The undersigned hereby makes application for Association membership in the Grumman Rod & Gun Club. Dues for the primary

GGC 2019-2020 Season Range Schedule

We meet from 7:00 PM to 9:00 PM on the second and fourth Wednesdays of the month, from

September to May. Below are the dates for the 2019-2020 season.

Upon entering, you must identify yourself to the range staff as a member of The Grumman Gun Club.

You will be asked to sign a log book and told which room is reserved for us. Pistol holders must record

their permit number alongside signature. As a club member, the range fee is waived.

Our Grumman Gun Club range rules have been established to ensure the health and safety of those members and guests who use our range. These rules were developed to assure that we can continue to enjoy our sport without incident or injury to property, persons or feelings. At ALL times, treat every firearm as IF it were loaded.

• ALWAYS keep the gun pointed in a safe direction. This is the primary rule of gun safety. A safe direction means that the gun is pointed so that even if it were to go off it would not cause injury or damage. The key to this rule is to control where the muzzle or front end of the barrel is pointed at all times. Common sense dictates the safest direction, depending on different circumstances.

• In our (Nassau) range, there are two safe directions o One is standing at a firing point with the muzzle forward of the rear edge of the shelf and level

(pointing at the backstop). ▪ If, for any reason the shelf is moved up and folded to the side, the muzzle must remain

within the partitions that define the shooting point. ▪ The only exception to this would be for that brief period of time when holstering or

drawing a pistol. o The second safe direction is pointed up to the ceiling, removable magazine out/integral magazine

EMPTY, chamber EMPTY, with the action OPEN, fingers nowhere near the trigger. ▪ If a firearm will not lock open, some object (safety flag, spent brass, pen/pencil, cleaning

rod, anything other than a live round) must be inserted in a manner that clearly indicates that the action is open. If your firearm does not lock open, be prepared and BRING an appropriate item to block the action.

▪ The firearm shall always be UNLOADED when pointed upward. ▪ When moving between the rack and a shooting point, or between shooting points, the

muzzle may NOT ‘sweep’ the body of any person – either yourself or another. It must NOT pass under the chin of yourself or another. The preference is for muzzles to be elevated so that they are “in front of your nose” so you can clearly see the end of the muzzle you are actively controlling at all times while moving between two points.

o Within a shooting point, if the muzzle is down-range level or nearly level it must never break the approximately “30 degree” angle defined by the far edges of the walls which divide the points– the muzzle should never point at the side walls.

o Casing and uncasing of firearms shall be done in the point, on the shelf, with the muzzle pointed down-range. NEVER at the rack; NEVER behind the firing line.

▪ If you peek into the case and the muzzle is in the wrong direction, CLOSE THE CASE AND TURN IT AROUND.

▪ If you have two firearms in a case, pointing in opposite directions, touch/remove ONLY the firearm that is pointed in the safe direction. Close the case on the other firearm, TURN THE CASE AROUND and remove the second firearm that is not pointed safely down-range.

▪ For pistols in boxes, either change the direction of the box (strongly preferred) or if there is a removable tray withdraw the tray and handle ONLY those firearms that are pointed down-range; rotate the tray to remove any other firearms

▪ If not already locked open, immediately lock open the action; verify by sight and touch that the firearm is empty. Please the firearm in a stable location on the bench or in the rack.

CASES ARE EASY TO MOVE. FIREARMS MAY NOT POINT OTHER THAN DOWN-RANGE OR STRAIGHT UP. IT IS NO EXCUSE THAT IT IS LOCKED, OR THAT YOU JUST UNLOADED IT, OR EVEN THAT THE ACTION IS OPEN. YOU MAY NEVER POINT A FIREARM “UPRANGE” NOT ACROSS THE RANGE (TOWARD THE PARTITION BETWEEN POINTS NOR AT THE SIDE WALLS).

No one should ever have to be looking down the bore of any firearm and be forced to look to try and guess whether that firearm is or is not an immediate threat. We’re all human, we all make mistakes. The

downside of a firearms mistake is potentially so severe that we must take additional, exaggerated precautions. If you need to position a firearm ‘across your body’ (to load, unload, rack the action, etc.) REPOSITION YOUR BODY SO THE MUZZLE REMAINS POINTED DOWN-RANGE. Drop a foot back and FACE across the range so that when the firearm is across your body it is pointed down-range.

• The muzzles of all firearms (even if installed with safety flags) must be kept pointed down-range and toward the targets or “up” at all times.

• The muzzles of all firearms (even if the action is open) must be kept pointed down-range and toward the targets or “up” at all times.

• The muzzles of all firearms (even if you just unloaded it yourself) must be kept pointed down-range and toward the targets or “up” at all times.

• The muzzles of all firearms may NOT ‘sweep’ or point toward the body or extremities of any person, including yourself, at any time. Specific exceptions under RSO supervision to clear jams/obstructions may be judiciously allowed by the RSO after careful consideration/preparation.

KEEP YOUR FINGER OFF THE TRIGGER, and outside the trigger guard, until ready to fire or until the command "Commence Firing" has been given. KEEP THE ACTION OPEN AND FIREARM UNLOADED UNTIL READY TO USE. On a firing range, this means the shooters are in a position on the firing line and the range has been cleared for live firing. If you plan to place your firearm on the bench and turn away from the point, the action must be open and the firearm empty.

BE SURE THE FIREARM AND AMMUNITION ARE COMPATIBLE.

WEAR EYE and EAR PROTECTION AT ALL TIMES.

Guns are loud and the noise can cause hearing damage. They can also emit debris and hot gas that could cause eye injury. Jackets, bullet fragments and other debris can bounce back to the shooting points. For these reasons, shooting glasses and hearing protectors must be worn by shooters and spectators.

• The wearing of hearing protection is mandatory for all shooters at the Nassau Range.

• The wearing of eye protection is mandatory within any range areas rented by the Grumman Club.

Range commands:

THE COMMAND “CEASE FIRE” MUST BE OBEYED IMMEDIATELY

As the Range Safety Officers are changed with the responsibility maintain safety and to advise/counsel and instruct all members in proper safety procedures, unless a member believes strongly for some reason that to comply with the instruction from an RSO would create an immediate serious risk to the safety of themselves or others, all members and guest MUST immediately obey any and all request/commands from an RSO without protest. The only acceptable response, in the moment is “YES” and to immediately follow those instructions/commands. No “ifs, ands or buts”. DO IT. IF you feel that the instructions are not clear, by all means ask for them to be repeated. IF you feel the instructions create an avoidable RISK, explain that RISK to the RSO. Save the DEBATE for LATER.

Once you have cooperated with the RSO, you are encouraged to request clarification, discuss or debate, or protest as loudly and strongly as you wish, to anyone you wish AFTER THE FACT.

The RSO WILL explain the reasoning/rules behind any instructions and make every effort to resolve any situation in a fair and equitable manner, including an apology if the facts turn out to be other than as they appeared to the RSO in the moment.

There will be some situations where an RSO will feel it necessary to respectfully disagree with a member or guest, in which case the RSO’s opinion MUST prevail “in the moment” and the RSO may request that any debate or discussion be deferred or postponed to another time or place.

Anyone behaving in what an RSO feels is a ‘reckless’ or ‘completely uncooperative’ manner will be asked to leave the range area. That person can protest LATER.

Refusal to comply with an RSO’s instructions/commands, and debating those instructions/commands, except so as to insure safety while complying, will constitute an uncooperative manner.

Acting in a reckless or uncooperative manner, as deemed by the RSO, may result in forfeiture of your membership.

Constitution and By-Laws of the Grumman Rod & Gun Club

Article Section

I Name i The name of this organization shall be the Grumman Rod & Gun

Club. II Object i The object of this club shall be to promote the sports of fishing,

hunting, target shooting and support the fish, game and conservation laws of this state and to promote the safe handling of firearms.

III Policy i A Program Director shall be appointed whenever a club interest

exists which meets the objective as stated in Article II and shall be supported and maintained as participation dictates.

ii Members are permitted to bring one guest at a time to club ranges and they will be required to share the shooting point of the club Members. Guests are not allowed to take a point of their own. These guests shall be the member's responsibility and shall be subject to the rules, regulations, and safety policies of this club, and the laws of the State of New York. This privilege shall not be abused and is subject to review on a case-by-case basis by the Executive Board.

iii Visiting teams utilizing a club range as participants of a scheduled League match shall be considered to be special guests of the home team Captain/Co-captain. The home team Captain/Co-captain shall control access to, and utilization of, the subject range by all personnel during the scheduled match period.

IV Officers

i The officers of the Grumman Rod & Gun Club shall be:

• President

• Vice-President

• Secretary

• Treasurer

• Chief Instructor

V Executive Board

i The Executive Board is comprised of the officers listed in Article IV.

ii The following staff members shall be appointed by the President. from the Rod and Gun Club membership, subject to the approval of the Executive Board. They shall serve for an indefinite period until relieved:

• Safety Training Officer

• Competition Director/ Statistical Officer

• Salt/Fresh Water Angler Director

• Hunting Program Director

• Special Activities Director

• Recording Secretary

• Newsletter Publisher

iii Team Captains shall be selected by their respective team members and shall serve for an indefinite period until relieved.

VI Board of Trustees

I The Board of Trustees shall consist of three (3) Regular Grumman Rod & Gun Club members.( other the officers)

ii The Board of Trustees shall review and certify the Treasurer's Annual Report and review the inventory of the club property. This audit shall be completed prior to June 1st of each year.

VII Elections

I Nominations of officers for the Grumman Rod & Gun Club shall be made by a committee of regular members established and known to the general membership at least three (3) months prior to the bi-annual elections. The committee, consisting of members who have volunteered by raised hand at an open meeting of the Club or by writing to the Secretary, shall select a chairman and exist until the bi-annual election is completed. The committee shall report the names of the candidates in the Club Newsletter, or by special mailing, prior to the distribution of ballots. Voting may not be limited to nominees selected by the committee.

ii The officers of this club shall be elected bi-annually by a mail ballot in the month of June and shall serve for a term of two (2) years. The term of office shall commence the September following election.

iii One member of the Board of Trustees shall be elected annually by mail ballot in the month of June. The term of office shall commence the following September. Each member of the Board of Trustees shall serve for three consecutive years.

iv Any vacancy occurring in any elected office shall be filled by a mail ballot or meeting vote for the new nominee for that office.

v No member shall hold more than one elected office at one time.

VIII Duties

I The President shall preside at all club meetings and shall be ex-officio, a member of all committees and shall perform all the duties normally pertaining to this office.

Ii The Vice-President shall assist the President in the discharge of his duties and shall assume the duties of the President in his absence or inability of that office to act, and shall assist the President when called upon.

Iii The Secretary shall keep an accurate record of all general membership and executive meetings and comply with all appropriate government reporting requirements as well as all club related correspondence. The Secretary shall keep an up-to-date and active membership file, process all applications for new or renewal membership, and forward all dues and/or fees received while performing such functions, to the Treasurer with a clear and accurate identification of the purpose for which such monies were received.

Iv The Treasurer shall maintain an accurate and current record of all the Club funds and shall provide all club .members with a June and December written report of all income and expense. The Treasurer pays all bills and keeps an inventory of all club property with their whereabouts. The Treasurer's records shall be audited each year by the Board of Trustees.

V The Chief Instructor coordinates all firearms and archery training And establishes proficiency standards in these areas. All letters issued for club certification of Instructor status as well as all requests for NRA Instructor renewal will be dispositioned by the Chief Instructor and will be based on club instructional activities during the past year. All Hunter Safety and Firearm Instruction Officers function under the Chief Instructor. The Chief Instructor shall submit an annual Training Schedule in September for the following year.

VI The Safety Officer will insure all current and New Members are aware of all safety rules of the range and Grumman Rod and Rifle club, keeping a record of registered club ROs. All are qualified ROs are responsible for safety on the Range.

IX Meetings

i Regular meetings of the general membership will be held with published agenda being disseminated via the club Newsletter.

ii 1/3 of club membership (excluding officers) shall constitute a quorum at the regular or special membership meetings.

iii Fifty percent (50%) of the Executive Board shall constitute a quorum at an Executive meeting.

iv Special meetings may be called at any time by the President or upon a written request (with an agenda) by ten percent (l0%) of the .club membership.

v No subject of a sectarian or political nature shall be introduced before this organization except the items specified in Article II, Section i.

vi The Executive Board, consisting of officers listed in Article IV, shall meet twice (2) times annually. These meetings may require the presence of some, or all, of the appointees/elected listed in Articles V and VI, as determined by the President.

X Membership

i The membership of the club shall consist of:

• Regular members

• Dependent Members

• Paid Up and in good standing

• Honorary Members

ii Regular membership shall be open to all.

iii Dependent membership shall be open to the spouse, as well as sons and daughters up to 21 years of age, of a regular member.

Dependent membership status may be maintained beyond 21 years of age as long as that dependent is on record as permanently residing at the premise of the regular member. The club reserves the right to require an affidavit of residence from a dependent member over 21 years of age. Termination of the regular member's membership shall automatically terminate the dependent's membership. Spouses of deceased Regular members in good standing may retain their membership in the club if approved by the Executive Board. Dependent members are subject to the same rules and regulations set forth by the club for regular member.

iv New members upon receiving safety Rules and safety briefing will be on Probation for a period of 3 months and must show up at the range a minimum of 3 times and club approval before becoming a regular member.

v Retiree membership shall be granted to Grumman Corporation retired members in good standing for one year prior to their retirement. They shall have all the privileges of a Regular Member.

XI Dues

i The annual dues shall be determined by the Executive Board on an annual basis and voted upon by the general membership.

ii The annual dues for membership shall be payable between September 1st and October 31st for the following year. Failure to make payment by October 31st will be just cause to drop the delinquent person from membership.

iii Members who have been dropped from membership because of non-payment of dues, shall be ineligible for all awards, and use of all club facilities and programs.

iv Regular, Dependent, and Retiree members are required to pay the annual dues.

v A delinquent Regular or Dependent member shall be reinstated with all the rights thereto, upon payment of all back dues together with the current dues, plus a $5.00 reinstatement fee. Membership reinstatement shall be subject to the approval of the Executive Board.

vi A new member joining in the months of July and August will be granted free membership for these two months prior to the start of His /her paid-up fiscal year. Full payment shall be made for the next year's dues upon application for membership.

XII Budgets and Disbursements

i All Officers, Directors and Staff members requiring club funds to support their duties or activity shall submit a budget request for the upcoming year, to the Treasurer no later than the 30th day of May for inclusion in the Treasurer's proposed budget.

ii The Treasurer shall prepare and submit a proposed budget to the Executive Board for approval prior to the second quarter meeting of the general membership.

iii The Treasurer shall present the Executive Board approved proposed budget to the general membership annually for adoption at the second quarter membership meeting.

iv The Treasurer is authorized to make disbursements for all regular yearly and monthly club expenses as well as all other approved activities up to the limits of the membership adopted budget. Other than regular expenses, all disbursements must be approved by the respective Officer or Director.

v Disbursements not provided for in the adopted budget may be made subject to the following limitations:

• Up to fifty dollars ($50) per month total, upon the approval of at least two other club officers.

• Up to one hundred dollars ($100) per month total not to exceed four hundred dollars ($400) annually upon the approval of at least fifty percent (50%) of the Executive Board.

vi All other disbursements must be approved by a majority vote of the club members via a mail ballot or meeting vote.

vii All disbursements shall be documented and listed in the Treasurer's Written report.

XIII Competitions

i Fishing, hunting, and marksmanship contest rules are to be submitted by the Competition Director and established tor the year by a majority vote of the Executive Board.

XIV Amendments

i The By-Laws may be amended at any meeting of the club by a 2/3 majority vote of members present or by mail ballot after written notice of the proposed amendment has been mailed/emailed to the club membership. A minimum 15 day evaluation period is required between the written notice and the meeting vote or mail ballot.

XV Conduct

i Any officer or member accused of conduct detrimental to the welfare of the club, will be called before the Executive Board for examination and disposition of the issue.

ii Any individual expelled from the club shall be ineligible for any club awards, pistol license letters. Use of facilities or programs or refund of any club dues.

XVI Rules

i The rules contained in Robert's Rules of Order, revised, shall be used as a guide for conducting the business and meetings of the organization.

XVIII Awards

i The annual marksmanship awards will be based upon the scores fired by the individual at club sponsored competitions.

Nassau County Range Regulations: 1. The first rule or the range is Safety, any person who conducts him/herself in an unsafe manner or

violates any rules will be subject to immediate expulsion from the facility. 2. Only persons using a firearm are permitted downrange (as defined by range personnel). NO

SPECTATORS. 3. Firing points may not be changed without the permission of a Range Officer. 4. All uncased or exposed firearms are to be pointed up, UNLOADED, action open and placed in rack

while in lobby area. 5. Pistol Permit holders SHALL NOT allow the use of their pistol by another permit holder. AND NO

ONE CAN SHOOT A HANDGUN WITHOUT A LICENSE. NO EXCEPTIONS. 6. All uncased firearms will be carried in a safe manner, unloaded, with the actions open. 7. All firearms not in use must be made safe, unloaded, actions open, and placed in rack or cased at

shooting points. 8. A command of CEASE FIRE must be obeyed instantly. During a CEASE FIRE, ALL FIREARMS must

be made safe, mags out, actions open. NO ONE TOUCHES A FIREARM DURING A CEASE FIRE. 9. All firearms must be pointed downrange when at assigned point (firing line). ALL FIREARMS ARE

CASED AND UNCASED AT YOUR ASSIGNED POINT ONLY with muzzle pointed downrange. 10. NO RAPID OR CROSS FIRING. Rifles may be loaded with 5 rounds max in a magazine. Pistols can

be fully loaded (for now). 11. NO one is permitted in front of the firing line. 12. Only targets approved by range personnel will be permitted. 13. 17-year-olds must be accompanied by an adult 21 or over. 14. No one under 12 is permitted in the range, and then with the proper paperwork. 15. No smoking anywhere in the building. 16. NO EATING OR DRINKING DOWNRANGE. 17. Persons ages 12-16 may fire a .22 small bore rifle only and only under the following conditions;

o A- Be supervised by; o -A parent or guardian who has in his possession a New York State Hunters Safety Certificate- o -A duly commissioned officer of the United States Army, Navy, Marine Corp, Coast Guard, or NY

National Guard. o -A duly qualified adult citizen of the United States Army who has been granted a certificate as an

instructor in Rifle issued by the United States Army, Navy, Marine Corp, or the Adjutant General of the US or by the National Rifle Association.

o B- Present a photo ID and an official proof of age document with a raised seal.

NY SAFE ACT

Secure Ammunition and Firearm Enforcement act

As of April 15th, 2014, the Safe Act is in full effect. All firearms that fall under the safe act must be registered or made compliant. Any violation will result in loss of range

privileges.

No open toed shoes allowed, closed shoes only, No phones, cameras or videos are to be used in the ranges

and the range does not rent any firearms.
