Tributes are a risky business,as fans have seen during this sea-son of loss. The deaths of DavidBowie, Prince and MuhammadAli have inspired many reflec-tions, not all of them well-received. Perhaps counterintui-tively, some of the best camefrom the fashion industry Mon-day night.

During the Council of FashionDesigners Awards ceremony, allthree were honored in variousways, though none can beclaimed as an artist in the fashionbusiness. Rather, they served asinspiration, muses and friends.

“When I was 12 years old, I

dressed up as Ziggy Stardust, andthen I got to meet (David Bowie)when he married Iman,” MichaelKors said while walking into thedinner. “He’s just someone whocan’t ever be duplicated — re-markable talent, remarkabletaste, remarkable style, a greathuman being.”

Designer Rebecca Minko�reflected on the decision to nameher 2-year-old daughter after theicon, a personal ode to his singu-lar impact on fashion.

“He sort of blurred the linereal early between male andfemale and what women couldwear and men could wear andcelebrated it.”

It was an undoubtedly poign-ant lesson for designers such asBrandon Maxwell, who wentfrom Lady Gaga’s stylist to the recipient of one of the big awardsof the night.

“I was very gay in a very smalltown,” he said while accepting the

Swarovski award for women-swear. Styling and designingclothes “gave me a purpose in lifeand it made me feel like I couldget by and was my language.”

Tilda Swinton, a longtimefriend of Bowie’s, accepted theboard of directors tribute on hisbehalf with a moving poem onwhat would have been his andIman’s 24th wedding anniversary.

“We’re getting used to restingon stardust in your absence. Onceupon a time, you gave us a freakof freaks, now and ever more inour missing you, and this is agood thing, you brought out thefreak in everyone.”

New York Giants wide receiverVictor Cruz, a New York FashionWeek menswear ambassador anddesigner of his own fashion line,Young Whales, took a moment toappreciate Muhammad Ali andhis impact on male confidence.

The show also paid tribute tothe Purple One. Menswear de-

signer of the year Thom Browne,womenswear designer of the yearMarc Jacobs and the rest of thepacked auditorium inside the

Hammerstein Ballroom weretreated to a special performanceby Jennifer Hudson, who beltedPrince’s The Beautiful Ones.

But not before a tribute to amodern, and luckily still hard-at-work icon. In a surprise appear-ance, Beyoncé accepted the fash-ion icon award, thanking hermother — who was in the audi-ence — for helping her under-stand the power of fashion.

“My mother actually designedmy wedding dress, my promdress, my first CFDA Awardsdress, my first Grammy dress andthe list goes on and on,” she said.

“This, to me, is the true powerand potential of fashion. It’s a toolfor finding your own identity, ex-pression, truth. It transcendsstyle, and is a time capsule for allof our greatest milestones.”

Which makes it a perfect wayto celebrate the lives of those who set our collective culturalmilestones.

Notice is given that the North East Texas Regional Water Planning Group (NETRWPG) is accepting nominations for positions to serve as voting members. Due to the expiring terms of eight positions, appointments will be made for each of the eight terms. State law and the Bylaws of the NETRWPG require diversity in the membership of the NETRWPG. Section 16.053 of the Texas Water Code lists the required interest groups and the require-ment that the regional planning groups maintain adequate representation from those interests. To preserve that each interest group has proper representation; selections must include at least one representative from the following interest groups: River Authorities and Water Utilities. To preserve geographical diversity on a county level, selection for terms starting September of 2016, one member must come from the following counties: Cass, Franklin, Harrison, Red River, Titus and Upshur. The effort to strive to achieve geographical diversity is found in Article V, Section 4 of the NETRWPG Bylaws. Terms are expiring for positions held by Mike Brown, Jeremy DuMond, Mark Williams, Darrell Grubbs, Robert Holt, Kevin Spence, Bill Kirby and Linda Price. In this selection process, NETRWPG will strive to achieve interest group, geographic, ethnic and gender diversity. To be eligible, a person must be qualified as set forth in the NETRWPG Bylaws. The con-ditions of membership are set forth in the NETRWPG Bylaws. This method for submis-sion of nominations shall be to submit nominations to the principal administrative office of the NETRWPG. Roseburg Forest Products South, LP requested a Part 70 air operating permitrenewal and modification for the Louisiana Particleboard Plant which currentlyoperates under Permit No. 1720-00004-V8AA issued December 29, 2014. TheLouisiana Particleboard Plant is an existing particleboard plant located nearRuston in Lincoln Parish.

With this renewal/modification, Roseburg Forest Products proposes thefollowing changes:

Viewing hours are from 8:00 a.m. to 4:30 p.m., Monday throughFriday (except holidays). The available information can also be accessedelectronically on the Electronic Document Management System (EDMS)on the DEQ public website at www.deq.louisiana.gov.
