An Invitation from the Illinois Fire Chiefs President As President of the Illinois Fire Chiefs’ Association, it is my pleasure to announce and invite you to the 69th Annual Combined Conference held in Peoria, Illinois October 13-16. The Illinois Fire Chiefs’ Association (IFCA) and the Illinois Fire Apparatus Mechanics Association (IFAMA) have once again joined forces to create a program that is sure to provide a vast amount of information, training and skills that are valued in the fire service.

Our speakers and presenters bring both a local and national perspective to what is currently at the forefront impacting the Illinois Fire Service today. Topics such as mental health, focusing what lies ahead in the fire service, situational awareness, active shooter incident management and fire agency and individual credentialing are among the many areas that you will have the opportunity to learn about. Our fire service is changing at a quicker pace than ever. We all must be prepared and informed so that we can properly respond and be equipped with the information necessary to meet the demands of the present day and into the future.

As we begin the week, prior to the actual conference, please join us for a Tired Travelers Reception at the Pere Marquette Hotel on Sunday evening. This is always a great opportunity to meet and greet our fire service colleagues, friends and business partners. The conference will then begin on Monday morning with opening ceremonies starting at 0830am. The conference committee has once again worked hard to ensure that this conference delivers a diverse and complete line of topics so that you will be able to leave the conference with information beneficial to you and the communities you serve.

In addition, we will also be hosting the 2019 Illinois Fire Chiefs’ 9/11 Memorial Stair Climb on Sunday October 13th as well as a 5K run. Our many vendors and partners will have demonstrations, equipment and apparatus on hand and on display at their booths on our exhibit floor and we hope you take advantage of the time to meet and ask questions of the vendors that help to make our conference successful.

As time is getting close, please be sure to register early to ensure hotel availability and registration. 2019 IFCA Conference Speakers As the senior career federal fire official, Dr. Denis Onieal is responsible for the day-to-day operation of the United States Fire Administration — the annual training of over 140,000 first responders at and through the National Fire Academy; the National Fire Incident Reporting System, which documents and analyzes 27 million fire department emergency responses a year; the USFA’s fire prevention, public information and public education programs; and the

26 campus buildings and the grounds of the historic National Emergency Training Center in Emmitsburg, Maryland.

An honorably discharged Army veteran, he joined the Jersey City Fire Department and rose through the ranks from firefighter to deputy chief, and then to acting chief, leading a uniformed force of 650 firefighters and officers. He spent his entire time "in the street" as a line fire officer.

He completed a Bachelor of Science from New Jersey City University, a Master of Public Administration from Fairleigh Dickinson University and a doctorate in education from New York University (NYU). He taught in the master and doctorate programs in education at NYU for five years.

Beginning on Sept. 12, 2001, he led the USFA’s team at the World Trade Center, working behind the scenes to help the New York City Fire Department re-establish their systems of command, control and on-site communications. In 2005, he was sent to Atlanta, Georgia, to lead the in-processing, training and dispatch of 4,000 firefighters to assist in the response to Hurricane Katrina.

He is the recipient of the International Association of Fire Chiefs President’s Award for outstanding leadership, the James O. Page EMS Achievement Award for exemplary leadership, the Congressional Fire Services Institute Mason Lankford Leadership Award for improvement and advancement of the fire and emergency services, the Metropolitan Fire Chiefs President’s Award of Distinction, the Fire Engineering Lifetime Achievement Award, and the Firehouse Magazine Lifetime Achievement Award.

Fire and Emergency Services - What Does the Future Hold The future of the fire and emergency services (FES) is very predictable - look at the US Census; pay attention to the methods and materials of construction; think about today’s communications and watch the news! These issues are neither good nor bad, right nor wrong – they are. How we choose to deal with them is our choice. We can take advantage of the knowledge and prepare; or we can bury our heads in the sand and try to deal with the consequences. They’re coming nonetheless. This presentation will highlight the significant issues that the FES will face over the next 35 years.

Rich Gasaway is widely considered to be a trusted authority on human factors, situational awareness and the decision making processes used in high stress, high consequence work environments.

Dr. Gasaway has authored 6 books and his contributions on situational awareness and decision making have been featured and referenced in more than 400 books, book

chapters, journal articles and online publications.

His government clients include: NASA, the US Department of Homeland Security, the US Department of Defense and every branch of the armed forces including the United States Military Academy and the United States Air Force Academy.

Corporate consulting and training clients have included: Exxon/Mobil, Syncrude Oil Refinery, Nuclear Fuel Services, Georgia Pacific, Babcock & Wilcox, SGL Carbon and Eagle Materials Corporation.

More than 500 public safety agencies have relied on him to help improve their emergency scene safety and high-risk decision making, including the New York City Fire Department’s Incident Management Team, the fire officers’ associations for Los Angeles City and Los Angeles County Fire Departments and fire brigades in England, the Netherlands, Belgium, Australia, New Zealand and Hong Kong.

Flawed Situational Awareness: The Stealth Killer of First Responders This program shares the powerful findings of Dr. Gasaway’s extensive research on issues related to first responder decision making and flawed situational awareness. In his review of hundreds of near-miss reports, case studies, line-of-duty death reports and videos he continually found himself being frustrated because there were so many clues, indicators and signs that the incident was going to end in disaster.

Yet, for some reason, personnel operating at the incident scene – from company officers to incident commanders – could not see it coming. Or if they did see it coming, they did nothing to alter their course.

In his research to understand why first responders were (seemingly) blind and deaf to what was happening right in front of them, Dr. Gasaway uncovered and investigated over one hundred barriers that can destroy situational awareness and flaw decision making.

This program focuses on some of the most pervasive situational awareness barriers first responders will face while operating in stress-filled, dynamically-changing environments.

2019 IFCA Conference Speakers Sarah Gura is a masters level, licensed clinical professional counselor in the State of Illinois. She specializes in treating first responders via psychotherapy in individual counseling sessions. She is trained in Eye Movement Desensitization and Reprocessing therapy for the treatment of trauma; and she uses existentialism, Buddhism, and psychodynamic theory to treat her clients. She is also a student of Ayurveda, and a registered yoga instructor. Her practice is located in Burr Ridge, Illinois, where her colleagues also treat first

responder concerns and needs. Sarah often provides psych-education presentations on first responder behavioral health topics throughout Illinois for various organizations and events.

Objectives for Intro to First Responder Behavioral Health Course Learning about psychology as it is relevant to the first responder world is a newly unavoidable topic for firefighters, law enforcement, dispatchers, and ED nurses. Personal life stressors and/or potentially traumatic events that are experienced on-the-job can quickly add-up. We are observing concerns in job performance issues, psychological discomfort to Post-traumatic stress disorder, marriage & family problems, and a greater suicide risk than the general population. The willingness and ability to respond appropriately to first responder psychological health needs are an integral part of daily operations in these fields. An introductory course about the reality of first responder psychological phenomena & stress is helpful to prime the unknowing or resisting minds of those who need help or could help. responder behavioral health so that we create an appropriate common language for communicating about psychological health & well-being. Basic vocabulary includes: potentially traumatic events, SIC-ness, vicarious trauma, trauma bonding, compassion fatigue, burn out/HPA burnout, high functioning addiction(s), Post-traumatic stress disorder, EMDR, and basic brain anatomy/function.

Preet Bassi became the Chief Executive Officer of the Center for Public Safety Excellence in late 2014.

Overseeing work across all program areas, Preet focuses on the strategic direction of CPSE as set by the Board of Directors. In her time at CPSE, the

organization has experienced unparalleled growth, development and successful implementation of a corporate strategic plan, and increased engagement with CPSE’s agencies, officers, volunteers, and stakeholders.

Preet brings a unique mix of formal education and practical work experience in government and non-profits to her role. Preet holds a Master’s in Public Administration and certificate in Political Management from the University of Southern California and a B.A. in Economics and Political Science with a minor in Education from the University of California Davis. Preet received her Certified Association Executive credential through the American Society of Association Executives in 2017.

Prior to CPSE, she served as the Director of Finance and Administration for the International Accreditation Service (IAS) and managed the IAS Fire and Life Safety and Building Department Accreditation Programs. In addition to her experience in the international accreditation arena, Preet has experience at both the local and state level, having worked for the City of Anaheim, CA and the California State Assembly.

CPSE is a non-profit technical organization committed to leading the fire and emergency service to excellence through the continuous quality improvement model of accreditation, credentialing,

Tim Sampey In November of 2018 an “Active Shooter Incident” took place both inside and outside of Mercy Hospital in Chicago. The incident claimed the life of a Chicago Police Officer, an Emergency Room Physician, and a Staff Pharmacist, with the shooter also killed in the incident. Chicago Fire Department Deputy Fire Commissioner Tim Sampey will present an overview of this tragic incident, including strategies deployed in

commanding and communicating with the numerous agencies that were operating in the crowded, daytime hospital setting.

The 2019 IFAMA seminar has lots of training opportuni es to offer this year. Look for some new and exci ng things to come this year. Please note the extra costs associated with the welding class and the increase to the annual dues. IFAMA has always strived to provide the best trainings available to its membership as cost effec vely as possible. Unfortunately, as the cost of business increases, we have iden fied the need to increase our membership dues to be able to con nue with the level of commitment we have shown in the past. Over the years, the seminar costs have increased as well, however, we are keeping our seminar fees the same except for the added costs of one class this year. We feel the quality of, and the value of that class out weigh the extra expense we have to pass on to the class par cipants. Thank you all for your understanding.

It goes without saying that IFAMA truly appreciates its membership, their dedica on, and your par cipa on in our Annual Seminar. With your support, we will con nue to provide the quality of trainings our membership has become accustomed to, and keep this organiza on moving forward.
