Mandate 376 Objectives

● “to harmonise and facilitate the public procurement of accessible ICT products and services by identifying a set of functional European accessibility requirements for public procurement of products and services in the ICT domain, and”

● “to provide a mechanism through which the public procurers have access to an electronic toolkit, enabling them to make use of these harmonised requirements in procurement process.”


Mandate 376 Phases

● Phase 1: “Inventory of European and international accessibility requirements and assessment of suitable testing and conformity schemes”

● Phase 2: “Standardisation activities”


Mandate 376 Phase 1

● Results: 2 reports (2008)● CEN WG: standards for conformity

assessment, existing conformity assessments and schemes, …

● ETSI TF: ICT products and services bought by public procurers, accessibility standards, functional requirements (+ gaps), ...


Mandate 376 Phase 2

● Joint Working Group (JWG) of CEN, CENELEC and ETSI to manage Phase 2

● Two teams:● ETSI specialist task force (STF) focuses

on the accessibility requirements themselves

● CEN/CENELEC team creates guidance material and an online toolkit


Mandate 376 Phase 2

● Joint Working Group approves the TR (Technical reports) and EN (European Norm)

● EN also goes through formal adoption process● triple logo: CEN, CENELEC, ETSI

used in the creation of EN 301 549● “provides additional explanation to

assist users of the EN with clarifications and supporting information about measurement methods, particularly where no globally agreed test presently exists”

for ICT products and services● Discusses a few European directives

that are relevant to procurement● D4:

● D5 ( toolkit)→● discusses existing toolkits, describes the

scope of the toolkit, audience and requirements gathering for the toolkit, and content and structure of the toolkit.
