    SUPERINTENDENT’S REPORT

    Superintendent Pat Fitzgerald was elected President of the Camden County Association of School Administrators for the 2019-2020 school year.

    Members of the board of education submitted their board of education self evaluations for the 2018-2019 school year, as well as their goals for the 2019-2020 school year.

    Board Secretary’s Certification.

    1. Board Secretary’s Report in accordance with 18A: 17-36 and 18A: 17-9 for the month of April 2019. The Board Secretary certifies that no line item account has been over-expended in violation of N.J.A.C. 6A:23A-16.10 (c) 3 and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year and inserted on page 535-A through 535-T. 2. Reconciliation Report in accordance with 18A:17-36 and 18A:17-9 for the month of April 2019. The Reconciliation Report and Secretary’s Report are in agreement for the month of April 2019. 3. Board Secretary in accordance with N.J.A.C 6A:23A-16.10 (c) 2 certifies that there are no changes in anticipated revenue amounts or revenue sources. 4. Board of Education Certification – pursuant to N.J.A.C. 6A:23A-16.10 (c) 4 We certify that after review of the secretary’s monthly financial report (appropriations section) and upon consultation with the appropriate district officials, that to the best of our knowledge no major accounts or funds have been over-expended in violation of N.J.A.C. 6A:23A-16.10 (b) and that sufficient funds are available to meet the district’s financial obligations for the remainder of the fiscal year.

    BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that the

    school business administrator/board secretary be authorized to issue purchase orders to the lowest

    responsible bidder on all annual supplies and equipment that have properly bid upon and are within budget

    allocations and report same to the board of education at the August and September 2019 board meetings.

    9. To approve the following resolution.

    BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that the 2019-2020

    Chart of Accounts, as filed with the board secretary, is hereby approved.

    10. To approve the following resolution.

    TRANSFER OF CURRENT YEAR SURPLUS TO RESERVE WHEREAS, NJSA 6A:23:A-14.4 et seq permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and WHEREAS, the aforementioned statutes authorize procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by board resolution, and WHEREAS, the Camden County Technical Schools’ Board of Education wishes to deposit anticipated current year surplus into a Capital Reserve account at year end, and WHEREAS, the Camden County Technical Schools’ Board of Education has determined that up to $1,000,000.00. is available for such purpose of transfer; NOW THEREFORE BE IT RESOLVED by the Camden County Technical Schools’ Board of Education that it hereby authorizes the district’s School Business Administrator to make this transfer consistent with all applicable laws and regulations.

BE IT RESOLVED by the Board of Education of the Technical School in the County of Camden that authorization is hereby granted to apply for and accept the ESEA/ESSA FY 2020 Consolidated Formula Subgrant funds from the New Jersey Department of Education: Program Amount Title I A $1,255,362 Title I Reallocated $ 41,927 Title II A $ 103,806 Title IV $ 78,295 14.     BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that to insure compliance with the requirements of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 2701 et seq.) as amended by the ESEA/ESSA of 2010, Section 1120A(a) that the said board of education will maintain a combined fiscal effort per student, or aggregate expenditures, of state and local funds with respect to the provision of the free public education in the Local Education Agency (LEA) for the preceding fiscal year that is not less than 90 percent of the combined fiscal effort per student, or the aggregate expenditures, for the second preceding fiscal year.

    22. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that to insure compliance with the requirements of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 2701 et seq.) as amended by the ESEA/ESSA of 2010, Section 1120A(c) that the said board of education directs the superintendent to assign teachers, administrators, and auxiliary personnel to the schools in such a way that the equivalence of personnel is ensured among schools. 23. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that to insure compliance with the requirements of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 2701 et seq.) as amended by the ESEA/ESSA of 2010, Section 1120A(c) that the said board of education directs the superintendent/assistant superintendent to distribute curriculum materials and instructional supplies to the

    schools in such a way that the equivalence of such material is ensured among schools. 24. To approve the following resolution.

    BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that Benecard be renewed as the school district’s prescription services provider, for the period July 1, 2019 to

BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that Delta Dental of New Jersey be renewed as the school district’s dental services provider, for the period July 1, 2019 to June 30, 2020. 26. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that participation in the Special Education Medicaid Initiative is hereby approved for the 2019-2020 school year.

    27. To approve the following resolution. BE IT RESOLVED by the Board of Education of the Technical Schools in the County of Camden that authorization is hereby granted to continue participation in Project Lead The Way, (National Alliance for Pre-Engineering Programs) for the 2019-2020 school year at no cost to the Board of Education. 28. To approve the following resolution.

    WHEREAS, the Camden County Technical Schools enters into certain types of contracts with vendors where the initial cost on same is less than $17,500; and WHEREAS, because of the nature of these contracts, the total amount of said contract is unable to be determined during the term of said contract because of the type services provided; and WHEREAS, however, once it is determined and certified in writing that the value of these services will exceed $17,500, it is necessary for the Technical Schools to require submission of additional documentation from said vendor; and WHEREAS, the contract for Vista Trave1, Inc. and M&M Electrical, LLC, will now exceed $17,500 which requires the filing of a Political Contribution Disclosure Form; and (Inserted on page 535-GGGG through

    535-NNNN) WHEREAS, the above named vendors have completed and submitted a Political Contribution Disclosure Form which certifies that they have not made any reportable contributions to a political candidate committee in the County of Camden in the previous year, and that the continuation of the contract will prohibit them from making any reportable contributions through the term of this contract. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools, County of Camden and State of New Jersey that for the reasons set forth in the Preamble hereinabove, it hereby acknowledges that the Political Contribution Disclosure Forms have been provided by the above named vendors, together with a Determination of Value signed by the Business Administrator for the Camden County Technical Schools, and said contracts now exceed the sum of $17,500. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.

    RESOLUTION OF THE CAMDEN COUNTY TECHNICAL SCHOOLS’ BOARD OF EDUCATION DIRECTING THE CLOSURE OF THE TECHNICAL SCHOOLS’ DAY CARE CENTER ON JUNE 30, 2019

    WHEREAS, on October 19, 2018, the Commissioner of Education of the State of New Jersey affirmed a Decision by the Office of Administrative Law in the matter captioned Under The Sun Learning Center of Marlton, Inc., A.M.P. Land Enterprises, L.P. and Thomas A. Petruggi v. Board of Education of the Township of Evesham, Burlington County which defined the operation of Day Care Centers by School District. The Decision was based on N.J.S.A. 18A:20-34(f) which states in relevant part: “The Board of Education of any District may, pursuant to Rules adopted by it, permit the use

    of any Schoolhouse and rooms therein, and the grounds and other property of the District, when not in use for School purposes, for any of the following purposes:

    D. Miscellaneous 2. Day Care Resolution continued:

    (f) Child Care Services provided by the Board of Education or a Board approved sponsor or a

    Child Care Program licensed pursuant to N.J.S.A. 30:5B-1 et seq., before or after regular School hours for any School aged child who attends School within the School District.”

    WHEREAS, as a result of that Decision, it has been determined that the Technical Schools’ Day Care Center can no longer operate and function as presently constituted; and WHEREAS, in addition, due to budgetary constraints, it has been determined that it is becoming more and more difficult to financially operate the Day Care Center in a cost-effective manner. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools, County of Camden, State of New Jersey, that for the reasons set forth hereinabove based on the Commissioner of Education’s Decision and financial constraints it is hereby directs that the Technical

    Schools’ Day Care Center be closed effective June 30, 2019. BE IT FURTHER RESOLVED this Resolution shall take effect immediately upon adoption.

    3. To approve Leon Williams, a 1985 graduate from the Pennsauken Campus, and the Nesbitt Family, to sponsor a scholarship in honor of their grandfather, Leroy Nesbitt, Sr., in the amount of $500.00 for the next ten (10) years and possibly $1,000.00 for the final five (5) years. The award will go to a Pennsauken Campus senior business education student with the highest GPA that will be going onto college. 4. To approve the following musicians for the summer musical production of “Hairspray” as part of the 2019 Summer Theatre Enrichment Program at a flat rate of $675 per person for tech week rehearsals and performances. To approve the following resolution. WHEREAS, the Camden County Technical Schools enters into certain types of contracts with vendors where the initial cost on same is less than $17,500; and

    WHEREAS, because of the nature of these contracts, the total amount of said contract is unable to be determined during the term of said contract because of the type services provided; and

    WHEREAS, however, once it is determined and certified in writing that the value of these services will exceed $17,500, it is necessary for the Technical Schools to require submission of additional documentation from said vendor; and

    WHEREAS, the contract for Garrison Enterprise, Inc. will now exceed $17,500 which requires the filing of a Political Contribution Disclosure Form; and WHEREAS, the above named vendor has completed and submitted a Political Contribution Disclosure Form which certifies that they have not made any reportable contributions to a political candidate committee in the County of Camden in the previous year, and that the continuation of the contract will prohibit them from making any reportable contributions through the term of this contract.     NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools, County of Camden and State of New Jersey that for the reasons set forth in the Preamble hereinabove, it hereby acknowledges that the Political Contribution Disclosure Forms have been provided by the above named vendor, along with a Determination of Value signed by the Business Administrator for the Camden County Technical Schools, and said contracts now exceed the sum of $17,500.

    RESOLUTION OF THE CAMDEN COUNTY TECHNICALS AWARDING BID FOR PARKING LOT 2 DRAINAGE IMPROVEMENTS TO LANDBERG CONSTRUCTION

    WHEREAS, on June 18, 2019 the Camden County Technical Schools received Bids for the Parking Lot 2 Drainage Improvements at the Gloucester Township Campus; and WHEREAS, as a result of a review of those Bids, the lowest and most qualified bidder was Landberg

    Construction with a Base Bid of $386,266.30, Alternate 1 in the amount of $44,797.50, Alternate 2 in the amount of $32,418.50 and Alternate 3 in the amount of $60,400: and WHEREAS, award recommendation letters have been submitted by David C. Patterson, Esquire the Board attorney and by Bach Associates as the Engineer for the Project: and WHEREAS, funds are available for the award of the Base Bid and all three Alternates in the amount of $523,882.30 as set forth on the Certification of funds attached hereto. NOW, THEREFORE, be it resolved by the President and Board Members of the Camden County Technical Schools,

    County of Camden, State of New Jersey, that for the reasons set forth hereinabove it hereby approves the award of the bid for the Parking Lot 2 Drainage Improvement Project to Landberg Construction in the total amount of $523,882.30, subject to the following conditions:
