SUMMARY OF ISSUES AND CONCERNS Detailed Design Study
Open Forum:
Presented in the matrices are the summary of issues, concerns, comments, and suggestions raised during the Information, Education, and Communication (IEC) Meeting for the Right-of-Way Acquisition Plan (DD RAP) of the Metro Manila Three Priority Bridges Project. Responses to the queries are also included.
Summary of Issues, Concerns, Comments, and Suggestions Raised during the IEC, DD Stage.
• Mentioned that there is a proposed river dike project beneath the Bridge3 – Marikina (Kabayani St.) - Vista Real (Katipunan Ave. Extension ).
• Asked for the elevation of the project to ensure vehicle can still pass through the river dike project in case it pushes through.
• Pointed that the initial elevation used for the river dike project exceeds Tumana Bridge.
• The design elevation used for the Bridge 3 is the elevation of the flood control structure.
• Clarified that the bridge has enough elevation to allow private vehicle to pass through beneath the structure.
• Mentioned that the maximum height is 3m to allow private vehicle to pass through.
• Pointed that the width of the bridge is just enough to accommodate two-lanes.
• Disclosed that there are possible affected structures in bridge 3 alignment.
• Raised that existing structures must be avoided.
• Maintained that some structures might inevitably be affected by the project.
• Reiterated that the elevation will be maintained to ensure there would not be an abrupt decline. Such design must be maintained in conformance to safety standards.
• Mentioned that the grade is maintained from the highest elevation which makes the design longer.
• Asked for the schedule of survey activities.
• Initial survey has been done to identify the center line, alignment, and elevation.
• Mentioned the affected structures will be identified once the survey activities are completed.
• Asked for clarification in Bridge 2 – JP Rizal St. (Homeowner’s Drive) – Lopen Jaena St. alignment.
• Mentioned that there has been a realignment for bridge 2.

• Asked if alignment is possible due to the narrow roads fronting the approach.
• Raised that the alignment will also traverse an open space.
• Clarified that the alignment being asked was already changed to ensure there will be less APs. The latest alignment will have a longer design, but it will not affect any subdivision in Quezon City anymore.
• Asked if there is a structural layout of the bridge.
• Answered that there is structural layout as it will be part of the Detailed Design study that will be undertaken.

• It was suggested to change the alignment of the project. The affected road has a limited space at only 20m. In addition, it is in an intersection and it will cross an open space.
• Raised that there were objections and resistance from Homeowners Association (HOA).
• Suggested to revise the alignment on the grounds of HOA resistance.
• Clarified that the there has been a change in the alignment.
• Mentioned that the alignment being discussed during the Feasibility Study (FS) will not be used since the Detailed Design (DD) was realigned to Kabayani St. – Katipunan Ave. Ext.
• It was asked if there is already a structural layout and footing of the bridge.
• Answered that such details are not yet available it will be included in the project’s scope.
• Expresses support that the project may now process.

● Asked what would happen to renters
specifically for their rented living space
and business area.

● Responded that the purpose of the 1st
SCM is to study the situation of all
Affected Persons (AP).
● No direct answer yet on what will happen
yet with the renters. Reassured that
Philippine policies and ADB social
safeguards are in place to ensure welfare.
● Mentioned that the 2nd SCM will provide
more clarity.

• Assured the APs that they must not
worry because they might not be
affected and this will depend on the
survey results. Proper assistance will be
given if proven that they will be affected.

cannot be determined yet. However, it
was reiterated the survey will also cover
renters as if they are affected by the
project

relocation schedule, and supposed site.
Also asked for the project timeline.

● Mentioned that the project is in the
Detailed Engineering Design. As for the
construction schedule, if there are no
more delays, it is estimated that the
construction will begin on the middle of
the next year.
● Part of the Detailed Design is the
establishment of limits of the Right of
Way. This will determine extent of impact
to the stakeholders.
● The relocation site will be identified after
the survey since there is no data yet as to
the number of people that are qualified
to avail the relocation benefits.

● To tagging of structures will commence
right after the Stakeholder Consultation
Meeting. This will be executed together
with the Parcellary Team to determine
the limit of the Right of Way.

● The Census and Tagging will begin on
January 28, 1 pm until February 5 for
Bridges 1 and 2. On the other hand
tagging activities for Bridge 3 is
scheduled on February 8 to February 12

● Made an inquiry on the timeframe of the
construction activities.
● Asked the reason why St. Mary Ave. in
Provident Village was chosen as the
project area.
● Inquired what will be the benefits of the
project to the residents.
● Emphasized that Provident Village is
flood prone area and if the project will
address the flooding problem of the area.
● Further inquired to the kind of
improvements the DPWH is currently
doing for the Marikina River.
● Raised if the construction of the Bridge
will have an impact to the structures
below it and if it will affect the river flow.

Tañong - Bridge 1)
● Answered that the construction will last
for approximately three years if there are
no delays caused by natural calamities.
● The area was chosen as part of three
bridges project since it will ease the
traffic flow in the locality. Based on the
feasibility study, it is the best location for
the bridge.
● Emphasized that one of the benefits of
government infrastructure project is the
increase of land value in nearby land
areas. The commercial areas will also be
more accessible for the residents
because of the bridge.
● The project has no direct impact in
reducing the flood in the area. However,
there is another project by the DPWH in
the area to improve Marikina River.
● Disclosed that there are currently
infrastructures built for flood control
along Brgy. Tumana and a pumping
station along Brgy. Malanday. On the
downstream part of Providence Village,
the Marikina Control Gate Structure will
be put up to regulate water level. There
will also be the Marikina Dam that will be
built in the upstream section of the River.
● Gave assurance that a hydrologist has
studied the possible impact during the
construction so that it will not cause any
flooding to areas that are not flood
prone. However, it was reiterated that
the project is not a flood control
measure.

that they have to vacate their area.

● Clarified that the tagging of structure
means that as per the PROW, the
structure will be affected. It is suggested
for the APs to plan ahead if their
structure is really affected so that they
can identify possible areas where they
can relocate. However, there are still
further process for this and the tagging
does not mean that have to leave
immediately.

numbers “1”, “2”, and “3” indicated in
their house as seen in the plan that was
presented to them.
● Further inquired if the numbers signify
severity of impacts to their properties.
● Mentioned that the project plan was
shared by a group within the residents of
Provident Village.

● Clarified if the observed number was in
the sticker. Also raised if the plan
mentioned was presented during the
video presentation.

● Pointed out that affected structures will
be verified after the survey. Reassured
that any plans available to the public
should not be the cause of any undue
stress as the survey will determine the
final affected structures and
stakeholders.

● Raised if there will be a relocation both
for the lessor and renters.

● Answered that the roll out of survey is
intended to identify the affected
stakeholders of the project. Hence, the
survey must also include renters. The
results of the survey will reveal the
entitlements for every stakeholder
affected. The second SCM will have more
details to the possible entitlements.

● Inquired that their compound has
separate titles and that there are many
families in it.
● Asked if there are any plans for cases
such as theirs

● Reiterated that cases with multiple titles
is still unknown. There might also be a
chance that not all land titles are within
the PROW which will only be confirmed
after the survey.
● Emphasized that AP in the land titles that
will be affected will be given with proper
compensation as defined by the existing
laws. All the names indicated in the land
titles that is within the PROW will be
compensated. In the event that one of
names indicated in the land title is
deceased, the designated heir will
receive the compensation as per the
existing process.

● Asked if renters will be provided with
relocation.

● Reiterated that there is a need to finish
the census and tagging as well as the
survey first to determine the affected
stakeholders. Only then will the proper
compensation be identified for the APs.

● Mentioned the results of the study must
be waited out first. Also gave confidence
that the project will be beneficial for all.
However, it was reiterated that
important information must be disclosed
as well as the participation of the
barangay LGUs.
● Emphasized that the result of the study
must also be shared with the barangay
LGUs so that they can also disseminate
with their constituents.
● Pointed out that the barangay is
currently in talks with the environment
and social group of the project.
● Also put emphasis on the importance of
consultation meetings and hoped that
concerns raised by the barangay
constituents are addressed.

SCM. Also asked if Ch. Pamisa has any

immediately and if there will be
relocation assistance.

● Answered that there will be a tagging of
structures and survey first.
● Invited the attendees to participate with
the survey activities so that entitlements
of all the stakeholders are formulated
and identified.
● Mentioned that there will be a
relocation. However, it cannot be
determined yet who can avail it and
where will the relocation be. The status
and profile of APs must first be
established.
● Based on the existing laws and ADB
guidelines, proper entitlements will be
given.

(APs), even renters, must be consulted.

● Asked if there will also be a compensation for renters.
● Raised concern they would also need to
remove their belongings in their rented
space.
● Asked how much meeting there is for the
project.
● Raised that there have been some
measurements done in the property and
that it has been tagged already.
● Asked how the interview process will be
conducted.
● Asked what will happen if the majority of
the lot will be traversed by the bridge.
● Clarified if the lot will be compensated
assuming only 70%-75% will be affected.
● Inquired if there will be buffer zones in
the bridge’s design.

meeting is to obtain permission to APs
for the RAP activities that will be

needed to determine the profile and
status of the APs.
● Answered that there will be two
meetings for the project.
● Clarified that tagging cannot proceed
without approval from the residents. The
team might have acquired approval from
other residents.
● Answered that the interview may be
done via call center or through an onsite
set-up.
● Mentioned that the extent of the project
will be determined after the ground
survey activities.
● Pointed that there are guidelines for the
severity of impacts and will be matched
with the proper entitlements.

of Way (PROW) and that the buffer zone
is already part of it.
● Raised that the complete limit of the
project will only be determined after the
ground survey activities.

with the existing bridge in Brgy. Tumana.
● Suggested to realign the project
somewhere between Tumana Bridge and
Batasan Bridge
● Pointed that the bridge must be limited
to the Riverbank and must not be
extended since it seems like a viaduct is
being constructed.
● Clarified if the project aims to address
the flooding in the area.
● Raised that the projects to address
flooding must be prioritized.

already studied.
● Pointed that the current alignment is
based on the most appropriate location
of the bridge based on the study with the

to increase the height of the bridge as a

projects to address flooding in Marikina
City.
● Mentioned that the project is also
designed with adaptive specification to
climate change.

Presented in the matrices below are the highlights during the Focus Group Discussion (FGD) for the
Bridge 1: JP Rizal St. (Marcos Highway) - St. Mary Ave. Bridge. Affected Persons (AP) were designated
as either as vulnerable or business sector. Due to few numbers of participants, this session
comprised of representatives from both sectors. However, their responses were disaggregated to
provide proper context on the sectors. The session was conducted online through Zoom Application.
Consent was also gathered before the FGD was conducted.
Responses from Business Sector
1. What are your apprehensions/concerns regarding the potential impact of the project on your livelihood/business?
• Not much effect on livelihood since her spouse is working on another city.
• Mentioned that the project will improve the transportation in their area. In addition Pasig City will be more accessible.

Ano ang proyekto? Ang Metro Manila Bridges Project ay kabilang sa Build, Build, Build Program ng pamahalaan na naglalayong magdagdag ng tulay upang maibsan ang problema sa trapiko sa EDSA at iba pang pangunahing kalsada ng kalakhang Maynila.
Tatlong mga tulay ang napapaloob sa proyekto gaya ng Kabayani Road-Katipunan Ave. Extension Bridge, J.P. Rizal-Lopez Jaena Bridge at Marcos Highway-St. Mary Ave. Bridge. Ang pagsasakatuparan ng mga ito ay:
Magbibigay ng daanang matibay laban sa baha at iba pang sakuna at makakatulong maibsan ang masikip na trapiko sa kamaynilaan. Makakamit ang inirekomendang kaligtasan sa baha ng Pasig-Marikina River Basin sa pamamagitan ng pagkakaroon ng higit na “access” sa ilog para sa operasyon at pamamahala nito. Magpapabuti sa kondisyon ng pamumuhay at lilikha ng mas positibong epekto sa ekonomiya. Dinisenyo para maging kaaya-aya at simbolo/ modelo.

Sino/Ano ang mga potensyal na epekto sa lipunan ng proyekto?
Mga mamamayang nakatira malapit sa ilog na pag- tatayuan ng tulay. Maaaring maapektuhan ang kanilang mga ari-arian gaya ng lupa, istruktura (bahay o tinda- han), punong-kahoy, mga pananim at pati na rin pam- publikong pasilidad (basketball court, outpost, electric post at iba pa). Kasama rin sa mga maaaring maaapektuhan ang mga negosyo.
Sino ang karapat-dapat para sa mga kabayaran ng mga apektadong ari-arian?
Nagmamay-ari ng lupa. Kailangan ng patunay ng pagmamay-ari gaya ng Transfer Certificate of Title (TCT). Nagmamay-ari ng istruktura (bahay at iba pa). Kailangan may Tax Declaration at iba pang patunay ng pagmamay-ari. Nagmamay-ari ng puno at pananim. Ang kabayaran ay base sa klase ng puno at pananim. Kailangan ng sertipikasyon ng pagmamay-ari mula sa barangay. “Vulnerable”. Ang mga “informal settler families”, matatanda, solong babae na tagapaghanapbuhay at may kapansanan ay bibigyan ng tulong. Sino ang magpapatupad ng proyekto? Ang Unified Project Management Office - Bridge Man- agement Cluster (UPMO-BMC) ng Kagawaran ng Paga- waing Pampubliko at mga Lansangan (Department of Public Works and Highways) ang magpapatupad ng proyekto. Ito ang tanggapan na responsable sa pagpaplano, pagdidisenyo, pangan- gasiwa at iba pang gawain patungkol sa proyekto.
Ilog at sapa (Surface water) Walang mga sasakyan at gamit pangkonstruksyon ang dapat na nakaparada, kinukumpuni o kinakargahan ng krudo, gasolina at langis malapit sa Ilog Marikina. Magtayo ng mga palikuran o sanitary facility para sa mga manggagawa. Mahigpit na atasan ang kontratista at mga manggagawa nito na sumunod sa wastong pagtatapon ng basura at wastong kalinisan. Pagtakda ng buffer zone ng konstruksiyon at mga containment barriers. Sundin ang alituntunin sa pagtitipid ng tubig at pagbuti- hin ang pangangasiwa ng tubig.
Tubig sa ilalim ng lupa (Ground water) Isagawa ang pagmentina ng mga kagamitang pangkon- struksyon sa tamang lugar at paraan para maiwasan ang spills at kontaminasyon sa lupa. Maglagay ng mga interceptor ng langis sa mga sa washdown at refueling areas. Ang mga patapong langis at basahan ay dapat itabi at itapon alinsunod sa RA 6969.

Magpatupad ng mga kontrol para sa erosion at pagguho ng lupa. Magtalaga ng isang lugar ng imbakan ng basura/spoils. Itabi ang topsoil para magamit sa ibang pagkakataon. Hangga’t maari, isagawa ang konstruksyon sa tag-araw Patibayin ang dike gamit ang mga damo at iba pang pansuklob sa lupa. Ipatupad ang RA 9003 (Ecological Solid Waste Manage- ment Act of 2000). Pagsasanay ng mga manggagawa ukol sa kalusugan at kaligtasan at pagpapanatili ng kaayusan ng paligid at tirahan ng mga manggagawa (housekeeping).

Ang mga kagamitang pang-konstruksiyon at makinarya ay dapat may mga silencer at maayos ang maintenance. Ang mga naaprubahang kagamitan lamang ang dapat gamitin para sa konstruksyon. Gawin sa gabi ang maingay na operasyong malapit sa paaralan, sa katapusan ng linggo kung malapit sa mga simbahan. Paghiwalayin ang maiingay na operasyon upang mabawasan ang kabuuang ingay, at kung posible, papag-ibahin ang daan ng trapiko sa panahon ng konstruksyon upang maiwasan ang akumulasyon ng ingay na lampas sa mga pamantayan. Kung maingay pa rin, maglagay ng pansamantalang harang sa ingay (noise barrier) sa mga sensitibong lugar o malapit sa pinagmumulan ng ingay. Pagbabawal ng pagbusina malapit sa mga sensitibong lugar at pagsusuot ng Personal Protective Equipment (PPE).
