Staff typically completes a full WP application for an individual when the individual requires staff assistance for more intensive services (i.e., services that can be recorded and counted for federal reporting). Staff does this from the Programs tab by completing a WP application and participation record, and then completing forms to enroll them in services, document any credentials they earn, perform follow-up activities, and collect program exit data. When an individual registers (or when staff registers for them), the system creates a WP application in Registration Only status. To provide more individualized or intensive WP services than are available for Registration Only, staff will: Edit the existing WP application Progress through 11 steps to enter necessary data; the last step determines eligibility Complete the Participation record Start enrollment in an activity/service Once staff has completed the WP participation record, the Activity Enrollment and other forms are available using expandable links below the application. These forms are described in the topic, Completing WP Forms, below.

Wagner-Peyser Program Overview Wagner-Peyser (WP) is a federally funded labor exchange program that provides individuals with services, and help match employers with qualified job seekers. Staff typically completes a full WP application for an individual when the individual requires staff assistance for more intensive services (i.e., services that can be recorded and counted for federal reporting). Staff does this from the Programs tab by completing a WP application and participation record, and then completing forms to enroll them in services, document any credentials they earn, perform follow-up activities, and collect program exit data.

When an individual registers (or when staff registers for them), the system creates a WP application in Registration Only status. To provide more individualized or intensive WP services than are available for Registration Only, staff will:

• Edit the existing WP application • Progress through 11 steps to enter necessary data; the last step determines eligibility • Complete the Participation record • Start enrollment in an activity/service

Once staff has completed the WP participation record, the Activity Enrollment and other forms are available using expandable links below the application.

Completing a WP Application Since registration automatically creates a WP in Registration Only status, staff may start a full WP application in one of two ways: at the end of their registering an individual, or by assisting an individual who has already registered.

To launch the WP Application wizard: 1 Navigate to the Programs tab of the Case Management Profile.

a. If you register an individual, the last page of registration includes two staff options. Click the Individual Portfolio link. This displays the Case Management Profile, with Programs tab selected.

b. If you assist a registered individual (i.e., someone with Registration Only or Incomplete status for their WP application), use the Assist an Individual option to get to the Programs tab.

2 Select Services for Workforce StaffManage Individuals Assist an Individual. Enter search criteria, search for, and select the individual.

3 From the displayed Staff Profiles for the individual, select Case Management ProfilePrograms. (See Chapter 3 – Manage Individuals for more information on searching for an individual to assist.)

4 In the Title III – Wagner-Peyser (WP) section of the Programs tab, click the edit icon.

Notes on Navigating the Wizard • On each page, click the Help button to display instructions or information for completing the

current page. • When launched, the application wizard displays the Intro step. A progress bar remains at the top

of the application through all of the steps to show progress through the application. The current step is indicated in bold. You can click the Hide All Steps link to hide the list of steps; the progress bar remains. To re-display the steps, click the Show All Steps link.

• When the Intro page first displays, all steps display as green and each step is a link. After advancing to the second step, Contact, the progress bar is yellow for the current step and only previous completed steps have links. It is recommended to follow the wizard steps in order so the system accurately determines eligibility.

• You can expand the Individual Detail, Case Notes, or Comment areas, from any of the Application steps.

For example, click the Individual Detail button located below the individual’s name to display key details about the individual such as username, email address, and phone number. Click the Close Individual Detail button to close the details display.

• To save data and advance to the next step in the application, click the Next button at the bottom of the page. While the system is Validating and Saving Data, Updating Wizard, and Redirecting to the next step, a progress bar of these activities displays at the bottom of the screen.

• If a data entry violates a business rule or is incomplete, the system displays a notification in red below the applicable entry field. An example message for an unacceptable entry is shown below. Correct the entry and click the Next button to proceed.

• Clicking the Exit Wizard link located at the bottom of each page exits the application. Data on the current page is not saved; only data entered through the previous page is saved.

Intro Step On the Intro page, staff identify program eligibility for the individual by entering the date of eligibility date, and identify which of the eligibility types are appropriate for the individual (so staff can make enrollments for the appropriate, reportable services).

See the Activities / Enrollments / Services section below for details regarding WP enrollments. The table below briefly discusses each type of eligibility.

Summary of WP Eligibility Types

Eligibility Type Description Registered Individual

Eligibility occurs automatically when an individual registers. A Registered Individual is receiving self-service activities. Staff can assist the individual and add activities that do not trigger participation and performance measures.

Wagner-Peyser Staff use Wagner-Peyser eligibility to complete the WP application and create a Participation record. Staff can assist an individual with WP services that will be counted for performance measures and reporting (in other words, more intensive services that require staff time).

Jobs for Veterans State Grants (JVSG)

Entering a JVSG Eligibility date enables designated staff to assist an individual with veteran-specific WP services that are tracked for performance measures and reporting.

Only staff members identified in the administration system as Disabled Veterans Outreach Program specialists (DVOPs) or Local Veterans' Employment Representatives (LVERs) have permission to complete the application specific to veterans.

Migrant Seasonal Farm Worker (MSFW)

Entering a MSFW eligibility date enables staff to assist individuals with WP employment services identified specifically for MSFW needs; these services are also tracked for performance measures and reporting.

If staff select this eligibility type, appropriate responses must be provided on the Farmworker tab of the WP application. See the Farmworker section below.

The Intro page automatically displays when the application wizard is launched.

To complete the Intro step: 1 Confirm the prefilled Application Date and Registered Individual Date are accurate. 2 Enter the Eligibility Dates for each Eligibility Types for which the individual is eligible.

Only staff with the appropriate privileges can enter dates for the JVSG and MSFW eligibility types. For staff without the necessary privileges, the field is disabled and a reason is displayed.

Veteran Step Many of the fields on the Veteran page are prefilled with information provided during registration. All of the items on this page are required fields.

Note: If DVOP or LVER staff did not enter a JVSG Eligibility Date on the Intro page, this individual will not be eligible for JVSG services, even if staff identify the individual as a veteran on the Veteran page. The missing JVSG Eligibility Date will show as a reason for non-eligibility on the Eligibility Summary page.

To complete the Veteran step: 1 Confirm and modify, if appropriate, the Yes/No selections. 2 Selecting Yes for some of the questions activates additional questions below the original list of

questions. These questions help determine JVSG eligibility. Make the appropriate selections.

Employment Step The Employment step collects information regarding the individual’s employment status and employment history. Several of the fields on the Employment page are prefilled with information provided during registration.

To complete the Employment step: 1 Enter missing data and confirm prefilled data. 2 Use the Find Occupational Code link to identify the code for the most recent employment. 3 If the individual attended a Rapid Response (RR) Orientation, use the Find RR Event link to

identify the event.

4 If the individual completed the Background Summary on their Profile, the Individual Employment History section lists that employment history. Click the View Background Summary link to view information the individual has provided regarding employment, education, training, and skills.

5 Click the Add Employment History link to add previous employment. The employment information entered here also saves to the individual’s profile.

Farmworker Step The Farmworker page typically opens with one question: Have you worked as a farmworker in the last 12 months? The selection is defaulted to No. This is true even if a MSFW Eligibility Date was entered on the Intro page. If No is the correct response, click the Next button to advance to the next step.

To complete the Farmworker step: Note: If staff did not enter a MSFW Eligibility Date on the Intro page, this individual will not be

eligible for MSFW services, even if staff identify the individual as having been employed in seasonal or temporary farm work on this page.

If staff entered a MSFW Eligibility Date on the Intro page, the Farmworker page must identify the individual as a farmworker in order for MSFW eligibility to be granted.

1 Select Yes for the first question. This selection displays additional questions. 2 Make appropriate selections. Yes selections may display additional questions. The system

populates the Migrant and Seasonal Farmworker Designation based on the selected responses.

Education Step The Education step collects information regarding the individual’s education status and history. All fields are required except Education History. Fields on the Education page may be prefilled with information provided during registration.

To complete the Education step: 1 In the Education Information sections, provide missing data and confirm prefilled data. The

state’s compulsory age is auto-populated. 2 In the Education Partner Services section, select Yes for any services the individual is receiving. 3 If the individual completed the Education and Training portion of their Background Summary, the

Individual Education History section lists that information. Click the View Background Summary link to view information the individual has provided regarding employment, education, training, and skills.

4 Click the Add Education History link to add education and/or training records. The education information entered here also saves to the individual’s profile.

Eligibility Summary Step The Eligibility Summary page identifies whether the applicant is eligible for WP, Registered Individual, JVSG, and/or MSFW services. If the individual is not eligible for services, the system provides a reason. The page also provides case manager and signature options.

To complete the Eligibility Summary step: 1 Select whether the individual meets the definition of low income. The default selection is based

on information entered either during registration or on the Public Assistance page. a. To confirm the selection is accurate, click the Income Table link to view a table of income

level guidelines. b. Adjust the selection if appropriate.

2 Review the eligibility designations and reasons for No designations. 3 If a reason indicates an error in data entry, use the page links below the progress bar to return to

the appropriate page. Click the Next button on that page to save updated data.

4 Use the Assign Case Manager, Assign Me, or Remove Case Manager Assignment links to assign or change the Current Case Manager as appropriate.

5 In the Individual Signature section, check Create PDF to create a PDF of the application when it is finished. Check Include Staff Signature to add the signature of the staff member completing the application to the finished application.

6 Click the Applicant Signature link to capture the individual’s signature on a signature pad. 7 (Optional) Click the Print button to print a copy of the WP application. 8 Click the Finish button to complete the WP application. (If the application is no longer needed,

click the Delete button instead.)

9 On the Finish Application prompt, select whether to Return to Programs Tab or continue to Participation to complete the Participation Record and enroll the individual in the first staff-assisted service. See the Participation topic below for next steps.

Printing a WP Application To print a WP application:

1 Navigate to the Programs page for the individual: Assist an IndividualStaff ProfilesCase Management ProfilePrograms.

2 In the Title III – Wagner-Peyser (WP) section of the Programs page, click the printer icon.

3 If prompted, select the type of form to print. The options vary by customer. 4 When the preview of the application displays, click the print button in the browser.

Completing WP Forms Once the WP Application is complete, forms are available on the Programs page to manage the individual’s activity in the WP Program.

To access WP forms: 1 Navigate to the Programs page for an individual: Services for Workforce StaffManage

Participation The Participation Form collects final details on an individual before services are assigned. The form must be completed before staff add any reportable activities for performance measures associated with WP, JVSG, or MSFW eligibility. Complete this form only for a WP application which has a Complete status.

The Participation Form is created once. After the form has been created, it can be edited. Subsequent changes to the WP Application will not prompt re-creation of the form.

To complete a Participation form: 1 Navigate to the Participation Form one of the following ways:

Select the Participation option on the Finish Application prompt. This prompt displays after clicking the Finish button at the end of the WP application wizard. See the previous Eligibility Summary section for more information.

Add Participation Date to Complete the Participation Form

2 Enter the Participation Date. 3 Click the Next button. The system displays the Activities / Enrollments / Services page.

Note: The Participation form will not save until the first Activities / Enrollments / Services form is saved.

Activities / Enrollments / Services The activities or services that staff add/create for an individual depend on the type(s) of eligibility for which the individual qualifies: Registered Individual, WP, JVSG, and/or MSFW. See a description of each eligibility type above in the Intro section of the WP Application wizard.

To add an Activity/Enrollment/Service: 1 Navigate to the Activities / Enrollments / Services page one of the following ways:

Click the Next button on the Participation form to automatically display the Service Plan page. (See the previous section, Participation.)

Expand the WP Activities / Enrollments / Services section on the Programs page. Click the Create Activity / Enrollment / Service link.

2 Select the appropriate Customer Group. (Customer Groups are the eligibility types for which the individual qualifies.)

3 Select the Service/Activity Code. (These selections are specific to the selected Customer Group. The Service/Activity Codes vary by customer.)

4 Select the Scheduled Date and (optional) Scheduled Time, and/or select the Actual Service Date. Either the Scheduled or Actual Date must be entered.

To change an Activity/Enrollment/Service: Typically, an activity/enrollment/service is re-opened to add the Completion Code for an Open activity.

Partner Programs The Partner Programs form identifies if the individual receives services from any known partner programs during WP program participation. The form consists of two sections: the first section, Identifying Information, is read-only; the second section, Partner Programs, requires data entry by staff.

To add a Partner Programs form to a WP application: 1 Expand the WP Partner Programs section on the Programs page. 2 Click the Add/Edit Partner Programs link. 3 In the Partner Programs section of the form, provide responses to the fields. Responding Yes to

some programs requires entry of a Program Grant Number. 4 Click the Save button to create the record. The Programs page re-displays.

Partner Programs Form

Note: There is only one Partner Programs form. The “1” in the bar on the Program page indicates a form has been created. To add more partner programs or edit the form, click the Add/Edit Partner Programs to modify the existing form.

Credentials The Credentials form records academic and occupational credentials that the individual possesses at the time of registration and/or obtains through participation in a specific program. System configuration settings control whether (and where) the system displays this link.

Note: Staff may enter credential attainment data up to one year from the individual’s program exit date.

To add a credential: 1 Expand the WP Credentials section on the Programs page.

3 In the General Information section, select the LWDB/Region and Office Location. (Office Location selections are dependent on LWDB/Region selection.)

4 In the Credential Information section, select the Credential Received. 5 If Other was selected as Credential Received, enter the name of the Other Credential. 6 Click the Verify link to select the type of document used as Credentials Verification. The Reset

button clears the selected field and any text in the text box. 7 If the verification document is available, click the Scan or Upload link, as appropriate, to attach a

copy of the credential to the individual’s WP record. 8 Enter the date the individual received the credential. (The date must be on or after the date of the

WP application.) 9 Click the Save button to create the credential record.

To update/edit a credential: After a credential has been saved, the Credentials section displays a table listing the individual’s credentials.

Table of Credentials

1 Click the credential type link in the Credential column to display the Credential form. All of the data saved when the credential was created displays in editable fields. The form includes additional sections and buttons.

2 Edit the General Information or Credential Information sections as appropriate. 3 In the Individual Signature section, check whether to Create PDF or Include Staff Signature. 4 Click the Applicant Signature link to capture the individual’s signature on an electronic signature

pad. 5 To print a copy of the credential record, click the Print button. 6 To delete the record, click the Delete button. 7 Click the Save button to save any changes made to the record.

Closure The Closure form collects program outcome data for federal and local performance measures before the participant officially exits the WP program. Completion of this form acknowledges that the participant will no longer receive services. Staff complete this form only when an actual end date has been recorded for all WP activity services.

Note: If the participant is dual-enrolled in another program, such as WIOA, there is no need to complete the WP Closure form, unless the participant has completed their WIOA activity services (each bearing an actual end date) and indicated they no longer wish to receive program services.

To complete the Closure form: All activities and services must be complete (i.e., have an end date) to Create Closure. If an end date has not been entered for an activity/service. Notification that the individual has open activities displays.

Assign or re-assign the Case Manager.

Closure Form – Staff Information

7 Click the Save button to save the Closure form.

Once the Closure form has been saved, the link in the Closure section changes to Edit Closure, and a Closure Date displays. The Closure Date is the last date the individual received services.

Use the Edit Closure link to re-open the form. Edit the fields or use the now available Delete button to delete the Closure record.

Exit / Outcome Staff use the Exit / Outcome form to officially terminate a participant’s involvement in the WP program for federally established “global exclusions,” such as death or hospitalization. This official termination is called a “hard exit.”

Note: If a hard exit is completed, the participant will not be counted in performance tracking measures.

If the individual does not satisfy one of the global exclusions, federal policy requires the individual’s participation “soft exit” from the WP program. That is, if the individual does not receive a WP service

(and, if dual-enrolled in WIOA and a WIOA activity/service) for at least 90 consecutive days, the system automatically creates an exit form. At that point, the individual’s participation in the WP program (and WIOA) terminates, and the individual’s progress will be tracked for federal performance tracking purposes.

Note: Business rules for a particular site may extend the minimum non-service period required for soft exit beyond 90 consecutive days.

The Exit / Outcome form follows a wizard format comprised of four steps. Clicking the Exit Wizard link on a page retains data saved prior to the current page. To complete the form, click the Edit Exit/Outcome link.

To complete the Exit / Outcome form: 1 Expand the WP Exit / Outcome section on the Programs page. 2 Click the Create Exit/Outcome link. The General Information step displays.

12 When employer additions are complete, click the Next button. The Staff Information page displays.

13 Confirm the Position of the person completing the form. 14 Add or edit Case Notes. (For more information on Case Notes, see Chapter 4 - Individuals –

Case Management.) 15 Use the Case Manager links to assign or re-assign the Case Manager. 16 Click the Finish button to complete the form. (To discard the form and its data, click the Delete

button.)

On the Programs page, the link in the Exit / Outcome section changes to Edit Exit/Outcome, and the Exit Date and Reason display.

Follow-Ups Staff use the Follow-ups form to gather and maintain quarterly data on a participant after program exit. These data are collected for federal reporting (9002 series and VETS 200 report). When an exit date is created through a soft exit, the system automatically creates follow-up records for up to four quarters after

exit for the closed WP application (shown in the following figure). If the WP participant had a hard exit due to a global exclusion (see Exit / Outcome section above) follow-ups are not required and follow-up links are not available.

Note: The WP Follow-ups feature is a system configuration; therefore, the Follow-ups feature may not be available on all systems.

Each quarterly Follow-up form follows a wizard format comprised of five steps. Clicking the Exit Wizard link on a page retains data saved prior to the current page. To return to the form, click the appropriate link in the Follow-up Type column.

To complete the Follow-ups form: 1 Expand the Follow-ups section on the Programs page. 2 Click the appropriate Quarter link in the Follow Up Type column. The General Information page
