The Second Draft Report, containing the response to the public comment and the document as revised during the First Draft stage, is scheduled to be posted on July 18, 2016 with a NITMAM closing date of August 22, 2016. Kristin, I understand the new material designation, and agree the proposal is new material. Holding this for the next revision cycle seems appropriate. So I think we are on the same page. Did my ballot need to change to be consistent with this approach? In some ways the ballot seemed similar to the challenge of answering a double‐negative question. If we need to talk, please call me. Please note that the issue being proposed by the submitter was not discussed during the First Draft (the only first revisions developed for NFPA 550 were to update referenced documents in Chapter 2, no changes were made to the document anywhere else including Chapter 3.) Any technical topic beyond what is addressed in first revisions would be considered new material. New material cannot be introduced at the Second Draft stage. Per the NFPA regs, if new material is submitted as a public comment, it can be held and will be automatically addressed by the Committee during the next revision process, and would not be lost. It was of the opinion of myself and the acting Committee Chair, Ken Dungan, that this public comment was new material. The ballot seeks the input of the committee on two issues (new material and need for a meeting.) I am hoping this provides some additional details regarding the process.
