• After project activity implementation vendor shall perform :

Measurement Lock Value (CSSR>= 88.00% & CDR<=6.00%) as long as 3 hours after implementation (hourly). If can not achieve this threshold, cell should be locked on related NE which cause bad performance. Vendor should provide fall back scenario and shall perform trouble shooting for solve the problem immediately

Quality Performance Monitoring for checking stability of performance as long as 3 days before & after implementation. Quality Statement Report on 4th day after implementation shall be submitted to all related party (the result of 3 days quality monitoring before & after implementation)

KPI Site Cell Level :

• KPI Site Cell Level will be implemented to New Site, Decongestion & Rehoming activity. • KPI Site Cell Level means that KPI will be measured based on cell achievement, but for

acceptance will be based on Site Level • KPI Site Cell Level acceptance will be based on site cell level achievement for OSS & DTOSS

Data will be checked based on each cell achievement for the related site • OSS Site Achievement score based on average of each cell achievement score • OSS measurement data for baseline & achievement based on 1 week measurement data

(7x24 hours), starting from Monday to Sunday • If in cell level baseline of CSSR>=99.00% HOSR>=99.00% & CDR <=0.5%, degradation delta 5%

(counted from Failure rate) on achievement can be considered to be PASSED (example if baseline CSSR>=99.00% HOSR>=99.00% & CDR <=0.5%, so achievement CSSR>=98.95%, HOSR>=98.95% & CDR<=0.55%, can be considered to be PASSED)

• KPI Cluster Level will be implemented to Modernization (Swap), Reparenting & LAC Splitting Activity

• KPI Cluster Level acceptance will be based on cluster level achievement for OSS & DT • Each site in a cluster level should achieve OSS KPI Basic for New Site Target as minimum

performance • KPI Score for each site in a cluster is same, refer to KPI Cluster Score itself • OSS measurement data for baseline & achievement based on 1 week measurement data

• Related to parameter setting, vendor shall ensure that the parameters are set properly, including for handover relationship in order to avoid performance degradation

• Related to KPI Basic Drive Test scope, vendor shall ensure that these items performed:

a. To ensure no antenna feeder cross connect

b. To minimize overshooting signal to/from other cells

c. To ensure no bad frequency assignment such as co-BCCH

d. To define drive test route and get an approval from Indosat before performing drive test

e. To perform drive test after get an approval from Indosat
