The fighting Seabees of World War II are still landing on the shores of foreign countries and territories. Today, however, in keeping pace with a more modern Navy, the Seabees are supporting guided missile squadrons, nuclear submarines, giant aircraft carriers, advanced electronic and nuclear programs in addition to naval and air bases. The question "what are the Seabees" has been asked many times. The best definition is: "A Seabee is a soldier in a sailor's uniform with marine combat training doing a civilian job at W.P.A. wages." There are all kinds of people in the Seabees - from boys fresh from the farm

to men with master degrees from our leading universi­ties. They come from all walks of life, but, most im­portant, the Seabees are a team, highly skilled in tech­nical fields. They can do anything up to and includ­ing stringing a telephone

line, constructing a bridge or a nuclear reactor, re­pairing a lady's wrist watch with a Stillson wrench, or pitching hay with a one prong fork. Seabees have many mottos. One is "Can Do." Give the Seabees a job, any job, and before the order is completed, work has been started. Another motto is, "We Fight, We Build." The M-14 rifle and other weapons are as familiar to the Seabee as the ham­mer and wrench. We can and will defend our con­struction projects. No ship, station, or unit can live only in the past. That's why every day presents new challenges to the officers and men of MCB ONE. Hard work, long hours, separation from family and friends are but part of the challenge that makes every man assigned to MCB ONE feel 6nd know that he is a member of "The First and The Finest." And so, to you, the Sea­bees of MCB ONE, we proudly dedicate this Cruise Book.

COMMANDING OFFICER

CDR Robert H. Miller, USN, accepted command of U.S. Mobile Construction Battalion ONE at formal Change of Command ceremonies held 20 June 1962 at Davisville, Rhode Island. CDR Miller relieved LCDR Charles M. Howe who was transferred to the Armed Forces Staff College at Norfolk, Virginia. Prior to reporting aboard the battalion June 12, CDR Miller was assigned to the Of­fice of the Chief of Naval Operations, Washington, D. C. While there he headed the Military Construction Section for the Director of Naval Communications. CDR Miller began his Naval career in 1944 when he entered the U. S. Naval Acad­emy at Annapolis, Maryland. He graduated from the academy in 1947 with a Bach­elor of Science Degree and received his Bachelor's Degree in Civil Engineering from Rensselaer Polytechnic Institute in 1951. In 1955 CDR Miller received his Master's

Degree in Civil Engineering from Princeton University. He is a member of the Sigma Xi, Tau Beta Pi and Chi Epsilon honor societies. His military awards include the World War II Victory Medal, American Campaign Medal, Navy Occupation Service Medal (European), National Defense Service Medal, Korean Service Medal and the Navy Expert Rifleman Medal. He is the son of Mr. and Mrs. Glenn W. Miller of 160 Berkshire Road, Waterloo, Iowa and is married to the former, Miss Wanda Weglarz of Columbia Street Extension, Cohoes, New York. They are the parents of one daughter, Huntley.

EXECUTIVE OFFICER

LCDR Merritt F. Armatrout, CEC, USN, is a graduate of Illinois Institute of Technology. Upon graduating, he was commissioned as a line officer and served for five years in this capacity. Transferring then to the Civil Engineering Corps, LCDR Armatrout served as Assist­ant Base Civil Engineer at Norfolk, Virginia and was attached to the Public Works Department at Fallon, Nevada prior to reporting to USN MCB ONE. He is the son of Mr. and Mrs. Paul F. Armatrout of Lima, Ohio and is married to the former Joyce Reinmuth of Chicago, Illinois. LCDR and Mrs. Armatrout have three children- Linda, age seven, and Jeff and Greg who are twins, age five.

During the past two years I have found first hand why MCB ONE retains the motto of "The First and The Finest." The pride, hidden spirit, endurance, willingness and, above all, the ability to rise to the occasion when things appear at their worst, de­scribes well the men of this battalion. These attri­butes are not given to each new man iP. a package when he arrives but rather they are developed pri­marily from the examples set by the older men in the battalion. Each and every man has a right to be proud of his association with any unit which does the best of its ability on every occasion. I am proud to have been a part of this unit and I look forward to reading and hearing of your accomplishments in the future. Both the officers and men have made my tour a most pleasant experience and I hope we have an opportunity to work together again in the future . For your assistance, hard work and excellent co­operation I say, thank you.

This yearbook commemorating the activities of MCB ONE during 1963 covers a period which saw a number of new "Firsts" added to the already im­posing list of achievements of "The First and The Finest." Foremost among these new accolades were: First mobile construction battalion to be awarded the Navy Unit Commendation, and first Seabee unit ever to be so honored for peacetime operations. First mobile construction battalion to receive the Navy "E" for battle efficiency. First battalion to receive the ComCBLant Athletic Trophy ("Commodore's Cup") for excellence in varsity and intramural competition. And though not a Seabee "First," MCB ONE re­ceived for the first time the Peltier Award, presented annually by the Society of American Military En­gineers to the construction battalion selected as the best in the entire Navy. Accomplishments such as these by the men of MCB ONE epitomize not only that "Can Do" spirit made famous by Seabees the world over, but also ex­emplify that extra determination and effort, that desire to do just a little bit more than our best, which have earned and upheld our reputation as "The First and The Finest."

ACHIEVEMENTS 1962-1963

HTHE FIRST AND THE FINEST"

MCB ONE RECEIVES NA VY UNIT COMMENDATION FROM UNDER SECRETARY PAUL B. FAY

By attaching to the colors of Naval Mobile Construction Battalion ONE the streamer emblematic of the Navy Unit Commendation, the Honorable Paul B. Fay, Under Secretary of the Navy, climaxed a year of achieve­ment and recognition for the Seabee Unit. The Unit Commendation, presented 6 January during ceremonies at the U. S. Naval Station, Rota, Spain, was awarded to MCB ONE "For exceptionally meritorious service . . . in connection with operations in Antarctica," in recognition of the performance of the Battalion during its deployment to the Antarctic from October 1961 to March 1962. Secretary Fay also presented the Navy Com­mendation Medal to Chief Construction Mechanic James E. Jones, USN, for his extra-ordinary efforts in keeping equipment operative during the Antarctic deployment in spite of severe weather, extreme cold, and shortages of spare parts. Among the accomplishments of MCB ONE during the period of the citation were the construction at Mc­Murdo Sound of the first Nuclear Power plant in Antarctica, construction of operational and support facili­ties at McMurdo, Hallett, and New Byrd Stations, and the preparations of topographic surveys for these stations and Pole Station.

NAVY "E" FOR EFFICIENCY

In ceremonies at the U. S. Naval Construction Battalion Center, Davisville, Rhode Island on 24 May 1963, U. S. Naval Construction Battalion ONE received the Novy "E" for efficiency and the Peltier Plaque for 1962. The Novy "E" was presented to MCB ONE for being selected as the "Best of Type" for 1962. During competi­tion year 1962, MCB ONE installed a nuclear power plant in Antarctica and performed construction work in Rota, Spain; Argentia, Newfoundland; Sigonello, Sicily; St. Thomas, Virgin Islands, and Bermuda. MCB ONE received the Novy Unit Commendation for their work during the Antarctic deployment. The "Best of Type" award is presented to the "outstanding Atlantic Mobile Construction Battalion" each competitive year.

THE PELTIER AWARD THE PELTIER AWARD is a bronze medallion mounted on a plaque named for the lormer Chief of Civil Engineer Corps and Bureau of Yards and Docks, Rear Admiral Eugene J. Peltier, CEC, USN (RET.)

The winner of the award is selected by the Bureau ol Yards and Docks for two Seabee battalions selected as "Best of Type" in the Atlantic and Pacific Fleets by their respective Service Force Commanders. Pacific Fleet entry this year was MCB ELEVEN.

The Peltier Plaque is awarded to U. S. Naval Mobile Construction ONE for 1962 in recognition of the outstanding professional and military ability of the personnel of Mobile Construction Battalion ONE during the battalion's de­ployments to Antarctica and the U. S. Naval Station, Rota, Spain. "The difficult climatic and environmental condi­tions overcome, ingenuity exhibited, and the standards established, displayed, and maintained by the personnel of this battalion are exemplary and have reflected great credit upon them and their organization. This entire effort which has won them this award for 1962 has been in keeping with the highest traditions of the United States Naval Service," reads the citation.
