly connected. If themetal fitting is loose, adjust it and recheck theconnection. If it isn't connected securely, the powermay not be turned on, and a power may be turnedoff during the use.Adjustments and repairs should be made only bytechnically qualified personnel.For the inside memory protection, make sure thepower is turned off before connecting ordisconnecting the AC adapter.This product is designed for indoor use, andoperates reliably from 0 to 40 .Do not store or use the product where it could beexposed to direct sunlight, high temperature orhumidity, or condensation. Under such conditions,the product may be damaged and insulation maydeteriorate so that it no longer meets specifications.

The 3283 CLAMP ON LEAK HiTESTER isdesigned for wide-range measurement on livecircuits, from very small leak currents up to loadcurrents of 200 amperes. The clamp part ismade of material with high magneticpermeability, to minimize adverse effectscaused by external magnetic fields, and toreduce tolerances due to the position of themeasured conductor.

True rms indicationThe true rms conversion circuit delivers accurateresults not affected by leak current distortion.FilteringThe widespread use of switching power suppliesand equipment incorporating inverter technologyfrequently causes harmonics to besuperimposed in the leak current waveform. Thefilter in the 3283 allows two kinds ofmeasurement, for leak current caused byinsulation faults and for leak currents includingharmonics.Output jackThe output jack allows easy connection to alevel recorder or other equipment (levelrecorder output: DC, waveform output: AC).Unaffected by external magnetic fields andconductor positionThe clamp sensor and magnetic shield aremade of material with high magneticpermeability, allowing precise measurement alsoin the vicinity of transformers, electric motorsand other sources of magnetic fields. Since theinfluence of the conductor position on themeasurement result is negligible, residualcurrent characteristics are not a problem evenwhen using the unit as a zero-phasetransformer.Low power consumptionPower consumption is less than 100 mV A,allowing the unit to operate continuously for upto 40 hours on a single 6F22 (006P) battery.

2.1 Preparations1. Remove the rear cover and insert the battery.

(Refer to "Chapter 3 Battery Replacement".)2. Press the POWER key to turn the unit on.

Verify that all segments of the display light upbriefly. Then the model name is shown, and thebar graph indicates the battery condition for asecond.

3. The AC current measurement mode is activated

Note that a value of several tens of amperesmay be displayed when opening or closing theclamp sensor, or when changing the electriccurrent range. This is not an error. It may takesome time for the display to return to zero.However, starting measurement before thedisplay returns to zero will not affectmeasurement.

3. The effective value (RMS) of the leak current isshown on the digital display. The selectedcurrent range is shown at the bottom of thedisplay.

【Checking for insulation faults】Normally, for a E (PE) grounding installation ofa transformer, the measurement will first bemade to check for overall circuit leak current inthe ground lead (a). Current changes can beused to diagnose the leak current condition.When leak current has been detected, themeasurement should proceed from the powersource towards the load, using overallmeasurement.

1. If an insulation fault in the wiring has occurredat position A in the illustration, leak current willbe detected at position b using overallmeasurement, but not at position b'.

2. If an insulation fault in the load equipment hasoccurred at position B in the illustration, leakcurrent will be detected at position c usingoverall measurement, but not at position c'.

3. For detection of intermittent leak currentconditions (such as only when a certain piece ofequipment is operating), the use of a levelrecorder will be helpful.

【Changing the display characteristics SLOW】If the indicated current value fluctuates rapidlyand is hard to read, you can select a slowerupdate rate (once every 3 seconds) by pressingthe SLOW/Hz key.The key cycles through the following modes:

【Bar graph display BAR GRAPH】

The current range display can be switched tobar graph operation. The bar graph shows therms value of the measured current.The bar graph display refresh rate is "FAST" (4times per second).

2.3 Filter Function FILTERThe widespread use of switching power suppliesand equipment incorporating inverter technologycan cause harmonics to be superimposed onthe leak current waveform.

The recording function can be used to displaythe maximum display value, minimum displayvalue, maximum/minimum average, and theinstantaneous value.

1. Press the RANGE key to select the currentmeasurement range.

2. Press the MAX/MIN key while measuringcurrent with the conductor clamped. The RECindication flashes and the maximum, minimum,or average value for the period starting whenthe key was pressed to the present point can bedisplayed. The instantaneous value can also bedisplayed. Only one of these values can beshown at any one time, but the other values arekept in memory.

While HOLD is shown, the elapsed time is notincremented. Also if the clamp sensor isremoved from the conductor for easier reading,the minimum value will not return to zero.Pressing the HOLD key once more causes theHOLD indication to go out. The recordingfunction resumes, and REC flashes again.

When APS is displayed, the auto power-offfunction is active.If no key is pressed for about 10 minutes, theunit turns itself off automatically.Immediately before turning off, the APSindication flashes and a beep tone is heard forabout 30 seconds.Pressing any key except the POWER key willextend the powered state for another 10minutes.To disable the auto power-off function, holddown the HOLD key while turning the unit onby pressing the POWER key. To clean the product, wipe it gently with a softcloth moistened with water or mild detergent.Never use solvents such as benzene, alcohol,acetone, ether, ketones, thinners or gasoline,as they can deform and discolor the case.The minimum stocking period for replacementparts is five years after end of production.For information regarding service, pleasecontact your dealer or the nearest HIOKIrepresentative.If the unit is not functioning properly, checkthe battery. If a problem is found, contactyour dealer or HIOKI representative. Packthe unit carefully so that it will not bedamaged during transport, and write adetailed description of the problem.
