Implications of the Global Trends on the Indian Textile Engineering Industry

Present Trend

Implications of these trends on Indian Companies

A myriad of changes in the economical, technological, social and political landscape have made an irreversible impact on how businesses will function globally in the years to come. The remarkable growth of information and web based technology, China rising as a super power, the financial crisis of 2008, Europe's sovereign-debt crisis, and the slowing down of key global economies, are among the landmark events that have shaped the world in recent times. The Global Textile and Apparel Manufacturing Value Chain is expected to attract Investment Worth US$ 350 billion by 2025, while the Indian textile and apparel Intra-Asia exports will be ~3.5 times the current value of US$ 12 billion. However, at the same time, “per capita spend on apparel” (PCA) of India is only 3% of the highest spending country like Australia, and is only one-third of that of China. Still the Machinery shipment data for the year 2011 indicates major growth against the slowdown in 2008-2009, thus recording an improvement trend.

For Indian exporters, it is important to realize the potential and undertake suitable product and infrastructure expansion drives to meet the demands which China may no longer cater to exclusively. Manufacturers have to plan their strategy of focusing on the customers through value added service like inventory management, product development and IT enabled tracking. Indian companies can also have an opportunity to partner with global companies through joint ventures, mergers and acquisitions.Since the Indian production (for domestic and exports) is poised for a growth faster than the global average, a significant share of investment is expected to happen in India. This opportunity will be across the value chain and in multiple product segments. This would also translate into major business opportunity for machinery suppliers and supporting businesses (chemicals, consumables, logistics, etc.).

Status & Set-up of Indian Textile Engineering IndustryThe following statistical figures as published by DGCIS showing the growth of Indian Textile Engineering Industry.

The Positive growth of Textile Engineering Industry during 2013-14 -- 15% rise (Rs.6480 crores as against Rs.5650 crores) Capacity utilization increased from 9100 crores to Rs.9350 crores (60% to 69%). Exports during the year 2013-14 was Rs.2085 crores as against Rs.1512 crores achieved during the year 2012-13.Demand for textile machinery during 2013-14 was Rs.11923 crores out of which imported machinery constituted Rs.7528 crores, while 37% of total demand i.e. was contributed by the domestic machinery industry. The trend of Import of pre-owned Looms is showing a remarkable reduction from 4405 during 2012-13 to 2421 during 2013-14, (about 50%) which is a good sign that entrepreneurs are installing new looms of latest technology. The figures of Import of Spinning machines in Table-2, show a reduction from Rs. 2924 crores in year 2011-12 to Rs 2582 crores in year 2012-2013 and the same trend for the Spinning Accessories of Rs. 102 crores to Rs 76 crores during the same years. At same time the Exports of Spinning machines in Table-1, showing a reduction from Rs. 523 crores in 2011-12 to Rs. 467 crores in year 2012-13.

Attention in the following areas is needed for further competing in the Global Market: Our production capacity is about Rs.9,350 crores against the demand of Rs.14,000 crores, while our capacity utilization is about 65-70%. Thus, about 60% requirement is met through imports and that too to a tune of 20% through pre-owned machines. The main reason we all are aware, is the

lack of State-of-the-Art technology, as well as empowerment of imported brands of machines over “Indian Made” brands in the minds of Indian User Industry. The figures of Import of Weaving machines in Table-2, show an increase from Rs 1695 crores I 2011-12 to Rs 1937 crores and the same trend for the Weaving Accessories of Rs 211 crores to Rs 300 crores during the same years.Imports of Rs. 8,558 crores during 2012-13 (increased by 14.10%) and exports of Rs.1,462 crores during 2012-13 (reduced by 4.17%) calls for the indigenization of imported components, under the umbrella of Common Facility Centres (CFCs) and through joint ventures & collaborations for technology transfers.

The Government initiatives have been reflected through the execution of 40 Textile Parks under the Scheme of Integrated Textile Park (SITP), where investments of about Rs.583.39 crores (Andhra Pradesh), Rs.813.90 crores (Gujarat), Rs.970.50 crores (Maharashtra), Rs.590.28 crores (Tamil Nadu), Rs.552.98 crores (Rajasthan), Rs.351.93 crores (Punjab) and Rs.278.43 crores (others) have been made; and also additional 21 Textile Parks with an estimated investment of Rs.8312.12 Crores.

This has given an opportunity to the Textile User Industry to upgrade their technology, and to the Textile Engineering Industry to enhance their business.

The 11th edition of the Dhaka Inteanational Textile & Garment Machinery Exhibition was held from at Bangabandhu International Conference Centre (BICC),Dhaka, Bangladesh. 19

ITAMMA exhibitors participated in the Exhibition to showcase their products.

'DTG 2014' was jointly organized by the Bangladesh Textile Mills Association and Yorkers Trade & Marketing Service Co. Ltd., which received a tremendous response with 850 exhibitors from 31 countries occupying 1020 booths. Among them, 58 were Indian Exhibitors.

BTMA President, Mr. Jehangir Alamin, presided over the inaugural session, while President of Federation of Bangladesh Chambers of Commerce and Industry, spoke as special

guest. In his speech, said that Bangladesh will witness an 8% growth and earn US $ 40 billion within 2 to 3 years.

Due to the close association of BTMA and the strong confidence of the organizers, ITAMMA was offered a complimentary stall No.M1 in the main business building for the third consecutive year, to showcase services of ITAMMA, as well as the products of its members. The trend of visitors registered at ITAMMA stall was 30% from spinning, 20% from weaving,10% from wet processing, and 40% were from garment & apparel industry.

Our observations during this event states that there is a remarkable reduction in the footfall of owners. However, at the same time, managers & technicians have visited in large numbers. Thus it can be said, that the Bangladesh Textile Industry is looking for good component suppliers who visited various small firms involving themselves in the business of accessories, components and trading.

A special 'Catalogue Display Scheme' was organized for its members who were not able to participate in the above Exhibition, and there was an overwhelming response from the following members:

1. A Square solutions, Ahmedabad.2. Aswin Enginers, Coimbatore. 3. Basant Wire Industries Pvt. Ltd, Jaipur.

User industry importers of capital goods under EPCG are allowed duty free import of spares but indigenous manufactures supplying the some spares do not enjoy such duty exemption. This puts an adverse burden on local manufactures when competing with international suppliers.Local manufactures should be allowed deemed export benefit under form CT-3 of Excise for sale of spares machines imported under EPCG license.Collecting “C” forms from parties is a herculean task and penalties for non-submission are heavy on the supplier, while the user enjoys the benefit. To make the CST regime GST compatible and avoid unfair burden on manufacture, it is proposed that requirement of “C” forms be abolished and replaced with a document generated online to supplier, by the buyer's VAT

ITAMMA's suggestion for the UNION BUDGET 2014 - 15?

?

?

Commissionerate, when supplier fills up the online application providing the buyer's details and TIN number and his own Invoice & dispatch details. This document would certify that the buyer is currently a registered dealer. Since that purpose of “C” form is merely to certify that sale was made to a registered dealer in another state, this mechanism would serve this purpose effectively and simply. The government should either reduce excise duty on textile machinery & spares to 4% or apply a nominal 2% excise duty on all currently exempted textile items to ensure the CENVAT chain is not broken. The CENVAT credit availed on inputs will ensure that there is no additional tax liability on textile units and this will also facilitate easier implementation of GST.Institute a Rs. 500 Crs. Technology Upgradation Fund (TUF) for TEI on similar lines as for thetextile industry. This will fund acquisition of new technology & machinery, innovation and R & D, as well as joint ventures with leading textile machinery manufacturers from abroad.Second hand machinery should be removed from the eligibility under the TUF scheme for textile industry, as it affects the local TEI development adversely. Since used machinery is very cheap, there is no need for concessional financing to improve its feasibility. To promote aggressive marketing for export, MDA for textile machinery & spares must be raised to Rs.2.5 lakhs instead of current Rs. 1.5 Lakh limit. It is recommended to waive off the Custom Duty on the Machines which are brought to India for R & D purpose, and the same are taken back to their respective Countries after the appropriate Research/Trials. Presently the duty structure depends on the duration for which these machines are kept in India.

Every generation has men who leave their footprints on the sands of time, and act as beacons of light. Bhailalbhai Shah was among such people. Shri Bhailalbhai Shah, popularly was known as B.A. Shah in the textile fraternity all over the country. Bhailalbhai groomed this Association since its infancy. Our Association owes its premier position to this staunch social worker and great philanthropist. Bhailalbhai was instrumental in enrolling a large number of members from Ahmedabad, thanks to his long association with the industry in this city. He surpassed every record for enrollment in the Golden Jubilee year of the Association.

Bhailalbhai Shah was associated with the Indian Textile Accessories & Machinery Manufacturers' Association for more than two decades. He was elected as 37th President of the Association in the year 1992-93 and was also the Honorary Member of the Association. The Golden Jubilee of the Association was celebrated during the tenure of his Presidentship on a grand scale. He was a continuous source of inspiration and a guiding force to the Association in its activities and continued progress.Shri B.A. Shah was equally devoted to the welfare of the poor & downtrodden people of society by taking a lead in their upliftment through the Digvijay Lions Foundation Project, known as “Manav Seva Mandir” at Ahmedabad. In spite of his age and failing health, he was very keen to attend all the meetings and events conducted by ITAMMA, and invariably gave his advice and opinion on various matters that were discussed at the same.
