The Railways, which has assigned Insti- tute of Engineers, Banga- lore Chapter, as a consult- ant, may call global ten- ders inviting agencies in- volved in bodily moving structures or houses. Though such an exercise has not been undertaken in India, there are a few agencies in the US, Switzer- land, Australia and Canada that have moved churches and Tipu's armoury to be shifted in one piece houses. However, moving this two-century-old struc- ture could be tricky. The brick and lime armoury, which is 150 metres wide with walls up to 1.5 metres thick, weighs around 1,200 tonnes and is embed- ded 10 feet in the ground. The Railways abandoned the idea of acquir- ing land adjacent to the armoury owing to the prohibitive price the land owner was entitled to. The Railways is awaiting a report on the methodologies and tech- nology to ensure safety of the struc- ture from the Institute of Engi- neers in a couple of days after which it will invite tenders for the relocation. The doubling work has been delayed since the project in- volved multiple agencies like the Railways, State Archaeology Department and the Archaeo- logical Survey of India (ASI). In 2010, the ASI stepped in and suggested moving the armoury 200 metres away. However, the Railways approached the Infra- structure Development Department and Kannada and Culture Department and decided to consult various agencies in the interest and sentiments of the people. Over the top‘Colourful' is a word much associatedwith elections in India. The ElectionCommission of India has just rein-forced that association, and also givennew meaning to that phrase ‘pink el-ephants' — no longer is it an allusiononly to alcohol-induced visions, or thefantasy land of ‘Dear Jessie' in theMadonna song.

But seriously, can there be the slightest doubt that theEC's order to cover up all statues of Chief MinisterMayawati and those of the elephant, her Bahujan SamajParty's election symbol, in election-bound Uttar Pradeshwith the politically neutral pink-coloured cloth or plasticsheets falls in the OTT category? The order is supposedto “ensure that these statues do not influence the minds ofthe electors, disturbing the level playing field” during theelection. What the cover-up has done is to ensure muchmore attention to the OTT statues than they would havereceived otherwise. There are other misgivings. The EC'sorder goes back to a 2009 petition asking it to freeze theBSP's election symbol on the ground that the statues, be-ing put up at the time at public spaces using public funds,would jeopardise free and fair elections. Disposing of thatpetition in 2010, the Commission — whose mandate toenforce the model code of conduct does not kick in untilthe election schedule is announced — promised to take“appropriate steps” at election time to ensure that the stat-ues would not give the BSP an “unfair advantage” overother parties. For the 2004 general election, it had orderedthe covering up of hoardings of Prime Minister Atal BehariVajpayee on national highways refurbished by the BJP-led National Democratic Alliance government. The Janu-ary 8 order is even more bizarre.Let us consider the argument that the decision to erectpermanent stone images of the BSP's symbol using pub-lic funds was a deliberate and pre-planned act by ChiefMinister Mayawati, and hence needs to be neutralised.The problem is that there are no legal grounds to stop theBSP, or any other party, from erecting in non-election sea-son its symbols or statues of its leaders all over the coun-try. Especially in States that have produced charismaticmass leaders, there are countless statues of icons thatthe fortunate parties, whether in government or in the op-position, can play up during election season. Not that thereis any persuasive evidence that this makes a real differ-ence to poll outcomes. Petitions against the Mayawatigovernment questioning the use of public funds for self-serving partisan ends are pending before the AllahabadHigh Court and the Supreme Court of India. What the Elec-tion Commission must learn to do is understand the limitsof its power, even in election season, keep off the grass,and leave the matter to the people's court. (Agencies)

For them, 'the showboy of the Congress', wasthe biggest stumbling block in arriving at a unanimity over theidea of Pakistan among the Muslims.

Azad’s contributionto azaadi forgotten?

Soon it became clear that AbulKalam was a genius and a rebel whostrove, though quietly, to develop hisown identity. He learned Hindi,Bengali, English and a couple of for-eign languages and delved into his-tory, geography, philosophy, cul-tures, physical sciences and litera-ture. By the time he was around 10years of age he had started writingpoetry in Urdu. Though in his teens,he had already made a name as awriter and journalist of whom thestalwarts of the day were in awe.

He also thought that the best way to reach out to the Mus-lims and change their attitude towards foreign rule was tolaunch a newspaper. Thus the weekly Al Hilal was born in1912. It took the country, especially the Muslims, by storm.Within a short span of time its circulation grew to over25,000, a phenomenon never heard of in Urdu journalismtill then. While the young minds started getting attractedto the ideology of Maulana Azad, the old guard put up astiff resistance. The British Raj, disturbed by the influenceAl Hilal and its editor was gaining, decided to ban the news-paper. Undeterred, he re-launched Al Hilal with a newname, Al Bilagh. That too was not tolerated. Al Bilagh was

outlawed and Maulana expelled fromBengal and interred in Ranchi. Thiswas the time when Gandhiji had notarrived on scene. They met in 1920and a strong bonding ensued.Maulana Azad was only 35 years ofage when in 1923 he was elected asthe president of the Congress. Hesaid it does not matter much if swaraj(independence) is delayed but hewould not give up on the Hindu-Mus-lim unity because if that is broken itwill be the loss of entire humanity.Maulana Azad was elected presidentof the Congress again in 1940. Evenwhen the Congress leadership hadbegun to believe that partition of thecountry was imminent, Maulana Azaddid not budge. Maulana Azad be-lieved in pluralism and proved hispoint through Islamic texts. He be-lieved in multi-culturalism, communalharmony and tolerance and spokeand wrote about them endlessly. Shallwe throw a scholar-leader likeMaulana Azad who looked into thefuture of India so clearly, into oblivionor shall we follow his footprints? The Hyderabad Metropolitan Development Authority (HMDA) hascommenced work and is planning to complete the four-lane overbridge by May.Although the project got off the blocks back in March 2007, issuewith clearances from SCR and administrative and financial prob-lems held up work. As per the original deadline, the over bridgewas supposed to have been ready by August 2008.The delay has seen construction cost escalate to Rs 47 crore fromthe original budget of Rs 24.38 crore. The HMDA has sought ad-ministrative sanction for the revised plan for the bridge. "SCR gavethe clearance for the revised foundation drawings a week ago; thesuperstructure drawings are still awaiting clearance by them. Workon the 30 metre track portion will be taken up by HMDA undersupervision of railway engineers," HMDA chief engineer. (TOI)

The JNNURM funds were sanctioned by the urban developmentministry in 2005 under the ̀ Save Musi’ (Musi Revitalisation Project)that included the construction of retaining wall from Moosarambaghcauseway to Chaderghat causeway, sectioning of the Musi riverfrom Nayapul to Muslim Jung bridge, provision of promenadesbetween Shivaji bidge and Muslim Jung bridge including landscap-ing and repairs, restoration of bridges and provision of roads, cul-verts, drainage, footpaths and tiles to the north and south corri-dors of Musi. Apart from this, to maintain the water level in theMusi, two rubber dams, one opposite the AP High Court and an-other opposite Salar Jung Museum are being constructed. Now,with the Centre slated to release the funds under JNNURM for thefourth quarter, the GHMC has asked the state level coordinator ofAP Urban Finance and Infrastructure Development Corporation(APUFIDC) to consider the construction of the two rubber damsand other works under JNNURM and release the funds for thesame. 400 p.c. rise in fake currency circula-tion, says Finance ministry report

As fake currency continues to be pumpedillegally into the country, a latest governmentreport states that there has been a 400 percent increase in such counterfeit transac-tions in Indian’s financial channels.The report, compiled by the Financial Intelligence Unit (FIU) underthe Union Finance Ministry states that during 2010-11 financial year(till March 2011), the agency detected. “4,23,539 incidents of FakeIndian Currency Notes (FICN) with a face value of over Rs 35 crore.”Such reports, called Counterfeit Currency Transactions (CCRs) in financial terms and sent by public and private sector banksto the FIU under provisions of the Prevention of Money laundering Act (PMLA), were 1,27,781 incidents during the 2009-10fiscal. The menace of fake currency being stealthily introduced in country’s banking and other financial sectors are reportedregularly and the extent of the evil again came to the fore recently when a Delhi Police Special cell team seized fake currencywith a face value of Rs 2.24 crore and arrested two persons. The FIU report also revealed that the Rs 500 denomination notesbear the maximum brunt of counterfeiting in the country.
