    Sector: The sector of activity was captured by using an open-ended question in the MM

    interviews. The answers were subsequently coded into the NACE rev. 1.1 and NACE 2

    classification at the 4 digit level.

    Size: Establishment size was captured with an open-ended question, followed by a 5-

    category closed question (10-19; 20-49; 50-249; 250-499; 500 and more), for those who

    weren’t able to provide an exact figure.

    Age: The age of the establishments was asked using a closed question with 4 answering

    categories: ‘less than 2 years’; ‘2 to 9 years’, ‘10 to 49 years’ and ’50 years or more’.

    Particularly, the first category contains relatively few cases.

    Following initial analysis of the matrix, we collapsed sector and size into broader categories.

    However, even after collapsing these variables as well as collapsing the variable on age into two

    categories the threshold of five establishments per cell was not reached in some countries.

    Considering the relative importance of the three variables for analysis it was decided to omit the age

    variable (AYERSOP) and thereby enable the inclusion of sector and size in both datasets.

    The 4 digit NACE rev1.1 and NACE rev2 codes were collapsed into six categories:

    The information on establishment size was collapsed into three categories: ‘10-49 employees’, ‘50-249 employees’ and ‘more than 250 employees’. This information on sector and size can be provided for most establishments, without any disclosure risk. However, in certain countries, certain sectors are too small. Therefore, the information in sector was further collapsed into two categories:

    For a relatively small number of cases, information on sector will only be provided on this more aggregated level. The MM questionnaire contains quite a number of questions asking for a proportion of employees meeting a certain criterion. Respondents were allowed to answer these questions by providing an indication of the number of employees rather than the number employees. In order to avoid that the exact size of establishments could be derived from these variables, only constructed variables are providing that present the information for all cases as a percentage of employees. Tables 1 and 2 indicate for the MM and ER datasets, which variables were omitted – as compared to the questionnaire – and which constructed variables were added.

    Omitting cases

    In the technical report it was outlined that a specific approach was followed for selecting

    establishments providing public services (NACE Rev 2 categories ‘O – Public administration and

    defence; compulsory social security’, ‘P – Education’ ,and ‘Q – Human health and social work’) due to

    the unavailability of reliable sampling frames and reference statistics. This unavailability of reference

    statistics also prevents us from assessing the confidentiality risk for these cases. Consequently, it was

    decided to omit these cases from these versions of the dataset.

    3rd ECS, 2013 coding activities – 1overview

    1.1 The coding process

    The coding process was divided in two phases: the test phase and the actual coding phase.

    The aim of the test phase was to be able to provide coders with some initial experience, so that

    they were able to communicate any difficulties they might have encountered, either when

    using the coding system or during the coding process. This phase has served much like an

    online distance training. Another important goal was to standardise the principles of coding:

    for coders between countries; between coders within each country and Gallup. This was

    achieved by the parallel coding of verbatims by the coders of each country, and then by

    Gallup, followed by the comparison and evaluation of the codes assigned by local coders and

    by Gallup.

    When all the experiences and issues of the test phase had been discussed and clarified, coders

    progressed to the “actual coding phase” and coded all the verbatims, uploaded for them, that

    were collected during the fieldwork. Coding was first undertaken in NACE Rev2 and then in

    NACE Rev1.1 (the list of available NACE codes per country can be seen in Annex A). This

    process covered the bulk of the coding, however, in cases where there were issues, these were

    then addressed and clarified in the next step.

    1.1.1 Test phase

    The three main steps of the test phase were:

    1. Triple coding of the first (at least) 50 verbatims in NACE Rev.2 and in NACE

    Rev.1.1

    2. The comparison and evaluation of the assigned codes

    3. Agreement on the final code

    1.1.2 Coding phase

    Agreed-on final codes of test items, were uploaded into the coding profiles (one profile for

    each country), -which were used for coding all the data. From this point onwards, each

    member of the local coding teams used the same profile to code the remaining items (the

    coding system made it possible to use the same profile simultaneously from different

    computers, without the risk of accidentally double coding an item).

    Additional documents prepared by 2Gallup for the coding process

    A Coding manual was prepared by Gallup to send to partners. This document included the

    process of coding, as well as guidelines to Gallup’s Web-based multilingual coding system.

    The manual included: a summary of the main steps of the coding process; content and

    functionality of the coding program; a guide including screenshots on how to use the coding

    system and the measuring agreement between codings. The Coding manual was sent to all

    partners before the start of the coding process.

    3.1 Comprehensive access to all the materials

    Coders had comprehensive access to all the materials needed for coding, such as the coding

    manual as well as country specific access to the coding system and national coding profiles -

    all of these including NACE 2-digit and 4-digit local language codebooks.

    3.2 Content and functionality of the online coding system

    3.2.1 Content of the online coding system

    The coding system included the open ended responses given to question ECS MM Q21 for

    each country - in their own coding profiles. All local coding profiles included NACE 2-digit

    and 4-digit local language codebooks.

    3.2.2 Functionality of the online coding system

    The following outlines the main functions of the coding system: The system included a text

    searching option for open ended answers. Also built into the system was the possibility of

    sorting by any of the main variables (ID, Q21), in addition it included the function of selecting

    multiple and later modifiable items to be coded.

    Two levels of coding were to be found in the coding system. The first level, involved choosing

    the appropriate 2-digit category, the other was to then choose the 4-digit category from a

    restricted list. Additionally there was the possibility of adding a comment to each encoded

    item, as well as the opportunity to view and re-code already encoded items.

    4.1 Selection of coders

    Coders were selected by national research directors and were tested during the test phase.

    Later, during the main coding phase, the best coders were selected to complete the coding in

    all countries. The selection was based on national project managers’ and Gallup’s suggestions.

    Each of the coders were trained by local project managers, using the Coding Manual provided

    by Gallup. The Coding Manual can be found under Annex B.

    4.2 Summary of coder training by country

    Coder trainings were organized and held by national project managers before starting the

    coding process. The Coding Manual provided by Gallup, served as a guide for both project

    managers and national coders. In some cases, if the first batch of test coding did not prove to

    be satisfactory (ie. the two independent local coders and Gallup adjudication achieved less

    than 80% matching), coder trainings had to be repeated. The Coding Manual used in coder

    trainings can be found under Annex B.

    As mentioned previously the nature and operation of the test phase was similar to a distance

    online training.

    The aim of the test phase was to be able to provide coders with some initial experience, so that

    they were able to communicate any difficulties they might have encountered, either when

    using the coding system or during the coding process.

    Another important goal was to standardise the principles of coding: for coders between

    countries; between coders within each country and Gallup.

    chapter 5.4.

    5.1 Triple-coding

    For each country, the first 50 items (test items) of preliminary data were translated into

    English, and these items were coded (as 2 and 4 digits) independently by two members of the

    local coding teams (for the original language) and by one Gallup coder (for the English

    translation), in NACE Rev2 profile. This process has resulted in three independent codes for

    NACE. All three coders were familiar with the very same coding instructions and guidelines,

    and used the same information for coding. The assumption was that there would be no (or only

    slight) differences in the codes assigned by local coders and Gallup, and between the two

    coders of the same country.

    5.2 Feedback about agreement levels of triple-coding

    The three independent codes assigned by local and Gallup coders were compared, and the

    percentage of agreement was calculated.

    Test-coding comparisons were documented in the form of Excel files for each country. These

    files contained: the percentage of agreement measures up to 4 digits and the coded test items

    (by all three coders) together with the other relevant variables for coding.

    The files made it possible for coders to see their codings, as well as the original verbatims

    (local language and English translation) side by side, and thus, were able to identify the

    reasons behind discrepancies.

    5.3 Adjudication

    The differences between codings were discussed (in the form of exchanged comments

    recorded in the coding comparison excel files) by local and Gallup’s coders, until agreement

    had been reached on final codes of test items and on the coding principles. Other possible

    reasons for coding differences (such as translation problems) were also identified, discussed

    and recorded. Gallup’s objective was to make coding and interpretation of certain categories

    and cases, as uniform as possible. In the case of country specific categories, hard-to-classify

    occupations, or occasionally in cases of unclear verbatim responses, suggestions by the

    countries were considered and accepted.

    As a further practice, after the above exercise, another batch of cases (typically another 50)

    were double coded by the countries’ local coders. These were also compared and sent back to

    the local offices to check.

    5.4 Coding agreement levels by country during the test phase

    Inter-coder agreement has been measured by calculating percentage agreement measures up to

    2 and 4 digits between codings. This measure has been chosen because of its ease of

    interpretation, and because the main argument against its use (i.e. not taking agreement by

    chance into account) is not applicable when the number of codes is sufficiently large as is the

    case with NACE codes.

    5.5 NACE Rev 1.1 and Rev 2 Coding

    NACE coding has been undertaken in 2 and 4-digit categories. Firstly, Q21 verbatims were

    coded according to the NACE Rev2 code book. When this was completed, recoding into

    NACE Rev.1.1 codes were performed, (partly automatically and partly manually) by the

    partners, by choosing the appropriate code from NACE Rev.1.1 codes. This process allowed

    coders (in the course of NACE Rev1.1 coding) to be able to change the initial NACE Rev.2

    code assigned, if it seemed inappropriate.

    5.5.1 NACE Rev 2 coding

    Q21 verbatims were uploaded in batches, coders had to code cases in 2 and 4-digit categories.

    The list of 2 digit NACE Rev2 codebook by country can be found under Annex C, while

    5.5.2 NACE Rev.1.1 coding

    Coding into NACE Rev.1.1 has been achieved in a semi-automated fashion in the coding

    system:

    About 50 percent of 2 digit NACE Rev2 codes could be converted

    automatically into Rev.1.1 codes, using the conversion tables provided by

    Eurostat.

    In the cases where the correspondence was one-to-many (meaning that an

    answer fitted to more than one code), the coding system offered the relevant

    Rev.1.1 options to coders, on the basis of the Rev2 code already being in the

    system.

    The remaining items – which for example had country-specific Rev.2 codes –

    were coded manually in excel spreadsheets, directly into NACE Rev1.1.

    In case coders had found that the initial NACE Rev2 code was wrong, they

    could recode these items in both NACE Rev.2 and NACE Rev.1.1.
