TRANSCRIPT
India's food security policy has a laudable objective to ensure
availability of food grains to the common people at an
affordable price and it has focussed on enabling the poor to
have access to food.
According to a Study, by 2020 India will have to increase its
agricultural output by more than 340 million tonnes in the
face of increasing demand by a growing population. Thus,
the Second Green Revolution truly has to emerge as a
prominent Agricultural Revolution, which will effectively
cater to the overall growth of the Agricultural sector, and the
Indian economy as a whole. This time there needs to be a
rapid change in not only crop yields but also in the other
sectors of agriculture that include cash crops, animal
husbandry, horticultural products, dairy, fishery. This will
truly help India grow and sustain the growth momentum

There is clearly a need for a renewed focus on improving productivity. At the same time to step up the growth ofallied activities livestock, fisheries, etc. and non-farm activities like infrastructure, sorting and grading, processingand packaging, etc that can help improve value addition. Integrated Development of Food Crops, including cereals,agriculture mechanization; soil health and productivity; development of rain-fed farming systems; integrated pestmanagement; market infrastructure; horticulture; animal husbandry, dairying and fisheries etc. need special focus toensure food security and global competitiveness.
The current focus on developing rural infrastructure particularly rural roads needs to be maintained, as it would go along way in providing connectivity that is essential for movement of agricultural produce. The irrigation sectorrequires a renewed thrust both in terms of investment as also modern management. Planning must ensure Conceptto Completion Projects should have definite timelines is need of the hour.
There is a need to narrow the gap between producer prices and consumer prices through proper marketing support.The development of marketing infrastructure and storage and warehousing and cold chains and spot markets thatare driven by modern technology will go a long way in addressing this need.
