40th Annual Conference and Business Meeting A great time and fun filled weekend was had by those that attended the 40th Annual Conference and Business Meeting that was held at the Best Western Regency Inn in Marshalltown on April 13-14-15, 2012. Immediate Past President Ed Seggerman was the conference chairperson. The Board of Directors meeting was held on Friday morning, allowing all of the board members to help set up for the conference on Friday after- noon. Later in the day, as the other guests arrived, many were able to greet old friends that they had not seen since the last conference. Friday evening, everyone was able to meet in the ISRLOA hospitality room and visit and enjoy the company of those that they may not have seen since the last conference. Music, karaoke and dancing on Friday evening was provided by Kus- tom Karaoke, a DJ from Winfield, IA. Many also enjoyed some of the local restaurants in the Mar- shalltown area. Saturday morning began with registration and the opening ceremony. President Charles Shela- barger opened the 40th Annual Conference and Business Meeting by calling for the presentation of the colors by the West Des Moines Police Reserve. Curtis McIntosh gave an opening prayer. After welcoming everyone President Shelabarger then introduced Conference Chairperson Ed Segger- man, who then welcomed everyone to Marshall- town. Marshalltown Mayor Pro-tem Bethany Wirin, ISRLOA founder and 1st President Robert Schu-bert and Marshall County Sheriff Ted Ka-matchus. The morning’s activities finished with dis-trict meetings and the annual business meeting, which included reports of officers, business of the association and the election of a new 3rd Vice President. The Saturday afternoon seminar presented by Larry Hahn and the topic was “An Introduc-tion to the Concepts and Application of Force Science Principles.” Saturday evening began with the annual banquet. Guest speaker was Story County Sher-iff Paul Fitzgerald, who is the President of the National Sheriff’s Association. After the ban-quet everyone was entertained by Comedian/Magician Keith West. Special awards were presented to Des Moines Reserve Officer John Carter, Cedar Falls Officer Bobby Wright and ISRLOA Secretary-Treasurer Dan Brandt. Sunday morning started with a brunch, at which time the new 3rd Vice President, Amy Johnson of West Des Moines PD was intro-duced. The trophies from the 2011 shoot were presented to the winners by ISRLOA Chief Range Officer Ted Kamatchus and Shoot Chair-person Scott Mack. The conference was well attended and many enjoyed an educational and fun-filled weekend. Once again, exhibitors were on hand to show the latest equipment in law enforcement. The ISRLOA also had display tables showing many highlights of the association from the last 40

BOBBY WRIGHT RECIEVES AWARD of EXCELLENCE

In presenting Cedar Falls Reserve Officer Bobby Wright the ISRLOA “Award of Excellence”, Presi-dent Shelabarger commented, “on the evening of September 12, 2011, while on patrol with a full time officer, they were sent to a report of a runner down in cardiac arrest. Upon arrival chest compressions had begun and you assisted by giving breaths. The other officer then prepared the AED and did initiate a shock as advised. A short time later the victim was breathing on his own. “ Paramedics advised that this was a text book save and you helped initiate life-saving CPR exactly as you have been trained. Cedar Falls Police Chief Jeff Olson said “this officer deserves to be recognized for his excellent dedication to duty and overall outstanding perform-ance during this incident. His actions bring great credit upon himself, his training, 2nd shift patrol and the Cedar Falls Police Department.” Tonight we would like to honor Cedar Falls Re-serve Officer Bobby Wright with the ISRLOA “Award of Excellence” for his actions in saving the life of the high school runner.

DA� BRA�DT RECIEVES DISTI�GUSHED SERVICE AWARD

The Iowa State Reserve Law Officers Associa-tion surprised retired reserve officer and Secretary-Treasurer Dan Brandt with its Distinguished Service Award Saturday during the group’s annual confer-ence. The conference returned home to Marshall-town for its 40th anniversary. Brandt and Bob Schubert, now a Marshalltown City Council member, were instrumental in estab-lishing the reserve association. “It has been a journey to bring reserve law en-forcement forward in a professional manner. And we have accomplished that. But there is still more to do,” Brandt said. Charles Shelabarger, ISRLOA President, said the group has only given the award recognizing time and effort to promote the advancement of the re-serve law enforcement six times in its 40-year history. “It’s not something that is handed out like pan-cakes,” he said. As an unpaid volunteer, Brandt regularly lobbies on behalf of reserve officers, traveling to committee meetings at the Capitol, Shelabarger said. Because of his continued involvement, Brandt has been a fountain of knowledge on what works best for reserve officers, he said. “We wouldn’t be where we are today without him….He pretty much means everything (to the ISRLOA). He has been there to fight all the big battles,” Shelabarger said. “He, more than anybody, gives of his time and talent.” Capt. Mike Hanken of the Marshalltown Police Department said Brandt and reserve law enforcement are inextricably tied to each other. A person can’t talk about one without mentioning the other. Hanken said the MPD applauds anyone who commits to their community by taking time away from their busy schedule—many of them from the families—to do ride-alongs. Brandt has always been the first to answer the call of duty, he added. “No matter what time of day or night, Dan could always be relied upon,” he said. “That is the true testament of a volunteer.” Brandt has always been at the forefront of reserve legislative measures, Hanken said. The reserve officers owe a lot of their legitimacy to him. “It’s kind of humbling,” Brandt said. “I appreciate the honor and recognition.”

JOHN CARTER RECIEVES DISTINGUISHED MERIT AWARD

In presenting the Distinguished Merit Award for Reserve Officer John Carter, President Shelabarger said, “On the evening of August 28, 1011, this re-serve officer was on patrol and responded with other officers to an accident of a vehicle on it’s side and actively ablaze. Without regard to their own personal safety, each officer put themselves in harm’s way and worked with the others as a team. Working in close prox-imity to the fire and knowing the vehicle could ex-plode at any moment, officers broke out a back win-dow to rescue one of the victims while other officers climbed on top of the vehicle to pull the second vic-tim out a side window. Still others fought the fire with fire extinguishers, going back time after time to retrieve additional extinguishers from the patrol cars on the scene. After moving both victims clear of the intense flames, he and other officers continued to render aid to the victims until fire medics arrived on the scene. Without his efforts, the two victims who were res-cued could have sustained significant injuries or been fatally injured. Tonight we would like to present Des Moines Reserve Officer John Carter with the ISRLOA “Distinguished Merit Award” for actions that endan-gered his life while saving the life of someone else.”
