Objectives of the practice

The Metro Railway has as objective the improvement of the connections between the urban center of the city of Messina and its peripheral zones and some near villages in south direction, strengthening the service of transport public, reducing the flows of traffic of the private vehicles and the consequent ATM (Transport Municipalized Company) atmospheric pollution.

Process and detailed content of the practice (Description)

The suburban railway service in Messina, defined also “Metro Railway”, implements a service type metropolitan of around 16 km on the line of railway Messina-Giampilieri, using the existing railway structure and the relative stations. The stations are been adjusted with specific interventions to the new type of activity. New stops are been built along the line that allow that the citizen of main housing agglomerations can reach the stations easily. These new stations are in strategic position where is possible to link with services of bus shuttle. The service draws origin from the verification of the considerable increase of the private vehicular traffic verified in the last decades that, daily, from the South outskirts it converges toward the center city. It represents an amplification of the offer to the numerous commuters that they already use the regional trains and an excellent alternative to the use of the automobile for the one who wants to reach the center in few minutes. The stations are found in proximity of the villages of the south zone, that hears again some little offer of gummed connections made by the ATM (transport municipalized company) available.

Therefore have been done works railway type by R.F.I (Italian Railway Net) like technological equipments and new stops for the functional adjustment to the metropolitan transport and civil works done by Municipality of Messina like carparks outside the stations. The realization of the service of Metro Railway has been anticipated for following phases in relationship to the adjustment of the existing stations, to their functional importance and the construction of the new stops. The existing stations are five: Giampilieri, Galati, Tremestieri, Contesse, Messina Central, while the realized ones are six: S. Paolo, Ponte Schiavo, S. Stefano, Mili Marina, Gazzi, S. Cecilia. Among the peripheral stations (from Giampilieri to S. Cosimo), the middle distance is of 1,8 km. The project of the Metro Railway has been realized in three phases denominated A, B and C, according to the priority of activation. The first phase of realization (phase A) is articulated in three substeps: A) works of adjustment of the operational railway stations already; B) realization of the stop S. Cecilia, where some terminus of bus of the ATM (transport

municipalized company) will arrive for to realize the integration train-bus C) construction of the new stop Ponte Schiavo and stop Gazzi, where the realization of a

center of modal interchange is anticipated train-bus, as well as jobs of adjustment of the existing stations.

The new stops are equipped with canopies prefabricated of the length of 10 meters, playpen for the personnel of service, racks for bicycles and with television plant and remote informations managed by the neighboring stations. In the second phase of activation (phase B) the line has been equipped with technological systems that allow the immission of more convoys that increase in such way the frequency of the trains in circulation in the same direction. Finally, in the third phase (C) the rest of stops have been realized for the completion of the service of subway and the works have been realized in the station of Contesse. The service foresees the possibility of a convoy every 15 or 20 minutes between Messina and Giampilieri. The existing stations are been strengthened for increasing its receptiveness conforming to the new stops, realizing underpasses, new entrances, demolition of the architectural barriers, new illumination, sonorous diffusion, devices for informations about railway traffic and about services offered for the customers.

They have been anticipated, besides, interventions in neighboring areas to the stops, with particular reference to the realization of new parking lot of interchange, with the purpose to concretize a true inter-modality between the railway transport and cars, between public and private transport. To allow the efficient management of the railway traffic has been anticipated a system of advanced control of the safety of the railway circulation. The cost of the work of project, for around € 13,5 million, it is entirely to load of the Sicilian Region, while the Municipality of Messina is the accountable subject of the project. The service of Metro Railway has been activated June 15 th 2009. It was officially suspended following the flood in Messina October 16 th 2009 and it resumed since September 27 th 2010 up to Messina. From December 11 th 2011 the service works with a few number of rides.

The winter schedule of the service for 2011/2012 foresees only in the days working two couples of trains in departure from Messina to the 06.10 and 13.45 and return from Giampilieri to the 06.55 and 14.55, while the summer schedule penalizes the timeframes between 7 am and the 9 am and those evening unfortunately.

Origin

The project draws origin from the followings tools of financing: 1. Framework Agreement Program (APQ) for railway transport on october 5th 2001 and

agreement for cooperation between Region of Sicily - Municipality of Messina - RFI (Italian Railway Net) subscribed on december 12th 2000;

2. Deliberation of CIPE (Interministry Committee for Economic Planning) n. 36/2002 and Regional Decree DDG N° 1141/Serv. 4TR;

3. Financing by Opertative Program FESR (European Fund for Regional Developement).

The communication of the plan some meter railroad and of the relative service of transport public has been effected through the local press, the sites institutional web and of the newspapers on line. The project has also been described inside the Plain Urbano of the Mobility (P.U.M.) of the city of Messina.

The resources human employees for the realization of the project are personal technician and administrative from the ATM (transport municipalized company), from the Municipality of Messina, from RFI. The execution of the service is made by personel from TRENITALIA (Public Company for Railway Transport).

TYPE OF VEHICLE

train

TECHNICAL CHARACTERISTICS OF THE VEHICLES: PERFORMANCE

The service is provided by trains of the type ALe 501 "Minuetto" and more recently by trainsets either with 3 carriages and locomotives (about 240 seats). The train was built by Alstom. Mounts two types of engines: electric (single voltage with the field of operability between 1.5 and 4 kV) or diesel. The electric version costs about EUR 3.3 million per vehicle. The Minuetto is a little less than 52 meters long and has 122 seats in second class and 24 first class, plus 200 feet. The electric version has been approved for speeds of 160 km / h. The train is the type of low attendance, designed to provide maximum comfort to the passengers, but the limited number of seats. This choice has been subject to criticism, due to the fact that the small size of the train have proved insufficient for the peak hours of service. The box structure is a "low-floor", which eliminates the gap with the dock makes incarrozzamento faster and less difficult for users with reduced mobility. The heads can be equipped with an area for bicycles, to adapt to new commercial policies of Trenitalia related synergistic union of transport rail with alternative mobility systems. This train is composed for more than 50% of steel, for a total of 54 tons; for paint it takes two tons of water paint and 220 square meters of film PVC anti spray-paint. The onboard systems include 760 meters of pipe, 200 linear meters of neon lamps, 34,000 meters of cabling and 40 computers. On average, the assembly of a train requires a team of 60 people working for 55 days, and the two main production plants are able to maintain a production rate of 4 trains per month.
