• Operation Enduring Freedom (OEF): On October 7, 2001, the U.S. and the U.K. militaries and the Afghan United Front (Northern Alliance), launched Operation Enduring Freedom in response to the September 11 attacks on the United States with the stated goal of dismantling the Al-Qaeda terrorist organization and ending its use of Afghanistan as a base. The War in Afghanistan

International Security Assistance Force (ISAF)

Mission: In support of the Government of the Islamic Republic of Afghanistan, ISAF conducts operations in Afghanistan to reduce the capability and will of the insurgency, support the growth in capacity and capability of the Afghan National Security Forces (ANSF), and facilitate improvements in governance and socio-economic development in order to provide a secure environment for sustainable stability that is observable to the population.

Security: In accordance with Security Council Resolutions, the main role of ISAF is to assist the Afghan government in establishing a secure and stable environment. To this end, ISAF and Afghan National Security Forces conduct security and stability operations throughout the country together and are directly involved in the development of the Afghan National Security Forces through mentoring, training and equipping.

Reconstruction and Development: Through its Provincial Reconstruction Teams (PRTs), ISAF supports reconstruction and development in Afghanistan, securing areas in which reconstruction work is conducted by other local and international entities. Where appropriate, and in close cooperation and coordination with GIROA and UNAMA representatives on the ground, ISAF also provides practical support for reconstruction and development efforts, as well as support for humanitarian assistance efforts conducted by Afghan government organizations, international organizations, and NGOs.

Governance: ISAF, through its PRTs, helps Afghan Authorities strengthen the institutions required to fully establish good governance and rule of law and to promote human rights. The principal mission of the PRTs consists of building capacity, supporting the growth of governance structures and promoting an environment within which governance can improve.

The firm-fixed-price contract is valued at $99 million. • USIS Protest of Dyncorp Afghan Law Enforcement Contract Denied by GAO (May 12, 2011): USIS Worldwide, Inc. (USIS), of Falls Church, Virginia, protests the Department of the Army's award of a contract to DynCorp International LLC (DI), of Fort Worth, Texas, pursuant to request for proposals (RFP) No. W91CRB-10-R-0059 to provide support for the Afghanistan Ministry of Interior (MOI) and the Afghan National Police (ANP) in building, developing, and sustaining an effective law enforcement organization.[1] USIS challenges the agency's evaluation of proposals under various evaluation factors, including technical, past performance, and cost. GAO denies the protest.

• GAO Denies Worldwide Language Protest Against MEP Contract (Sep 13, 2010): WorldWide Language Resources, Inc. protested the decision by the U.S. Army Intelligence and Security Command (INSCOM) to modify its contract with Mission Essential Personnel, LLC (MEP)which provides linguist and interpretation services for military operations in Afghanistan and other operations in support of Operation Enduring Freedom. The protester contended that the modification violates the competition requirements of the Competition in Contracting Act of 1984 (CICA). GAO denied the protest.

• GAO Rules In Favor of DynCorp on Afghanistan Police Training Contract (Mar 16, 2010): The Government Accountability Office (GAO) says it sustains DynCorp International's protest and recommends the Secretary of the Army "cancel" current contracting process and conduct a "Full and Open Competition" for the $1.6b contract for training the Afghan police.

• DoD Bows to Critics, Denies Kuwaiti Firm Sole Source Contract (Mar 14, 2010): In January, the Defense Logistics Agency announced its intent to award a sole source contract award for logistics services throughout the U.S. military’s Central Command area, which includes Iraq, Afghanistan, Kuwait and other countries. But the agency said this week it was reversing course and opening the contract to full and open competition for companies willing to bid.
