2011 Florida Legislative Session Chambers Election Law

The 2011 legislative session recently ended and among the bills passed was one that affects election laws and procedures. Although the 158 page bill contains many provisions relating to elections administration, there are several changes that will directly affect voters this upcoming 2012 election season. Beginning with the Presidential Preference Primary Election, it may be as late as October 1, 2011, before the date is decided by an appointed committee. The law creates a 10 member Presidential Preference Primary Date Selection Committee, which establish the Primary date every four years to fall between the beginning of Janu-ary and the beginning of Marc. Supervisor of Elections, Leslie Swan, said “The uncertainty of the exact date for the presidential Preference Primary Election really leaves our office in a difficult position as far as schedul-ing training for our poll workers and securing polling locations”> We are hoping for a decision prior to the Oc-tober 1, 2011 deadline in order to prepare for this election. The Florida State Association of Supervisor of Elections is actively lobbying Governor Scott, Senate President Haridopolous and Speaker Cannon to expedite the decision. Another election date has changed. The Primary election date was moved up from 10 weeks to 12 weeks prior to the general election. The Primary Election for 2012 will take place on August 14th. The means that the candidate qualifying will also be two weeks earlier. The bill reduces early voting to an 8 day period, beginning from the 10th to the 3rd day before the election. Early voting will begin on a Saturday and end the following Saturday prior to an election. The new provision requires voters who attempt to change their address at the polls on Election Day, from another county within Florida into Indian River County, will be required to vote a provisional ballot. There is an exemption in place for active uniformed service members or their family, but this provision is counter to the procedure currently in place. With respect to voting by absentee ballot, the legislation has once again changed, and an absentee ballot request will be valid for up to two election cycles. Another significant change requires third party voter registration organizations to register with the Division of Election before engaging in any voter registration activities. It also requires such groups to submit voter registration applications within 48 hours of receipt instead of 10 days, and ablate applications will result in monetary fines. Information on the new election laws is available on the Supervisor of Elections website at www.voteindianriver.com.

____________________________________________________________________ New 2010 GBP Estimates

The Bureau of Economic Analysis recently announced new Gross Domestic product (GDP) estimates for 2010, which measures the overall economic output of the market value of all final goods and services produced within a year. In current dollars, Florida’s Gross Domestic Products stands at $747.735 billion. In chained dollars, which are adjusted for inflation, Florida's economy grew 1.4% in 2010. The biggest contributors to Florida Economic growth were Wholesale and Retail Trade as well as Health Care and Social Services. Construction was the biggest drag on growth, declining 0.4%. According to Mark Vitner, Senior Economist at Wells Fargo, the recession cut a little deeper and lingered a little longer in Florida. The good news is that conditions have strengthened over the past year and at least some modest improvement is now evident across most of Florida’s major metropolitan areas.” While the 2010 estimates show improvement in Florida, increasing from 732.89 billion in 2009, the figure is still below Florida's GDP peak of $759.57 billion in 2007. Also, the U.S. overall economy grew faster than Florida, climbing 2.6%. To view the latest GDP figures and hundreds of other metrics on the condition of Florida’ economy, visit the Florida Scorecard at www.The FloridaScorecard.com.

TOURISM BUSINESS SPOTLIGHT

AA Beads & More AA Stained Glass & More

Located just ½ mile north of CR510 on US Hwy 1 in the Wabasso Plaza you will find our unique store, con-taining AA Beads & More and AA Stained Glass & More. In one location you can find anything you might need to create your own stained glass masterpiece, de-sign and make jewelry to coordinate with that special outfit and take classes in silversmithing and jewelry techniques.

When the Indian River Memorial Hospital brought Les-lie to Indian River County, she knew she had found the perfect town in which to raise our son Kenneth. With the idea of taking a year off from work, I rekindled my interest in stained glass.

The opportunity to buy D&L Stained Glass in Vero Beach arose, and Leslie and I decided to put our com-bined 50 years experience in retail into our own busi-ness, opening AA Stained Glass & More in January 2002. The move to our present location, in June 2003, doubled our space and let Leslie move some of her beads out of the house. As she says, when you collect beads for over 30 years, eventually you have to open a bead store or you run out of room.

Leslie began beading in the 1960’s and is also accom-plished at most needle arts and quilting. She likes nothing better than the time to sit with her beads and come up with new designs to teach. Together we offer more than 70 classes in silversmithing, wire work and beading, and are constantly working on new projects. When we have some time off, we go take classes in our other areas of interest; rocks, gems and lapidary arts. Helping in the store we have 2 of our talented former students. Donna started with us in January 2005, after studying stained glass with me, and has an excellent eye for color. Carrie has just joined us this year, and is a talented silversmith and lampwork bead artist. Come see us and discover just what “& More” truly means. We are open Tuesday-Friday 10:30 AM to 5:00 PM and Saturday 10:00 AM to 4:00 PM at 8802 N US Hwy 1, Suite 10, in the Wabasso Plaza. Dave & Leslie Wayment

July, 2011 Beth L. Mitchell, Executive Director

The Lion’s Club of Sebastian performs extraordinary service to our community throughout the year, but it’s the Fourth of July celebration that is their signature event, and the community is so much better for it! My first introduction to the hometown parade was over seventeen years ago, I was blown away then by the community spirit, and each year it never ceases to amaze me. The long hours and laborious efforts put out by the Lion’s Club members to ensure that Sebastian celebrates our national freedom is truly an example of our forefathers intentions. If you have never been to the Fourth of July events in our town, make sure its on your list for this year! We closed out the Concert in the Park Series last month and I am happy to report that we ex-ceeded all records for attendance in 2011. Over the eight concerts held in the park from January to June we entertained over 4,500 visitors and residents in the Riverview Park. Many thanks go to the City’s staff for all of their continued support for this event. We also appreciate the corpo-rate sponsors, Melbourne International Airport and Waste Management for their support and we thank all of our businesses and their generosity. This was the twelfth year for the Series, and I think it is now a fixture in the community schedule. We are moving on our next event this summer and planning the third annual “Grill Out Night” un-der the chairwoman, Wanda Simmons of Paradise Ice Cream. Sign up sheets are in this news-letter and available at the Chamber, we have changed up the challenge this year and replaced watermelon with pineapples. Seems appropriate since almost everybody in Sebastian has pine-apple plants in their yard. Mark your calendars for the first Friday in August when the businesses open up to the community, hold open houses and customer appreciation events. Will someone please create a “Pineapple Martini”? Our three networking events this month give us a double dose of the American Red Cross North Treasure Coast Chapter hosting breakfast at the Chamber offices and then providing a speaker for our lunch at Capt. Hiram’s. We will hear from Athalia Jones the Director of Disaster Services who will speak to us about personal and business disaster preparation. Lunch is sponsored this month by the Humane Society, who have been very busy these last couple of months. We also will experience true southern hospitality at the Southern Sisters Café for our business and pleas-ure! The response from the membership survey has provided very helpful input. Results of the sur-vey will be printed in the August newsletter, and we want to thank every member who spent some time to provide us with feedback. By the time you receive this newsletter we will have attended two Constant Contact seminars and the Disney Institute day long event. Our staff is always looking to upgrade our skills and learn new techniques to help promote you and your business! Have a profitable month, and come see us at the Fourth of July Celebration!
