Sanitary and social measures,he said, are the orders of the day; and who under-*stands their details better than the doctor'? Everyweek wve find the want of a high professional voicein Parliament. Such absurd and calumnious non-sense as that spoken by Lord Ellenborough oughtto have been answered on the spot where it wasspoken, and at the moment. It is no great credit toour leaialatinig authorities that it was allowed to passwithout explanation or rebuke. Surely some onemight have told him, that all hospitals in Indiaare under the superintendence of European practi-tioners.
WE are requested to state the manner in which theapproaching, ballot for members of Council of RoyalCollege of Surgreons is conducted. The names ofthe six candidates are printed in a balloting-paper;the names of the three old memnbers at the top, andthose of the three proposed new ones beneath them.Fellows, in balloting, must be careful not to leaveinore than three names on the list they put in thebox. If only one or two names be erased from thelist, leaving five or four nanmes on it, such ballotingpaper will not be countpd. Any Fellow, however,may, if he please, vote for only one or two names.He is not compelled to vote for three. The ballottakes place at 2 P..r. precisely, and is generallyclosed at or before 3.
WE have great pleasure in publishing, in anothercolumn, a letter from M3r. Samuel Lanie, on the sub-ject of professional intercourse with homeeopaths.IIr. Lane therein says: "I have always refused tomeet homoeopathic practitioners, and shall continueto do so, believing as I do that those who adopt acontrary course of conduct are guilty of a derelic-tion of duty to the patients, to the public, and tothe profession."
The students of the University of Liege have invitedto a grand university fete the students of all theother Belgian universities, and for this purpose havedespatched deputations to the different universities.Their enthusiasm received a temporary check atLouvain; the Rector there had forbidden the stu-dents to take part in it.-M. Larrey has presentedto the Academy of Mledicine, in the name of Dr.Tholozan, a treatise on Auscultation, Percussion,and Palpation, written and printed in the Persianlanguage.-The Bvlletin Thfrapeutique recommends,as the best vehicle of santonine, simple syrup. Thesantonine is first of all dissolved in a little alcohol,and then added to boiling syrup.

SinR-I think if you had waited for my reply, putb-lishle(d in the Lancet of last week, to the charge con-tained in Dr. Chambers's Clinical Lecture, you would nothave given insertion to the letter of M.D., Univ. Edin.,M.R.C.S., L.S.A., in your JOURNAL of 22nd of June.
I ama totally unacquainted with the writer of thatletter, unless it be a MIr. C-, who consulted mne tenyears ago, and who at that time was in the legal, andrnot in the inedical, profession. Assuming that this isthe same person, I never received a farthing from himafter he became a medical student, although he fie-quently consulted me. By hiis owvn statement, it appearshe was under mny care from Oct. 1851, to June 1855;and, during that time, the whole amount of the feespaid to muc was not more than £28. It was I who re-commended hilm to study medicine, in order that hemight satisfy himself that the view I took of his casewas the correct one. He went to Edinburgh at myrecommendation, and also to Germany. I have lettersfrom hiim during his residence at both these places,which would shewv the case in a very different lightfront that in which he now wishes to represent it. Itis now two years since the samne person commiencedan action against mue for the repaynment of the £28fees, which he dared niot continue. At that timDe. I wasseriously unwell; and, although ordered to leave in Oc-tober for Nice, I remiained in England, at considerablepersonal risk, until January of last year, and wouldadmlit of no compromise of the case. Since that timiieI have not heard anything more from hirm or his soli-Citor, except, when the latter was applied to for hisclient's address, he stated that he did not know whereto find him. Why, let me aslk, if this person had aniycharge to bring against me, did he allow so many yearsto elapse before I hear(d from himi? and whly, if he couldsubstantiate his clharge, did hie not proceed witlh hisaction, anid not abaindoin it when he was confident ofsuccess? The facts speak for themselves, anad requireno comment from me. Who can be satfe if, after thelapse of so m-iany years, suchl disgraceful clharges arepermlitted to be circulated, reflecting discredit and dis-honour upon professional character and reputation?
I must appeal to your sense of justice, to insert myreply in your next publication.

last year, I wavs consulted at my own house by a patientresiding in Ileading,, wlho was suffering, from stone inthe bladder. I was afterwards introduced 1)y him to Dr.Guinness, as his ordinary medical attendant. I had noprevious knowledge whatever of thie latter genitleman.I visited my patient at Reading several times, and per-formed the operation of lithotrity. The case was treatedby ine in conjunction with Dr. Guinness; and the reme-dies which I thoulght it necessary to suggest were sup-plied in the usual doses, vithout any comiment or objec-tion on the part of either Dr. Guinness or of the patient.Nothing was said by eitlher the onie or the other, whichcould leadl me to suppose that Dr. Guinness waas in thehabit of treating this or an)y other patient on lioimlceo-pathic principles; nor had I the slightest svspicioni thatsuclh was the case.

Sin,-In his letter in your JOURNAL of the 15th inst.,Sir. Bickerton says of the homoeopatlic mnedical officersof Liverpool voltunteer corps that "had they possessedthe honesty to declare their belief and practice .... theywould never have had the lhonour of serving in HerMajesty's forces"; and he deeply regrets "1 that the lord-lieutenant of the county should have been so muchmisled as even to sanction the very questionable pro-priety of submitting the name" of such to Her Mla-jesty (!)By the former expression he, of course, insinuates
that they had the dishonesty to hide the nature of theirbelief and practice. Now this is a charge which I callupon him to substantiate, if he has the honour of a pro-fessional man. There are, I believe, only two home-

HEAVY RAIN-FALL. During a heavy thunderstorm inBirmingham on June 20th, it is stated by Mr. Plarlt,that rain fell to the depth of 1-17 inches. This tremen-dous fall of rain is upwards of one-third of the averagefall for the entire monti of June for seven years, whichis 306 inches. The storm began at 9 A.M., and lastedfour hours.ROYAL COLLEGE OF PHYSICIANS OF LONDON. The
following bye-laws were finally enacted at the ComitiaMajora held on Tuesday, June 25th.-1. " Any Can-didate who has already obtained the degree of Doctor orBachelor in Medicine at an University, after a course ofStudy and an Examination satisfactorv to the Examinersappointed by the College, shall be exempt from all partsof the Examinations hereinbefore described, exceptsuch as relate to the Principles and Practice of Medicineand Midwifery."-2. " It shall be lawful for the Ex-aminers to recommend to the College that any Candidatefor the Licence slhall, for reasons to be fully stated insuch case to the College, be exempted from any of theRegulations hereinbefore prescribed for admission intothe order of Licentiates."'-At this Comitia the followingofficers were electe(d for tlIe ensuing year:-Censors:Dr. Copland, Dr. A. Inglis has been electedin his place."-The same journal also speaks of us inthis way: "1In the same way is the British MedicalAssociation itself edified by its chosen schoolmaster,the same newspaper squib or hoax being used with thesame view by that functionary, to cultivate amicablerelations in matters medical between the two countries.Under the head of ' Examples of Ignorance', we haveanotber version of the same storv retailed to the readersof the BRITISH MEDICAL JOURNAL in the usual strainof flippant vulgarity which is found so agreeable in thatquarter."THE MEBISMERIC INFIRMARY has had its annunal meet-
ing of friends and supporters. MIr. Monckton Milnes,M.P., presided. The report was most voluminous, 175patients bad been treated during the year. Many, how-ever, had absented themselves after a few MTesrnerisa-tions, not having thie means to attend. There had beenincreased support given to the infirmary. One of themembers of the Council, Mr. Adolphus Kiste, had diedduring the past year. He was a great Mesmeriser, andhis death was considered a great loss. Owing to thesmallness of the funds, it was impossible to receivefifteen applicants who were waiting. The report furthercontained a number of instances where, a cure or reliefhad been made by means of Mesmerism, in cases ofepilepsy, neuralgia, stammering, rheumatic gout, in-sanity, etc. ( ! ! ) The Chairman stated that he felt thegreatest interest in the sygtem of the infirmary, and hetrusted that before long the prejudices which were stillharboured against it would be removed. The infirmarydid not lihave, as was believed, patients for the purpose,as was shamefully circulated, to practise upon, but, bypractical use of Mfesmerismi, to relieve the sufferers byphysical means, employed discreetly and properly. Hemade some allusion to the treatment which it was statedthe late lamented Count Cavour had received.

INQUIRY INTO DEATHS FROM ANxieSTHETICS. Mortonand his patented letheon seem to stand in the way ofhonest medical inquiry concerning the fatal effects ofanmsthetics. Threatened on the one hand with legalprosecutions for using ether, and on the other hand beingnervously anxious not to be again entrapped into an en-dorsement of the greatest of modern charlatans and im-postors, the Chairman of the Boston Committee finds itnecessary to promulgate the following notice and as-surance. The practical importance of Dr. Hodges in-quiries shouid elicit faithful replies to his circular.-"Boston, May, 1861. The undersignefl, Chairman ofthe Committee appointed by the Medical ImprovementSociety of this city, to investigate alleged deaths fromthe inhalation of sulphuric ether, desires to assure theprofession that the investigations of that Committee arenot of a partisan character, and have no relation what-soever with the so-called ' ether controversy.' As animpression exists at a distance fiomu here that the cir-culars wlhich have been so largely distributed by themhave some connexion, either antagonistic or friendly,with the measures at present being taken in favour ofDr.W. T. G. Mlorton, this denial will, it Ihis hoped, sufficeto convince those gentlenman to whom they have beenaddressed, that nao ulterior miiotive is concealed, and thatno use, other than that stated in the circular, viz., toprove or disprove the absolute safety of inhaling puresulphuric ether, will be made of their replies. NEGRO LONGEVITY. The New 0O-leans Medlical anzdSurgical Journal gives the following instances of lon-gevity, gathered from the census rcturns of 1860: Cor-nelia Leslie, a negress, aged 125 years, -as born inGeorgia; has a distinct recollection of the war of theRevolution. The woman, although so far advanced inyears, is remarkably healthy and strong, and walkshalfa mile every Sunday to attend chulrch. She is the slaveofher own son, who is a free negro. Boubacar La-barre, born in Africa, died in New Orleans, aged 112.Lizzy Gray died at the age of 127. Her physician, inthe Edgefield Advertiser, says, that "she was importedfrom Africa during the Revolution, after having bornefourchildren in that country. Shle was eduicated inheryouth under the inifluence of MIIohammedan tenets, andalthough she uliited herself many years ago to the Me-thodist Chuirel, she ever said that Christ' built He firstchuireh in Mecca, and He grave was da.'" Gov. Black-snake, the " old Indian," died at the advanced age of123 years. He was probably, beforehis death, the old-est Indian living. He was in the French war previousto the Revolution ; also in the Revolutionary war, andsided with the Americans. In the list of interments re-corded by the sexton for the last week, was that of acentenarian, a negress, Milly Lamar, whohad reachedthe advarncedage of 145 years. This negresshad beenthe mother of thirteen children, three of whom were

born before the Revolutionary war. George, a negro ofVirginia, died aged 120. A female slave of F. Hurtell,of Mobile, died aged 110.
DISREGARD OF THE LAWS OF HEALTH. MIr. Simon,the medical officer of the Privy Council, has made hisannual report on the proceedings of the year 1860. Oneof the duties of the Courncil under the Public HealthAct is to institute special inquiries in cases of local out-break of disease, and give advice to the authorities onthe spot with a view to remedial and preventive measures,and this course was adopted last year in several instanceswhere leaky drains and cesspools infecting both waterand air induced or fed typhoid fever, aggravated in somecases by defective ventilation in cottages with "w indowsmnade not to open." As an instance of what is still goingon we take the case of Bedford, a town which has dou-bled its population within the last thirty years, and whoselarge school foundations make its healthiness a mzatterof unusual importance. Unhappily it is the autumnalhabit in this town to suffer from typhoid fever; everyyear there are about thirty deaths from fever and diar-rhieal diseases, implying that some hundreds of personsare attacked by them more or less severely. The causewas not found at all difficult to ascertain. In the valleyof the Ouse, which flows through the town, there is aconsiderable deposit of porous alluviumii, which containssoakage water-lanid water on its passage to the river;and it is this water that fills the wells of the town. Butcesspools unfortunately are almost universal, and theyare constructed so that the liquid may soak away from-them rapidly into the surrounding soil, a local Act " for-bidding the drainage of any cesspool matter into thesewers." The wells from wlhieh the inhabitants drink,mostly shallow, are frequently in close proximity to thesecesspools. The sewers and drairns, also, are described asnot properly constructed, and in some instanices ofsewers at little depth, foul liquid filters througih theminto the cellars of houses, In shiort, almnost the entiresystem of sewers, drains, and cesspools is one of per-colation and saturation of the subsoil ; and it is almnostimpossible, with the liquid refuse of 13,013)0 people con-stantly passing into such a limited body of water as isin these few feet depth of gravel, that any portion of thestupply could escape more or less pollution. When Bed-ford would be charitable "a cup of cold water" is cer-tainly not the tlbin'I it should give away. Specimenstakern from thlree different wells were examined by P'ro-fessor Miller, and he reported that they must have beenderived "from a source largely contaminated with de-caying animal matter." Mr. Sim-ron remarlks that, to anyone conversantwith medical science, it canl only be mat-ter of surprise that Bedford has not suffered imoreseverely from the diseases which depend on exerem-lentalinfection of air and water,; but the im-portance of thecase depelnds less upon the amount of illness that hasbeen actually unidergone than upon the danger stillhanginig over the population that, under not improbablecirculmstances, Bedford mayn sudcldenlv become the seatof some very violent outbreak of disease. It is a strikingexamiiple of the distance to wlich foul matter will travelthrough this poroIus subsoil, that the water in some wells500 feet froni the gasworks has been iound so impregnatedwith soakage from gas-tar refuse as to be unusable; anditmust be remembered that injuriousmatters in solutionin the liquid of cesspools are not removed by filtrationthrough gravel, however bright the water imay become,anid that typhoid fever, like mnalignantcholera, is one ofthe great group of diseases wlhich infect the ground.M1r. Austin, the principal engineer of the Local Govern-ment Act Office, reports thatnothing but anew arnd cora-plete system of drainageaend water supply will bring thetown into a proper state, but that there wouild be no diffi-culty whatever in the execution of the works. The Cnesarean operation, craniotomy, etc., as manyformer niumbers of the JOURNAL can testify, have engaged myattention. I think that the life of the infant in ittero is held oftoo low value by British obstetricians, not oilly in cases ofdeath of a pregniant woman, but also during labour. I am veryglad that 3ou devote your leadinlg articles to subjects of physio-logical aud practical initerest. There are debateable questions inall the departments of medicine, and to try to settle them is a
most desirable object in, a journalist."

" I trust that Mr. Fergusson will be ableto clear himself satisfactorily to the profession, or I fear he willstand a bad chance at the ensuing election; and I should besorry to find such an ornament to our profession excluded fromits Council by what may only have been a little indiscretion onhis part."
H. G.-A correspondent, signed Obstetricus, makes an impoatantmistake in the last number of the Mledecal Times and Gaoette.. Itshould, I thinlk be pointed out. lie has misunderstood Naegele.Instead of Naegele's telling us to subtract three months andeight days, he tells us to subtract three months and add sevendays. 15. The subscription to the Association shall be One Guineaannually; and each member on paying his subscription shall beenititled to receive the publications of the Association of the currentyear. The subscriptions shall date from the1st of January in eachyear, and shall be considered as due unless notice of withdrawal begiven in writing to the Seeretary on or before the 25th of Decemberprevious. If any member's subscription remain unpaid twelvemonths after it shall have become due, the publications of theSociety shall be withheld from such member until his arrears bepaid.

The name of no member shall remain on the books of theAssociation, whose arrears extend over three years; but theomis-sion of the name from the list of members shall not be deemed,either in honour or equiity, to relieve anly member from his liabiltyfor the subscriptionisdue for the period during wlhich he has availedhimself of the privileges of membership.
