Reponse to Pre-Bid Queries

1. Konserve Bhaav (NGO)

S. No. Query Response

1 There is no defined area / Space/sq mtr of sq ft. for art work in the

sarovar

Area for proposed work will be decided after finalization

of medium of art work and informed at RFP stage.

2. The tender mentioned artefacts. What do the term artefacts stands

for? It can be sculpture, utensils, cloths, arms, etc. and what could be

the possible size and place of display

The objective behind this is to get best medium to display

the theme.

3. The authority is asking for 5 alternative designs as concept. The time

given for concept submission is very less. It should be at least 1 month

so we can put our best.

Samples of 5 best works already executed may be

submitted along with concept note.

4. Will design be shown/share with other bidders? No

5. If bidder is unsuccessful then design / concept will be share or

implicated by the HTC?

No

6. Ref clause 7.1

A. Why HTC asking for Rs. 10000/- (non-refundable), if it is just

EOI not RFP.

B. Why HTC is asking design and concept in 1st step before

issuing RFP

C. There is no criteria for technical qualification in EOI.

D. What action will be in case of selected bidder is not

Ref clause 7.1 May read as follows

A. Rs.5,000/- (non-refundable)

B. Samples of 5 best works already executed may

be submitted alongwith concept note.

C. A separate RFP will be issued having all criteria

D. Requisite safeguards will be provided in RFP.

S. No. Query Response

technically strong enough.

E. Which type of firm will be given preference, artist firm or any

contractor firm?

F. In EOI no clear guidelines for selection of any bidder. It will be

on basis of concept or on financial? Or combine weighted of

both will be factor. If combine factor will apply then what

percentage will be given for both factors?

G. Drawings of the site where art work has to be executed.

E. No Preferential treatment to anybody

F. A separate RFP will be issued having all criteria

G. Drawing highlighting the work space will be

uploaded on the website of Haryana Tourism

7. Turnover must not be the criteria of eligibility. It should be relaxed as

artist firms are small and work only on art.

Clause 6.1.1(B) may be read as “The Applicant should

have a minimum average annual turnover of Rs.25,00,000

(Rupees Twenty Five Lakh) in last three Financial Years in

similar area of work.” It’s done to have better competition.
