    LIPA is prim arily for end u sers benefit , to allow access to localresident ial or corporate ne tw ork t hrough a 3GPP device

    LIPA service does not need to be t ransparent , but t he enduser m ay have to select LIPA access

    LIPA pro vides access fo r IP capable UEs that are conn ected via

    a H(e)NB sub system (i.e. using H(e)NB radio access) to o t her IP

    capable entit ies in th e same residential/ ent erprise IP netw ork.
