EXECUTIVE SUMMARY

OnJune6,2017,theSeattleCityCouncilpassedOrdinance125324totaxsugar-sweetenedbeveragesdistributedinSeattle.Thetaxonsugar-sweetenedbeveragesis1.75centsperounceandwentintoeffectonJanuary1,2018.Inresponsetotheexcisetax,distributorsareexpectedtoincreasesugarybeveragepricesforretailers.Retailers,inturn,areexpectedtoincreasetheshelfpricesofsugarybeveragespaidbyconsumers,thusdeterringpurchases.Theeffectivenessofanexcisetaxinreducingsugarybeverageconsumptionhingespartlyonits“pass-throughrate,”ortheextenttowhichthetaxispassedontoconsumersthroughhighershelfprices.

Thisreportsummarizesthemid-yearresultsfromonecomponentoftheevaluationoftheSweetenedBeverageTax.Specifically,weconductedmid-yearstoreauditstoassesswhetherthetaxispassedontoconsumersviahigherretailpricesoftaxedbeverages.Wealsostudiedwhetherthepriceof non-taxedbeverageswouldincreasesincedistributorsandretailersmaychoosetospreadthecostofthetaxoveravarietyofproducts.

InOctoberandNovemberof2017,beforethetaxwasimplemented,wesurveyedpre-taxpricesofbeveragesthatwouldbesubjecttothetaxandbeveragesthatwouldnotbesubjecttothetax,usingin-personstoreaudits.InJuneandJulyof2018,approximatelysixmonthsafterthetaxwasimplemented,werepeatedthestoreaudits.Weselectedageographically-balancedsampleofstoresandrestaurantsinSeattleandacomparisonarea(FederalWay,Kent,andAuburn)toaudit.Wesurveyed27,223beverageswithin413storesorrestaurants.WeanalyzedthechangeinpricesinSeattle,aboveandbeyondchangesobservedinthecomparisonarea,toestimatetheimpactofthetaxonthepricesoftaxedbeverages.Wecalculated“pass-through”ratesbydividingthepriceincrease(incentsperounce)bythetotalamountofthetax(1.75centsperounce).

Key findings: Sixmonthsafterimplementation,thisstudyfindsthatthetaxonsugarybeveragesincurredbydistributorsisbeingpassedthroughtoconsumersviahigherretailpricesofthesebeverages.Thisconfirmsthehypothesizedresultofthetax.(A separate study of the impact of the tax on beverage consumption is underway.)

On average, prices increased for nearly all beverages types subject to the tax.

InSeattle,averagingacrossallstoretypesandbeveragetypes,thepriceofbeveragessubjecttothetaxinSeattleincreasedbyanaverageof1.70centsperounce,overandaboveincreasesseeninthecomparisonarea.Sincethetaxis1.75centsperounce,thisindicates97%pricepass-throughofthetaxonaverage.

Price increases differed by beverage type.

InSeattle,allbeveragessubjecttothetaxincreasedsignificantlyinprice,withtheexceptionofthecaloricflavor-syrupadd-onatcoffeeshops.Theaveragepass-throughratebybeveragetypeforbeveragessubjecttothetaxrangedfrom62%forbottledsugarycoffeebeveragesto111%forenergybeverages.Theaveragepass-throughrateforsodawas102%.

Price increases in Seattle differed by store type.

In supermarkets and superstores: whilethepriceoftaxedbeveragesincreased(withaveragepass-throughof86%),thepriceofnon-taxedbeveragesdidnotincreasesignificantly.

In grocery stores, drug stores, and small stores: thepriceoftaxedbeveragesincreasedsignificantly,withanaveragepass-throughgreaterthan100%(1.82centsperounceingroceryanddrugstoresand1.80centsperounceinsmallstores).Inthesestorecategories,onaveragethepriceofnon-taxedbeveragesalsoincreasedsignificantly.Thepriceincreasewas0.47centsperounceingroceryanddrugstoresand0.77centsperounceinsmallstores(whichequals27%and44%ofthesizeofthetax).Inthesetypesofstores,thepriceincreasesamongnon-taxedbeveragesappearstobeduetoincreasesinthepriceofdietsoda,dietenergybeverages,andtoalesserextent,bottledteaanddietsportsbeverages.Thepriceofbottledwaterdidnotincreaseand,inthemajorityofstoretypes,thepriceofmilkalsodidnotincrease.

SECTION 1 | TAXED AND NON-TAXED BEVERAGE PRICES USING STORE AUDITS

ObjectiveTheprimaryobjectiveofthestoreauditsistodeterminetheextenttowhichthetaxonsugarybeveragesincurredbydistributorsinSeattleispassedthroughtocustomers(“pricepass-through”).Weadditionallyassessthedegreetowhichthepriceofnon-taxedbeverageschanges,aswellastheaveragepricechangeinasampleoffoods.

MethodsSample. Toobtainoursampleofstoresatbaseline(pre-taximplementation),firstweidentifiedallfoodstoresinSeattleandourcomparisonareabasedonalistofallpermitted,permanentfoodestablishmentsin2016,maintainedbyPublicHealthSeattleKingCounty(PHSKC).TheUrbanFormLabattheUniversityofWashingtonpreviouslycreatedalgorithmstoclassifyeachofthesebusinessesintomeaningfulfoodstoreorrestaurantcategories(supermarkets,grocerystores,cornerstores,counter-servicerestaurants,etc.).StoredefinitionsareprovidedinAppendix A.Weusedthisclassificationtoinitiallycategorizestoresandrestaurantsandthenupdatedthecategoryasnecessarywhenwevisitedeachstoreorrestaurant.

Weaimedforageographicallybalancedsampleoffoodstores(supermarkets,grocerystores,cornerstores,gasstations),coffeeshops,andcounter-servicerestaurantsinSeattleandinthecomparisonarea(FederalWay,Kent,andAuburn).Atbaseline,whenselectingourstoresample,weobtainedgeographicbalancebydividingourstudyareas(Seattle,Figure 1,andcomparisonarea,Figure 2)into16equal-sizedareas,geocodingallthefoodestablishments,thenselectingaquotaofstoresfromeachstoretypewithineachofthe16areas.

Inadditiontothesamplederivedfromtheaboveprocess,wealsoworkedwithcommunityliaisonsandused“minority-ownedbusiness”liststosamplesmallstoresandcounter-servicerestaurantsownedbypeopleofcolor;weincludedthisadditionalcommunity-basedsamplingapproachduebothtotheanticipationthatthesestores

maybemoreaffectedbythetaxandtheexpressedinterestoftheCityofSeattleandtheCommunityAdvisoryBoardinensuringthesestoreswererepresentedinthesample.

Duringthe6-monthfollowupsurvey,werevisitedeverystoreincludedinthebaselinesampleandattemptedtore-surveythepricesofitemsineachstore.

Datacollectorsattendedonesix-hourtraining,thenpracticeddatacollectioninthefielduntil90%rawagreementonresponseswasachieved.Twoofourdatacollectorsalsocollecteddataforthebaselinesurveyandtheyattendedthetrainingsagainbeforethesix-monthdatacollection.Weconductedallin-storeauditsbetweenOctober23andNovember22,2017forthepre-tax,baselineassessment.Thesix-month,post-taxfollow-upauditswereconductedbetweenMay21andJuly202018.WepauseddatacollectiontheweekofJuly4tominimizecapturingholiday-specificsalesandreturnedtostoresduringtheweeksofJuly9-20tofinishthesix-monthdatacollection.

Data collection.Withineachstorewemeasuredtheavailabilityandpricesof:soda,sportsandenergydrinks,teasandcoffees,juices,powdereddrinkmixes,water,milks,fountaindrinks,andahandfulofsnackandsugaryfoods.Wecollectedpricesfrom25uniquetaxedbeverages,32uniquenon-taxedsugar-freeordietbeverages,andnineuniquenon-taxedsugar-sweetenedbeverages(e.g.,flavoredmilk).Appendix Ccontainsthesurveyinstruments.Table 1showsallsurveyedbeveragesbybeveragetypeandbeveragetaxcategory.Foreachbeveragelisted,werecorded the pricingandavailabilityofmultiplepackagingsizes(e.g.,12ozcans,20ozbottles,1literbottles,12packsof12ozcans).Weadditionallysurveyedthepriceofsixpackagedsnackandsugaryfooditems:LittleDebbieHoneyBuns,FrostedFlakes,LaysOriginalPotatoChips,Oreos,Pringles,Reese’sPeanutButterCups.

Variables.Beverageprices. Theprimaryoutcomeofinterestisthepriceofbeverages,whichweexpressascentsperounce.Wecollectedregularanddiscountedpricesforallsurveyedbeverages.Fortheseanalyses,weusethelowestpriceatwhicheachbeveragecouldhavebeenpurchasedonthedaythestorewassurveyed.Asdescribedbelow,forstoresthatdidnotincreasetheshelfprice,butdidaddabeveragetaxatpurchase,theadd-onpricewasaddedtotheshelfpriceinourdatasettocreateatotalprice.

Becausewewereawarethatsomestoreswerenotchangingtheshelfpriceandinsteadjustindicatingontheshelftagthatabeveragetaxwouldbeaddedattheregister,wedeveloped,tested,andvalidatedcollectionmethodsthatwouldenableustocapturetheactualpricepaid.Inourpilotwork,wevisitedaminimumofthreestoresineachstoretypecategoryshortlybeforethesix-monthdatacollectionbeganandtookpicturesofthevarietyofwaysthatstoreswerechoosingtoalertconsumerstothebeveragetax(ornot).Ineachofthesestores,wespokewithstoremanagersorstorestafftoaskhow,ifatall,theyhadchangedpricesasaresultofthetax.Weadditionallypurchased10-20taxedandnon-taxedbeveragesfromnineofthesestorestofullyunderstandhowthetaxwasbeingprocessedattheregister.Fromthispilotdatacollection,wedeterminedthatfivecategoriesof“pricing type”wouldcapturethemajorityofwaysinwhichstoresweremarkingshelftagstoindicatethepresenceofthetax(seeFigures 3.1-3.5 forexamples):1)nomentionofthetaxonthepricetag,2)thetaxpricewaswrittenonthepricetagasanadd-onamountandnotincludedintotalpricelisted,3)thetaxpricewasincludedinthetotalpriceonpricetag,andidentifiedasanadd-onamount,4)thetaxpricewasincludedinthetotalpriceonpricetagbutnot identifiedasanadd-onamount,and5)thepricetagstatedthatthetaxwouldbeaddedatregisterandthisadd-onpricewasnotincludedonthepricetag.Forbeveragesthatfollowed#2,#3,and#4,thefinalpriceofthebeverageplusbeveragetaxwasobviousanddatacollectorscollectedthisprice.Forbeveragesthatfollowed#1,ourpilottestingrevealedthatthepriceofthetaxwasincorporatedintheshelfpricealready,sowecollectedtheshelfpriceonlyinthisscenariosinceitreflectedthetotalpriceforpurchasingthebeverage.Forbeveragesthatfollowed#5,ourpilottestingrevealedthatthetaxwasappliedonlytosugarybeveragesinSeattlesubjecttothetaxandwasnotappliedtosugar-freebeverages(notsubjecttothetax).Therefore,forstoresusingthis“pricingtype,”datacollectorspurchasedadietandaregularsodatoobtainthetotalprice,includinganyadd-onattheregister.Usingthisadd-onpricefromthepurchasedbeverage,wecalculatedthestore’spriceperounceadd-on,whichwethen

appliedtoalltaxedbeveragesatthatstore.So,forexample,ifanenergydrinkwasmarkedwithashelfpriceandatagthatsaid,“plusbeveragetax,”wecalculatedthetotalpricebysummingtheshelfprice,plustheamountofbeveragetax(incentsperounce)addedbythatstore.Ourpilottestingrevealedthatstoreswiththistypeofpricingstrategyconsistentlyappliedthesametaxperounceforallbeveragessubjecttothetax,soweobtainedthebeveragetaxforeachstorefromthereceiptfromourpurchaseofadietandaregularbeverage.

Beveragetypes. Wegroupedsimilarbeveragestogethertoform22“beveragetypes,”(i.e.,soda,energydrinks,juice,juicedrink,etc.).Table 1 (above)displaysthebeveragetypesandlistsbeveragesineachbeveragetypecategory.

Beveragetaxcategories.Wethenfurthergroupedbeveragetypesintothreeaggregatecategories,accordingtoboththeiraddedsweetenercontentandwhethertheyaresubjecttotheSeattleSweetenedBeverageTax:taxed,non-taxedsugar-free,andnon-taxedsugar-sweetened.Beveragesinthecomparisonareaaregroupedintothesesamecategoriestomakecomparison,butnoneofthesebeveragesaresubjecttotheSeattleSweetenedBeverageTaxiftheyaredistributedandsoldoutsideSeattle.

Storetype.Weincluded5differentcategoriesofstoresorrestaurants:Superstores/supermarkets,grocerystoresanddrugstores,smallstores,counter-servicerestaurants,andbeverageshops(coffeeortea).DefinitionsforeachstoreorrestauranttypeareprovidedinAppendix A.

Statistical analysis.Taximpactanalyses.Ourprimaryanalysesaimtoestimatetheimpactofthetaxonthepriceofbeveragessubjecttothetax.Todothis,weusearegression-baseddifference-in-differencemodeltoestimatethedegreetowhichthepriceofbeveragesinSeattlechangedaboveandbeyondpricechangesforthesamebeveragesinthecomparisonarea.Wedothisfortaxedbeveragesandnon-taxedbeverages.Specifically,weranordinaryleastsquaresmodelswithstandarderrorsadjustingforclusteringatthestorelevelofthegeneralform:

Usingthesesamedifference-in-differencemodels,wethenrunmodelsstratifiedbybeveragetype,sincepreviousstudieshavenoteddifferentpass-throughsofthetaxbybeveragetype.Wedothisforbothtaxedandnon-taxedbeverages,separately.

Wethenstratifybystoretypeandestimatethedifference-in-differencefortaxedandnon-taxedbeverages(aggregatecategories)bystoretype.Inthesemodels,wecombinethetaxedandnon-taxedbeveragesinonemodeltoderivethedifference-in-differenceestimateforeachandtoalsoderiveatripledifferenceestimateforeachstoretype,whichfurthersubtractsthedifferentialchangeinthepriceoftaxedbeverages(comparedtonon-taxed)inthecomparisonareafromthatinSeattle.Specifically,weestimatedthefollowinglinearregressionmodelusingordinaryleastsquareswithstandarderrorsadjustedforclusteringwithinstores:

Here,Yijstistheobservedthepriceofbeverageiincityjintaxedcategorysattimet,cityisanindicatorvariablethattakesthevalueof1forbeveragesinSeattleand0forbeveragesinthecomparisonarea,taxedisanindicatorvariablethattakesthevalueof1ifthebeverageissubjecttothetaxinSeattleand0ifthebeverageisnotsubjecttothetaxinSeattle,timeisanindicatorvariablethattakesthevalueof1forpricesmeasuredinthepost-taxperiodand0forpricesmeasuredinthepre-taxperiod.ThecityindicatorvariablecontrolsfordifferentpricelevelsbetweenSeattleandthecomparisonareaevenbeforethetax,thetaxedindicatorvariablecontrolsfordifferentpricelevelsbetweentaxedandnon-taxedbeveragesinbothcities,evenwithoutthetax,andthetimeindicatorvariablecontrolsfordifferencesinpricesthatareafunctionofseasonalityorthepassageoftimethatwouldexistinbothareasregardlessofwhetherthetaxwasimposed.Theinteractiontermscontrolforadditionalheterogeneityintheaveragepricesthatmayalsoexist,evenintheabsenceofthetax.Forexample,theaveragepriceoftaxedbeveragesinSeattlemaybehigherorlowerthantheaveragepriceofotherbeverages.Theinteractionbetweencityandtaxed(cityXtaxed)wouldcontrolforthis.Otherpotentialproblemscouldoccuriftheaveragepriceofalltaxedandnon-taxedbeveragesrosefasterinSeattlethaninthecomparisonarea[theinteractionbetweencityandtimeindicatorvariables(cityXtime)wouldcontrolforthis]oriftheaveragepriceoftaxedbeveragesrosefasterthantheaveragepriceofnon-taxedbeverages,regardlessofthearea[theinteractionbetweenthetaxedandtimeindicatorvariables(taxedXtime)wouldcontrolforthis].Finally,theestimatedcoefficientonβ7 isourestimateofthetripledifferenceestimate--itisthedifferencebetweentwosetsofchangesinpricesovertime.First,wetakethedifferenceinthechangeinpriceoftaxedbeveragesinSeattlerelativetonon-taxedbeveragesinSeattle.Thenwesubtractfromthatthedifferencebetweenthechangeinpriceintaxedbeveragesinthecomparisonareaandthechangeinpricefornon-taxedbeveragesinthecomparisonarea.

Thisistheestimateoftheimpactofthetaxontaxedbeveragesaboveandbeyondanychangesinthepriceofnon-taxedbeverages.Itisofsecondaryinterestbecausechangesinthepriceofnon-taxedbeveragesinSeattle(whichwedifferenceoutinthetripledifferenceestimate)couldbearesultofthetaxitself(andthereforeshouldnotbedifferencedouttoestimatetaximpacts)ortopricesinSeattlerisingfasterthanpricesinthecomparisonarea.

Finally,wepresentapooledmodel,unstratifiedbybeverageorstoretype,givingtheoverallpooledimpact,althoughthisestimateshouldbeinterpretedwithcautionsincetheunweightedpooledestimateisinfluencedbyhowmanybeverageswerecollectedateachstoretype.

Inallmodels,weincludeonlystoresthatwesurveyedatbothtimepointsinthemodel.Ourprimarymodelsexamineallbeveragesthatweresurveyedinthesestoresateithertimepoint.Insensitivitymodels,welimitourmodelstoincludeonlybeveragesthatweremeasuredatbothtimepointsinastore.

Weusethesesamedifference-in-differencemodelstoestimatethedegreetowhichpricesofpackagedfoodandhealthierfoodchangedmoreinSeattlecomparedtothecomparisonareainthistimeperiod.

Insensitivityanalyses,we1)limitedthedifference-in-differenceanalysestoincludeonlybeveragesthatwe


observedineachstoreatbothtimepoints,and2)useddifference-in-differencemodelsbybeveragesizetoidentifyhowpriceschangedinassociationwiththetaxbybeveragesize.

Afterfindingthatthepricesofsomeuntaxedbeveragesincreasedinsomestoretypes,wedidadditionalanalysestofurtherprobewhetherthisfindingwasuniversalacrossstoresubtypesandbeveragetypes.Specifically,wecategorizedgrocerystores,smallstoresanddrugstoresaccordingtowhethertheywerechainstoresornot.Forsmallstores,weadditionallycategorizedthemaccordingtowhethertheyweregasstationsornot.Wethenre-ranthedifference-in-differenceanalysesaccordingtobeveragetypewithinthesestorecategories.

Impact of the tax on average taxed and non-taxed beverage prices according to beverage type

Table 4 displaysthechangeinpricebybeveragetypeinSeattleandthecomparisonareaaswellasthedifference-in-difference(i.e.,thedegreetowhichthepricesinSeattlechangedaboveandbeyondthepricechangesinthecomparisonarea–thechangeinSeattlepricesminusthechangeinthecomparisonareaprices).Thepriceofalltaxedbeverages(exceptsugarysyrupadd-onsincoffeeshops)increasedsignificantlyinSeattle,whilesmallnon-statisticallysignificantchangesinpriceforthesesamebeverageswereseeninthecomparisonarea.Thedifference-in-differenceindicatedthepass-throughofthetaxwasmorethan100%onaverageforsoda[DD:1.78(95%CI:1.58,1.99)andenergydrinks(DD:1.95(95%CI:1.37,2.52)].Pricepass-throughwaslower(84%)forbottledsugar-sweetenedtea[DD:1.48(95%CI:1.06,1.89)],84%forsportsbeverages[DD:1.47(95%CI:1.17,1.78)],and62%forbottledsugar-sweetenedcoffeedrinks[DD:1.09(95%CI:0.10,2.09)].Pass-throughwas63%forjuicebeverages[DD:1.11(95%CI:0.05,2.16)].Sugarysyrupsincoffeeshopsareincludedinourtaxedcategory,buttheirtaxstatusisambiguoussinceretailerscanprovideasignedwrittenstatementtothedistributorstatingthatthesyrupswillbeaddedtodrinksthathavemilkastheirprimaryingredient,andthedistributorwillnotbetaxedforthesesyrups.Theaveragepriceofaddingthesesyrupsincreasedbyjustover8centsonaverageinSeattleanddecreasedbyapproximately1centinthecomparisonarea;however,theconfidenceintervalswerewideandneitherofthesechangeswerestatisticallysignificantlydifferentfromzero.Thedifference-in-differencewasalsonotstatisticallysignificant.

Thepriceofseveralnon-taxedsugar-freebeveragesalsoincreasedinSeattlebetweenthepre-taxperiodandsixmonthspost-tax,includingdietsoda,dietenergydrinks,bottledtea,andpreparedcoffee.ThischangeinpriceinSeattlewasstatisticallysignificantlygreaterthanthechangeinpriceinthecomparisonareafordietsoda[DD:0.61(95%CI:0.39,0.83)]anddietenergydrinks[DD:1.00(95%CI:0.41,1.60)].Thedifference-in-differenceforpreparedsugar-freecoffeebeverageswassignificantatthe0.10levelonly[DD:1.23(95%CI:-0.05,2.50)].Thedifferenceforbottledsugar-freeordietteaswasnotstatisticallysignificant[DD:0.24(95%CI:-0.39,0.86)],norwasthatfordietsportsdrinks[DD:0.35(95%CI:-0.08,0.78)].Formilk,thepriceperouncedecreasedsignificantlyinthecomparisonarea,leadingtoasignificantlygreaterincreaseinpriceinSeattleascomparedtothecomparisonarea[DD:0.32(95%CI:0.02,0.62)].

Amongthesugarybeveragesthatarenotsubjecttothetax,thereweresignificantincreasesinpriceperounceinSeattlebetweenthepre-taxperiodandsixmonthspost-taxforpreparedsugar-sweetenedcoffee.ThechangeinSeattlewasmarginallysignificantlygreaterthanthechangeinthecomparisonareaforpreparedsugar-sweetenedcoffeebeverages[DD:0.83(95%CI:-0.08,1.74)].

The difference-in-difference indicated the pass-through of the tax was more than 100% on average for soda and energy drinks. Price

pass-through was lower (84%) for bottled sugar-sweetened tea, 84% for sports beverages, and 62% for bottled sugar-sweetened coffee drinks.

Pass-through was 63% for juice beverages.

AmongSeattlesupermarketsandsuperstores,averagepass-throughfortaxedbeverageswas1.51centsperounceor86%ofthepriceofthetax.Non-taxedbeveragespricesdidnotchangesignificantlyinthesestores.Thedifferentialchangefortaxedversusnon-taxedbeveragesinSeattleversusthecomparisonarea(thetripledifference)was1.54centsperounce(95%CI:1.25,1.84).

Amonggrocerystoresanddrugstores,thepriceofbothtaxedandnon-taxedbeverageincreasedsignificantlymoreinSeattleascomparedtothechangeinpriceinthecomparisonarea.Fortaxedbeverages,theaveragepass-throughwasmorethan100%ofthetaxpriceat1.82centsperounce(95%CI:1.33,2.31).Fornon-taxedbeveragesinthesestores,pricesincreasedinSeattleaboveandbeyondpriceincreasesinthecomparisonareaby0.47centsperounceonaverage(95%CI:0.08,0.85).Becausethepriceofnon-taxedbeveragesinSeattleincreasedsubstantially,thedifferentialchangefortaxedversusnon-taxedbeveragesinSeattleversusthecomparisonarea(thetripledifference)waslower,at1.35centsperounce(95%CI:0.87,1.84).Inpracticalterms,thisindicatesthat

thesix-monthspost-taxpricedifferentialbetweentaxedversusnon-taxedbeveragesatthesestoresisnotasgreatasthesamepricedifferentialbetweenthesebeveragesatthelargersupermarketsandsuperstores.

Thefindingsforsmallstoreswereverysimilartothoseforgroceryanddrugstores.Specifically,thepriceofbothtaxedandnon-taxedbeveragesincreasedsignificantlymoreinSeattle,comparedtothecomparisonarea.Inthecaseofsmallstores,thepass-throughontaxedbeverageswasapproximately103%ofthepriceofthetaxonaverage,or1.80centsperounce(95%CI:1.36,2.24).Thepriceofnon-taxedbeveragesincreasedby0.77centsmoreperounceinSeattlecomparedtothecomparisonarea(95%CI:0.30,1.24).Asinthegroceryanddrug

stores,becausethepriceofnon-taxedbeveragesinSeattleincreasedsubstantially,thedifferentialchangefortaxedversusnon-taxedbeveragesinSeattlecomparedtothecomparisonarea(thetripledifference)waslowerthaninsupermarkets/superstores,at1.03centsperounce(95%CI:0.54,1.52).

Inthewarehousestores,thereissubstantialvariationintheestimateofthechangeinprice.Whiletheaveragechangeindicatesthatpricesontaxedbeveragesincreasedby134%ofthetaxamountafternettingoutthechangeinthecomparisonarea,thischangeisnotstatisticallysignificantbecauseofthelargevariationinpricechanges(DDtaxed:2.34(95%CI:-3.72,8.40).Thedifference-in-differenceforthenon-taxedbeveragesinthesestoresalsodidnotreachstatisticalsignificance[DDnon-taxed:-0.40(95%CI:-3.91,3.12)].Becauseoursamplecontainsonlytwowarehousestores,thenumberofobservationsinthesemodelsisrelativelysmall.

Incoffeeshops,wereportonthepriceofthecaloricflavorsyrupthatcanbeaddedtocoffeedrinksasthetaxedbeverage.However,itstaxstatusisambiguous.Whilethetaxregulationsstatethat“’Sweetenedbeverage’doesnotinclude…anybeverageinwhichnaturalmilkistheprimaryingredient,inotherwords,theingredientlistedfirstintheproductingredientlist;orinwhichwaterandgrains,nuts,legumes,orseedsconstitutethefirsttwoingredientsintheproductingredientlist”(Ord.125324,§2,2017.Section5.53.020),retailersmustprovideasignedwrittenstatementtothedistributorcertifyingthenumberofbottlesofsyrupthatwillbeusedforbeverageswhere

Among grocery stores and drug stores, the price of both taxed and non-taxed beverage

increased significantly more in Seattle as compared to the change in price in the

comparison area. For taxed beverages, the average pass-through was more than 100% of the tax price at 1.82 cents per ounce. For non-

taxed beverages in these stores, prices increased in Seattle above and beyond price increases in

the comparison area by 0.47 cents per ounce on average.

The findings for small stores were very similar to those for grocery and drug stores. Specifically, the price of both taxed and non-taxed beverages increased significantly more in Seattle, compared

to the comparison area. In the case of small stores, the pass-through on taxed beverages

was approximately 103% of the price of the tax on average, or 1.80 cents per ounce (95%CI: 1.36, 2.24). The price of non-taxed beverages

increased by 0.77 cents more per ounce in Seattle compared to the comparison area (95%

CI: 0.30, 1.24).

Among Seattle supermarkets and superstores, average pass-through for taxed beverages was

1.51 cents per ounce or 86% of the price of the tax. Non-taxed beverages prices did not change

significantly in these stores.


thefirstingredientismilk.Ifthedistributordoesnotreceivethissignedstatementfromtheretailer,thenthedistributorisstillresponsibleforpayingthetaxonthesesyrupbottles.AlthoughtheaveragepriceofadditionalcaloricflavorsyrupatcoffeeshopsinSeattleincreasedby8.12cents,thispriceincreasevariedconsiderably(95%CI:-5.17,21.41),andwasnotstatisticallysignificant.However,thepriceofnon-taxedcoffeebeveragesincreasedmoreinSeattlethaninthecomparisonareaandthisincreasewasmarginallystatisticallysignificant(DDnon-taxed:4.14centsperounce(95%CI:-0.01,8.29).

Inquick-servicerestaurants,thepriceoftaxedbeveragesincreasedsignificantlymoreinSeattlecomparedtothecomparisonarea–by1.43centsperounce(95%CI:0.25,2.62),or82%ofthepriceofthetax.Non-taxedbeveragesintheserestaurantsalsoincreasedonaverageby0.64centsperounceinSeattleversusthecomparisonarea;however,thisvariedwidelyandthepricechangewasnotstatisticallysignificant.Theincreaseinthepriceofbothtaxedandnon-taxedbeveragesledtoalowertripledifference(thedifferentialpriceincreaseinthetaxedbeveragescomparedtothenon-taxedbeveragesinSeattleversusthecomparisonarea),whichwasnotstatisticallysignificant[DDD:0.80(95%CI:-1.34,2.93].

Table 6displaysthemeanprice(incentsperounce)ofalltaxedandnon-taxedbeveragespre-taxandsixmonthspost-tax,aswellasthedifference-in-differenceforthechangeinpricesinSeattlecomparedtothechangeinpricesinthecomparisonareaforbothtaxedandnon-taxedbeverages.Inthepooledestimateforbeveragessubjecttothetax,thedifference-in-differenceindicatesthatpricesincreasedanaverageof1.70centsmoreperounce(95%CI:1.46,1.94)inSeattlethaninthecomparisonarea.Thedifference-in-differenceforthetaxedbeveragesof1.70centsperounceindicatesthat,aggregatedacrossstoretypeandbeveragetype,thetaxwaspassedthroughatanaverageof97%.

Thepriceofbeveragesnotsubjecttothetax(includingthosewithlow-to-nosugarsweeteningandthosewithsugarsweetening)alsoincreasedsignificantlymore(DDnon-taxed:0.42centsperounce(95%CI:0.18,0.66)inSeattlecomparedtothecomparisonarea.

Thedifferencebetweenthenetincreaseintaxedbeveragepricesversusthenetincreaseinnon-taxedbeverageswasstatisticallysignificant(DDD:1.28centsperounce(95%CI:1.02,1.54).

Thepooledestimatesshouldbeinterpretedwithcautionsincetheoverallaverageisafunctionofthenumberofbeveragessurveyedineachtypeofstore,whichmaynotreflecttheproportionofbeveragesboughtateachstore.Forexample,ifhouseholdsbuy70%oftheirbeveragesinsupermarkets,butsupermarketsonlyrepresent30%oftheobservationsinthismodel,themodelsstratifiedbystoretypewillbemorerelevant.


Sensitivity analyses and secondary analysesSensitivity analyses.Insensitivityanalyses,limitingthedifference-in-differenceanalysestoincludeonlybeveragesthatweobservedineachstoreatbothtimepointsyieldedsubstantivelysimilarresults(Appendix B Supplemental Table 1).Ouranalysesforthreecommonbeveragesizesfoundthattheaveragepass-throughwaslowestfortwo-literbottles[DD:1.51(95%CI:1.28,1.74)],higherfor20ozbottles[DD:1.84(95%CI:1.59,2.08)],andhighestfor12packs[DD:2.00(95%CI:1.68,2.33)](Appendix B , Supplemental Tables 2-4).

Additional analyses to examine the increase in price of non-taxed beverages. Table 7displaysthedifference-in-differenceestimatesforgrocerystoresaccordingtowhetherornottheyareachain,smallstoresaccordingtowhetherornottheyareachain,smallstoresaccordingtowhethertheysellgas(gasstations),anddrugstores(whichareallchains).Theaveragepriceofnon-taxedbeveragesdidnotincreasesignificantlyingrocerystores(eitherchainornon-chain)nordiditincreaseinsmallstoresthatdonotsellgasandarenotchains.Thesignificantaverageincreaseinthepricesofnon-taxedbeveragesarelimitedtodrugstores,chainsmallstoresandsmallstoresthatsellgas.Inthesestores,lookingspecificallybybeveragetype,pricesincreasedconsistentlyfordietsodaanddietenergydrinks.Pricesincreasedfordietsportsbeveragesaswell,althoughthisonlyreachedstatisticalsignificanceinchainsmallstoresandgasstations.Similarly,bottledunsweetenedteaincreasedalsosignificantlyinpriceinthesetwotypesofstores.Thepriceofbottledwaterdidnotincreaseinanyofthesestoretypesandthepriceofmilkonlyincreasedsignificantlyinnon-chainsmallstores.

Table 9displaysthechangeinpricefrompre-taxtosixmonthspost-taxforbubbleteashopsinSeattle.InSeattlebubbleteashops,thepriceoftaxedbubbleteadrinks(e.g.,non-milk-basedsugar-sweetenedteas)increasedby0.99centsperounce(95%CI:-0.23,2.21),whichwasonlysignificantatthe0.10level.Thepriceofnon-taxedsugar-freebubbleteadrinks(e.g.,milk-basedbubbleteawithsugar-freesyruporpowder,plaintea,100%fruitsmoothies)didnotchangesignificantly[DD:0.13(95%CI:-0.51,0.78)];non-taxedsugar-sweetenedbubbleteadrinks(e.g.,milk-basedsugar-sweetenedbubbleteas)decreasedby0.58centsperounce(95%CI:-2.31,1.14),butthiswasnotstatisticallysignificant.

Implementation.WeidentifiedfivestrategiesSeattlestoresusedtoalertconsumerstothetax(seeFigures 3.1-3.5 above).Manystoresusedmorethanoneimplementationstrategy.Forthisreason,wefirstpresentprice-typefrequenciesbybeverages.Oftaxedbeverages,45%ofbeveragesforsalemadenomentionofthetaxonthepricetag(Figure3,pricingtype#1);anyaddedtaxwasalreadyincludedintheshelfprice.Ofthe55%oftaxedbeverageswherepricetagsmentionedthetax,thelargestgroup(24%ofalltaxedbeverages)includedthetaxinthetotalpriceonthepricetagandidentifieditasaddedon(type#3).Another17%ofalltaxedbeverageshadthetaxaddedattheregisteranddidnotlistthetotalpriceonthepricetag(type#5);11%oftaxedbeveragesincludedthetaxinthetotalpriceonthepricetagbutdidnotidentifyitasanadd-on(type#4);2%oftaxedbeverageshadthepricewrittenonthepricetagasanadd-onamountonly,withoutincorporatingitintothetotalprice(type#2),and2%fellintothe‘other’category,meaningthetaxwasmentionedonthepricetagbutdidnotfallintoanyoftheothercategories(seeTable 10).Ofnon-taxedbeverages,97%ofpricetagshadnomentionofthetax;3%ofnon-taxedbeveragesdidhaveanidentifiedtaxadd-onorsomementionofthetaxonthepricetag.

DiscussionSixmonthsaftertheimplementationofSeattle’sSweetenedBeverageTax,weobservedthat,whenaveragedacrossallstoretypesandtaxedbeveragetypes,thepriceofbeveragessubjecttothetaxincreasedby1.70centsperounceaboveandbeyondchangesinthepriceoftaxedbeveragesinthecomparisonarea. Sincethetaxis1.75centsperounce,thisindicates97%pricepass-throughofthetaxonaverage.Averagingacrossstoretypes,pricesincreasedsignificantlyforallbeveragetypessubjecttothetaxexceptone–thecaloricflavor-syrupadd-onatcoffeeshops.Theseaveragechangesmasksomenuancesbybeveragetypeandbystore/restauranttype.Forexample,themeanpass-throughratebybeveragetyperangedfrom62%forbottledsugarycoffeebeveragesto111%forenergydrinks;thepass-throughrateforsodawas102%.

Whencomparingthetaxedbeveragepriceincreasesbystoretype,wefoundthatinsupermarketsandsuperstores,onlythepriceoftaxedbeveragesincreasedinSeattle,comparedtothecomparisonarea,andtheaveragepass-throughwas86%.Ingrocerystores,drugstores,andsmallstores,however,theaveragepass-throughfortaxedbeverageswasmorethan100%,andthepriceofnon-taxedbeveragesalsoincreasedsignificantly.

Inquick-servicerestaurants,onlythepriceoftaxedbeveragesincreasedinSeattlecomparedtothecomparisonarea.Incoffeeshops,thesugaryflavorsyrupadd-ondidnotincreasesignificantly;howeverthepriceofnon-taxedcoffeedrinksincreasedinSeattleaboveandbeyondchangesseeninthecomparisongroupandwasstatisticallysignificantatthe0.10level.

Interestingly,thepriceofnon-taxedsugar-freebeveragesalsoincreasedinSeattlesignificantlymorethaninthecomparisonarea.However,thispriceincreasewasonlyabout25%oftheincreaseofpriceamongtaxedbeverages.Therearetwopotentialexplanationsfortheincreaseinthepriceofnon-taxedsugar-freebeverages.First,thepricesofgoodsinSeattlecouldberisingatapacethatfaroutstripstherateofincreaseinthecomparisonarea.WethinkthisexplanationisunlikelybecausewedidnotfindanyevidencethatpricesofpackagedfoodsorhealthyfoodsinthesesamestoreschangeddifferentiallyforSeattlecomparedtothecomparisonarea.Instead,itseemsmorelikelythatSeattleisexperiencingspillovereffectsfromtaxedtonon-taxedbeverages.Ifso,thiscouldeitherbeduetomisunderstandingsbydistributorsorstoreownersandmanagersaboutwhichbeveragesaresubjecttothetax,oritcouldreflectanintentionaldecisiontosellthesenon-taxedproductsatahigherprice.


Six months after the implementation of Seattle’s Sweetened Beverage Tax, we observed that, when averaged across all store types and taxed beverage types, the price of beverages subject to the tax increased by 1.70 cents per

ounce above and beyond changes in the price of taxed beverages in the comparison area....

Inthemodelspooledoverstoretype,theaverageincreaseinpriceperounceofnon-taxedbeveragesinSeattlecomparedtothecomparisonareaappearstobeafunctionofsmallerstores(grocery,drugstoresandsmallstores)increasingthepriceofbeveragesthatarenotsubjecttothetax.

Tobetterdescribethesepriceincreasesfornon-taxedbeverages,weranadditionalanalysesbysubtypesofsmallstores,grocerystores,anddrugstores(accordingtowhethertheywerechainsornotandsoldgasornot)andfoundthatthepriceincreaseinnon-taxedbeveragesinthesestorecategoriesstemsprimarilyfrompriceincreasesingasstations,drugstores,andchainconveniencestores.Theaveragepriceofnon-taxedbeveragesdidnotincreasesignificantlyingrocerystores(eitherchainornon-chain)nordiditincreaseinsmallstoresthatdonotsellgasandarenotchains.Inthesesubtypesofstores,thepriceincreasesamongnon-taxedbeveragesappearstobeduetoincreasesinthepriceofdietsoda,dietenergybeverages,andtoalesserextentbottledtea,dietsportsbeverages.Thepriceofbottledwaterdidnotincreaseand,inthemajorityofstoretypes,thepriceofmilkalsodidnotincrease.

Inadditiontocalculatingthedifference-in-differenceforpricechangesinSeattleoftaxedbeveragescomparedtopricechangesinthecomparisongroup,wealsodifferencedoutthechangeinthepriceofnon-taxedbeveragesinSeattlecomparedtothecomparisonarea(thetripledifference).Inthesmallstoresandgrocery/drugstores,thetripledifferencewaslowerinmagnitudethanthedifference-in-difference.Thisisduetothefactthatpricesofnon-taxedbeveragesinSeattlerosesubstantiallyinthesestoretypes.ThismeansthatconsumersinSeattleinstoresthatraisedthepricesofnon-taxedbeverageswillnotseeaslargeofapricedifferentialbetweentaxedandnon-taxedbeverages,whichcouldhaveimplicationsforhowthetaxwillaffectthepropensitytoconsumesugarybeverages.

Thesurveyofpricingtypesrevealedthat45%ofbeverageshavenoindicationofthetaxontheirshelftag.Basedonourfindingsthat,onaverage,97%ofthepriceofthetaxwaspassed-throughtoconsumers,itislikelythatforbeverageswithnomentionofthetax,priceshaveincreasedandaconsumerwouldobservethiswhencomparingthepriceofsugar-sweetenedtonon-sugar-sweetenedbeverages(i.e.,thetaxismostlikelyincorporatedintothepricewithoutexplicitmentionofitonthetag).Theremaining55%percentofbeveragesexplicitlymentionthetaxontheshelftag;in36%ofbeverages,theamountofthetaxorthetotalamounttobepaidincludingthetaxwasvisibleontheshelftag.

Conclusions.Overwhelmingly,thesefindingspointtothetaxbeingatleastpartiallypassedthroughontaxedbeveragessixmonthsafterimplementation.Theaveragerateofpass-throughfortaxedbeveragesvariedbybeveragetype,rangingfrom62to111%,andaveraging97%pass-through.WhereasinSeattlesupermarketsandsuperstoresonlythepriceofbeveragessubjecttothetaxincreased(beyondchangesseeninthecomparisonarea),insmallerstores(grocerystores,drugstoresandsmallstores),particularlychainconveniencestoresandgasstations,thepriceofbothtaxedandnon-taxedbeveragesincreased(beyondchangesseeninthecomparisonarea).Additionally,thepass-throughratewashigheramongthesesmallstoresascomparedtolargesupermarketsandsuperstores.Finally,thepriceoftaxedbeveragesinSeattlecounterservicerestaurantsalsoincreasedsignificantlycomparedwithchangesinthecomparisonarea,withapass-throughrateof84%.Insum,thesefindingssuggestthat,whilethereissomeheterogeneitybybeveragetypeandstoretype,overall,Seattle’sSweetenedBeveragetaxisassociatedwithasubstantialincreaseinthepriceoftaxedbeverages.

Limitations.Thisstudyhaslimitationsthatshouldbenoted.Althoughwesurveyedalargesampleofbeveragesofvarioussizes,wedidnotmeasureallbeverages.Averagepricechangespresentedarenotweightedaccordingtotheaveragefrequencyatwhichthepopulationshopsforbeveragesateachstoretype;however,wepresentanalysesstratifiedbystoretypetoallowforheterogeneityinthepricechangesaccordingtostoretype.Also,althoughweincludealargesampleofstoresinSeattleandourcomparisonarea,wehaveonlya sampleofstoresratherthanacensusofallstores.WedidnotincludesomepopulargrocerystoressuchasWholeFoods,TraderJoe’s,andPCCbecause


thesestoresdevoterelativelylittleshelfspacetosugarybeverages.Wewerenotabletosurveyapreparedcoffeebeveragethatwouldbealwayssubjecttothetax,sincecoffee-shopbeveragesthatcontainsugarysyrupalsotendtohavemilkastheprimaryingredientandarethereforeeligibleforexemptionfromthetax.Wealsowereunabletoincludebubbleteastoresinthecomparisonareaatfollow-upandinsteadwerelimitedtoexaminingonlythechangeinpriceofthesebeveragesinSeattle.

Future work & consideration for ongoing evaluationWeplantore-visitthesestoresagainbetweenOctoberandNovember2018tomatchthetimingofourpre-taxdatacollection.Thiswillallowustodeterminewhetherthereareseasonaleffectsofprices,whetherthepass-throughratebecomesmoreuniformforalltaxedbeverages,andwhetherfindingsrelatedtoincreasedpricesofnon-taxedbeveragesaresustained.
