Annex D. Availability of Tools1. INTRODUCTION Millicom International Cellular is a leading mobile services network provider, with presence in America, Africa and Asia. The company provides mobile services in 17 countries, six of them in Latin America (Guatemala, El Salvador, Honduras, Colombia, Bolivia, and Paraguay), using GSM and UMTS technologies.Millicom Latin America, is currently providing UMTS cellular telecommunications services in Latin America countries, and is planning to contract an End-to-End UMTS Network Planning and Optimization Consultancy Service, for its 3G/HSDPA Huawei platform network, so that a more efficient and optimal UMTS network with a specific focus on increasing network capacity and improving end-to-end performance is acquired. Knowledge transfer during all above activities will be a high priority.This document intends to supply all the required information for providers to present their offers according to MIC requirements and needs.

(a) Purchaser means Millicom Intl and all its Operators in LA countries.

(b) Provider means the individual or firm who intends to supply the UMTS Network Planning and Optimization Consultancy Service.

GOALS AND OBJECTIVES Millicom Intl. desires to contract UMTS Network Quality Optimization Services from a world class and experienced 2G/3G Network Consulting Services provider, that can provide high quality engineering consultancy services in the area of UMTS network planning and optimization, working in a team oriented, KPIs improvement and knowledge transfer challenging project environment, resulting in performance improvement of Tigos UMTS network by meeting certain KPIs and by transferring all necessary knowledge to Tigos technical staff to keep a continuous optimization and planning process. (ref. 5. Requirements, 6. Performance Metrics)The UMTS Network Quality Optimization Consultancy Service shall be quoted* for a four months period which can be extended depending on Purchasers decision; price per additional month shall be quoted.* Colombia will have a special situation under which, eventually will be required for Engineers to travel around the country, cities that could apply are: Bogot, Medellin, Barranquilla, Bucaramanga, Cali y Cartagena. For all other countries, Engineers will be based in the Capital City.

For considering the Project (meaning this, the Consultancy Service) as successful it is necessary to define performance metrics (KPIs) that will through the whole process indicate the progress and final results of the UMTS Network Quality Optimization Services provided, the achievement of these performance metrics (KPIs) will be tied up to a defined percentage of the Consultancy Service payment. (ref. 6. Performance Metrics)Appropriate optimization procedures and guidelines must be created (meaning this, leaving all these procedures and guidelines in written documents) by Provider to address both initial and continuing optimization and planning. The Provider must equip Tigos technical staff with processes and best practices that can be utilized immediately as subscriber growth and capacity limitations are observed and as introducing new or upgrading existing network elements.Another objective of this Project is to give Tigos technical staff the ability and skills to optimize and troubleshoot our own network independently, the achievement of this objective will be reached by the on-job training methodology that shall be applied by provider during the Consultancy Service period. (ref. 4. Training)The Consultancy Service shall start in a reactive mode immediately, correcting problems that are affecting Tigos network performance already. Then switch to a proactive mode, anticipating tomorrows potential problems and correcting them now before they impact the network performance and subscriber perception of the services.

Improve market perception of network, resulting in less subscriber churn and reduce the number of customer complaints. Improve network capacity and quality through optimization, while helping to minimize OpEx and CapEx. Improve the engineering teams efficiency in planning and optimizing the UMTS network. Meet all the performance metrics (KPIs) to consider the project successful.

Nokia Siemens Networks: Compliant3. ORGANIZATION The Consultancy Service focuses especially in three main areas:

Overall (KPIs) network quality improvement and target meeting (Optimization) Dimensioning (Planning)

Knowledge transfer (On-job training and Processes Documentation)Provider must assign a project manager that will be in charge of: Planning, organizing and leading of the Consultancy Services resources and activities, jointly with Tigos Project PM.

Responsible for the overall success of the project.

Present the detailed work plan, under which the consultancy service will develop.

Present the weekly reports. (ref. 5. Requirements). Present valuable information to all Tigos technical staff about the current status and possible improvements in the future, monthly. Keep close track and monitor of the complete project progress.

Distribute Providers engineers, in order to priories the activities and tasks that will have more impact in the network performance in agreement with Tigos PM.Nokia Siemens Networks: Compliant3.1 Engineers Profile Provider assigned personnel must have the skills to perform the contracted services from day one of the Consultancy Services.

Provider shall guarantee the continuity of personnel assigned to the project, avoiding constantly personnel rotation.

Provider must send all Engineers Curriculum Vitae so that Purchaser can review and approve the Engineers profile.

The Purchaser reserves the right to ask for Engineer(s) change at no cost to Provider, in case the Engineer(s) during the process develop consultancy service in a non satisfactory way.

Staff shall be proficient in English and/or Spanish. Provider assigned personnel must have enough skills for most of Tigos portfolio of tools, (Annex D. Availability of Tools). It is required knowledge transfer on optimal use of the tools, best practices on how and which inputs are required to obtain the best and more efficient output results.Nokia Siemens Networks: Compliant

3.1.1 Expert Engineer

Have at least 10+ years of experience in lead/expert technical roles in GSM/CDMA/UMTS Radio Network Planning and Optimization.

Practical experience/knowledge of end-to-end Radio Network Planning/Optimization skills for UMTS/HSDPA systems, including dimensioning, nominal planning, RF design, parameter tuning, and KPI monitoring/improvement. Team leading/network planning and optimization project management experience.

Model Tuning experience.

Experience with Huawei UMTS Networks is mandatory.

Knowledge of specific Huawei UMTS parameters, counters and KPIs. Knowledge of Huawei UMTS troubleshooting, monitoring and optimization tools such as Huaweis M2000 and LMT. Knowledge of most Huawei features functionalities, operation, and capabilities.

Strong and deep knowledge of 3GPP UMTS protocols and call flows. Inter-RAT optimization and fine tuning for multivendor technologies, preferably if 2G Ericsson 3G Huawei (GT, HND, ESV and PY), 2G Siemens 3G Huawei (CO), 2G Huawei 3G Huawei (CO and BO) inter-RAT experience.

3.1.2 Senior Engineer

Have at least 5+ years of experience in execution/implementation in technical roles in GSM/UMTS Radio Network Planning and Optimization.

Practical experience/knowledge of end-to-end Radio Network Planning/Optimization skills for UMTS/HSDPA systems, including dimensioning, nominal planning, RF design, parameter tuning, and KPI monitoring/improvement.

Experience with Huawei UMTS Networks.

Knowledge of specific Huawei UMTS parameters.

Knowledge of Huawei UMTS troubleshooting, monitoring and optimization tools such as Huaweis M2000 and LMT.

Knowledge of 3GPP UMTS protocols and call flows.

Tigo will provide a workspace for the consultant engineers and will give access to internet and land lines, during the project. Tigo will provide Drive Test Teams that consists of individuals who perform network monitoring and data collection through drive test on planned routes, if Tigo considers that the drive test teams are not enough according to the required activities Tigo will consider to hire the drive test services from Provider. Tigo will provide Configuration Change Teams that consists of individuals who implement the corrective measures such as tilting, change of azimuths, height or antenna type. If Tigo considers that the configuration change teams are not enough according to the required activities Tigo will consider to hire the services from Provider.Nokia Siemens Networks: Compliant

4. TRAINING (ON-JOB) Upon completion of the Consultancy Services Provider must ensure that Tigos technical staff have a good and solid knowledge and can reuse similar optimization and analysis criteria that lead during the process to an optimized, efficient and high performance network, as new network elements are upgraded or introduced. Knowledge transfer during all activities will be a high priority.The on-job training must include the following:

Evaluate together with Tigos technical staff, the overall performance of the radio network during the first stage of the Consultancy Service.

Daily interaction and on-job training of Tigos technical staff in all processes/themes related to /Planning/Optimization/Troubleshooting (ref. 5. Requirements). All the implementations in order to improve performance shall be executed by Tigos technical staff (by the generation of a WO that supplies all corresponding information (impact, rollback plan) about the changes to be done), under consultant supervision when necessary in order to strengthen the knowledge transfer. Provider shall make sure that all radio planning and optimization Tigos technical staff understands all activities made and after be able to do the same work on their own later. Provider shall be open to attend some 2G consultations/questions that Tigos technical staff might have.

Main issues discovered or that come out during the Consultancy Service must have a formal presentation indicating the diagnosis, detailed analysis, probable solution and results obtained. Provider shall document all suggested and implemented changes and procedures, their purposes, results and further actions to be followed in the future for improvement.Agreed topics based on specific needs shall be presented and discussed with Tigos technical staff to strengthen knowledge, this sessions will be conducted during the period of the Consultancy Service with a schedule to be mutually agreed between parties. Main topics to be discussed are, but not limited to:

5. REQUIREMENTS A detailed work plan for the first stages and complete process shall be presented, analyzed and agreed upon during a kickoff meeting held on the first day of the Consultancy Services period. Tigo proposes to use the following 4-stage process:

Audit: Is an initial stage that provides a quick network audit (health check) to determine whether a further detailed assessment is needed. From this initial audit it is expected for provider to deliver the following:

Report on main problems affecting the network performance with possible causes as solutions. Report on Tigos KPIs definition consistency, with possible new definitions and sustainable reasons for the changes. Report on Tigos UMTS Network Design, showing all main capacity/dimensioning problems that are affecting the network performance (Iub, CE, Power and Code congestion)

Report of the Tigos network performance status, presenting the actual KPIs status for the whole network.

Analyze: Is a detailed study of the existing network infrastructure. The result will be a detailed report of: Causes and solutions for all main problems found in the audit stage.

Main problems and deficiencies found on Network Design, and all possible solutions to get into Re-Designed network that can offer better performance.

Analysis of causes and solutions for the worst cluster list, presenting an optimization plan for them, and also for the rest of the clusters.

Tune: Is the stage where changes that came from the analysis and audit stage are executed in order to have maximum gain from identified optimizations.Monitor: Is the stage where the improvements that came from all previous stages are shown, kept or roll backed.Upon completion of the Consultancy Services provider must ensure that the improvements, optimization techniques, changes and all related procedures that lead to an optimized network can be applicable as new network elements are upgraded or introduced.In this initial stage, the main focus will be Radio Network Planning/Optimization/and Troubleshooting. In all cases, every recommendation, changes, suggestions shall not degrade performance on any existing network (either 2G or 3G).Nokia Siemens Networks: Compliant

5.1 FOCUS AREAS 5.1.1 RADIO NETWORK PLANNING5.1.1.1 DIMENSIONING

The target of this dimensioning phase is to estimate the required site density and site configurations for the area of interest. Initial RAN planning activities should include the following: Radio Link Budget Coverage Analysis

Capacity estimation (including necessary hardware equipment and software licensing quantities) and finally

Estimation for the amount of sites needed to comply with a well dimensioned network.

Other activities that shall be covered, but not limited to are:

Planning for location of new sites (NodesB) Planning for re-location of existing sites

Traffic hot spot analysis and solutions

Coverage and capacity forecasts

Establish processes and routines for efficient network planning

Capacity Analysis

Location Area dimensioning for better paging and location update performance

Traffic forecast handlingFrom this Dimensioning stage the derivable documents are expected to be:

- Dimensioning plan for supporting the actual UMTS traffic, including (sites location, quantity of elements for: NodeB: Iub, CE, Codes Tree, HSDPA Codes, Power, RNC: IuPS & IuCS) according to actual traffic profile and statistics.- Dimensioning plan for supporting forecasted UMTS traffic, including (sites location, quantity of elements for: NodeB: Iub, CE, Codes Tree, HSDPA Codes, Power, RNC: IuPS & IuCS) according to forecasted traffic profile and statistics.- Written documents of processes and routines for efficient network planningNokia Siemens Networks: Compliant

5.1.2 RADIO NETWORK OPTIMIZATION

Radio Network Optimization aims to improve performance with an emphasis on all areas and KPIs included in this scope of work: Coverage and Interference: to ensure satisfactory coverage performance in terms of sufficient pilot RSCP and pilot reception quality and keeping pilot pollution at a minimum level.

Service Accessibility: The ability to obtain the service when requested.

Service Retainability: The ability of the System to maintain the service once obtained, for the requested period of time.

Service Integrity: The degree to which a service is provided without excessive impairments, once obtained.Optimization per service will be prioritized according to local market conditions including HSDPA services, PS-R99 services, voice services and video call, considering service penetration and KPI affectation. Maximizing 3G coverage is a main requirement.Information from drive test and post-processing will be used as an input for optimization procedure mainly focused to verify special conditions (such as high drop call rate and so on ), that have some difficulty on being spot at statistics. Provider is in the obligation to solve all problems that might come from drive test inputs, especially if the drive tests cover main avenues, or high importance areas.The role of optimization is to provide automated or manual means to improve the performance of the network. Furthermore the task of optimization is to understand and translate the relationship between measured network performance and set QoS targets. The performance in 3G shall be a coverage-capacity-quality trade-off management. In all cases, every recommendation, changes, suggestions shall not degrade performance on any existing network (either 2G or 3G).Main optimization issues to be treated during the Consultancy Service period, but definitely NOT LIMITED TO, are: Analyze traffic and performance statistics to resolve network performance problems UL interference problems

Analysis of Features that can show big improvements in the network.

Some special configuration will come out from actual traffic trend and services utilization, these special configurations but not limited to:

Adjustment in the I-RAT parameters (considering if a cell is in the 3G coverage border or not, and other special situations)

Adjustment of Call Admission Control algorithm CAC parameters according to current load in order to avoid as much as possible service rejections.

Adjustment of Load Control algorithm parameters according to current load in order to avoid as much as possible service rejections.The purchase of features that Provider thinks are necessary or that will bring improvement to the network will be a decision of the Purchaser to implement or not. The implementation of new features will not be conditioned to the KPI improvement. Provider shall reach the KPI targets with the current implemented features in each network.

From this Optimization stage the deliverable documents are expected to be (but not limited to):

- Written documents of processes and routines for efficient optimization processes (agreed upon kickoff meeting, and some can be asked during the Consultancy Service period).- Written documents for Best Practices.

- History of changes

- KPI results comparing final value obtained vs baseline

5.1.3 RADIO NETWORK TROUBLESHOOTING

In some cases it is needed instead of an optimization routine a troubleshooting routine, troubleshooting main problems in actual 3G network, but not limited to are:

HSDPA unknown failure causes

IRAT unknown failure causes

HSDPA/R99 suddenly lost data connections

False Iub congestion shown

High RTWP values

Also customer claims need to be attended. These customer complaints will be managed in two different ways, common and VIP complaints.

Common complaints: Customer complaints will initially be an input for focusing the first areas that need optimization to be done, due to the importance of Tigos Users experience. Tigos technical staff will require the Providers support when necessary in order to solve the Customer Complaint, keeping the overall performance of the network. It shall not be a case that for solving one single customer complaint a whole area will suffer degradation in performance. VIP complaints: they will arrive thru an internal channel with VIP classification; Tigos technical staff will deliver the report including problem description and address. Consultant shall solve the problem in no more than 3 days, in conjunction and with the help of Tigos technical staff, having all the drive test and field visit support. When the case is solved it is necessary to create a report that shows the changes done and how consultant reached to the conclusions and solutions. VIP customer will be defined as follows: Customers with many phone accounts that generate high ARPU, Customers that can state a highly respected and influenced negative or positive opinion about the service performance, Internal Tigo customers such as VP, Directors and Managers, areas with high concentrations of users such as important avenues or malls.6. PERFORMANCE METRICS

6.1 KPIs Definitions and Granularity KPIs based on statistics will be calculated using the formula:

Formula 1.1Where [CN] and [CD] are sum and/or differences of Cell Level counters aggregated for N cells (this N cells number will be the number of cell belonging to a cluster) over P time intervals, not necessarily contiguous.

PIs are additional Performance Indicators that may be requested by Tigo to understand further why a KPI target is not reached. PIs based on statistics are typically calculated using the same type of formula as above.Nokia Siemens Networks: Compliant

6.1.1 Cluster KPIs

The KPI granularity that will be handled during the Consultancy Services period is Cluster granularity, meaning this that the KPIs targets meeting shall be in a Cluster basis.Clusters can be classified as following; each cluster classification will have its own KPI targets to be met:

RuralTigo will provide a list of the clusters, their corresponding cells and their corresponding classifications (Annex B).

The Cluster KPIs are defined using the formula above (Formula 1.1), meaning this that the aggregation shall take in account the complete cluster (sum of cells belonging to the cluster) individual busy hour.

6.1.2 Busy Hour

For each day of the week, for each cluster, the Busy Hour (BH) should be defined using maximum traffic volume formula:

6.2 Key Performance Indicators (KPIs)

The RAN (Radio Access Network) KPIs that will be used to measure the performance of the UMTS Network during the Consultancy Service period can be defined into three different groups:

Service Accessibility: The ability to obtain the service when requested.

Service Retainability: The ability of the System to maintain the service once obtained, for the requested period of time.

Service Integrity: The degree to which a service is provided without excessive impairments, once obtained.

The specific formulae definition for each KPI are presented in Annex A, although some changes in the formulae definition may be approved by Tigo when the formula auditing stage is being done and consultant proves that the new formula definition is more consistent and accurate that the one presented in Annex A.Each Cluster shall achieve all the KPIs targets stated in this document (by the ending of the Consultancy Service period) to consider a fully commitment and comply.Nokia Siemens Networks: Compliant

7. PENALTIES PERCENTAGE___________________________________The following penalty percentage table will apply:

- If some clusters cannot meet the KPIs target due to external causes not attributable to Providers responsibilities i.e. congestion, Tx failures, RNC failures, external interference, these clusters will not be taken in account in penalty percentage.

- If any cluster cannot meet the KPIs target in the Consultancy Service Period, the corresponding penalty percentage will be retained, in order to get the 100% of the payment Provider might extend the Consultancy Service period at no charge for MIC and after all clusters KPIs are meet the penalty percentage retained will be paid so 100% of payment is completed.

8. OPTIONAL REQUIREMENTS MIC might be interested in contracting these other requirements, so please quote separately in a monthly period length.

Formulae Verification and Redefinition

The goal is to verify if currently implemented formulae reflect user experience, including all necessary causes associated to KPI and not include unnecessary counters. If any KPI doesnt comply with such considerations a new formula shall be proposed, having a strong background for the new proposal changes. Also proposal of new KPIs reports that can help to determine problems in the network shall be proposed.Drive TestQuote price per month per drive test team including:
