The demonstration will be a short video – if all the technical equipments work proper.

LOVISA – (the new case management system)

Main objectives

The system will contribute to good quality case handling in the court. It shall ensure efficient accomplishment of the cases in the courts and contribute to good quality in case decisions

The system will replace all functions in today's computer system (except system for registration of land, enforcement system and accounting system).

The system is to be given a number of new functions in order to increase public service and higher accessibility

The system is to be prepared for delivering and receiving information from other court systems and other external parties (police- and prosecuting authority).

the judicatory function, such as: Lovdata (containing both internal Norwegian sources of law, and CELEX – EU-law), Hudoc (sources from the European Court on Human Rights) EMD, Ea§yfind (a more complete data base of sources in labor law, contract law and several other legal fields), Karnov (Norwegian Karnov and EU-Karnov) + decisions and rulings of the local court

- Standard documents of different types of decisions, rulings, standard letters, library of legal phrases (continually updated by a group of judges) that judges can apply if they so choose

- Better integration and interface between data bases of sources of law and word-processing programs/applications (Office products) making it easy to implement text elements and other types of information in judgments, decisions, rulings and court orders

- Access to a complete range of relevant data bases of current sources of law, for instance:

- Better interface/integrations with other data systems for instance that of the Prosecuting Authority (in Norway there is not an inquisitorial system but a complete separation on powers between the Judiciary and the Prosecution) so that for instance indictments, and judgment conclusions can be imported/exported

Decision making support for court administration, such as:

Improved leadership through a more powerful management tool that offers:

- A broader, more versatile and differentiated information on incoming cases, handled cases, backlog, and running resource consumption

- A better integration between the management tools and the economy management system

- More efficient courtroom allocations systems

- More updated tracking information on the state of affairs in all cases by electronical logging

Today's situation – in the transition between basic solution framework ends, and the phase of construction of

initial delivery commences Basic analysis of basic concepts such as for instance definitions

of words and phenomenons as case/trial, claim, categorization of different types of cases, case numbering systems and so forth

Mapping of and visualization of case flow charts for most court case processes

Verifying system demands functionally and technologically and ensuring a common understanding of this among the two contract parts

Clarifying the system relations to registers externally and permanent

Achieving a realistic founding and project budget - that enables us to reach the set of goals we are obliged to reach

Making the budget authorities understand the direct correlation between financial resources and qualitative results

Making the Justice department decision- makers keep focus on the importance of the projects success for the courts futural working situation – at at time where both the courts and the administrative body for the courts are subjects to substantial transition

Making our own personnel, particularly judges, devote a sufficient amount of time to the project

Unite the ingenuity and creativity of an engineering environment with the intellectual capacity of a legal/judicial environment of clerks and judges
