SUBJ: NFPA 72 Proposed TIA Log No. 1163 Circulation of TC Ballots __________________________________________________________________________________________________________________

The preliminary ballot results of the TC balloting on proposed TIA No. 1163 are as follows: 24 Eligible to Vote 7 Not Returned (Boyd, Fraczkowski, Gottuk, Kittle, Pecht, Rader, Simpson) Technical Merit:

There are two criteria necessary to pass ballot [(1) affirmative ¾ vote and (2) simple majority] with both questions needing to pass ballot in order to recommend that the Standards Council issues this TIA. (1) The number of affirmative votes needed for the report to be published is 12.

Technical Merit: (24 eligible to vote - 7 not returned - 2 abstentions = 15 × 0.75 = 11.25 = 12) Emergency Nature: (24 eligible to vote - 7 not returned - 1 abstentions = 16 × 0.75 = 12)

(2) In all cases, an affirmative vote of at least a simple majority of the total membership eligible to vote is

required.

This is the calculation for simple majority: [24 eligible ÷ 2 = 12 + 1 = (13)]

Therefore, based on the responses received to date the preliminary results show that this TIA IS NOT passing ballot. Reasons for negative votes received from principal members are attached for your review. Ballots received from alternate members are not included, unless the ballot from the principal member was not received. If you wish to change your vote, please do so no later than December 16, 2014. Those of you who did not return your ballot may do so now. Ballots or changes may be submitted to Jenny Depew via email to [email protected] or fax to 617-770-0700. If you do not wish to change your vote, no response is necessary.

*An explanation must accompany a disagreement or abstaining position.

While I agree with the submitters’ intent to add clarity to this section to explicitly permit the use of

smoke alarm accessories in lieu of smoke alarms as a source of low frequency alarm signals; as the

proposal is currently worded, smoke alarm accessories could only be used in the absence of smoke

alarms that are capable of producing a low frequency alarm signal. I believe this conflicts with the

both the intent and the current wording of 29.3.8.1 and makes the use of accessories dependent only

on the lack of availability of smoke alarms that produce low frequency signals, rather than

permitting them as an alternative source of low frequency alarm signals in all situations._______

capable of producing a low frequency sound. See 29.3.8.1.1 Where listed smoke alarms
