This vote was the last step to be taken before the legislation will be discussed for vote by the full U.S. House of Representatives. “This bill means new jobs to Arizona and domestic copper to the country,” said Congressman Gosar. “Today’s full committee mark up brings Arizona’s First Congressional District one step closer to seeing this vital economic development project become a reality…I appreciate the support of my colleagues on the Natural Resources Committee, and I am optimistic this legislation will be taken up by the full House of Representatives by the end of the year.” H.R. 1904 is legislation geared towards revitalizing the economy of Southeast Arizona and preserving and protecting Arizona’s natural treasures. Specific to Superior, the legislation authorizes a land exchange near the town, in the Oak Flats area, located in Pinal County; the land exchange would enable the opening up of the third largest undeveloped copper resource in the world to be mined by Resolution Copper Company. “This legislation initiates a long-awaited land exchange that will ultimately lead to nearly 3,700 new jobs, providing for $220 million in annual wages for my constituents,” Rep. Gosar continued. “The total economic impact of the project on the State of Arizona is estimated to be over $61.4 billion, nearly $1 billion per year, and another $20 billion in federal, state, county and local tax revenue. Raymond E. Chavez, age 84 of Superior, entered in to rest at Banner Baywood Hospital on July 13, 2011, surrounded by his loving family. He was born at home in Superior, AZ, on September 25, 1926, the son of Felix and Ana Maria (Escalante) Chavez. He was the sixth of nine children and the last surviving. In 1952 he married his childhood sweetheart, Yolanda Castro Chavez and after 52 years of marriage she went home to be with the Lord. They had two children, Roy and Kimberley. Raymond attended Superior Schools and was a gifted athlete and especially loved baseball. During his high school years he was drafted by the Brooklyn Dodgers, but due to the events of WWII he was unable to attend the tryouts in Phoenix. While still in high school he was drafted into the Army and served as a member of Company “C” 76th Infantry Battalion in the Pacifi c. After his honorable discharge, he attended Barber College in Los Angeles and owned his own barber shop in Superior until the mid 70s. He then went to work for Kennecott Copper Company at the Ray Mine division and retired after 10 years. He was a past member of the Superior VFW and

also very involved with the Superior Little League serving as president and head umpire in the mid 60s. He also played softball for the men’s Superior

Team. He was an avid fi sher and hunter and shared that passion with his family. His retirement years were devoted to caring for his wife until her passing in 2004, as well as caring for his grandchildren and attending any events in which they were involved. He also enjoyed the company of his beloved friend Victoria. He was a devoted husband, father, brother, uncle and friend that would unselfi shly help anyone that needed it. He will be missed by many. Raymond leaves behind in loving memory one son, Roy C. Chavez of Superior; one daughter, Kimberley A. Byrd and her husband Jesse W. of Superior; four grandsons, John E. Lopez of Kearny, Luke J. Byrd of Superior, Joshua Cruz of San Tan Valley

and Jesse Byrd Jr. of Edmond, Oklahoma; three granddaughters, Marisa R. Lopez of Superior, Andrea Cruz of Toltec and Samantha L. Byrd of Edmond, Oklahoma; one great-granddaughter, Isabella Stacy Byrd of Edmond, Oklahoma; his beloved friend Victoria Alonzo of Superior; and many nephews and nieces.

By Taylor Sheaffer Ritter ‘Tis that time of year again … for budgets and audits. And the Town of Superior is up to its proverbial neck in both.During the special meeting

called Wednesday, July 13, the Superior Town Council discussed the current audit and questioned the auditor on the progress of the audit. The auditors from the fi rm Colby & Powell, hired by the town to get the town up-to-date on their annual audits, came to the meeting at the request of the council to give an update on where the town stands as far as fi nishing the audits. Scott Powell explained that as of Wednesday, there were three auditors scheduled to work in Superior on Thursday and Friday to make sure the current audit of 2009 is fi nished in a timely manner. He said it would take a few weeks to present the draft of the audit. Powell expressed that he would like to further review the information to make sure that the town was receiving all of the money from its respective grants that it was owed. In discussing the reason for such a lengthy delay of the audits, Powell touched on the several recent moves, fi ve in total, that Town Hall underwent as part of the delay; additionally he discussed the issue of mold which was a purpose of the move, and that the mold produced some hesitancy to look at some of the

documents for health related issues. Beyond these two reasons, he explained that they needed to carefully review information in regards to excise tax, as this has become somewhat of an issue recently with several excise tax audits taking place throughout the state. “There have been some philosophical changes on the part of the auditor general in the last year,” he said. Following the fi nalizing of the current audit, Powell said that due to the nature of the fi nancial software the town uses, they will need to move quickly to the next audit and will need to be completely fi nished with it in the next 60-90 days. The fi nancial software only allows certain documents to remain open for a limited amount of time. Furthermore, Powell explained that the town staff has worked hard to reconcile all cash to the general ledger, which has been very helpful. Mayor Michael Hing asked Powell if the town is in good standing with the auditor general and whether there would be any penalties on the town due to the current timeline “We have a couple counties that are three years behind along with a number of cities and towns that are three to four year, one which is even fi ve years behind. That’s not an excuse, just to tell you that you are not the only one,” Powell said, explaining that the town could probably expect a

phone call reminder about the due date. Powell said that at the most the situation really “is embarrassing or uncomfortable.” As a possible solution for better managing the town fi nances, Powell said that the best option is to fi nd a fi nancial director who is invested emotionally in seeing the town prosper. “The accounting side has to be a priority to somebody,” he said. Mayor Hing expressed a desire to look back at town documents to determine if the town paid an accurate amount for several of the different projects completed by the town; additionally he stated “we should see and actually fi gure out how much need to be paid back to the HURF fund”, showing a expressed desire to run the town as clean fi nancially as possible. Over time, the town has borrowed money from the HURF fund, which is typically designated for transportation projects, to cover other town projects. “Borrowing funds is probably not the way to go,” said Councilman Hank Gutierrez, in regards to the HURF fund being largely borrowed from by the Grants Fund with the Grants Fund typically having a large negative balance. Gutierrez then asked how much each audit would cost the town. “I’ve been looking at the budget and it looks like each one of these audits is going to run us about 20

By Taylor Sheaffer Ritter Friday, loads of little kids (and some big ones too) headed over to the Superior Junior Senior High School to take part in the Fifth Annual Back to School Win To Swim event, held by the Superior Substance Abuse Coalition. The purpose of the event was to bring the kids into a fun atmosphere where they could stop off at the many booths available and have an interaction with the different groups, so that they could learn some key points about different topics that are extremely relevant to their age group. The event was designed as such that in order for the students to win there back-to-school supplies they had to fi ll a bingo card signifying that they had indeed participated at various booths…what can I say, ingenious! When I wandered into the school Friday afternoon, the Multipurpose room was simply crowded and the excitement was palpable; there were pint-sized humans running madly from booth to booth, eager to receive their splotch of paint so they could say, “I DID IT!” This event

didn’t have that typical ‘blah-humdrum-info’ event feel, where the kids had been drug there by their parents and were uninvolved, counting ceiling tiles or texting their friends…these kids were super-stoked to be there. It was really refreshing to see students so animated, especially since the information they were being given could help them in making a decision that really could change their lives. The Coolidge Youth Coalition presented information on underage drinking and the impacts that this can have on a student’s life. Resolution Copper paired with the Superior Optimist Club to educate students about the importance of internet safety. Holistic Wellness Counseling & Consulting Services brought out some great information on the tough choices youths and teens are now making. Gila County Safe Home & Horizon Human Services gave kids tips on personal safety. Centpatico Behavioral Health showed students the many hazards of using tobacco, beyond the simple gross reasons. Superior Animal Rescue was

Awesomely successful ‘Win to Swim’on hand to teach kids about animal safety, showing them the correct way to groom an animal to avoid hurting them. The Superior Booster Club had an excellent booth promoting the many benefi ts of living a healthy lifestyle, whereas the Copper Basin Coalition showed kids how to ‘draw the line’ on unhealthy decisions; then Community Bridges was on hand to discuss the importance of drug awareness with kids. Superior Head Start gave out some great information on sound parenting skills, while the Pinal County Attorney’s Offi ce was available to help kids understand the importance of Child Safety at home, in school and around the community. Organizer Elizabeth Magallanez of the Superior Substance Abuse Coalition worked hard to bring this event together and was extremely excited about the turnout; she explained that there were more than 175 people who attended the event with more than 90 students and 85 parents in attendance. “We like to encourage the

kids to stick around and not just get the stuff…we are always looking at how we can get better and increase the attendance, along with bringing in new groups,” Elizabeth said. This is just my opinion, but I defi nitely think her goal was

By Taylor Sheaffer Ritter Wow! It has been an incredible couple of weeks for our Little League All Stars…they have literally been rockin’ the house! Yet, this is really not news to anyone since pretty much the whole town of Superior would empty each night onto the newly refurbished and awesome fi eld to watch the games. Hey Hey, it’s for a good reason, right? Though, I have to admit, that fi rst night after the storm was a little hectic with all of those newly hatched fl ies…on these sort of nights, I would not recommend purchasing nachos, bad idea! The 11-12 boys were really on fi re, yet unfortunately, so was Coolidge, who walked away with the win on Thursday, Superior 3-Coolidge 7. However, spirits immediately brightened again on Friday evening when the 9-10 year old boys beat out Maricopa in Mammoth to win the District 4 Championships, Superior 24-Maricopa 8. They had been undefeated until Thursday when they lost to Maricopa, so another game between the two teams had to be played on Friday with Superior winning. From here they go to Arizona State Tournament which began Monday, though our boys did not play their fi rst game until Tuesday. Games will be played at Rhodes Little League Fields, 1860 South Longmore, in Mesa, Arizona. The 9-10 year olds will play again on Wednesday, July 20, at 5:30 p.m., Saturday, July 23, at 5:30 p.m. and Monday, July 25, at 7:45 p.m.

The Tobler Football Combine, a football strength event, will take place this Saturday, July 23 at 7 a.m. at the Superior Junior Senior High School. Events will be held in the Gym, weight room and on the football fi eld. As an area wide event, the schools that will be competing in the combine will be Superior, Ray, Miami, San Manuel and San Carlos. The event is open and free for anyone who wants to watch these talented athletes compete against one another in the following events: bench press for reps, squat for reps, medicine ball throw, vertical jump, standing long jump, 40 yard dash and two timed agility drills with cones. There will be a fi rst prize to the winning team of a Gatorade sideline package, followed by a smaller second prize. There will also be a BBQ after the events, and as it will likely be hot this weekend, the open pool might just get utilized by those who overheat. Patrick Castillo of Tobler Physical Theraphy explained that Coach Ryan Palmer was very instrumental in helping put this all together. The T-Shirts that each participant and coach will be donated by Tobler Physical Therapy, a division of Physiotherapy Associates. Picture this: A big beautifully baked and steamy potato is brought to your table. What is the one ingredient that makes it a great baked potato instead of just a good one? That’s right, CHIVES. Chives are one of the few herbs that made it to the “new” world from the “old” world. It is from the lily family and closely related to onions and garlic. It is the sulfur of the plants we know and smell so well. Aphids are repelled by it but bees love it. It can be very easily grown at home and sometimes it can be found wild. If you grow chives and want to use them it is suggested when you cut the leaves leaving 2 to 3 inches to allow for regrowth. If you fi nd yourself with an overabundance you can freeze dry them, place chopped chives on a cookie sheet and place them uncovered in the freezer when the moisture has evaporated and they are dry and brittle, transfer to a glass spice jar and seal tightly. To keep, place in a cool dark place for up to 6 months. There is bread my husband makes called baked potato bread that he puts chives in. His baked potato bread has got to be my, as well as others, favorite bread he bakes. If you ever want the recipe let me know and I will be

happy to get it to you. I looked around for a good recipe and as I looked my mind kept going to omelets. I found a Chive and Cheese Omelet recipe at littlefoodieblogspot.com:Cheese & Chive Omelet (for 1)• 2 eggs (If you are egg conscious you can use 1 egg and 1 egg white or egg substitute even.)• splash of milk• 2 oz grated cheddar• handful of chives chopped (even better if you can pick straight from the garden)• a little oil for the pan In a bowl, whisk the eggs and milk. Heat the oil in a small frying pan and turn the grill on. When the frying pan is warm, pour in the egg. Move it around with a fork a little until it starts cooking, then leave for a minute. Sprinkle the grated cheese and chopped chives over the egg, leave for a further minute then if you only have one omelet to cook put this under the grill (if your frying pan can take it) or transfer/slide the omelet to a baking tray which can go under the grill, cook until the cheese has melted. This is a great plan I’ve come up with if you’ve got several to cook as I can use the frying pan to start another omelet. This way I can normally sit down to eat mine just as the fi rst person is fi nishing theirs... hmm. This sounds yummy. Let me know what you think.

While legislation concerning Oak Flats has been introduced by members in the past, today’s full committee mark up is the first time the legislation has advanced to the full House of Representatives. One amendment to Congressman Gosar’s original legislation was adopted during the Committee’s meeting. The amendment simply made a few necessary technical corrections to the bill language. The amendment was adopted by the committee as offered by Chairman Rob Bishop. The amendment made technical changes that made sure that staff was correctly referencing updated maps, language was consistent and concise, and proper US Code was cited. It is not yet known when the

bill will be presented to the House of Representatives, though it will likely be soon. Jon Cherry, Vice President of Resolution Copper, who had traveled to Washington, D.C. for each of the hearings concerning the bill, said: “We’re pleased that the land exchange bill has passed through the markup stage in the House Natural Resource Committee and that it continues to make progress. We look forward to a House vote. We also look forward to its eventual passage and the 3,700 jobs it will create. We’re very grateful for the hard work Rep. Gosar and his staff have put into this bill and their efforts to engage the other members of the Arizona Congressional delegation and stakeholders.” Cherry will be present at Thursday’s Superior Town Council meeting to give an update on the Resolution Copper Project. The amount of the Tentative Budget for 2012 passed by the Superior Town Council is $4,896,634. “As a body we are asked to tentatively agree to this, we need to come back immediately and publish the public record,” Gutierrez said, referring to the council needed to publish the previous

I saw kids digging through their bags like there was gold at the bottom/kids happily noshing on great hot dogs served by Elizabeth’s husband Max/kids excitedly jumping around when they got an answer correct/kids doing the Limbo (one kid was a shoe-in to win having been blessed with youth and a lack of height). Elizabeth and her cohorts had no problem getting the kids to stick around. It was definitely a contest between some kids to see who could amass the most info. Throughout the event, wonderful door prizes were given out to the parents who attended as a special thank you. One thing is certain…this truly colorful and splendid event would not have been possible without the help of

some amazing volunteers. If you see someone you know is involved with the Superior Substance Abuse Coalition or any of the other groups who donated their time and resources, I challenge you to pat them on the back and say thank you for helping with such an incredible event for our kids.
