This refers to your above letter vide which you have submitted the Bidding Documents, cost estimates & drawings of contract KC-12, KC-13 & KC-14 for our comments.

Although these contracts are not included in our scope of Consultancy Services (Amendment No. 4) however our comments on above documents are as follow.

1. Project formation may ensure that administrative approval for these works has been accorded by the Competent authority and has allocated proper funds for execution of these works.

2. The estimates of these works be technically sanctioned by the Competent authority.

3. Standard Form of Bidding Documents (Civil Works) (to be used for estimated value of more than Rs. 25 Millions) will be applicable.

4. Prior to Bidding, these documents be got vetted from General Manger (C&M) and General Manger (CCC).

5. Completion period for Contract No. KC-14 is 90 days therefore price adjustment under clause - 70 (Condition of Contract) will not be applicable.

6. As per general practice, Volume-I mainly includes Instructions to Bidders, BOQ Appendixes, Part-I : “General Conditions of Contract” and Part-II: “Particular Conditions

of Contract” while Volume-II includes Technical Provisions & Specifications and Volume-III includes Drawings.

7. Project formation must ensure that Drawings have been issued or vetted by Central Design Office (CDO) WAPDA Lahore.

8. At page (6) of “Invitation for Bids” category of license issued by the Pakistan Engineering Council (PEC) be mentioned.
